During World War II the Japanese military used approximately 200,000 women, mainly Koreans, as bonded workers they euphemistically labeled, ‘comfort women’. Since 2010, six memorial sites dedicated to the suffering of these women have been built in the United States. Campaigns for these memorials have been led by Korean-Americans, reflecting the importance this issue has in South Korea and within the Korean Diaspora. While a growing body of research has examined the political, social, and gender ramifications of the ‘Comfort Women’ issue in South Korea and on Korean-Japanese relations, less attention has been given to the transnational aspects of this memorializing campaign. What is the purpose of these memorials in the United States? How might visitors to such sites remember and memorialize trauma they know little about and which occurred far away? And how do these memorial sites dedicated to such distant trauma contrast with the absence of memorials for events much closer at hand, such as the historical realities of slavery? I examine these questions through an analysis of a ‘Comfort Women’s Memorial Peace Garden’ dedicated at the Fairfax County (Virginia) Government Center in May, 2014. 相似文献

National sentiments have historically overwhelmed global ones in the modern era. Archaeology was born in the service of the nation-state, as a technical means for engaging with the past within a specific calculus of territory, sovereignty, and nationhood. Significant shifts are currently underway, however, towards transnational modes and mechanisms of governance that have arisen in the wake of international dysfunction and neoliberal reforms. Within this emerging field of action it is development, rather than conservation, that shapes the diverse work of archaeological practice in the world. Transnational sociopolitical contexts for archaeological practice most visibly gained traction with multilateral development banks’ turn to heritage development in the 1990s, built around the tenets of participation, capacity-building, and sustainability. From these roots a second generation of concerns has emerged—transnational communities, heritage rights, and global climate change—for archaeological practice attuned to a “politics of engagement” (Mullins 2011) in a transnational key. 相似文献

As the Spanish Civil War drew to a close, retreating Republican troops in the northern region of Asturias took refuge in caves in the mountains from the brutal victor’s justice of the Francoist forces. In this paper we examine three of these caves in the context of the Civil War experiences of the rural municipality of Santo Adriano, based on a combination of archaeological recording and oral history interviews. The paper focuses on the role of the La Ponte-Ecomuseum, a grassroots heritage organisation that has worked to preserve and communicate the tangible and intangible heritage of the district. The Civil War heritage presents cultural, political and practical challenges for the museum: nonetheless it has succeeded in establishing an ongoing programme for its communication and protection. 相似文献

The interaction between the Swahili Coast of the present-day Tanzanian coast and other parts of the Indian Ocean world dates back to the first millennium AD. This commercial communication resulted in the rise of several coastal city-states (stonebuilt towns), some of which date back to the tenth century. Unfortunately, some of these states started to collapse during the second half of the second millennium and the majority of them is in a ruinous state. These material remains, which according to the Tanzania’s Antiquities Act of 1964 deserve legal protection, have not been studied comprehensively mainly to establish their conservation history. The current article addresses this problem, and by analysing documents, it establishes the conservation history of monuments and historic buildings of the Swahili Coast in Tanzania. Research results indicate that some built heritage sites started decaying during the fourteenth century AD. Because of recognising the importance of these built heritage sites, communities of the region embarked on strategies to care these built heritage sites. This observation contradicts the European conventional wisdom maintaining that, in Africa, conservation of built heritage sites such as monuments and historic buildings began in the nineteenth century and was propagated by European colonialists. 相似文献

以顾颉刚为首的古史辨派是我国20世纪20-40年代古史研究的主要派别,对我国史学尤其是上古史研究影响深远。疑古精神、对进步史观的积极追求与接纳的态度、对古史资料考信而后用之的原则、注重历史与考古研究结合的治史方法,以及建设新古史体系的设想,是古史辨派留给我们的史学遗产。新古史体系的建设道路并不平坦,搞好新古史体系建设较为根本的对策就是在总结和继承古史辨派优秀史学遗产的基础上,坚持理论创新,切实加强考古学家与历史学家的沟通与合作。 相似文献

