This study explores the perspectives of female Iranian students living in both Iran and the UK concerning violence against women. A qualitative approach, in the form of in-depth interviews, was carried out with 21 participants. Drawing on Stark's concept of “liberty crime” the research found that the participants, regardless of their country of residence, perceived violence against women (VAW) as denying the opportunity for equal personhood by stripping away the victim's sense of self. However, the scope of what was considered to be liberty crime was affected by the individual participants’ religious beliefs and their degree of acceptance of the Iranian state's gender ideology. The research highlighted the extent to which different forms of VAW are interlinked and combine in order to control and subjugate women irrespective of their country of residence.  相似文献

This article examines popular politics under precarious conditions in the rapidly expanding port‐city of Buenaventura on Colombia's Pacific coast. It begins by identifying the intersecting economic, ecological, and political forces contributing to the precarity of life in Buenaventura's intertidal zone. Focusing on conflicts over land in the waterfront settlements of Bajamar (meaning “low‐tide”), it then describes the efforts of Afro‐Colombian settlers and activists to defend their territories against threats of violence and displacement. In doing so, they must navigate historical legacies of ethno‐racial politics as well as formations of liberal governance and their multicultural and biopolitical logics of vulnerability and protection. The socio‐material conditions of the intertidal zone, and in particular the figure of submergence, are used to illuminate forms of political life in Colombia's future port‐city. The struggles of Afro‐Colombians to contest violent dispossession in Buenaventura reflect the racialized politics of precarity under late liberalism.  相似文献

The Thai-Myanmar border represents one of the most protracted displacement situations in the world, while the Myanmar-Bangladesh border is now home to nearly one million displaced Rohingya, making it the world's most populated refugee camp. During the period of “democratic transition,” pre-emptively terminated by the February 2021 military coup, foreign direct investment continued to flow into Myanmar despite ongoing humanitarian crises. Rather than being presented as exacerbating ethnic tension, economic development was frequently deployed as a panacea for conflict in ways that rendered borderland residents increasingly precarious. In this article, we draw on multi-sited ethnographic research carried out between 2014 and 2020 in Myanmar's borderlands and along the China-Myanmar Economic Corridor to examine how aid donors' support for displaced ethnic minority populations is supplanted by widespread geoeconomic hope for the ameliorating effects of capitalism. We home in on the role of aid flight, special economic zones, and China's Belt and Road Initiative to argue that geoeconomic hope surrounding Myanmar's deepening integration into circuits of global capital obscures processes of surplus precaritization in which populations progressively approach the point at which they become absolutely surplus or beyond reabsorption into labor markets. The article contributes to emerging scholarship on migrant labor exploitation, supply-chain capitalism and the geoeconomics of BRI in Myanmar's borderlands and beyond.  相似文献

This article juxtaposes two prominent discourses accompanying the neoliberalisation of EUrope's borders. The first is the emerging notion of humanitarian ‘migrant-centredness’ found in the policies of elites and security professionals in the field of EUropean border security and migration management. The second is the use of animalised metaphors and imagery that pervade narratives of ‘irregular’ migrants' embodied experiences of detention across and beyond EUrope. It argues that what is at stake in this juxtaposition is more than simply a discrepancy between the ‘rhetoric’ of neoliberal bordering and the ‘reality’ of ‘irregular’ migrants' experiences. Such a view, which is commonly held among diverse critics of border violence, ultimately makes a problematic appeal back to the very humanitarian frame that has already been coopted by authorities associated with or even complicit in that violence. Seeking an alternative diagnosis and ground for critique beyond the ‘rhetoric/reality’ bind, the analysis draws on conceptual resources found in (post)biopolitical theory – particularly Jacques Derrida's concept of ‘zoopolitics’ – in order to identify and explore animalisation as a specific spatial technology of power. Understanding the work that the zoopolitical threshold does in shaping contemporary spaces of incarceration and producing animalised subjects offers new insights into both governmental logics of border security and the limits of humanitarian-based critiques.  相似文献

This paper focuses on the “grey area of migration governmentality” by dealing with modes of border violence which are opaque and remain under the threshold of political visibility and that, however, highly disrupt and hamper migrants' lives and movements. It starts by conceptualising the notion of “grey area” by building on scholarship that questions the biopolitical formula “making live/letting die” highlighting modes of governing migration through choking and injuring. Building on that, the paper shows that the grey area consists of heterogenous political technologies that choke migrants and disrupt their infrastructures of liveability. In light of that, it moves on by analysing how migrants across Europe are contained and governed by being choked and cramped, with a specific focus on Calais and Ventimiglia. The third section shows that to be disrupted are not only migrants’ but also their infrastructures of liveability: migrants are hampered from building collective spaces of life. In the last part, the article comes to grips with opacity as a constitutive feature of the grey area of governmentality, analysing how this is played out both in local decrees and through police tactics.  相似文献

