Participation in global value chains (GVCs) has been proposed as a central means for emerging economies to develop and technologically upgrade. However, the effects of GVCs on income distribution in the global South remain underexplored. This article presents an econometric analysis of the determinants of the labour share in seven emerging economies for the period 1995–2014. Drawing on industry-level data from global input-output tables, the authors focus on how GVC participation — in particular offshoring of production from advanced to emerging economies — affects the labour share of different skill groups within manufacturing and service industries. They also estimate the effects of GVCs on productivity, real wages and the capital–value added ratio, to shed further light on the channels through which GVCs affect the labour share. In both industry groups, findings show that integration into GVCs with advanced economies has a negative effect on the labour share in emerging economies, particularly for medium-skilled workers. In contrast, higher union density and government consumption spending have positive effects on the labour share. Thus, labour in emerging economies loses out relative to capital as production becomes more integrated across borders.  相似文献

This paper analyzes the enactment and evolution of article L.126 of the Code of Construction and Housing (CCH) in France and demonstrates the careful ways lawmakers have redefined ‘common areas’ in social housing estates as carceral spaces. It argues that such transformation has inserted these areas into a ‘carceral continuum’ that facilitates the arrest, prosecution and confinement of young people ‘hanging out’ in ‘common areas’. Drawing on the work of legal geographers on the co-constitutive relationship of law and space, and urban and carceral geographers exploring the criminalization of urban space and the extension of the carceral state, the paper illustrates how the pathways of confinement are legally constituted. The legal process documented here seeks to highlight the law’s meaning-making capacity and the complex legal practices – by actors and institutions located at multiple scales – which significantly condition urban practices and relationships. The analysis suggests, finally, that law’s constitutive power has limits that are brought to the fore by anti-police violence struggles. Pathways of confinement are, thus, fragile networks dependent upon the ongoing enactments, discourses, and practices by lawmakers and law-enforcers.  相似文献

In May 2019, 75 distressed migrants fleeing Libya were rescued by the merchant vessel Maridive 601 in the central Mediterranean Sea. With Italy, Malta, and Tunisia denying permission to disembark, the merchant vessel turned from a floating refuge into an offshore carceral space, leaving the migrants stranded near the Tunisian coast for 19 days. This article traces the migratory trajectories of the Maridive 75, as I will collectively refer to them, in order to show how EUrope's desire to deter, capture, and contain migrant mobilities has transformed the Mediterranean Sea into a carceral seascape. While offshore carcerality is not specific to EUrope's southern maritime border and also not a novel phenomenon, increasingly restrictive migration policies have dramatically reshaped the Mediterranean borderzone over recent years, multiplying infrastructures, technologies, and spaces of confinement. Interrogating the Mediterranean Sea as a carceral space generates insights into an ever-growing panoply of carceral but mobile forms of governance seeking to discipline and police unauthorised and precarious human movements, both at sea and on land. At the same time, as this article demonstrates, unruly migrant mobilities and struggles at sea continue to expose the often-conflictual processes at work in the production of the Mediterranean carceral seascape.  相似文献

Abstract

As a newly emerging sub-field within human geography, carceral geography offers a unique perspective and understanding of closed spaces. Reflecting this development, three types of closed institutions provide the background for this empirical paper. The nature and experience of these spaces of confinement are explored by using in-depth qualitative interviews with young women in Scotland. The focus on gender-/age-specific characteristics and physical and spatial features reveals the processes of being ‘locked up’, of the perception of confinement and emotional responses to prison, secure care and closed psychiatry. The young women's accounts of these closed institutions are seldom heard in discourses on crime and punishment, providing an in-depth insight into these otherwise enclosed spaces. Considering the geography of three carceral systems, this study extends beyond physical detainment and works towards an understanding of the carceral experience as an emplaced, gendered, embodied, emotional and often repetitive practice. This paper is based on a larger empirical study and uses selected results of this more extensive data to exemplify ‘the carceral’ in this particular context.  相似文献

