My article replies to Allen Carlson's critique of the existing literature on Chinese nationalism (Carlson's article was published in Volume 15, issue 1 of Nations and Nationalism, 2009). I address Carlson's criticisms and proceed to evaluate his proposal to move away from an allegedly unhelpful focus on nationalism towards the allegedly more illuminating framework of national identity construction. My approach to the existing literature on Chinese nationalism acknowledges efforts made within it at grappling with issues of theory and definition and builds on this acknowledgement to operate a selective appraisal of its strengths and weaknesses. I argue that while some of the problems identified by Carlson do indeed plague the literature, his advocacy of abandoning nationalism as a focus of research is unwarranted. There is continuing validity in using nationalism as a lens for understanding how China sees its place in the world.  相似文献

ABSTRACT

This article highlights key questions raised by the growing concern for global competitiveness and promotional politics in contemporary Asia. Global politics is increasingly governed by promotional imperatives and in the last two decades it has become a common practice for governments to engage in nation branding. Asian states have been particularly eager to implement such promotional strategies, as their rapid development in the last decades has increased their international presence and the overseas expansion of their national corporations. Why and how do Asian states promote themselves? Where and how do promotional imperatives interact with traditional state policies? How are national identities produced, reproduced and challenged through promotional practices in Asia? This article introduces a series of three articles that underline the significance of these policies with regard to renewed, market-based forms of nationalism in the region. It highlights the way questions of image projection within a global capitalist order are becoming crucial for major emerging Asian economies such as China as they integrate and seek to reshape the global political economy. Finally, it considers how, in several regimes in the region, nation branding and the necessities of image projection serve as powerful governance tools to recreate apolitical versions of national identities that serve domestic political purposes.  相似文献

This article examines what a critical focus on the region can contribute to the study of LGBTQ politics in Europe. It is argued that a regional lens can challenge methodological nationalism in existing studies of European LGBTQ politics. It can also contribute towards a broader examination of the politics of scale in relation to the Europeanisation of LGBTQ politics. The article discusses alternative theoretical approaches to the region and examines the queer affinities of these approaches in turn. The argument proceeds to consider the political effects of these alternative theoretical framings of the region in contemporary LGBTQ politics in Europe. It is suggested that a regional critical lens can foreground sub-national and transnational regional political formations, which otherwise may be overlooked in an uncritical focus on the national scale of LGBTQ politics. A regional perspective can also help unsettle Anglo-American framings of sexual politics.  相似文献

Since the 1980s, neoliberal globalisation has shaped the fate of local and national cultural productions, from movies to music, from entertainment to food. How did French intellectual and political elites respond to this unprecedented challenge? What were the implications for the politics of nationalism and national identity? Two books respond to these questions, although in very different ways – the first directly and the second indirectly. Vincent Martigny's Dire la France explains how a new way of narrating French national identity emerged in the 1980s within an internationally oriented French Left, attentive of the coming challenges of cultural pluralism. Patrick Boucheron's (ed.) Histoire mondiale de la France advances into a more challenging direction by skilfully unsettling the ‘our ancestors the Gauls’ clichéd narrative. French history is thus redefined by moving away from the Frankish/Gallic myth of descent, thereby reconfiguring national identity along new lines. This article identifies how crucial debates on the cultural nation and cultural identity emerged in the wake of the May 1968 uprising, asking how much they contributed to the current shape and meaning of French national identity. It thus reviews what can be described as a new historiographical turn in French history.  相似文献

Abstract

This paper examines what it means to study national identity politics in an age during which state-to-state relations are being conceptualised increasingly in terms of economic rivalry and less in terms of political enmity. It is suggested that this transformation has not been sufficiently taken into account in the study of national identity politics that continues to operate on the basis of the friend-enemy distinction. It is also suggested that the ‘old school of national identity politics’ with its emphasis on territorial exclusion and geopolitical images of threat and enmity has done highly important work in deconstructing security discourses and it is noted how they are linked to a specific, realist understanding of the world. That is, they have disclosed how what Alexander Wendt calls the ‘Hobbesian culture of anarchy’ has motivated national identity politics. Further using Wendt's characterisation of the three cultures of anarchy, the paper suggests that in the practices of contemporary national identity politics the logic of economic competitiveness and the logic of political enmity continue to co-exist but that ‘state survival’ is being increasingly understood as a matter of economic competitiveness and decreasingly as that of military power. On this basis it is argued that the era of competition states begs an analysis of the conflictual and often contradictory articulations of the Self's relation with the Other. It is proposed that a fruitful road of enquiry would open up if national identity politics was examined within the framework of political struggles whereby the national survival and Self/Other relations are played out against the background of the global marketplace paradigm which resonates more with the Lockean than the Hobbesian culture of anarchy.  相似文献

