Cultural Theory (CT) is a constructivist theory, developed by Mary Douglas, Aaron Wildavsky, and others, that seeks to participate in the positivist project of discovering, explaining, and predicting regularities in human behavior. Special Issue contributions and this introduction suggest some ways in which this theory can help advance policy studies. One way CT can help is by further specifying other approaches to policy theory. Thus, Hank Jenkins‐Smith and his collaborators argue (and with respect to belief systems demonstrate) that the theory can be used to specify belief systems, coalitions, and causes of policy change in the Advocacy Coalition Framework (ACF); Rob Robinson uses CT to specify further both sources of resistance to policy change and sources of dramatic policy change in Punctuated Equilibrium Theory (PET); and Christopher Weare, Paul Lichterman, and Nicole Esparza use the theory to specify sources of collaboration in policy networks as well as sources of network dissolution. Other contributors argue and/or demonstrate that CT can help specify the culturally pluralized conditions for successful policy deliberation, the cultural sources of policy narratives, and how cultural biases are likely to interact with policy frames. This Special Issue invites policy scholars to consider how the theory might help advance their research interests and the field.  相似文献

An interpretive approach to political science provides accounts of actions and practices that are interpretations of interpretations. We develop this argument using the idea of ‘situated agency’. There are many common criticisms of such an approach. This paper focuses on nine: that an interpretive approach is mere common sense; that it focuses on beliefs or discourses, not actions or practices; that it ignores concepts of social structure; that it seeks to understand actions and practices, not to explain them; that it is concerned exclusively with qualitative techniques of data generation; that it must accept actors' own accounts of their beliefs; that it is insensitive to the ways in which power constitutes beliefs; that it is incapable of producing policy-relevant knowledge; and that it is incapable of producing objective knowledge. We show that the criticisms rest on both misconceptions about an interpretive approach and misplaced beliefs in the false idols of hard data and rigorous methods.  相似文献

The aim of this article is to review and reconsider what scholars, including historians, archaeologists, and those in other disciplines, are trying to get at when they attempt a “social interpretation” of English late medieval domestic buildings. I focus on the definition and interpretation of “meaning,” and I examine critically a series of concepts routinely deployed in social interpretations in the past, including my own work, such as type, zeitgeist, and intention. I argue that some of these concepts and interpretive moves are problematic and rather than aiding in our understanding, raise further questions in their turn about how buildings were lived in and understood by their medieval inhabitants. I argue for a shift in language and jargon away from “planning” and “meaning” to that of “lived experience”. I explore such a possible shift with reference to different understandings of and debates over the late medieval castle of Bodiam in southeastern England. Such a shift from meaning to lived experience raises fresh challenges for the development and empirical evaluation of interdisciplinary research on medieval buildings, but it also raises fresh possibilities and insights.  相似文献

Community is an ambiguous concept, and the meanings of community as a subject of study have received a great deal of attention across various disciplines. This paper discusses how children's diverse meanings of community shape and are shaped by the social, cultural, and physical environments of their everyday lives. To explore these meanings I combine principles of child-centered research and qualitative geovisualization into a research methodology. I demonstrate that this integration displays the transformative nature of qualitative analysis and visualization to support interpretive analysis of various forms of qualitative and spatial data together, and offers us a hybrid methodological framework for gaining insights into the diverse meanings of community held by the children. The main case study is drawn from a multi-year research collaboration called the Children's Urban Geography (ChUG), in which I participated along with children who lived in a relatively poor but emerging multi-cultural Hispanic neighborhood in Buffalo, NY.  相似文献

Rural development in Alberta is a long-standing challenge, with local communities and economies often stuck between economic cycles, fiscal largesse from the Provincial Government, and a historical pattern of conservative leadership that seeks to leave the private sector unimpeded. As a result, many rural communities now face significant economic, social, political, and ecological challenges that, while not unique to Alberta, are marked by only modest innovation and a tendency to return to previous developmental initiatives. This paper is focused upon identifying the common challenges facing municipal government in the province, but also accounting for the inertial dynamics within municipal politics. Drawing from qualitative data collected from rural municipalities, it seeks to situate contemporary adaptive economic strategies and initiatives within the dominant public ideology of the province. This paper argues that while reform initiatives undertaken in the province broadly align with pragmatic municipalism as a necessary response to decades of neoliberal austerity and inertia, that pragmatism is tempered by a provincial rationality that limits, rather than enhances, the likelihood of meaningful change. This rationality, and its effects, are explained through four fallacies: home rule, agency, the Golden Age, and homogeneity.  相似文献