Since 2001, state governments have adopted 287(g) cooperative immigration enforcement agreements with the federal government that authorize their law enforcement personnel to assist in detaining violators of civil federal immigration law. Employing a theoretical framework drawn from theories of policy adoption, intergovernmental relations, and immigration research, we test which state‐level political, sociodemographic, geographic, and economic determinants influence states to enter into such a cooperative agreement. In addition to finding that the partisanship of a state's governor, a state's effort on public welfare, and an increase in a state's percentage of Hispanics are related to the adoption of a cooperative immigration enforcement policy, we found evidence of “steam valve federalism” working not at the state level as Spiro (1997) first theorized but at the local level. When a state's localities adopt immigration enforcement agreements with the federal government, the state itself is far less likely to adopt their own. Understanding the reasons states would adopt this type of policy sheds light on current trends in state immigration policy and their effect on future state/federal intergovernmental relations.  相似文献

This article discusses the role of women in the contemporary ethno-territorial struggle of Kurdish Question in Turkey. I argue that gendered development has become the primary terrain where Turkish and pro-Kurdish political groups articulate their nationalist interests. The Kürt Sorunu (Kurdish Question) – the enduring debate over the political status and rights of Turkey's Kurdish population – is Turkey's largest geopolitical challenge to date. In the last decade, Turkish government policy towards the predominantly Kurdish south-east region has shifted from military intervention to gendered and socio-economic development. Simultaneously, the popularity and growth of a formal pro-Kurdish political movement has given the campaign for Kurdish rights an institutionalized voice and stronger role in regional affairs. The primary work of both the Turkish national government and local pro-Kurdish municipality of late has focused on women. Drawing on historical analysis and participant observation of development activities, I describe the symbolic and physical role women play in the contemporary Kurdish Question. Geographically, this pointed focus on women marks a territorialization of political power upon gendered spaces of the home and neighbourhood. I describe this process of territorialization through an examination of education curriculum, neighbourhood mapping and nationalist landscapes.  相似文献

This article examines the social and political significance of female suicide in Qing Dynasty China and its implications for women's agency, feminine subjectivity and the state's interpretation of violence. Tracing the development of state and elite interpretations of the propriety of women's suicides, it situates the discourse on female suicide in the context of state efforts to control the definition and enactment of moralised violence and pervasive rhetoric about women's incapacity for moral agency. Demonstrating the problematic ethical and judicial status of suicides committed in the wake of a violation of chastity, in particular, it argues that such suicides represented a distinctively female definition of moral order and the role of violence within it.  相似文献

Over 1000 long-term local residents responded to a survey of Oklahoma's vernacular regions. They indicated that their local regions had changed names over time. A majority of respondents in more than 40 of Oklahoma's 77 counties recall that their localities were called "Indian Territory" or some more specific variation on that theme in the past. Because "Indian Territory" was a term produced by the Federal government, this suggests that the central government exercised substantial control over the toponymy of that time. Other institutions currently dominate the state's toponymic process. Respondents in almost one-half of Oklahoma's counties refer to their local regions with names generated by the state's Department of Tourism and Recreation. Residents in a small number of multi-county regions employ terms derived from their local cultural and economic histories, and others inagroup of single-county regions use extremely localized terms. As a result, it appears that Oklahoma's state bureaucracy has become the dominant toponymic force among local residents, displacing the once-powerful Federal government. Interestingly, Oklahomans now recognize more locally-defined regions than they did in the past as well.  相似文献

Given the large impact that domestic violence has on many women's lives, it is surprising that research in this area has largely neglected the ways in which women respond to this problem in different cultural contexts. This article examines variations in Western Samoan women's responses to domestic violence in three different contexts, in rural and urban Western Samoa and in Christchurch, New Zealand. The authors find that processes relating to the individualisation of social relations, changes in women's economic independence, and political mechanisms that provide formal support for battered women go some way to explaining variations in women's responses to abuse in the three contexts. However, the findings rule out any simple link between context and responses to physical abuse and caution us against the naive hope that changes in a single variable will reduce women's vulnerability to violence.  相似文献