Classic theories of nationalism, whether modernist or ethnosymbolist, emphasise the role of elites and spread of a common imagined community from centre to periphery. Recent work across a range of disciplines challenges this account by stressing the role of horizontal, peer-to-peer, dynamics alongside top-down flows. Complexity theory, which has recently been applied to the social sciences, expands our understanding of horizontal national dynamics. It draws together contemporary critiques, suggesting that researchers focus on the network properties of nations and nationalism. It stresses that order may emerge from chaos; hence, ‘national’ behaviour may appear without an imagined community. Treating nations like complex systems whose form emerges from below should focus research on four central aspects of complexity: emergence, feedback loops, tipping points and distributed knowledge, or ‘the wisdom of crowds’. This illuminates how national identity can be reproduced by popular activities rather than the state; why nationalist ideas may gestate in small circles for long periods, then suddenly spread; why secession is often contagious; and why wide local variation in the content of national identity strengthens rather than weakens the nation's power to mobilise.  相似文献

The article comments on the ongoing de‐Europeanisation and re‐nationalisation of Europe from a historical perspective. The article argues that the building of national community from the 1870s onwards focused on the problem of social integration where the development of emotional feelings of belonging and solidarity was linked to the building of institutions for social politics in mutually reinforcing dynamics. The social question emerged in the wake of the spread of industrial capitalism. Its role is underexplored in the study of the building of national and European communities. The social question draws attention to the institutional capacity of nation states rather than nations based on emotions. Nationalism did not only mean the building of friend‐ enemy distinctions through ethnicity but also national socialism as a conservative reform strategy against class struggle socialism. This contention between two approaches to the problem of social integration moulded together national communities through emotions and institutions without deploying the concept of identity. The article outlines this development, culminating in the (West) European welfare states as nation– states in the strong sense of the merger of these two terms, and how it came to an end in the 1970s when a reverse development began towards social disintegration at the end accompanied by accelerating nationalism and xenophobia. The identity concept was mobilised in 1973 as a tool in the European integration project to compensate for the erosion of social institutions by means of emotions. It was taken over and politicised from having been a technical term in mathematics and psychoanalysis. The politicisation of the identity concept was an indication of a deep identity crisis in Europe and its nations. The identity therapy failed, and the identity crisis remains, accompanied by an ever louder nationalistic and xenophobic vocabulary. Emotions replace institutions. The methodological focus of the article is on the semantics around key concepts such as social politics, solidarity and identity in their historical context as forward‐looking and action‐oriented concepts in the construction of community. This approach with a focus on past futures is an alternative to the application of the retrospective analytical concepts of ethnic and civic nationalism outlining present pasts.  相似文献

This paper investigates the national narratives of young, urban Protestants in contemporary China. Based on 100 interviews conducted in Beijing and Shenzhen, it argues that in constructing their national narratives, Chinese Protestants display critical selectivity in adopting the values of official party‐state nationalism. They display affection towards China, a sense of responsibility for improving the country and a concern for society's morality, all of which echo official nationalist priorities. However, they are critical of China's political arrangements, dispute the primacy of economic growth and are less hawkish on international and territorial issues. They see no contradiction between their Protestant and Chinese identities, but generally prioritise the former. This selectivity is explained by the fact that Protestantism generally attracts those less satisfied by the social and political status quo, and because of, in Carlson's terms, the ‘boundary‐spanning’ nature of the Protestant identity and morality to which these converts then subscribe.  相似文献

