The 2011 Recommendation on the Historic Urban Landscape (HUL) is the most recent incorporation to the global process of heritage production that was triggered by the 1972 World Heritage Convention. Five years since the publication of the Recommendation, it is clear that, despite UNESCO’s efforts, opportunities for the implementation of the HUL on a global level have been scarce. An increasing awareness regarding public participation has provided an additional opportunity for the HUL, due to an enhanced understanding of an ideal urban heritage management that, avant la lettre, disregards traditional up-down decision-making processes. Our paper provides a critical evaluation of the positive and negative aspects which have arisen from the implementation of HUL Recommendation with regards to charters and theory. We have also taken into consideration the risks that are concomitant to its ambitious holistic approach, as well as the ambiguities with regards to the definition of landscape on which the HUL is based. This paper also identifies the opportunities that a renewed focus on heritage values and authenticity management, as reflected in the cases of Cuenca (Ecuador) and Ballarat (Australia), may offer for the successful implementation of the HUL approach.  相似文献

Abstract: This article demonstrates that Gramsci's concept of passive revolution can be utilised to help unearth some of the contradictions of participatory development within neoliberal governance systems in the global South. I argue that some approaches to “participation” within neoliberal governance systems can, in part, be understood as moments within a protracted process of passive revolution. The argument is traced through eThekwini municipality's Community Participation Programme and the related extension of Free Basic Water (FBW). This article contributes to existing scholarship by demonstrating how a Gramscian analysis is indispensable to understanding the way in which state–civil society relations are conceived in participatory development strategies and the implications this might have for radical social change. I argue that a Gramscian approach compels us to reconsider current understandings of state–civil society relations so that we might overcome the impasse of passive revolution and move towards a more progressive form of politics.  相似文献

在理解转型中国的城市与区域发展时,管治的理念提供了一个较为完备的理论框架。管治的研究与其他关于政府的研究不同,它强调政府与市民社会以及市场的互动关系,探讨政府角色的定位和市民社会的责任,构建和谐社会。本文综述十余年来内地以及港澳人文地理学者的主要研究成果,适当结合国内其他社会学科的有关研究,回顾管治研究的发展,追踪其前沿,以期对我国管治研究做一个较为全面的梳理。首先回顾自上个世纪九十年代末管治研究被引入我国人文地理学界以来,其兴起和进展两个阶段的主要研究成果与贡献以及存在问题。文章接着围绕尺度的概念,对当下各相关学科在管治领域的研究做了横向比较,指出人文地理学在管治研究中从尺度切入的优势。进一步地,文章介绍了管治研究的一个新探索——协作管治。文章指出,无论是城市还是区域尺度,地理学界对于\"管治\"的研究可以继续有所贡献。  相似文献

The Ecology of Games Framework (EGF) draws attention to the intertwined nature of different forums in a given policy setting and how this affects governance outcomes. In this article, we associate the EGF with the literature on power asymmetries, in order to investigate hypotheses of actors’ perceived level of influence in a forum. Focusing on the Paraíba do Sul river basin committee in Brazil, we specifically explore actors’ participation in multiple forums, time spent participating in the basin committee, and actors’ degree of involvement in the committee as factors that might explain actors’ level of perceived influence in the forum. The findings suggest participation in multiple forums is a key driver of perceived influence and thus highlight a way to challenge traditional power asymmetries. More research, however, is needed to determine to what extent perceived influence is affecting decision‐making processes and governance outcomes in the Paraíba do Sul river basin committee.  相似文献

