The advocacy coalition framework (AC) explains policy stability The policy entrepreneurship model (PE) explains dynamic policy change. Thus, augmenting the AC with insights from the PE provides a method of explaining a common empirical phenomenon: policy stability punctuated by dynamic policy change. This analytical strategy could be used to explore stability and change in many policy arenas. This article explores social policy reforms championed by the Philippines’ strongman president Rodrigo Duterte during his first three years in office (2016–19), as a case for examining the transformative potential of social policy expansion under rising new right-wing and authoritarian leaders. By showing how political economy and historico-institutional conditions foreclose the transformative possibilities of the social policy changes effected by Duterte, the author offers a critique of current tendencies in global development discourses to treat all forms of social policy expansion as progressive. In the Philippines case, there is no progressive ideology guiding the reforms, nor are there political movements overseeing the expansion of social rights now inscribed in law. Rather, the reforms institutionally entrench a minimalist approach to universalism and strengthen the foothold of poverty targeting as an organizing principle of social provisioning. Social policy expansion under Duterte manifests aspects of the ‘dark side’ of social policy reforms during the current global political moment, including the use of such policy reforms to legitimize a conservative and authoritarian political order, and the functionality, across the political spectrum, of ‘narrow universalism’ — the type championed by international development agencies — which serves to deepen segmentation in social provisioning. 相似文献

This article reviews the concept of policy entrepreneurship and its use in explaining policy change. Although the activities of policy entrepreneurs have received close attention in several studies, the concept of policy entrepreneurship is yet to be broadly integrated within analyses of policy change. To facilitate more integration of the concept, we here show how policy entrepreneurship can be understood within more encompassing theorizations of policy change: incrementalism, policy streams, institutionalism, punctuated equilibrium, and advocacy coalitions. Recent applications of policy entrepreneurship as a key explanation of policy change are presented as models for future work. Room exists for further conceptual development and empirical testing concerning policy entrepreneurship. Such work could be undertaken in studies of contemporary and historical policy change. 相似文献

Canadian policy towards Aboriginal Peoples is a complex regime involving property rights, constitutional entitlements, cultural concerns, and interlocking administrative, social, economic, and political aims and goals. Recent events related to constitution-making have led investigators to suggest that an old "assimilationist" paradigm established in colonial times is in the process of being replaced by a new policy paradigm of "self-government" and "peaceful coexistence." Utilizing a model of paradigmatic policy change put forward by Peter Hall, this paper examines the development of the old and new Canadian policy and the reasons for the transition between the two. In so doing, it establishes the need to focus more closely on the relationships existing between endogenous and exogenous sources of change in policy subsystems in understanding the liming and content of policy change. 相似文献

This article approaches social policy as an integral component of a capitalist society and, by drawing on the notion of the double movement introduced by Karl Polanyi, argues that social policy intervention both limits and contributes to market expansion. While this argument could be generally applied to recent social policy changes in the current context of economic globalization, these changes were shaped against different histories of social policy development in early and late industrializing countries. This article examines the increasing importance of social policy in late industrializing countries by focusing on the case of Turkey. It is argued that social policy transformation in Turkey has involved the expansion of social security coverage along with the privatization and marketization of health and pension systems. A new system of labour market regulation has contributed to the commodification of labour while the ‘state-supported familialism’, which forms an important aspect of current trends in the area of social care, has served to integrate women in the prevailing flexible employment relations by simultaneously sustaining their position in the gender division of roles within traditional family relations. The populist strategy of polarization pursued by the ruling government is discussed to show how opposition to these trends toward privatization, marketization and labour commodification has been isolated. 相似文献

We argue that the treatment of trans-subsystem change, and particularly the role of public opinion in fostering such change, within the Advocacy Coalition Framework (ACF) has been underspecified. We propose a model of "policy topography" that combines the concepts of public opinion, clusters of linked subsystems, and policy issue venues. While the ACF has characterized subsystems as relatively self-contained, we argue that they are more usefully understood as operating in a relatively permeable fashion among evolving clusters of subsystems linked together by networked relations, strategically overlapping policy considerations, and public opinion disruptions. The "policy topography" model offers opportunities to assess the relationships across policy subsystems, and to better specify the critical relationship between public policy and mass opinions. We offer examples, and suggest hypotheses along with avenues for appropriate empirical analysis. 相似文献

本文选取清代汉水上游的汉中府辖区,以堰渠水利为切入点并将其置于当地自然、社会长期演变的大背景中去考察,探讨国家权力与地域社会之间的整合关系,揭示基层社会的演变趋势及其生态环境背景与财政经济根源。文章认为:清代中后期,汉中水资源环境明显恶化是多种因素共同作用的后果,与当地的地质地貌特征、气候变迁存在密切关系,而移民开发则诱发、加剧了这一恶化步伐。清代以来,当地民办水利勃兴,官办水利日益具有民间化趋势,这与自然环境演变、赋役财政改革、水利组织管理的变化是相辅相成的。这些相互关联的多重变动,反映了社会控制权的下移、官府对水利社会的控制更为间接。 相似文献