This essay explores both the appeal and the difficulties of Derrida’s “democratic Romanticism.” Derrida’s broader philosophical project seeks to make explicit the paradoxes or aporias that are embedded in practical experience. In unveiling these aporias, Derrida pleads, particularly in his later writings, for a transformation of democracy and religion so as to make them hospitable to difference. However, I will argue that Derrida’s reduction of the great variety of moral-political and religious situations to one aporetic logic runs into conceptual problems and risks undoing the moral tissue that makes hospitality possible in the first place.  相似文献

Scale remains a pivotal yet highly contentious concept in geography. I survey the lively discussions engaged in recently by many critical/radical geographers regarding the theoretical status of scale. While these discussions have been intellectually fruitful, I argue that much more needs to be said. Drawing from complex systems theory, I argue that scale should be understood as an ontological category essential to understanding causality. Revalorising Aristotle's four categories of cause – formal, final, material and efficient – from two centuries of positivist thinking facilitates this endeavour. Research on the relationship between university-based poultry scientists and the poultry industry illustrates the explanatory potential of poly-scalar analysis.  相似文献

Policy researchers traditionally have adhered to the quantitative: (or positivist) approach. Recently, some policy analysts have emphasized a more qualitative (or postpositivist) approach. Little, if any, of the latter has been considered by proponents of the former as serious policy (i.e., "objective") analysis. This tension has produced some conflicts as to which camp is more attuned to a policy version of "truth."
This essay attempts to demonstrate the strong and weak points of both paradigms, and argues that either by itself has serious debilitations. For instance, positivists deny the subjective nature of values that denigrate the putatively "objective" orientations of their analyses, perhaps even rendering it "undemocratic." On the other hand, postpositivists have a difficult time operationalizing their preferred research methodologies with the necessary rigor.
The essay concludes that the research problem—rather than a favorite methodology—should determine the research approach, and that both the quantitative and qualitative aspects can be used in a consonant manner.  相似文献

Several commentators have argued that ethnoarchaeology will only become a productive part of archaeological research once both archaeology and ethnoarchaeology are unified by the axioms of a single theory of behavior. Through an examination of the different roles that ethnoarchaeological research has adopted, I demonstrate that ethnoarchaeology is already theoretically unified by a general concern with analogy. I argue that the problems that many commentators have recognized with ethnoarchaeology’s apparent eclecticism arise from an over-reliance on “core universals” by both processual and postprocessual researchers. Instead of implementing a single unified theory of behavior, I suggest that ethnoarchaeologists should adopt a pluralistic orientation that is sensitive to the contextual applicability of specific causal processes.  相似文献

History Without Causality. How Contemporary Historical Epistemology Demarcates Itself From the Sociology of Scientific Knowledge. Contemporary proponents of historical epistemology often try to delimit their enterprise by demarcating it from the sociology of scientific knowledge and other sociologically oriented approaches in the history of science. Their criticism is directed against the use of causal explanations which are deemed to invite reductionism and lead to a totalizing perspective on science. In the present article I want to analyse this line of criticism in what I consider are two paradigmatic works of contemporary historical epistemology: Lorraine Daston's und Peter Galison's Objectivity and Hans‐Jörg Rheinberger's Toward a History of Epistemic Things. I first present their arguments against the sociological and causal analysis of scientific knowledge and practice and then try to defend sociological work in the history of science against their charges. I will, however, not do so by defending causal explanations directly. Rather, I will show that the arguments against sociological analysis put forward in contemporary historical epistemology, as well as historical epistemology's own models of historical explanation and narration, bear problematic consequences. I argue that Daston, Galison and Rheinberger fail to create productive resonances between macro‐ and microhistorical perspectives, that they reproduce an internalist picture of scientific knowledge, and finally that Rheinberger's attempt to deconstruct the dichotomy between subject and object leads him to neglect questions about the political dimension of scientific research.  相似文献

In this article I explore how geographers might go about studying the everyday contexts of police power, given specifically the emphasis today in political geography on the practice of state power. Rather than endorse police practice as a relatively accessible and straightforward realm for researchers, I emphasize instead the uneventful and sometimes disappearing aspects of police work which makes it hard to excavate and interrogate, especially for non-police. Reflecting on various fieldwork experiences, I argue that the basic methodological tools that geographers have at their disposal to bring down the ‘blue wall’ of police practices can do the opposite: produce a tentative mode of knowledge which grasps, qualitatively and quantitatively, at the problem of the social and force relations of policing. I conclude that rather than a fix to the cruddiness of police power, accepted qualitative and quantitative methodologies constitute the ‘blue wall’ of police practice.  相似文献

