In June of 2014 Angelina Jolie, actress and United Nations High Commissioner for Refugees (UNHCR) Goodwill Ambassador, visited camps—home to 130,000 Burmese exiles—along the Thai-Burma border to draw international attention to one of the most protracted displacement situations in the world. Her fourth trip to the border since 2002, Jolie's day-long visit was widely commended in popular media. I draw on ethnographic research among Burmese exiles in northern Thailand to argue that the popular geopolitics of hope she engendered is constituted through contradictory impulses of, on one hand, her signification of global capital and the concurrent widespread geoeconomic hope around Burma's deepening integration into global capitalism, and on the other, the far-reaching geopolitics of fear that has materialized around the threat of repatriation resulting from rapid political-economic change in Burma. Thus, this paper builds on recent work in popular geopolitics and geographies of emotion and affect to offer a grounded illustration of the micro-macro linkages between popular culture and everyday geopolitical experience, as well as the often politically nuanced role of celebrities in humanitarian interventions. This paper contributes to ongoing conversations around the relationship between celebrity humanitarians from the global North and the political-economic implications of the affective enrollment of their intended benefactors from the global South.  相似文献

As China's Belt and Road Initiative (BRI) development projects deepen connections across Eurasia, the Sino-Kazakh border has been rematerialized in a manner that complicates the exercise of Chinese BRI soft power. On the one hand, the border city of Khorgos is being rebuilt as a bridgehead to facilitate trade and development between the countries; new infrastructure and spectacle at Khorgos and beyond works to entice Kazakhs to cross the border in pursuit of economic opportunities. At the same time, recent crackdowns on Muslims in China's Xinjiang Province has led to the detention and harassment of cross-border migrants with differentiated migrant statuses. Chinese security forces' continued anxieties about separatism in its borderlands imperil the developmental horizons the BRI project uses to entice Kazakhs. It also threatens the translocal development that a border conductive to mobility has provided for Kazakhs over the past thirty years. I argue that the BRI in northwest China fuses soft power rhetoric with territorial security practices in a way that is proving to be counter-productive. This is because border hardening can reactivate borders as “difference condensers” that draw from imperial and national legacies to reinscribe the othering of spaces and peoples beyond the border.  相似文献

Myanmar's recent ethnic cleansing of its Rohingya people, in which more than 600,000 people have been forced into Bangladesh, has shocked the world. This guest editorial considers some potential root causes driving the violence, principally the combination of economic precarity felt by average Burmese people, affective and participatory deficits within Burma's current democratic experience, ethno‐nationalist mobilizations, and Islamophobia. These factors are combining to produce the Rohingya not only as foreign ‐ not a part of the fabric of the Myanmar nation ‐ but as a threat to that nation worthy of expulsion.  相似文献

Following the adoption of a new constitution by national referendum, Myanmar's military junta is set to organize multiparty elections in 2010. Not least to influence Myanmar's leadership, with regard to the conditions Washington believes necessary for credible elections, the United States announced in September 2009 that it would embark on a new approach towards Naypyidaw. This will focus on a high‐level dialogue while keeping existing sanctions in place. The Obama administration has asked the Association of Southeast Asian Nations (ASEAN) to support this new approach. Against the backdrop of the deep divide between the ruling generals and Aung San Suu Kyi, and the continued conflict between Naypyidaw and armed ethnic nationalities, this article asks: How strong is ASEAN's record when it comes to influencing the State Peace and Development Council (SPDC) in relation to matters of national reconciliation and political transition? What factors explain ASEAN's approach towards Myanmar? What prospect, if any, is there that ASEAN states can influence Myanmar's political developments before the 2010 elections? The article argues that ASEAN has not moved beyond a collective criticism which aims to induce Naypyidaw to respond positively to the demands of its international detractors. ASEAN's norms, different political identities and geopolitical interests coupled with the SPDC's prickliness have limited the consensus on Myanmar. Naypyidaw's calculations about relations with Washington, rather than ASEAN's ‘enhanced interactions’ with the military government, and domestic political dynamics are likely to be the crucial determinants of further developments in the context of the 2010 elections.  相似文献

As Vietnam embraces the market economy, and a number of state policies promote reforestation and rural market integration, land use and land cover (LULC) changes are occurring in the country's northern uplands in increasingly complex and fragmented ways. Yet understandings of the degree and consequences of LULC changes in this diverse agro‐ecological region are incomplete. We conduct a systematic literature review of research reported in academic articles tracing and analysing LULC change in Vietnam's northern regions. We find that these studies have tended to take place away from the most mountainous, northern borderlands. The studies nonetheless highlight a diversity of land use land cover changes caused by numerous causes, making the distinction of overall trends difficult. To complement and extend this body of research, we introduce recent LULC change research we have completed in the mountainous border districts of Lào Cai province, on the Sino‐Vietnamese border. The heterogeneity of causes of LULC change in both the review articles and our case study points to the importance of adapting land use policies to local agro‐ecological and socio‐economic conditions and ethnic diversity, taking into account state–farmer relations, household livelihood decision‐making, and policy implementation at the commune and district levels.  相似文献