Recently, the UN Special Rapporteur in the field of cultural rights has stated that the intentional destruction of cultural heritage is a violation of cultural rights. The Rapporteur examines a timely issue but bases her statement on narrow understandings ‘heritage’ as irreplaceable and ‘destruction’ as ideologically motivated and aggressive. This reinforces hegemonic ideas about heritage and what constitutes its destruction. In this article, I discuss the case of Bagan in Myanmar to illustrate the limitations of the Rapporteur’s statement. In Bagan, whether and how ‘heritage’ should be protected has been the topic of controversy. By implication what is – or is not – considered intentional destruction is contested. Ambiguity about the meaning of cultural rights, the dissonant nature of heritage, the subjectivity of destruction, and complex multi-layered motivations behind ‘destructive’ practices make overarching statement about the destruction of cultural heritage and cultural rights violations too bold and call for more nuance and contextualised research. 相似文献

This paper examines how the state, social activists and former sufferers of leprosy participate in an international heritage discourse and how they construct the history of leprosy in contemporary Singapore and Malaysia. This paper finds both dissonances but also convergences between these different interests. The emergence of such entangled narratives is taking place at a time when the leprosariums are threatened by redevelopment and while social activists are calling for their conservation as heritage sites. The paper finds that both the state and social activists, in different ways, have selectively appropriated the history of leprosy to fit an international heritage discourse. Meanwhile aspects of that history, which are deemed incompatible, are discarded to fall in between the cracks of the discourse. By contrast, the oral history accounts of the leprosariums’ residents, as a possible source for intangible and radical heritage, are ambivalent about the sites’ heritage values. They reveal that while many residents reject the heritage discourse that seeks to save their homes from demolition, others have created a unique culture of heritage that appropriates the international discourse, but also expresses their own needs and perspectives. Cultures of heritage are, however, themselves fluid and liable to change like the memories on which they are based. 相似文献

ABSTRACTBangkok’s ancient city, Rattanakosin, is a major tourism focus displaying palaces, temples, exotic street life and frenetic waterfront. However, this ‘first-level’ heritage landscape makes little sense dissociated from that of an underlying ‘second level,’ comprising surviving remnants and lost memories of a vast array of other palaces whose occupants sustained the ancient Siamese state and accounted for a present culture of royal-elite-military hegemony. The first five Chakri kings had an immense multiplicity of sons who could serve as defenders of both realm and dynasty, later as royal ministers and administrators and as commercial collaborators. Multiple daughters were useful in buying loyalty of an often restive nobility. Royal fecundity, however, posed a real-estate challenge as sons had to be housed appropriately, calling for an extraordinary profusion of both large and small palaces. While most have now been swept away for other development, the remnants constitute a suppressed and uninterpreted cultural landscape that also intersects with multiple sites of both dark and hedonistic tourism. These intersections of first and second levels of heritage, then with both dark and hedonistic levels of heritage-identity, yield ambiguity, demanding interpretation. 相似文献

Siraf is well‐known archaeologically and historically as an ancient port in the Persian Gulf that prospered during the medieval period. Siraf played a leading role in facilitating maritime and terrestrial trade, connecting long‐distance Indian Ocean and China routes with those in the Gulf region. Despite its history, no previous research has been dedicated to the maritime infrastructure of Siraf. Through the ‘2012 Siraf pilot project’ a preliminary survey of the underwater and shoreline remains of this ancient port city was conducted. The site's location is unique in many respects to trade routes and logistical considerations; however, its maritime infrastructure is difficult to assess in light of the extensive threats to the site. 相似文献

AbstractIn this case study of a young, Thai “cause lawyer”, advocacy for human rights is considered in context. The most important elements of that context are the path of development of Thai political and legal institutions, globalisation of law, and the networks of relationships that penetrate the state. The case study shows that human rights advocacy by NGO lawyers can adapt creatively to unpromising conditions under which courts provide little access or oversight. At the same time, the case study raises profound questions about the ultimate independence of cause lawyers when the state must be made a partner in order to establish the authority of law needed to make human rights advocacy possible. The ambiguity of the lawyer’s position is apparent from the relative ineffectiveness of her interventions and her growing moral authority on behalf of best practices under law. Her position suggests the limitations on law imposed by the underpinnings of the Thai state itself. 相似文献

