Using evidence from a number of sources (including the 1981 and 1991 censuses of India, prior research, and NGO reports), this article examines whether bias against girl children persists during periods of development and fertility decline, whether prenatal sex selection has spread in India as elsewhere in Asia, and whether female vs. male child mortality risks have changed. The authors present estimated period sex ratios at birth (SRBs) calculated by reverse survival methods along with reported sex ratios among infants aged 0 and 1, as well as sex ratios of child mortality probabilities (q5), from the two censuses. The findings show an increase in ‘masculine’ SRBs and persistent (or even worsening) female mortality disadvantage, despite overall mortality decline, due to selective neglect and the spread of female infanticide practices in some areas. Research and reports indicate the increasing use of prenatal sex selection in some regions. In India, preference for sons appears to be undiminished by socio-economic development, which interacts with cultural sources of male bias. The increased masculinity of period SRBs in some areas, together with persistent excess female child mortality and female infanticide, creates a ‘double jeopardy’ for girl children. Legislation curbing prenatal sex determination and policy measures addressing societal female devaluation have had little impact, suggesting that female demographic disadvantage is unlikely to improve in the near future.  相似文献

Abstract

Little has been written in recent Christian ethics regarding the moral basis of the voluntary military service of Christian individuals. This article identifies some sources of that lack of discussion. Furthermore, it explores the moral basis of voluntary military service, especially in the modern United States' military. This is critical because service in the US military is not, in many respects, simply equivalent to generic military service. This is due to the unique and historically unprecedented military superiority of the United States in the world—its ‘sole remaining superpower’ status. This status places unique political responsibility and obligations on the military forces of the United States in the twenty-first century global community. The article attempts to articulate a moral argument in support of the voluntary military service of thoughtful Christian individuals in the US military in this geopolitical environment.  相似文献

Where policy goals can be achieved through regulation of private firms, private provision of public services allows governments to separate public policies from their political costs by shifting those costs to the private sector. Over the past three decades, financial decoupling has emerged as a regulatory strategy for promoting conservation, especially in the energy sector. Decoupling refers to the separation of a firm’s revenues from the volume of its product consumed, which allows companies to pursue resource efficiency free from financial risk. Similarly, when private firms provide public services, they separate public policies from their political costs. This political decoupling allows governments to pursue controversial policies while avoiding their attendant political risks. Applied to environmental policy, this theory implies that potentially unpopular conservation policies are more likely to be adopted and succeed when implemented through private firms. As an initial test of the theory, we analyze California water utilities and their responses to that state’s drought from 2015–2017. Analysis shows that, compared with those served by local government utilities, private utilities adopted more aggressive conservation measures, were more likely to meet state conservation standards, and conserved more water.  相似文献

Private technological incubators began operating in Israel in 2000, and developed thanks to the rapidly growing private (venture) capital (VC) sector, which traditionally had not funded such projects. The present study examines the differences and similarities between two types of technological incubators—public and private. It addresses the question whether the need still exists for the Public Technological Incubators Programme (PTIP). Based on our empirical analysis and findings, the main conclusion is that private incubators cannot fully replace public incubators; even after the entry of the private sector into the area of technological incubator activity, there is still justification for the continuation of the PTIP. Private incubators tend to concentrate in selected fields, whereas public incubators sponsor a large variety of activities. The PTIP was found to provide answers to advancing national objectives, such promoting peripheral regions and providing special incentives to selected population groups (e.g. new immigrants) for whom such activities would otherwise be out of reach.  相似文献

This article offers a comparative, qualitative analysis of the changing nature of—and relationship between—public and private old age pensions in the United States, Canada, Britain, and Japan. Stressing the impact of institutional legacies on policy change, the article explains why these countries have taken contrasting paths toward the restructuring of public and private pension policies. The study finds that the four countries fall into two distinct clusters. On the one hand are Canada and the United States, which have essentially witnessed policy drift toward a greater reliance on private savings. On the other hand are Britain and Japan, which have reshaped their pension systems largely through legislative revision. The last section explains the differences between and within these two country clusters. The article concludes that institutional forces explain the distinctive policy patterns between the two country clusters but that it is necessary to bring in other factors (i.e., demographic aging, union density, and the role of ideas) to account for differences within each of these clusters.  相似文献

Research in North-East Bihar shows public sector irrigation management to be embodied within the prevailing cultural structures of the region, involving the intrusion of local exchange behaviour into the practices of public allocation of water. With irrigation officials in strong rent-seeking positions over farmers, and without resort to a moral sense of community through which farmers might exert voice over official providers, opting out into private provision via tube-well borings and pumpsets has become the exit solution. However, the propensity to make even relatively small investments in bamboo borings is dependent upon access to pumpsets. While élite families own the pumpsets in a village, some farmers may have borings on just some of their land, and others may have no borings of their own at all. Farmers therefore have to enter into multi-layered transactions in order to secure access to timely water. Secure access to other inputs is also necessary. This study encapsulates the themes of: state versus common property resources management; the ‘incentives’ induced by costs of loyalty and the availability of exits to adopt private solutions; and the social embeddedness of behaviour when operating in interlocked, community level markets.  相似文献
