Sumatran population growth and influences

Sumatra, Indonesia's large western Outer Island region, had general, urban and rural rates of population growth during 1961–71 as much as 50% or higher than those for the remainder of Indonesia. The rapid population growth in Sumatra, continuing into the later 1970s, has been associated with a variety of influences. Among these were:

  1. New or improved economic activities encompassing large‐scale extraction of crude oil, natural gas, tin, bauxite, and forest products; some coal mining; continued fisheries, commercial small‐holder and estate types of agriculture; and new or expanded manufacturing.

  2. Large‐scale transmigration, in‐migration from elsewhere in Indonesia other than Java and Bali, and intramigration within Sumatra have led to increased populations and densities in at least five major areas. The southern area of Lampung Province and to a lesser extent eastern South Sumatra have had notable growth from transmigration flows; several coastal plains areas in Aceh, North Sumatra, West Sumatra, Riau, and Jambi provinces, from upland to lowland or other in‐ and intra‐migration flows.

  3. Traditional ethnic, religious, and regional linkages within a predominantly rural village system have remained strong. These cultural conditions provide a background for understanding the continuing overwhelming rural character of Sumatra's people.

  4. Although urban growth was more rapid than rural growth in Sumatra during 1961–71, most of this urban growth was concentrated in and around a few relatively large urban centres; the remainder of the urban growth was in the many other urban places, most having the aspect of overgrown villages.

  5. Differential growth rates for total, rural, and urban populations were associated with differing perceptions at local, provincial, Sumatra‐wide, or national levels — of the areas having the best opportunities for improved living. With a few exceptions, Sumatra's upland areas have lost large numbers of people to near‐by and only recently highly accessible lowlands. Small, but crucially important, numbers of ambitious and more highly educated people have left Sumatra for Jakarta or other areas of actual and perceived greater economic opportunity.

  6. In 1971 the sharply contrasting and increasing population densities of Sumatra emphasized several areas of greater economic development on the one hand; areas of continued limited accessibility or economic activities oil the other. If trends of the 1961–71 decade persist, the 1981 Indonesian census results for Sumatra should indicate increased populations and densities, particularly in the southern Lampung area of agricultural inflow and in the lowlands around Sumatra's large cities which also should continue to have sizeable population increases.

“Consensual Corporatism” under the Hawke Labor Government is a process of policy decision‐making engendered both by a reaction to perceived past Labor policy‐making failures and the context of the collapse of the long post‐war economic boom.

This paper argues:

  1. 1) that the perceptions of economic crisis in Australia in 1983 were accurate and that the Hawkeist consensus model was a correct (though not really corporatist) reaction to the policy requirements of the mid‐1980s;

  2. 2) that, primarily because of the fragility of the institutional‐cum‐political base of the Hawke “consensual corporatist” policy process it will take an unusual combination of continuous good management and good luck for the model and its progenitor government to survive beyond the next election.

In the period 1961 and 1980, Sumatra's population increased from nearly 16 to 28 million; a rise of 78%. This population growth was at least 50% faster than the Indonesia national average, and exceeded only by Maluku. Local and intensive demographic and economic analysis is needed to explain fully this rapid demographic increase. Sumatra's abundant resources of tin, bauxite, petroleum, natural gas, forest and agricultural products during the 1960s and 1970s supported these population increases, as well as providing export income to aid other Indonesian areas.

The chief population changes within Sumatra are:

  1. Rapid percentage population growth in Lampung, Jambi, Bengkulu, and Riau provinces. However, population numbers increased most in North Sumatra, Lampung, and South Sumatra.

  2. At the more detailed, kabupaten scale, Sumatra's 1961–80 population growth was very uneven, ranging from nearly 229% in central Lampung, over 97% in eight other kabupaten, to as little as 21.8% around Lake Toba in upland North Sumatra. Actual or perceived economic opportunities, sizeable migration flows, and high natural increases favoured some areas; resulted in outmigration flows from others.

  3. The nineteen municipalities (only seventeen according to some sources for 1961) rose to twenty kotamadya by the mid‐1960s. Collectively, their urban populations increased from less than 2 million in 1961 to 4.25 million in 1980. Medan, in particular, now is the dominant city not only of Sumatra, but also of all Indonesia beyond Java‐Madura. Only Sawahlunto in upland West Sumatra remained almost stagnant through this period.