For two decades, Myanmar sat at the top of the international human rights agenda. With recent political changes, this may now be a thing of the past, but the bad old days hold important lessons that should not be forgotten. This article draws on interviews conducted mainly inside Myanmar over a period of 15 years to evaluate, contrast and compare the impact of different international human rights policies on the ground. It is argued that while the effects of both Western ostracism and regional business as usual have been largely counterproductive and often harmful to the Myanmar people, principled engagement by the United Nations and other international organisations has shown significant potential to help promote human rights. This is a lesson which may be worth heeding in other repressive states. 相似文献

In the small Peruvian, Quechua-speaking town of Chinchero, processes of heritagization of the Pre-Hispanic legacy encouraged by the State and supported by the tourist industry have been trying to create among the population an obligation of historical and emotional identification with their Inca ancestors. This operation has been mainly effected through the territorial transformation of the vernacular space of the Inca ruins into an archaeological site for tourism consumption. The operation has left out other histories grounded in grassroots events, like the struggle for the land against the abusive landowners that took place during colonial times. More than the distant history of the Incas, it is this kind of more recognisable and meaningful folk history what people remember the most and what largely constitutes the fabric of social memory in Chinchero. It is precisely folk history what forms the basis for local heritage values that, unlike what happens with the Inca remains, express intense affective ties with the physicality of other non-archaeological spaces. In light of these developments, the author explores how the people of Chinchero are contesting official versions of heritage and history by foregrounding the emotional power of their own heritage values. 相似文献

For considerable time, academia (in particular, the Humanities) has been in an intellectual, economic and pragmatic par des deux with the culture and arts sector (in this case, heritage, museums and archives). In many ways, given their respective pursuits of scientific enquiry and learning, valuable contribution to a knowledge economy, commitment to public enlightenment, and exploration of critical and creative endeavour, a relationship between the sectors makes sense. Unity notwithstanding, the relationships have become increasingly now influenced by (en)forced contextual constraints (e.g. government policy development and intervention, neoliberal market forces, structural and ideological shifts in funding acquisition and allocation, patronage changes and demands, and/or individual political priorities). Drawing on education and heritage scholarship, and theoretical frameworks of sport culture spaces, this paper examines efforts undertaken at one specific Higher Education establishment in the United Kingdom in which institutional agendas (vis-à-vis historical and cultural foci, encouraging ‘impactful’ academic activity, brand exposure, economic efficiency, and community engagement) have contoured, and become entwined with, an embryonic sport heritage and archive project. Recalling similar arrangements elsewhere, the aim of this case study is to explore how the wider education and cultural policy context have precipitated an increasingly symbiotic and dependent relationship between university and cultural/arts initiatives. The paper considers how the impetus to develop a sports-based (basketball) heritage archive and study centre reflects the current fragilities of the two sectors, yet, concomitantly, reveals the potentials that might be developed from fostering greater intellectual and pragmatic alliances. The paper concludes by advocating the practical, political and ideological usefulness of network formation, sustainability measures and continued cross-sector dialogue. 相似文献

The recognition of human rights at stake in and around World Heritage sites has led to an increased interest in the adoption of a human rights-based approach to heritage conservation. This approach is understood to address issues of social justice and enable a more sustainable form of heritage conservation. However, research at the historic and religious site Bagan in Myanmar shows various conceptual, practical and political hurdles that need to be addressed before this approach can effectively be adopted. Challenges can be found on local, national and regional scales and include the interpretation of cultural rights and conflicting rights, the contentiousness of human rights language and the lack of capacity to hold violators accountable. These impediments are relevant beyond Myanmar and demonstrate that the effectiveness of a human rights-based approach to heritage conservation is highly context-dependent. 相似文献