In 2002, fourteen years after their withdrawal from the West Bank, the Hashemite Kingdom of Jordan revealed its new national program known as “Jordan First.” The Palace initiated this campaign as part of its shifting national discourse which now sought to actively unite Palestinian-Jordanians and East Jordanians living to the east of the Jordan River. This campaign, and particularly its common map-logo symbol, has evolved over the last fourteen years into a rather “banal” national discourse and symbol. However, Jordanian nationalism and the everyday symbols of the Jordan First campaign are not forgotten. Instead, for many Jordanians, the campaign is a reminder of “hot” geopolitics and palpable identity politics. Drawing from Michael Billig's theorizations of banal nationalism, I examine the relationship between banal and hot forms of nationalism in Jordan and argue that scholarly work on banality needs to focus attention on the connections between these categories. As such, I suggest that framing nationalism as something quite “warm” can in many instances more aptly capture the complexity of nationalism. Using a multi-method approach that includes analyses of national maps and map-logos of Jordan and in-depth interviews with Jordanians about their national identities, I highlight the connections of hot and banal nationalism. Through my analysis, I also show that a Jordanian national identity is multi-scalar, merging Arab supranationalism with Jordanian and Palestinian identities; and thus I also extend Billig's work to examine the multiple scales of nationalism.  相似文献

This article looks at modern sectarian (here referring to Sunni/Shi'a) identities and their interaction with nationalism in the Middle East. In doing so I make three interrelated claims: 1) the term ‘sectarianism’ is distortive and analytically counterproductive. A better understanding of modern sectarian identity requires us to jettison the term. 2) Once discarded, our focus can then shift to sectarian identity: how it is constructed, perceived, utilized and so forth. A holistic understanding of sectarian identity must recognize the multiple fields upon which it is constructed and contested. The model adopted here frames sectarian identity as simultaneously operating on four fields: doctrinal, subnational, transnational and, crucially for our purposes, the national dimension. 3) Thirdly, this article challenges the assumptions regarding national and sectarian identities in the modern Middle East. Contrary to conventional wisdom, modern sectarian identities are deeply embedded in the prism of the nation‐state and are inextricably linked to nationalism and national identity. The article will rely primarily on the example of modern Iraq but, as will be seen, the Iraqi example is significantly echoed in the cases of Bahrain, Syria and Lebanon.  相似文献

Abstract. The politics of national identity in the Republic of Tatarstan are complex and often contradictory. Although sometimes posed in terms of an historical legacy, claims to nationhood are also strongly shaped by more pragmatic contemporary concerns. In addition to more conventional forms of political mobilisation, national identity is also contested in cultural arenas. Examining policies on language reform and media development, for example, sheds light on the processes through which a sense of national identity is currently being renegotiated in Tatarstan. The Republic's official multicultural policy is situated in the context of a range of distinct conceptions of Tatarstan's identity, from radical Islamic nationalism to a view of the republic as a Russian province.  相似文献

Abstract. This article attempts to move beyond assumptions that nationalism is essentially cultural and/or narrowly political, and that it is primarily past‐oriented and defensive. We do this by examining evidence relating to the creative (re)construction of the nation from a contemporary economic perspective. Paying particular attention to Scotland and Wales, we show that the mobilisation of national identity within this process of (re)construction is not exclusive to those who seek greater political autonomy. National identity is also mobilised, often in a ‘banal’ fashion, by non‐political national institutions such as economic development agencies. We argue that, within the strategies and discourses of economic development, historic national characteristics are reconciled with contemporary needs and aspirations through four processes: reiteration, recapture, reinterpretation and repudiation.  相似文献

Abstract. How are national identities and the ‘imagined communities’ ( Anderson 1991 ) upon which they are based linked? This article demonstrates that Q‐methodology, which allows each participant to express his or her own ‘personal nationalism’ ( Cohen 1996 ) while simultaneously highlighting how these individual assessments aggregate into coherent, shared types of national identity, provides a means of empirically assessing the linkage between the micro‐ and macro‐components of national identity. When applied to the cases of Scotland and Wales, the six types of national identity – three each in Scotland and Wales – highlight distinctions that reflect, as well as challenge, the ubiquitous academic division between civic and ethnic national identities. They also illuminate the differing natures of contemporary Scotland and Wales, with particular emphasis on the observation that the Welsh imagined community appears to be fundamentally more contested than the more easily forged Scottish imagined community.  相似文献