This paper addresses two main debates: the recent geographical literature on trade union strategy and structure, and contemporary accounts of European labour market governance. Geographers have begun to take notice of organized labour just as it has faced a series of unprecedented challenges, which are partly derived from ongoing changes in the organization of production. In interpreting these debates I focus on the process of scaling – the ways in which the politics of labour market governance are constituted in, and are at the same time constitutive of, one geographical scale or another. These issues are explored through two key recent developments: the changing status of the European Trade Union Confederation, and the creation of European Works Councils. The ETUC and EWCs are particularly significant because they pose a challenge to existing arrangements, and potentially enable a re-configuration of the relation between capital and labour at different scales. I conclude that further exploration of European labour geography could re-connect the diversity of forms of organization of production with the scope and potential of trade union strategy; and that thinking in terms of scale is useful because it highlights the significance of both political and relational issues.  相似文献

COVID-19 has changed the permeability of borders in transboundary environmental governance regimes. While borders have always been selectively permeable, the pandemic has reconfigured the nature of cross-border flows of people, natural resources, finances and technologies. This has altered the availability of spaces for enacting sustainability initiatives within and between countries. In Southeast Asia, national governments and businesses seeking to expedite economic recovery from the pandemic-induced recession have selectively re-opened borders by accelerating production and revitalizing agro-export growth. Widening regional inequities have also contributed to increased cross-border flows of illicit commodities, such as trafficked wildlife. At the same time, border restrictions under the exigencies of controlling the pandemic have led to a rolling back and scaling down of transboundary environmental agreements, regulations and programs, with important implications for environmental democracy, socio-ecological justice and sustainability. Drawing on evidence from Southeast Asia, the article assesses the policy challenges and opportunities posed by the shifting permeability of borders for organising and operationalising environmental activities at different scales of transboundary governance.  相似文献

In response to Hirsch's “The Shifting Regional Geopolitics of Mekong Dams”, this commentary focuses on two local imaginings of the Mekong River in Cambodia and Vietnam. First, we highlight the role of China in reimagining ownership over mainland Southeast Asia's portion of the river. Second, we consider some of the ways in which the river creates uncertainty over citizenship among Cambodians and Vietnamese living on the river in Vietnam. Our goal in adding these two dimensions to Hirsch's conceptualization is to encourage narratives of the river from the perspective of those living there.  相似文献

在西方,福柯提出的生命政治内涵得到不断发展,近年来对人文地理特别是政治地理的研究起重要推动作用。生命政治为政治地理学者提供了一个全新的视角--通过探讨地理实践中以生命为对象的权力的运行机制,能够更好的解释在地理实践中权力与人的互动关系。本文首先概述了生命政治一词的来源及涵义,并梳理出由真理的权力、治理技术与主体化构成的权力运行框架;进而从生命与权力的不同关系出发,归纳出生命政治的三个分析视角:对生命的照料、对人口生产力的提升以及对赤裸生命的排除;并基于此提出了生命政治在人文地理学中的三个应用主题,分别是人口安全与可计算空间、人口规训与生产空间以及人口排斥与例外空间;最后,从全球和跨国、全国和次国家三个尺度,分别提出生命政治理论在我国政治地理领域的应用展望。  相似文献

Abstract: This paper utilizes a critical governmentality approach to theorize the processes through which urban elites become stakeholders in the “world‐class city”. Through a case study of public consultations for urban development plans in Chennai, India, the paper explores the technologies that produce urban actors who “participate” in urban governance. Key to these technologies is a discourse of participation that privileges and normalizes citizens as urban stakeholders. The paper contributes to current explorations into the technologies of inclusion that are central to an emerging civic governmentality in South Asia. In Chennai this civic governmentality engages various segments of civil society in processes of urban governance through the mechanism of public consultation. It is through these public consultations that elites come to exert influence over urban plans and consolidate a vision and desire for the world‐class city.  相似文献