The disputed internal boundaries in northern Iraq between the Kurds and the Arabs have been a persistent fault‐line in the state's history and have rapidly emerged as a core dispute since the 2003 invasion of Iraq. The Kurds underwrote, more than any other constituency, the democratic project in the new Iraq and contrived an ambitious constitutional route through Article 140 to place Kirkuk and other disputed areas under the administration of the Kurdistan Regional Government (KRG) by December 2007. Article 140 was designed to resolve the issue in the Kurds favour once and for all, to circumvent yet another tedious negotiation round with the Arabs and to quarantine the Kurdish project from regional interference, particularly Turkey. On all three counts the strategy failed. This is primarily because of the complexity of the issue but there is also evidence of internal Kurdish discord with the strategy concerning the restoration of Kirkuk governorate's boundaries. The years 2007–2008 were a watershed for Kurdish designs to incorporate Kirkuk through a constitutional process and since then the disputed boundaries question has been left in a state of suspended animation. However, if a negotiating framework were to emerge the contours of a ‘deal’ have begun to crystallize and there is scope to move from management of the issue to resolution. Answers to the questions of when and how will depend on the shape of the complete package, the new government constellation and the extent that Turkey and Iran reveal themselves in the political marketplace.  相似文献

EUrope has created a space of human suffering within which military‐humanitarian measures seem urgently required if the mass drowning is to be halted. The framing of migration governance as humanitarian has become commonplace in spectacular border practices in the Mediterranean Sea. Nonetheless, maritime disasters continue to unfold. This article discusses three non‐governmental actors, part of an emerging “humanitarian fleet” that seeks to turn the sea into a less deadly space: the Migrant Offshore Aid Station, Médecins Sans Frontières, and Sea‐Watch. While the rescue of precarious lives and the alleviation of suffering are central concerns, they imagine their humanitarian practices, the subjects of their compassion, and EUrope's role in shaping borderzones in different ways, pointing to a wide humanitarian spectrum. Engaging with the different discursive frames created by the three “border humanitarians”, the article explores what possibilities exist for political dissent to emanate from within humanitarian reason.  相似文献

This article argues that the ideological and emotional meanings of the terms ‘Holocaust’ and ‘antisemitism’ have obstructed their use as analytical concepts in Holocaust scholarship. It claims, specifically, that they frame the persecution and annihilation of Jews during World War II as unique, placing these events and processes apart from essential historical and political contexts. The destruction of Jews in wartime Hungary underscores how histories of state and nation building—in this case the drive to realize ‘Greater Hungary’ with a marked Magyar majority—generated multi-layered mass violence against non-Jews as well as Jews. Focusing on the multi-ethnic borderland of Subcarpathian Rus’ before the German invasion of Hungary in March 1944 illuminates the links in the state's multi-layered attack against the region's society and sheds new light on the particular victimization of Jews, also after March 1944. Almost all the scholarship on the Holocaust in Hungary has addressed the period after the German invasion, dealing with ghettoization and deportation to Auschwitz. This perspective has provided important insight, but it has also overshadowed significant dimensions in the history of wartime Hungary. The histories of the state's borderlands, which have received limited attention, challenge this account of ‘the Holocaust’ in Hungary. This article uncovers how anxieties about disloyalty and foreignness played crucial roles in the exclusionary campaign against Jews, Roma and Carpatho-Ruthenians in Subcarpathian Rus’. The Hungarian authorities planned and carried out discriminatory and violent measures against them and, whenever national and international opportunities permitted, mass deportations. The examination of these related processes of mass violence lays bare the meaning of ‘antisemitism’ in a specific political context, highlighting connections between anti-Jewish policies and the persecution of other groups. Viewing this violence as it unfolded, rather than backward from the ‘final solution’ and Auschwitz, opens new paths to rethink ‘the Holocaust’ in Hungary.  相似文献

Based on Max Weber's concept of Kulturnation and Hans Blumenberg's project of metaphorology, this essay argues that modern nations follow distinct cultural programmes that are inherent to their national ideas. Each national idea is propagated by a particular biopolitical metaphor, which performs a transfer from practical or scientific ideas about how nature structures and organises life to cultural ideas about how human lives should be socially and politically organised. The essay examines the emergence of the principal metaphors of grafting in England (Great Britain), of regeneration and elective affinities in France, and of organic self-generation in Prussia (Germany). The fact that each nation claims for its particular national idea the status of a universal principle constitutes the intrinsic paradox of nationalism.  相似文献