The search for and early exploitation of oil and gas in Scottish waters have occurred over a brief time span. Considerable environmental problems have had to be overcome offshore and large servicing and engineering developments have been established onshore. The latter have generated particular pressures locally on labour supply and on the economic infrastructure of certain regions. This article examines the recent involvement of Emberá indigenous women from eastern Panama in the production and commercialization of handicrafts for national and international markets, using life stories collected in two Emberá communities. Emberá women's increased participation in market economies provides a critical medium through which dominant norms of gender roles are partly reworked and new subjectivities are forged, providing them temporary spaces of authority from within to negotiate relationships with men in domestic spaces. The study does not look for obvious shifts of power inside the household. Instead, it conceptualizes handicraft activities and the conflicts they spark as discursive sites, thus focusing on how women (through their work and purchases) understand themselves and their roles, and how power operates through competing discursive constructions of ‘women’, ‘men’, or ‘work’ in everyday practices. This approach produces a nuanced understanding of the complex reconfiguration of gender relations, and the particular shapes that changing social interactions and meanings of femininity/masculinity take, and it challenges dominant representations of indigenous societies as static and inexorably harmed by capitalist transformation. Findings demonstrate that indigenous women's experiences and realities are multifaceted and dynamic, and that the outcomes of market economies in indigenous communities are complex and ambiguous, rather than uniform and necessarily oppressive.  相似文献

This article offers an empirically informed conceptualisation of trafficking borders as spaces of restriction and negotiation, contingently produced, encountered, and escaped along the mobility routes of the targets of trafficking discourse. The concept of trafficking borders advances critical literature that considers anti-trafficking measures a vehicle of state-authorised bordering practices by demonstrating social and political spaces where the trafficking discourse coalesces several discourses, institutions, and practices as borders. The article draws on participatory action research conducted in Nepal to demonstrate the presence of borders in spaces such as households, communities, government offices, Indo-Nepal state borders, emigration detention and deportation centres, and airports. These spaces contribute to the critical understanding of locations where anti-trafficking measures curtail the rights, mobility, and choices of prospective migrant workers. Prioritising research participants’ experiences of encounters with trafficking borders, the article underscores that borders are the central experience of migrant workers which they must escape to actualise their labour migration projects. The conceptualisation further attempts to position the emigration regime as an important site of theorisation and activism and demands a thorough consideration of the diverse struggles of the labour migrants before they arrive at their labour relations in the immigration regime.  相似文献

The contemporary fashion industry is based on a set of ‘gendered skills and attributes.’ Women numerically dominate fashion schools and the labour force of fashion firms, and also start and run the majority of independent fashion brands. Angela McRobbie and others have highlighted the importance of considering the gendered dynamics of fashion-related work. Yet, as the industry continues to evolve in the wake of global integration, the digital transition and intensifying competition, there is an ongoing need for research. Using an intersectional approach, this paper provides a novel case study of young ‘Millennial’ female independent fashion designers who operate within the emerging and under-explored Canadian fashion industry. Drawing on 87 interviews and participant observation, the paper demonstrates how entrepreneurial motivations, pathways, practices and experiences are shaped by individual characteristics, such as gender, age, lifecycle and class. Particular attention is paid to the challenges and tensions associated with the D.I.Y. (do it yourself) model and how forms of work, including aesthetic labour, are performed and experienced in virtual spaces such as social media platforms. In so doing, the paper contributes to nascent research on Millennials and nuances our understanding of the gendered nature of creative labour. Crucially, the paper also moves beyond typical masculinist conceptualisations of entrepreneurship, which focus on high-growth and high-technology businesses, to highlight the legitimacy, prevalence and importance of alternative motivations, networks, identities and business practices within contemporary markets and creative industries.  相似文献

Oceans are increasingly looked toward for their contribution to addressing climate change. These so-called ocean-based climate “solutions” often fall under the umbrella of the “blue economy,” a term used to refer to new ways of organizing ocean economies to provide equitable economic and environmental benefits. Yet, thus far the literature exploring blue economies and blue economy governance has largely overlooked or downplayed its equity and justice roots and implications, including how blue economies are embedded in multiple scales of environmental injustices. This is particularly important when blue economies include offshore oil production. The purpose of this paper is to both emphasize the need and provide an approach to incorporate justice and equity—specifically climate justice—into blue economy planning and scholarship. We build on conceptualizations of blue economies as assemblages to draw attention to the global reach of climate impacts associated with oil that are often overlooked or ignored at sites of production and through regional governance. We argue that greenhouse gas emissions from the life cycle of oil should be included in policies and planning (including blue economy planning) at sites of production, but that this must also incorporate underlying power structures that lead to uneven impacts and climate injustice. We look at environmental assessments as a regional governance tool that could be used to shape opportunities and openings to organize blue economies differently. To illustrate these points, we look at how environmental assessments are playing (and could play) a role in enacting and shaping Newfoundland and Labrador's blue economy.  相似文献