The work of Michel Foucault highlights the need to rethink the assumptions of disciplines such as international relations which have tended to remain narrow, universalist and positivist. In particular, the key concept of power has largely escaped critical inquiry. This article seeks to open up the power discourse in international relations by exploring the limits of traditional approaches such as realism and even critical theory, arguing for a ‘post‐positivist’ approach which incorporates Foucault's insights into the nature of power. Indeed, it goes beyond much of the ‘Third Debate’ in directly focusing on power and rearticulating its form and content as a category of analysis in international relations.  相似文献

This article seeks to bring together studies of community from both the New and Old Worlds and examine their various strengths and weaknesses. Whilst applauding many of the recent developments, particularly the emphasis on communities as the outcome of practice and agency, I suggest that there are three specific difficulties present in the current studies of community: an underlying subtext which supports modern political notions of community as a timeless form of sociality; a prominent anthropocentric vision of community as the province purely of human beings; and a failure to fully embrace the role of affect and emotion. By rethinking communities as assemblages, this article seeks to build on the firm foundations constructed in the last 15 years to present new possibilities for taking this important concept forward.  相似文献

Starting from the contention that exercising a “right to tour” is predicated on the work of producing tourability, I examine how tourability itself is a contested process involving relations of land and labour. Examining the current “resource boom” of ecotourism in the Colombian Amazon, I use an analysis of work and capital accumulation to unravel a seemingly small act of refusal by the community of Nazaret that has barred tourists’ entry to their land. I argue that this act of refusal opens up space for critically examining the relationships of land and labour, especially through the production of “life”, in the accumulation of tourable places in contemporary global capitalism. Engaging literature on both tourism studies and land politics in the Amazon region, I contribute to the scholarship on tourism and work while examining how Indigenous landscapes are being made productive towards the ends of capitalism.  相似文献

解说对于地质遗迹景观的保护与利用有着非常重要的现实意义。本研究选取西安翠华山国家地质公园为研究案例,通过问卷调查实证分析了游客对地质遗迹景观的解说需求。研究结果显示:游客对地质公园的人员解说有较高的需求;在解说主题上偏好地质景观成因和动植物知识;年龄、学历和职业都对游客的解说主题偏好有显著影响。其中:19岁-29岁的游客对地质景观成因的需求程度最高,学生和离退休人员对地质景观成因感兴趣,偏好动植物知识的职业群体为公务员,文教专业人员对历史典故兴趣较高,而民俗逸事对农民有吸引力。重游游客对于地质景观成因、动植物知识和历史典故方面的解说需求有明显的上升。  相似文献

The 1881 England and Wales census is now available as a fully-searchable electronic file. What can this source of big data tell us about the shape of the late-Victorian prison population? This article explores how the 1881 census compares to other sources of prison population data, and examines how the census can be analysed to reveal the demographic structure of the prison population in England and Wales. We argue that the census enables us to bring breadth of information about incarcerated individuals, identifying the ‘typical’ and ‘atypical’ prisoner, to a depth of information already available through small-scale qualitative research. In doing so, census data provides both quantitative and qualitative data essential for bringing context and scale to social and personal histories of crime.  相似文献

Many of the theories that inspire agency approaches in archaeology identify deep philosophical problems with other lines of thought. This creates challenges for identifying methods: do radical theories require radical methods? Choosing as a case study one of agency’s interpretive frameworks (embodiment) and, further, a single class of evidence (anthropomorphic imagery), I argue that the answer is “no.” In this case, familiar art historical methods, deliberately played off one against the other, provide a middle range framework for linking theory and evidence.  相似文献

Geographers have recently progressed the debate on NIMBYism by demonstrating that opposition to new development is frequently motivated by white residents' desire to exclude non-white groups. In this paper, I extend this argument by exploring community opposition to a proposed accommodation centre for asylum seekers in Nottinghamshire (UK). Herein, I detail a rhetoric of opposition that ignored the multiple origins and ethnicities of asylum seekers to depict them as an undifferentiated Other group. Though local campaigners rarely referred directly to their own 'whiteness', I argue their campaign can only be understood within a racialized problematic, constituting an attempt to defend the privileges of an 'unmarked' whiteness against the imagined threat of a racialized Other. In conclusion, I argue that studies of NIMBYism must take careful account of the contingency of racial identities if they are to effectively contribute to the geographic literature that seeks to de-centre white privilege.  相似文献