A China Paradox: Migrant Labor Shortage amidst Rural Labor Supply Abundance   总被引:1,自引:0,他引:1  
A U.S. geographer and noted authority on China's urbanization seeks to explain the apparent paradox between reported recent shortages of migrant labor in cities in eastern China's export-oriented manufacturing belt and the abundant supply of labor in China's rural areas. He examines important socioeconomic contexts often overlooked in the debate over whether China has reached the Lewis turning point (when dual rural-urban labor markets begin to merge and a labor surplus economy is transformed into a full-employment economy), which make possible the existence of such shortages over the short term and in local areas. These include the special characteristics of China's export industrialization (e.g., preference for workers in the age category 16-30); its immense migrant labor force, constrained under the hukou system; the short-term impacts of China's economic stimulus program launched in early 2009 in the wake of the global economic crisis; and cycles in the global economy that support or impede export production.  相似文献

Many debates over migrant labor politics in contemporary China rely upon essentialist notions of ethnic identity. In contrast, I identify migrant labor politics as transnational processes through which women migrants from rural Tibet become ethnic workers. Drawing on post-colonial theories of ethnicity and on feminist literature on global capitalism, this article analyzes the uses of migrant laborers in a globalizing Tibetan carpet industry. First, I investigate the making of Tibetan carpets and the essentialist construction of ‘carpet weavers’ employed by Tibetan–Nepalese carpet factory owners, carpet dealers in New York City, and various participants in Lhasa, including party cadres, international non-government organizations (NGOs), and overseas investors. I argue that the functioning of the international carpet business relies upon the ethnicization of migrant labor, in which labor subjugation involves creating ethnic subjects and ethnicized boundaries. This form of labor commodification is driven by both an economic logic and a moral imperative for preserving or regenerating ‘ethnic culture.’ Second, through the lens of gender, I look closely at the ethnicization of migrant labor in post-socialist Lhasa, analyzing its significance for the labor force in the carpet industry. The women carpet weavers, who mostly come from Tibet's rural areas, I found, strive to reconcile their desires for female autonomy with labor positions that reduce them to strangers in the city. Some women attempt to overcome their experiences of alienation while actively engaging in the reproduction of the patriarchal family as well as in labor hierarchies at work.  相似文献

This paper aims to disentangle patterns of aid, trade, conflict and migration between Canada and Sri Lanka, illustrating the surprisingly significant traffic between the two countries and exploring the significance and quality of these connections. International aid to Sri Lanka is closely related to the opening of markets to multinational investment beginning in 1977. This economic liberalisation overlaps with periods of conflict in Sri Lanka and of macroeconomic growth. The prosperity it has generated, however, has not benefited all social classes and ethnic groups. Accordingly, conflict in Sri Lanka has been characterised by uprisings led by unemployed youth, peaceful and violent protests of discrimination against Sri Lankan Tamils and militarised government reprisals to both. A long period of macroeconomic growth ended in the final quarter of 2001, after the bombing of commercial airliners at Sri Lanka's international airport. Geopolitical and geoeconomic conditions in Sri Lanka changed dramatically. In this context, Canada's International Development Agency (CIDA) and other aid agencies aspire to 'correct for conflict' and promote a democratic and peaceful Sri Lanka through peace‐building and other aid measures. Militarised conflict over at least the past 20 years has generated massive human displacement both within and beyond the country's borders, spawning international migrants in search of asylum. In 1999, Sri Lanka was the leading source country of refugee claimants to Canada. Canada hosts the single largest Sri Lankan diaspora of any country. By examining the nexus of economic liberalisation and aid, I analyse its relation to conflict in Sri Lanka and migration to Canada .  相似文献

This article uses historical research and ethnographic fieldwork to ask how policymakers interpret historical, political, and economic factors to construct inter‐ethnic communities that would bring security and economic growth to an enlarged European Union (EU). Focusing on post‐Soviet Estonia's ethnic integration policy, the article argues that ‘flexibility’ applies not only to post‐Fordist, individualized subjects, but also to relations between subjects of different nationalities that policymakers want to form organically in service sector employment. The article explains how this policy construction emerged in light of Estonia's historical trajectory from 1991 to 2001 and demonstrates how it conceptually resolved the fundamental tension between the territorialized nation‐state and deterritorialized global capitalism. A visual media campaign entitled ‘Many Nice People: Integrating Estonia’ captured the essence of this construction, which obscured how the Estonian nation‐state marginalized minorities while integrating into the EU.  相似文献