  4. Population densities rose throughout Sumatra, but at greatly different rates. At the kabupaten scale at least seven areas of relatively high population density, plus a few localized urban‐ or resource‐centred areas elswhere, stood out from other, much less densely populated areas.

A sharp increase in racism and xenophobia, alongside an increase in philanthropy and charity, mark Europe’s Janus-faced reaction to the social consequences of the economic crisis. This paper goes beyond the racism/xenophobia vs. charity/philanthropy dualism, arguing that these seemingly antithetical responses have more in common than we may think.
  • (1)?Both are equally divisive and ‘othering’ practices. Whilst racism transforms human beings into de-humanized entities in order to be able to hate them, charity transforms human beings into dependent objects in order to be able to offer aid.

  • (2)?Both are strongly affective yet deeply apolitical reactions of people who lose their political agency as they become imbued with fear and insecurity; of citizens who turned into indebted apolitical objects, when social solidarity and welfare provision turned from a collective responsibility into a private affair.

When housing, healthcare, etc. became accessible mainly through private loans and mortgage markets, private welfare debt became the biopolitical tool that enrolled the workforce into volatile financial speculative practices and turned citizens into fear-imbued ‘idiots’, i.e. private individuals who can only care for their private matters. Understanding the biopolitics of privatized welfare and increased household debt as the process that drives this transformation of citizens into ‘idiots’ allows us to move beyond the false dilemma of charity vs. racism, in search of a politics of solidarity.  相似文献

Oswald Spengler (1880–1936) is a neglected figure in the history of European philosophical thought. This article examines the philosophical anthropology developed in his later work, particularly his Man and Technics: A Contribution to a Philosophy of Life (1931). My purpose is twofold: the first is to argue that Spengler's later thought is a response to criticisms of the “pessimism” of his earlier work, The Decline of the West (1919). Man and Technics overcomes this charge by providing a novel philosophical anthropology which identifies technology as the highest expression of human cognitive and creative capacities. The second is to suggest that in his later period Spengler presents an affirmatory account of modern technology as the final stage of human cultural evolution. I conclude that by providing a philosophical anthropology that reconciles technology with human nature, Man and Technics represents an important development of Spengler's theory of human culture.  相似文献

In this article, I investigate historical representations of Central African Forest People that have been constructed by explorers, scientists, colonial officers, journalists and the European public in order to provide a historical analysis of the concept of the “Pygmy”. Following Said’s argument regarding Orientalism, that “without examining Orientalism as a discourse one cannot possibly understand the enormous systematic discipline by which European culture was able to manage—and even produce—the Orient politically, sociologically, militarily, ideologically, scientifically, and imaginatively” (1995 Said, E. W. 1995. Orientalism, Harmondsworth, , UK: Penguin.  [Google Scholar]: 3), I will draw on representations of Forest People from written accounts of the last 200 years. None of these accounts should be regarded as representative of Forest Peoples’ own representations of themselves, so what I hope to provide is a clear picture of how Forest People have been represented by others through the discourses of race, evolution and colonialism.  相似文献

Bringing culture into the analysis remains a problem for comparative political science. The notion is too vague and elusive — we are reluctant to evoke that amorphous mass of beliefs, institutions and actions which comprise the political culture of any nation when trying to compare policy processes. Only when the interplay of familiar political variables fails to correlate is culture introduced as an explanation of last resort

Recent work seeks more rigour for a cultural variable. Drawing on the anthropology of Mary Douglas and the public policy of Aaron Wildav‐sky, ‘cultural theory’ argues that groups fashion their world in limited and predictable ways. Regime, belief and economy are subsumed by more fundamental choices about the organisation of collective life. Culture is people sharing values which justify social relations.