ABSTRACT Between 2015 and 2018 the Indonesian government unsuccessfully applied for World Heritage status for the old Dutch colonial neighborhood of Kota Tua in Jakarta. As this article aims to show, analyzing the process of writing a nomination dossier, especially in the case of a failed nomination, can be revealing in unraveling the inner workings of heritage conservation efforts and the many actors that are involved on different ‘scales’ and levels surrounding the heritage. As the project of writing the nomination dossier was delegated to a consortium of private actors from the elite circles of Jakarta, this article will finally address both the difficulties and advantages of involving the private sector in such nomination processes. 相似文献

Some of the founding documents of our modern human rights culture assert that, by virtue of natural law, the will of God, the will of a Supreme Being, or some kind of natural world order, all humans have a right to civil liberties. In Areopagitica (1644), Milton rejects this way of grounding the claim to civil liberties. Instead, he argues for civil liberties on pragmatic grounds, but also on the premise that members of political societies are entitled to civil liberties from their governors only insofar as those members are rational and virtuous. His argument for civil liberties is also grounded in the view that the proper function of government includes propagating virtue in those it governs, assessing their rationality and moral virtue, and extending civil liberties to them in accordance with this assessment. Arguing in this way, Milton opposes the notion that, simply by virtue of being human, all members of political societies have a specific set of rights which their governments, and indeed all other people on earth, are bound to respect. He thus has more in common with Isocrates and Renaissance humanists than he does with the defenders of our modern human rights culture. 相似文献

AbstractThis paper explores the use made of the Bible by two Christian human rights organizations: Christian Solidarity Worldwide (CSW) and International Justice Mission (IJM), identifying the particular parts of Scripture appealed to, the hermeneutic adopted, and asks whether there are other resources in the Bible which they could use to inspire and inform their work. CSW with its focus on the persecuted Church most naturally draws its inspiration from the New Testament, especially the Epistles; whilst IJM whose work principally addresses other forms of injustice, makes greater appeal to the Old Testament. The biblical framework for IJM's work could be strengthened by a more sustained attention to Jesus' ministry as a model of human rights intervention and advocacy, by reflection on the significance of the Exodus as indicative of God's purposes for those who are oppressed, and by consideration of the book of James. CSW needs to integrate its commendable emphasis on Jesus' mission as exemplary for Christian human rights action with a holistic reading of the Bible and a greater exploration of the importance of the Church as the Body of Christ. 相似文献

ABSTRACT. The study of nationalism in Egypt has often focused on Arab nationalism and its relevance to the post‐colonial state building process. The current article shifts the focus to the Egyptian state's strategic use of nationalism as a mechanism for survival and for shoring up its failing legitimacy. In particular, the case of the human rights debate is chosen to show the regime's most recent attempt to ‘nationalise’ a rising movement which promotes universalism and poses a threat to the notion of the nation's homogeneity. By misrepresenting human rights organisations as mouthpieces of Western imperialist powers, the regime has managed to create an image of these organisations as posing a threat to Egypt's national security and undermining its international ‘reputation’. More recently, however, the state has refined its discourse on human rights by promoting an image whereby it is the ‘official agent’ of a more nationalistically defined human rights movement. 相似文献

In 2010 the High Court delivered several judgments with potentially significant implications for the protection of human rights in Australia. It invoked the doctrine of the implied constitutional freedom of communication in Aid/Watch; found that offshore processing of asylum seekers must comply with procedural fairness and natural justice; invalidated elements of the SA government's control order scheme as it encroached on the independence of the judiciary; and invalidated amendments to electoral laws that shortened the period for enrolment. In this review we evaluate the implications of these decisions in the wider context of the protection of human rights in Australia. We argue that while these decisions have made an important contribution to restating the boundaries of rights protection, there are significant limitations in relying on judicial review as a mechanism of rights protection within the Australian constitutional framework. 相似文献