Focusing on the construction of London's West India Docks in 1802, I argue that this project established a feedback loop with conditions of production in the Caribbean. Through an analysis of committee minutes, letters, parliamentary papers and visual art, I move beyond economic accounts of slavery's impact to demonstrate how geographies of security and surveillance—first developed on the sugar plantation—were imported into the design and function of London's port. As such, I argue that London's docks produced a geography of segregation which offers a unique insight into the workings of racial capitalism and its exploitation of group-differentiated vulnerabilities. Positioning my discussion alongside London's contemporary landscape, I excavate Britain's repressed memories of slavery to illustrate how they still scar the urban environment.  相似文献

The article explores the role of state-owned enterprises (SOEs) in the globalisation of China's infrastructure capital. Examining how accumulation strategies of Chinese SOEs are driven by a complex set of political and economic, state and private, interests, it foregrounds the inherently hybrid nature of China's state capitalism. We use Kenya's Standard Gauge Railway (SGR) as a case study to analyse how state infrastructure capital traverses borders, and the specific ways that contradictions of accumulation in China are relocated through the improvised hybridity of SOEs. In Kenya, China Road and Bridge Corporation, the main SGR contractor, shifted and adapted its strategies as the pursuit of economic productivity gave way to political priorities in China, simultaneously responding to changing socio-political circumstances in Kenya and across East Africa. Analysing these dynamics, we highlight the contingencies of, and limitations to, structural reorganisation of actually existing forms of state capitalism in China and beyond.  相似文献

This paper investigates the precarious lives of the Kurdish kolbers, underground laborers who transport cargo on their backs across Iran's border with Iraq. Throughout their arduous journeys, kolbers experience various forms of violence, including direct shooting by border guards. Findings from interviews with the kolbers indicate that kolberi, a strenuous, dangerous, precarious type of labor, is a response to pervasive unemployment in Iranian Kurdistan (Rojhelat), and a long-term consequence of the Iranian state's systematic economic disinvestment in the Kurdish region. Although kolbers assert agency within their labor at localized scales, the social organization of kolberi is a reaction to the Iranian state's biopolitical strategies of economic disinvestment and violence. Drawing on a biopolitical framework, we illustrate the analytical interconnections among the economic marginalization of Rojhelat, violence against the kolbers, and the kolbers' precarious lives. The article offers ideas for future research that come out of our examination of the complexities of kolberi—an examination that demonstrates the importance of incorporating political-economic, ethno-territorial, and biopolitical factors in analyses of underground border exchanges and precarious marginalized lives.  相似文献

The post-Cold War period has seen the rise of international liberal peacebuilding, as an overarching framework for international interventions in intrastate conflicts. In contrast, the current period is marked by decline of liberal peacebuilding, and a simultaneous rise of domestic illiberal peacebuilding. This has created a gap between the predominant theoretical and policy framework and the actual form of peacebuilding in many conflict-ridden societies. The present article addresses this challenge through a contextual case study of illiberal peacebuilding in Myanmar. The case study shows how a dominant state actor – the military (Tatmadaw) – has used both coercion and co-optation to contain armed resistance against militarized and centralized statebuilding and thereby strengthen the state's territorial control and authority. While the SLORC/SPDC military junta (1988–2011) sought to contain ethnic armed organizations through military offensives, ceasefire agreements and illiberal peacebuilding, the military based USDP-government (2011–2015) institutionalized a hybrid regime as a framework for political transformation of EAOs, and tolerated a degree of dual territorial, administrative and resource control at the local scale. These clientelist measures failed to address the substantive issues behind Myanmar's multiple and protracted conflicts. They were also combined with military offensives against non-ceasefire groups and war by other means in ceasefire areas. Moreover, the case study demonstrates that the Tatmadaw used its tutelary power to obstructs substantive conflict resolution through negotiated state reforms. Myanmar's peace initiatives during the last three decades should thus be understood as illiberal strategies for containing ethnic armed organizations rather than attempts at substantive conflict resolution.  相似文献