This paper sketches the premises and findings of cultural theory. It suggests some possibilities for comparative research — and the problems of testing this ambitious reformulation of political culture.  相似文献

Expeditionary Force during the First World War

The Great War is credited by some historians for giving direction to Canadian nationalism. Success on the battlefields provided many citizens with patriotic pride, as well as a sense of brotherhood as Canadian troops fought alongside the British in an imperial struggle. Despite an environment that favoured nationalism and imperialism, Canadian soldiers embraced America's national pastime. For many of the rank and file, baseball was an important part of their war experience. The commanding officers' support for sport, however, was essential to baseball's existence in the Canadian Expeditionary Forces. Despite the enjoyment baseball brought soldiers, a handful of officers in the military's high command were apprehensive about sport's rising status. By 1917, after years of uncertainty about how to incorporate baseball into the soldiers' training regimen, the military could no longer ignore the need and role for sport in military life. Perhaps spurred by American entry into the conflict, the CEF issued a report that officially authorized baseball and like games.  相似文献

Abstract

Anthropologists Niko Besnier, Susan Brownell, and Thomas Carter have recently contributed a theoretically- and empirically-updated account of sport anthropology, the burgeoning, heterogenous, productive field dedicated to the myriad forms of sport and physical activity in human societies. This essay dialogically relates their contribution with previous conceptions of sport anthropology to better understand the interconnections between global and local contexts of physical culture and the relations between anthropological inquiry and important issues like social power, biopolitics, and colonialism. The essay specifically highlights the authors’ contextualization of assumptions of modernization and categorizations of “primitive” and “pre-modern” sport, arguing that a postcolonial approach to sport anthropology results in a more inclusive, nuanced framework for studying the anthropological dimensions of physical culture.  相似文献

This paper discusses the possible effects on the middle atmosphere of
  • 1.(i) solar variability in emission in the u.v. and far u.v.,
  • 2.(ii) solar proton events,
  • 3.(iii) relativistic electron precipitation events,
  • 4.(iv) corpuscular heating in auroras,
  • 5.(v) joule heating by the auroral electrojet,
  • 6.(vi) auroral NO production and
  • 7.(vii) gravity wave emission by the auroral electrojet. It is important to establish the maximum depth in the atmosphere to which these effects go, in order to be able to determine whether the reflection of planetary scale waves from the troposphere is substantially altered by them.

Science in Action: How to Follow Scientists and Engineers Through Society. Cambridge, MA: Harvard University Press] concept of immutable combinable mobiles to illustrate how Henry Devenish Skinner, ethnologist and anthropology lecturer at the Otago Museum and University sought to form and shape Māori identity, history, culture and populations as subjects of liberal government. It does this through an exploration of Skinner's fieldwork and collecting practices. The paper suggests that forms of analysis mediated through the American History School, and the culture area concept were deployed during the emergence of anthropology as a discipline in New Zealand (between 1919 and 1940) to produce ethnographic authority that then acted as a point of connection between scientific networks and the colonial administrative field.  相似文献

The effect of the midday recovery of absorption (MDR) during the polar cap absorption (PCA) of 19–21 March 1990 is investigated using data from 25 riometer stations in both hemispheres. The measured variations of absorption are compared with those calculated from a model. Three main aspects are considered:
  • 1.(1) The solar and geophysical conditions under which the effect appears,
  • 2.(2) The essential morphological features of the phenomenon,
  • 3.(3) The relative contributions of (a) diurnal variations in the geomagnetic cut-off energy and (b) an anisotropic pitch-angle distribution of the solar protons to the development of the MDR.
The principal morphological features of the MDR effect are found to be as follows:
  • 1.(a) the width of the area affected by MDR is about 10° of invariant latitude,
  • 2.(b) there are two regions, respectively below and above 65° latitude, in which the MDR properties are different,
  • 3.(c) the maximum duration of the MDR effect is about 12 h,
  • 4.(d) there are distinct geomagnetic conjugucy effects in MDR.
There are solid reasons to suggest that the MDR at latitude 65–70° is due to the combined influence of a diurnal variation of geomagnetic rigidity, and the pitch-angle anisotropy of the solar protons. The MDR at lower latitudes (Λ = 60–65°) seems to be produced primarily by diurnal variations of the cut-off rigidity.  相似文献

Examples are given in the present paper of nocturnal ionospheric stratifications in lower midlatitudes, with the following characteristics:
  • 1.(1) clear night-time stratification or low frequency F retardation, implying stratification
  • 2.(2) a marked decrease in foF2 and a marked increase in h'F2 and hpF2
  • 3.(3) a marked increase in electron concentration under the peak
  • 4.(4) a close correlation with polar substorms, as deduced from the local magnetograms. It is suggested that the stratifications are due to particle precipitation and to modification of the low-latitude electric field by polar substorms.