ABSTRACT. An explicit and politically mobilised English nationalism has been remarkable because of its absence from deliberation on constitutional change in the United Kingdom. In short, it remains a mood and not a movement. This article explores the mood and explains why that mood has not become, as yet, a movement. It examines three related aspects of the English nationalist mood. First, it considers anxieties about the condition of contemporary England which can be found in the work of intellectuals and artists. Second, it identifies the sense of injustice which animates the lobby group the Campaign for an English Parliament. The purpose of the Exchange feature is to publish discussions that engage, advance and initiate new debates in the study of nations and nationalism. This Exchange article is on the subject of ‘Populism and Nationalism’. Each contributor addresses the following four questions on the subject: (1) What is populism and what role does it play within the context of democratic politics? (2) Does populism cut across left–right lines? (3) What is the relationship between nationalism and populism? (4) Are contemporary populist movements across Europe and the West comparable? This article examines how the classification of specific territories in China as backward constructs contemporary Chinese national identity. Recent scholarship has examined the role that regions within nations play as repositories of undesirable traits of national identity. This article examines how spaces at scales other than the region within a national territory are classified on a continuum of backwardness and modernity through an examination of four forms of classification of political spaces within China: minzu (ethnicity), westness, poverty, rural/urban. Drawing on ethnographic field work in Western China, alongside the writings of noted anthropologist Fei Xiaotong and others Chinese intellectuals, this article shows that spaces were discursively categorized as backward. This classification of backwardness is not a case of binary othering, but rather exists as a graduated teleological hierarchy in which all spaces classified as backward have the theoretical ability to move out of their backwardness through state-led development. With the goal of helping backward spaces advance towards modernity, the state has enacted de jure forms of territorial classification target specific spaces for development and modernization.  相似文献

This paper serves as an introduction to this theme issue on the topic of post-socialist identity politics surrounding nation building, national identity and nationalism. It presents an overview of the key processes of post-socialist identity formation in Central and Eastern Europe (CEE) and the former Soviet Union (FSU) in order to contextualise this collection of papers. This introduction outlines the key processes of identity formation and the treatment of nationalism under conditions of state-socialism, and then identifies the main processes of identity formation which have emerged in discourses surrounding nations and nationalities in post-socialist CEE and the FSU. A short account of each of the papers in the theme issue is then presented to identify the common strands of their analyses of post-socialist nationalisms.  相似文献

The politics of accommodation in multinational states sometimes features an important, yet often overlooked, fiscal dimension. In fact, the scholarly literature on the accommodation of nationalist movements emphasizes territorial autonomy, access to power and representation within central institutions, and the promotion of the state national identity, but it is virtually silent on how patterns of territorial fiscal redistribution, and more specifically programs of horizontal fiscal equalization, may contribute to accommodating sub‐state nationalism. This article looks at the Canadian case and analyses the multidimensional relationship between equalization policy and Québécois nationalism. It explains how a key motivation behind the creation of Canada's fiscal equalization program in 1957 was to “end” the institutional and political isolation of Québec and how equalization may have, thereafter, contributed to making Québec's secession less appealing to a good number of Quebeckers than it would have been in the absence of this program. Simultaneously, the article discusses how equalization may have contributed to a certain political backlash against Québec in the other provinces, thus providing mixed evidence in the assessment of the accommodation potential of equalization policy.  相似文献

The politics of identity and recognition regarding the Kurds in Turkey has gained momentum since 2002 but has never been implemented fully. The rightful critics emphasising the continuity of the State's authoritarian character, however, have not so far analysed if their own normative suggestions are theoretically consistent and sociologically grounded. Based on the Author's fieldwork and contemporary social surveys, this article shows that there are conflicting views within the Kurdish community about the forms that the politics of recognition could take. By exploring the conflicts of interest within the Kurdish community from a bottom‐up approach, the article concludes that the recognition of an authentic Kurdish identity is problematic sociologically. It is also more likely to harm than help the Kurds in the country from a normative perspective. The article explains how the quest for an authentic Kurdish political identity and attempts to generate it actually limit the individual autonomy and exacerbate the disparity between the Turks and the Kurds in the country.  相似文献