Yu KUNG, the earliest geographical work, is Chinese ; modern geography in China may be considered to have begun after the Revolution of 1911. The progress of geography during the following twenty years was reviewed by Professor Chi‐Yun Chang in the Journal of the Geographical Society of China (1935, 1936). The present survey1 of Chinese contributions to geography since 1935 is, roughly, a sequel, though the approach is not quite the same. For convenience, the paper is divided into two parts : the first, accompanied by 48 references, dealing with physical aspects, and the second, referring to 53 publications, with human aspects. A much longer paper, in Chinese, with the same title has been contributed by the author to the above‐mentioned periodical. Assistance by C. Y. Wu, H. C. Kuo, and G. C. Public monuments in colonial Nairobi were visual links to the British empire, and served as a means of asserting imperial power. During this period, colonial memories and identities were inscribed into Nairobi’s landscape by the dominant group, the elite of the European population. However, at the moment of Kenya’s achievement of independence from colonial rule, such identities and assertions of power were challenged as statues were removed from the city. This paper examines the forces behind the decolonisation of Nairobi’s monumental landscape and how this landscape visualised the changing political and cultural contexts of the city. Comparisons are made with the removal of statues from Sudan, India and the Democratic Republic of Congo in order to situate the Kenyan experience. Through a comparative examination of the decolonisation of Nairobi’s monumental landscape, this paper illustrates how the removal of public monuments from the city was exploited by both the coloniser and the colonised.  相似文献

China's South–North Water Transfer Project (SNWTP) is a vast and still expanding network of infrastructure and institutions that moves water from the Yangtze River and its tributaries to cities in North China. This article aims to assess the SNWTP's impacts by beginning to answer seven questions about the project: How is the management of the SNWTP evolving? What are the problems to be resolved when managing SNWTP water within jurisdictions? What are the status and management of water quality in the SNWTP? What are the consequences of resettlements caused by the SNWTP? How is increased water supply affecting regional development? Is the SNWTP achieving its stated environmental goals? What are the sustainability credentials of the SNWTP? Drawing on primary and secondary data, the article demonstrates both that the opportunities and burdens characterising the project are highly uneven and that management systems are evolving rapidly in an attempt to enforce strict water quality targets. Furthermore, while the SNWTP may be helping to resolve groundwater overexploitation in Beijing, it is highly energy intensive, raising questions about its sustainability. Our analysis highlights the need to continue to interrogate the socio‐economic, environmental, and political implications of such schemes long after they are officially completed.  相似文献

As a condition of receiving foreign aid, developing country governments have actively tried to achieve pro-people development through community participation in local-level development projects. Based on a case study of Bangladesh, this article analyses the impact of community participation on the various governance-related issues such as accountability, transparency, responsiveness and predictability during the implementation of such projects. The empirical findings reveal that efforts to achieve such objectives have mostly been futile, leaving community participation in the local governance process as an inchoate and piecemeal affair. Political manipulation, clientelism and inadequate governance structure and processes have been the key stumbling blocks contributing to such failures. This study provides important insights into governance at the local level, implying that greater awareness and participation are needed to formulate and implement effective community-based local governance in developing countries such as Bangladesh.

This paper is the first of a two‐part exploration of the significance of biopolitics to the study of geography. Our first paper surveys the emergent field of biopolitics by looking at the philosophical underpinnings of the concept and some of the ways in which scholars, including geographers, have utilized the concept as an analytical tool. Throughout the papers, we make the argument for a greater degree of empirical rigor and conceptual clarity in the way the term biopolitics is deployed and operationalized.  相似文献

Two U.S.-based geographers outline three dimensions (geopolitical, economical, and biophysical) used to define the basin of the Mekong River as a region, which reveal multi-scalar water governance policies and discourses that lie at the core of current challenges and tensions within the basin. Drawing on their extensive knowledge and fieldwork, the authors demonstrate that processes integral to the framing of the Mekong as a region of economic integration and international cooperation (water resource development through construction of large dams) conflict sharply with the functioning of the Mekong as a region of highly connected biophysical processes. The approach utilized in the paper can be applied to the study of other transboundary river-basin regions in Eurasia and elsewhere facing similar contradictions among the geopolitical, economic, and biophysical dimensions used to define them. By focusing on a region as constructed simultaneously through multiple social and biophysical processes, the authors contribute to current debates within geography and related fields on the nature of regions.  相似文献