During the Constitutional years (1906–11) the legal status of the Jews and some other religious minorities improved, even if only to a limited extent. Can one assume that this change in the legal status of the Jews reflected changes in the public's actual treatment toward the Jews in reality during the days leading up to the Constitutional Revolution in 1906? To an extent, the answer is in the affirmative. The present article argues, however, that the real life situation of the Jews in the years leading up to the Constitutional Revolution was still often one of abuse and occasional persecution. To prove this contention, section I of the article presents some such cases. Section II establishes some of the reasons for the attacks on the Jews—not only religious, but also economic and socio-political ones, as well as briefly suggesting certain recurring paradigms surrounding it. Section III looks at one case study from November 1905 in the city of Shiraz. Finally, this preliminary research ends with some concluding remarks.

Scintillation theory is used to study the fading of HF radio waves returned from the ionospheric F-region to a receiver close to the transmitter. Estimates are made of
  • 1.(i) the fluctuations of phase both for long term (∼ an hour) and for short term (∼ a fading correlation time),
  • 2.(ii) the correlation distance,
  • 3.(iii) the quasi-period of fading,
  • 4.(iv) the angular divergence in the direction of arrival around the zenith and
  • 5.(v) the correlation bandwidth.
The calculations are made as a function of wave frequency for two ionospheric penetration frequencies representative of high day-time values and low pre-sunrise values. Results are compared with observations of fading made with ionosondes over the past 40 years. Precise comparison is rendered impossible by omissions in the experimental data caused by lack of guidance from scintillation theory. Nevertheless, agreement is promising. When fading is deep but spread-F-region is not well-developed there is a slow modulation of the fading. This is what, for optical propagation in the troposphere, is called twinkling. The slow fluctuations observed by Bramley and Ross in the HF band constitute ionospheric twinkling. Calculated quasi-periods of twinkling range from about an hour down to about a couple of minutes, while calculated quasi-periods of fading range from about a couple of minutes down to about a tenth of a second.  相似文献

Abstract

William Waldegrave Palmer, second earl of Selborne, took up his appointment as first lord of the admiralty in the marquess of Salisbury's third administration on 1 November 1900. This was Salisbury's recently acquired son-in-law's first experience of high office. Initially, as will be seen, Selborne regarded France and Russia as constituting the sole threat to British naval supremacy. Indeed, for reasons entirely to do with ‘economy’s, he was prepared to envisage the making of an alliance with Germany. He maintained this stance throughout 1901. At some point in the course of 1902, however, he displayed a dramatic change in outlook, which it is the purpose of this article to describe and, by pinning down the date with more precision than did Selborne himself in correspondence with Arthur J. In this chapter, the issue of how the huge multiethnic metropolis of Teotihuacan was fed will be addressed reassessing data from four different contexts:
  1. 1.
    The apartment compounds where people dwelled
     
  2. 2.
    The neighborhood centers where many people of different origins worked
     
  3. 3.
    The palatial structures of the ruling elite
     
  4. 4.
    The rituals inside the main pyramids
     
My extensive excavation project at the multifamily apartment compound of Oztoyahualco 15B:N6W3 (1985–1988) provides the primary dataset to address the first context; there, the faunal and floral remains relate directly to food preparation and consumption, as well as fuel provisioning, manufacture, and domestic ritual. My project at the multiethnic neighborhood center of Teopancazco (1997–2005) addresses the complexity of multiethnic relations established through caravans linking Teotihuacan with allied sites along the corridor towards the Nautla region of the Gulf Coast of Veracruz. Foreign fauna, as well as cotton and other raw materials and products, arrived to Teotihuacan through these caravans, together with migrant specialized craftsmen/women. The third context will be addressed through my excavations in Xalla, a huge palatial complex to the north of the Pyramid of the Sun, where the ruling elite participated in ceremonial and sacrificial activities. The fourth context will only be mentioned briefly and is related to the excavations in the main monumental structures, where faunal and floral remains were associated with consecration rituals, as well as those found in the fill of these structures.  相似文献