Understanding the influence of policy knowledge (analysis, evaluation) on policy change represents a long-standing quest in the policy sciences. Despite attempts of Advocacy Coalition Framework (ACF) scholars, the first to embark systematically on this quest, utilization and policy process literatures still run parallel. Through a critique of ACF and utilization studies, we argue that the inability of policy theory to include how and which information decision makers use is the foundational issue hindering efforts to link process and substance in policy theory. Situating utilization studies in the policy design approach offers an improvement in conceptualizing relationships between policy knowledge, process, and change. 相似文献

The growing impact of new media around the world has been the subject of study by scores of scientists in multidisciplinary fields. Satellite TV and the Internet have been viewed as instruments of social and political change — connecting communities, educating the youth, and creating social networks previously unaccounted for, like virtual groups. However, in the Arab World and the Middle East, such technological developments have been hailed as tools for the empowerment of marginalized communities such as women and the youth, also brought new opportunities that have resulted in the breaking of the communication monopoly by those in power and the creation of a new communication environment. Such environment has — as part of its manifestations — the current social transformations that the region is witnessing. Drawing on examples from social media networks used in Tunisia and Egypt, this article analyzes the extent to which new technologies have changed the rules of the game regarding public opinion construction and the communication flow traditionally monopolized by the hegemonic power structures in Arab society. This study not only reveals the decisiveness of platforms like Facebook, Twitter, and YouTube in the Arab Spring countries’ revolutions, but also the extent to which their availability served in a complex manner the democratic transition that Tunisia have been undergoing and the political turmoil that Egypt is witnessing. Furthermore this study argues that such online spheres of communication mark the emergence of the virtual yet vibrant space of political campaigning and social empowerment, especially for the youth and marginalized communities. 相似文献

The paper by a noted American geographer and a specialist based in Germany examines and analyzes recent economic growth and structural change in the strategically significant and resource-rich (including oil and gas deposits) region of Xinjiang. The authors identify regional variation in the trajectory of economic development at the urban and county levels, employing conceptual approaches related to structural shifts in economic sectors and focusing on shifts in employment from agriculture to activities in the secondary and tertiary sectors. They also investigate the role of the tertiary sector using a labor transition model, examining its functioning in the context of the industrial sector's absorption of labor in the transitional economy of China. This article explores the relationships among neoliberalism, social policy expansion and authoritarian politics in contemporary China. It argues that in the era of neoliberalism, rising new right and authoritarian governments, the Chinese Communist Party has sought to retain power by shifting politically to the right and promoting neoliberal-looking economic policies. These policies have raised average living standards but also increased insecurity for most of the Chinese population, while new social policies have facilitated marketization. Social policy expansion includes minimal cash transfers as well as social old-age and health insurance for hitherto excluded sections of the population. These policies have begun to erode long-standing urban–rural segregation, but they have added new, underfunded, social programmes rather than widening participation in existing ones, re-segregating provision so that urban elites and formal sector workers enjoy much more generous provisions than many people working informally and those without work. These social policies’ most significant dark sides thus include compounded income inequalities and the segmentation and stigmatization of the poorest. Authoritarian controls have enabled the Communist Party to avoid redistributive policies that would undermine its urban support, so that politics in China differ from the right-wing populism of new, anti-establishment authoritarian regimes. 相似文献

Badgers represent one of the most controversial and hotly debated environmental issues in modern Britain. This paper advances the study of the Advocacy Coalition Framework (ACF) by examining the limited extent to which extensive scientific research over a 15‐year period changed the basic composition and argumentation of different advocacy coalitions in a highly adversarial setting. Based on coding of the media coverage over the period 1986–2013, this paper analyzes the composition of the advocacy coalitions, their stability over time, and the limited extent to which learning took place in response to scientific disputes. It also highlights how coalitions between actors with similar policy beliefs did not form, highlighting the importance of the ACF and other policy processes to consider dynamics that go beyond the individual subsystem under investigation. 相似文献

Targeted social policies and other more universal forms of social protection have shaped (the shifts in) the politics of popular support in Latin America. Since the early 2000s this has led to a tendency towards the election of left-leaning governments, stimulating stronger political pressure for more extensive redistribution. Yet despite a wide range of cash transfers, subsidies and other social policies, the ‘post-neoliberal’ ideal of welfare did not reshape the political and relational powers of citizens in the ways necessary to redress the structural determinants of poverty and inequality across the region. This article reveals a ‘dark side’ of social policy in Latin America, arguing that targeted and precariously funded welfare regimes are creating tensions between the socio-economic and ecological spheres that undermine inclusive citizenship and democracy. 相似文献