Ongoing colonial violence, I argue in this paper, operates through geographies of Indigenous homes, families, and bodies that are too often overlooked in standard geographical accounts of colonialism. Contiguous with residential school violence and other micro-scale efforts to eliminate Indigenous peoples, colonial power continues to assert itself profoundly through intervention into and disruption of intimate, ‘tender’ (Stoler, 2006), embodied, ‘visceral’ (Hayes-Conroy & Hayes-Conroy 2008; Hayes-Conroy and Hayes-Conroy 2010), and biopolitical (Morgensen, 2011a) geographies of Indigenous women and children. Drawing on feminist and decolonizing theories, along with the concept of ‘slow violence’ (Nixon, 2011), I offer in this paper a grounded account of spatial forms of governmentality in ongoing colonial relations in British Columbia, Canada. I critique dominant geographic inquires into colonialism as being primarily about land, natural resources, and territory. These inquiries, I suggest, risk perpetuating colonial violence in their erasure of Indigenous women and children's ontologies, positing this violence as something ‘out there’ as opposed to an ever-present presence that all settler colonists are implicated in.  相似文献

This article explores how the multiplication of labour migration categories relies upon strategic territorialisations of borders to differentiate between workers' nationalities, worksites, and skills in Finland. We argue that for certain categories of workers, migration policies encourage workers to become mobile in ways that make them more precarious. We analyse worksites that show the different ways that labour is made mobile: the internationalization of higher education; Finnair's labour outsourcing and offshoring practices; and the recruitment of forest berry-pickers from Thailand. We first trace contentious migration politics in Finland, revealing conflicts over labour protections, universal labour rights, the state's obligations to create employment, economic competitiveness, national identity, and the precarisation of work. We show how practices of legal, procedural, and spatial differentiation particularise the conditions of work and argue that, even for skilled workers, the strategic territorialisation of borders works to differentiate between workers and work sites. This differentiation works to make labour mobile in multiple ways and, due to the selective territorialisation of labour protections, the political geographies of migration in Finland tend towards the precarisation of labour for skilled and unskilled workers alike.  相似文献

This paper tells a story of debt within a rural Cambodian family in order to understand how microfinance produces more‐than‐individual financial subjects that are entangled in changing social relations of dependency. We draw upon 20 months of joint ethnographic research in Cambodia, where the microfinance industry is one of the largest per capita in the world. Informed by Judith Butler's notions of precariousness and precarity, we argue that even in the context of deepening financialisation, people's lives remain dependent upon others, especially within families. We analyse how these family relations of dependency are reworked along generational lines and spatially stretched due to precarious economic conditions of indebtedness, household migration, and distant labour markets. We conclude that reframing financial subjectivity in terms of precariousness helps us to analyse the relationship between households and financial markets, as well as inform a critical politics of finance.  相似文献

The Kurdish novel emerged in 1935 and, towards the end of the twentieth century, established itself as a literary genre with a significant quantity and quality. However, until the last decade of the previous century the Kurdish novel was entirely dominated by Kurdish men and there is no single novel written by a Kurdish woman. During recent years, however, Kurdish women novelists have contributed to the development of this genre. This article aims to assess Kurdish women's novel-writing and, through analyzing and discussing their style and themes, tries to find out their main characteristic generic features. An attempt is made to see if there are thematic and stylistic differences between Kurdish novels written by the women and their male counterparts.  相似文献

Abstract: Since 2006, when Mexico's President declared war against the drug trade, the people of the northern Mexican border city, Ciudad Juárez, have been living through a record‐breaking escalation of violence, the occupation of their city by federal troops and police forces, unprecedented human and civil rights violations, and a pervasive experience of fear in public space. These events have occurred simultaneous to a devastating economic crisis. This paper asks the question, how can a feminist and Marxist geographer contribute to an analysis of what is happening in Ciudad Juárez? To address this question, I create a dialogue among activists in northern Mexico and post‐structuralist feminist and Marxist positions regarding the meaning of public fear in this city for the city's residents, for Mexico's democracy and for the making of public knowledge about the Mexico–US border.  相似文献

This research theorizes Colombia's 2011 Victims’ and Land Restitution Law (the Victims’ Law) as a biopolitical program that intends to foster the lives of conflict‐affected populations through providing an array of reparation measures. Based on fieldwork with internally displaced landmine victims in Colombia's Magdalena Medio region, I highlight how the Victims’ Law constitutes the identity of which populations count as “victims” worthy of reparations, how such parameters are contested, and how landmine survivors’ sense of themselves as “victims” is mediated via their experiences with the Victims’ Law and the reparation programs it provides. In particular, I highlight the possibilities and limitations of reparation measures that hinge on small‐scale business incubation programs for landmine victims to show how a legally recognized victimhood category presupposes “self‐responsible” neoliberal subjects who must confront contexts of conflict and state neglect.  相似文献