In J. K. Gibson-Graham's The End of Capitalism (as we knew it), the authors (Julie Graham and Katherine Gibson) provocatively deploy queer theory to further their project of telling non-capitalist stories of globalization. In short, they reject the narrative that globalization is always and only penetrative in the hope that global capital will ‘lose its erection’ and ‘other openings’ in the body of capitalism can be considered. I adopt their strategy of looking at stories of globalization. But, while they are concerned with the homophobia of economic theorizing, I consider the gay-friendly discourse of post-apartheid South Africa. Recent expressions of official tolerance by various nation-states around the globe have been dismissed as the mere appropriation of difference by hegemonic forces. Against such interpretations, I look at the ways in which the inclusion of ‘sexual orientation’ in post-apartheid South Africa's constitutional Equality Clause can instead be read as a queer globalization. Based on this reading, I problematize the presumption that queer globalizations take place beyond the realm of the hegemonic and point to the need for queer theorists to think through the political ramifications of homosexuality's repositioning as saviour rather than scapegoat of certain nation-states.  相似文献

Abstract: Credit card debt is a ubiquitous feature of neoliberal capitalism. To explain the notable growth of credit card usage in the US, I adopt a historical materialist approach that employs two key analytical concepts—cannibalistic capitalism and the debtfare state—to capture the material, institutional and ideological dimensions of this process. Viewed within the bounds of cannibalistic capitalism, a mode of accumulation primarily based on the expansion of fictitious capital and secondary forms of exploitation, the debtfare state enhances the social power of money by allowing major credit card issuers (banks) to generate high levels of income from uncapped interest rates and policies that ensure the extension of plastic money to those who fall within Marx's category of the surplus population. While the expansion of debt subjects surplus workers to the disciplinary requirements of the market, it is unable to suspend the main tensions of cannibalistic capitalism, prompting ongoing reconstructions of the debtfare state.  相似文献

Chinese influence at the northern Nepali borderlands have created cartographic anxieties and new political subjectivities for Himalayan Indigenous communities and Tibetan refugees, who call these mountain border spaces their home. This article discusses the changing dynamics of intercommunity kinship at the scale of the local which are ruptured yet re-imagined to repurpose and intervene state imaginations of borders. What affective bearings do new border dynamics create for citizens - both formal citizens and Tibetan refugees - at the borderlands? Based on eighteen months of ethnographic research conducted between 2016 and 2019 in Nepal, I examine the ways in which intimacy produces affection and familiarity at one end, while at the other engendering notions of disruptions in the everyday. For my respondents, placemaking and memory become active experiences of making do to overcome anxieties of the future.  相似文献

Largely in response to irregular migration flows, a Euro‐African border is under construction at the southern edges of Europe. The latest phase in this ‘borderwork’ is a system known as Eurosur, underpinned by a vision of a streamlined surveillance cover of Europe's southern maritime border and the African ‘pre‐frontier’ beyond it. Eurosur and other policing initiatives pull in a range of sectors – from border guards to aid workers – that make the statistically small figure of the irregular border crosser their joint target. To highlight the economic and productive aspects of controlling migratory flows, I call this varied group of interests an ‘illegality industry’. Casting an eye on the Spanish section of the external EU border, this article investigates how the illegality industry conceptualizes migrants as a source of risk to be managed, visualized and controlled. The end result, it is argued, is a ‘double securitization’ of migrant flows, rendering these as both a security threat and a growing source of profits.  相似文献

The Trailer Park Boys series has received academic attention, much of which has been overtly critical. This study utilizes Gibson-Graham’s diverse economies framework to evaluate the show and its film adaptations. It argues that the show exemplifies alternative and informal economic practices which include alternative (non-capitalistic) businesses; substitute employee payment modes; alternative currencies; unpaid labor; and varying non-market practices, the most common being theft. These resident-led practices aid characters with multiple identities and worker roles in surviving a life bound by limited opportunity of formal work. In chorus with illegal and legal economic schemes, the community economy of Sunnyvale Trailer Park stimulates ethical decision-making in character interactions and in decision-making around topics such as surplus labor and profit management. Ecologically, various characters have reconstituted their relationship with their waste-filled area of residence, and some have gone as far as to provide provisional public goods to other park residents.  相似文献

This article studies the expansion of multilateral economic development aid in the early 1960s by exploring the history of the United Nations (UN) World Food Program. It analyses the pivotal role played by key development economists within the UN Secretariat, such as Hans Singer, alongside US policy-makers in the Kennedy administration in framing and directing the debate on multilateral food aid. It specifically argues that this period marked a shift in how food aid was perceived and utilised by donor and recipient countries - as well as international organisations like the UN and Food and Agriculture Organization (FAO). Ultimately, what began in the 1950s as a bilateral method to feed the hungry through the disposal of surplus agricultural commodities evolved into an international food-aid system by the 1960s centred on the utilisation of surplus agriculture for economic development. This change showcased both the common goals and competing interests of US and UN policy-makers as food aid now joined the wider debate on various doctrines of development.  相似文献