The long‐held redistributive function of agricultural cooperatives — one of moral economy and poverty alleviation — has changed dramatically as they emerge as core brokers for agro‐industrial development in the so‐called ‘green economy’. This article examines the changing role of cooperatives involved in brokering oil palm production and its impact upon the food security and livelihoods of smallholders who labour in plantation regimes situated in historically uneven agrarian political economies. Findings show how, increasingly, cooperatives reinforce uneven agrarian social relations of production and exchange in which indigenous smallholders experience loss of land, poor wage labour conditions tinged with insecurity and prejudice, and mounting debt in an expanding oil palm complex. The article suggests that these changes in agrarian social relations negatively influence indigenous farmers’ food security pathways, with their access to and use of appropriate foods diminishing. It asserts that understanding the impacts of cooperatives on food security pathways requires a relational and situated analysis of livelihood change and agrarian relations in extractive frontiers.  相似文献

This article engages literature on special economic zones and territory in global development. I suggest a focus on labour's spatial class composition as constitutive of territorial coherence provides insights into how the Savan‐Seno Special Economic Zone in Lao PDR operates as an economic border territory bridging Laos to the regional and global economies. The distanciated global connections which special economic zones aim to create are predicated on zones gaining internal coherence for capital accumulation. I suggest zones’ internal coherence depends on zone firms reworking the local class composition of labour, itself constituted by workers’ spatial practices. In the Savan‐Seno zone this occurred through immobilising a mobile labour force and taking advantage of its continuing embeddedness within a subsistence rice‐producing village economy. The argument aims to illustrate how zones producing for global markets act as territories of complex spatiality which span and connect multiple spaces of production and workers’ social reproduction.  相似文献

The Lao People's Democratic Republic's aspirations to become the ‘battery’ of Southeast Asia has involved plans for a cascade of hydropower dams on the mainstream of the transboundary Mekong River. This has triggered the unprecedented undertaking of public stakeholder consultations under the Mekong River Commission's Procedures for Notification, Prior Consultation and Agreement (PNPCA). This paper focuses on PNPCA stakeholder consultations organized in Thailand and Cambodia, and seeks to understand how these stakeholder consultations, despite their merits in information sharing, have come to be criticized by civil society as a ‘rubber stamp’ for ‘participation’ in Lao hydropower development. Building upon the literature on public participation in development, critical hydropolitics, and stakeholder engagement in Mekong water governance, we seek to conceptualize a critical politics of public participation by adopting a relational approach towards identifying the key challenges relating to participation. We suggest that a relational approach must consider how the interrelations between the multiple formal and informal tracks of stakeholder engagement shape one another and overall opportunities for participation, and how power relations within these spaces impact on perceptions towards public participation. Distrust towards state-organized participatory spaces can be traced from the state-organized participatory spaces to another key interrelation: the power relations between state and nonstate actors in the multi-scalar political spaces that extend beyond participatory spaces. This paper examines how anti-participatory forces pose a challenge to the emergence of both state and nonstate participatory spaces, providing additional insights into the state-society dynamics that influence environmental outcomes around large-scale infrastructural development.  相似文献

Abstract

This article explores the construction of migrant masculinities in the context of reproductive labour. It focuses on Asian Christian men working as porters in upper middle-class residential buildings in Rome (Italy). This masculinised niche of reproductive labour combines differently gendered chores: feminised tasks (cleaning and caring) - mainly performed in the most private spaces of the home - and masculinised tasks (maintenance and security), carried out in the public or semi-public spaces of the buildings. The analysis addresses the dearth of studies on the sex-typing of jobs in the context of migrant men’s work experiences. It also contributes to ongoing debates on the geography of reproductive labour, by exploring how gendered practices of migrant reproductive labour construct private and public places. The construction of masculinities and place is shaped by the gendered racialisation of migrant men at the wider societal level, which materialises in the construction of ‘dangerous’ and ‘respectable’ urban areas. The article suggests that widespread concerns over religious difference and public security play a key role in defining migrant men’s access to the workplace and in shaping work relations.  相似文献

Abstract

Examining the everyday practices and feelings of volunteering, in particular their situated, emotional and embodied nature, serves to place the experiences of volunteers centrally in accounts of what matters in the doing of volunteering and goes beyond service provision or active citizenship. Using qualitative evidence from three collaborative research projects, we present enlivened geographies of volunteering which focus on: the situatedness of formal volunteering in place and the negotiation of local ‘moral economies’ of norms and expectations surrounding access to volunteering opportunities and the practices of volunteering; complex positionings of informal volunteering in biographies of social participation; and intersections of embodiment and emotions in experiences among environmental volunteers. We contribute to the development of social geographies which are ‘more-than-representational’ and argue that connecting insights on everyday practices of volunteering with wider policy and practice agendas requires a focus on the enduring, but also emergent and excessive nature of the spaces of doing volunteering, on the relational nature of volunteering, and on opening up debates in the networks of research-policy-practice which understand spaces of volunteering as entailing more than volunteering.  相似文献

This essay deals with active labour recruitment from Yugoslavia to Sweden at the end of the 1960s and early 1970s. It is a case study of recruitments of foreign-born workers to one particular manufacturing industry. It focuses primarily on trade-union actions and strategies in connection with the recruitments, analysed in the light of the power relations within the corporatist Swedish labour market model. This approach illuminates how the Swedish labour market model dealt with an issue involving both conflicting and coincident interests between labour and capital, with the state as an intermediary. But the recruitments are also analysed from the recruited workers' points of view. The essay reveals great union influence in the process of labour recruitment, and suggests that the national Swedish labour market authority only approved as many work permits for non-Nordic workers as the trade union concerned accepted. This power, in combination with the shortage of workers, could be used by the unions as a forceful instrument in their struggle to transform working life according to their members' interests. Accordingly, the labour recruitments to Sweden were framed by the power relations and the corporative practices within the Swedish labour market model.  相似文献

Organizing rural workers has always proved to be a challenge for the labour movement. This was especially the case in Scandinavia where well into the industrial era, labour and property relations in the agricultural countryside remained essentially feudal in character. Nonetheless, and especially in the rich agricultural districts of the southernmost province of Skåne, the Swedish labour movement had succeeded spectacularly by the interwar years. Perhaps unintuitively, a key to its success was that it focused as much money and energy on constructing new spaces of culture and leisure – so-called People's Houses and People's Parks – as it did to direct workplace organizing. Drawing on Kevin Cox's concepts of “spaces of dependence” and “spaces of engagement,” this paper explains how and why Sweden's labour unions succeeded in remaking Skåne's political geography and transformed the region into one of the strongest social-democratic districts in early-twentieth century Sweden.  相似文献

Recent literature in carceral geography has attended to the importance of mobilities in interrogating the experience and control of spaces of imprisonment, detention and confinement. Scholars have explored the paradoxical nature of incarcerated experience as individuals oscillate between moments of fixity and motion as they are transported to/from carceral environments. This paper draws upon the convict ship – an example yet to gain attention within these emerging discussions – which is both an exemplar of this paradox and a lens through which to complicate understandings of carceral (im)mobilities. The ship is a space of macro-movement from point A to B, whilst simultaneously a site of apparent confinement for those aboard who are unable to move beyond its physical parameters. Yet, we contend that all manner of mobilities permeate the internal space of the ship. Accordingly, we challenge the binary thinking that separates moments of fixity from motion and explore the constituent parts that shape movement. In paying attention to movements in motion on the ship, we argue that studies of carceral mobility must attend to both methods of moving in the space between points A and B; as micro, embodied and intimate (im)mobilities are also played out within large-scale regimes of movement.  相似文献

This paper examines the oil and gas industry of Sakhalin Oblast and its offshore areas, as well as the status of major investment projects. Sakhalin is the site of two of Russia's largest oil development projects with Western companies, both envisaged as major multibillion-dollar ventures. Both projects are described in detail, and remain contingent upon enactment in Russia's parliament of key pieces of oil legislation, most importantly a law on production sharing. The paper argues that even if such changes in Russia's legal and fiscal environment are forthcoming, the profitability of these projects remains uncertain, with actual development far from assured. 1 map, 2 tables, 11 references.  相似文献

Abstract: The reproduction of human insecurity in contemporary capitalist societies is linked to the need to “produce” labour at a price that permits the realisation of surplus value, and crises of social reproduction (both generalised and specific). In this paper I use a social reproduction lens to focus on the example of the emergence, and recent resurgence, of gang labour in the UK. I look first at the gang labour system, its evolution, and processes and institutions of regulation. The paper then examines the ways in which the gang labour system sheds light on interrelationship of relations of production and reproduction, processes of class formation, and how the power of supermarkets and the political imperative to keep food costs down, which are related to patterns of migration and racialisation, privilege the reproduction of some workers over others. This in turn signals the need to engage with the role and significance of unfree labour in contemporary economies.  相似文献

In this paper I ask how might environmental justice studies scholarship be recast if we consider the phenomenon of environmental injustice as a form of criminalisation? In other words, since environmental injustice is frequently a product of state‐sanctioned violence against communities of colour, then what are the implications of reframing it as a practice of treating those populations as criminally suspect and as deserving of state punishment? Moreover, how are the targets and survivors of environmental injustice/racism enlisted in generative ways that resist that criminalisation and support abolition? I answer these questions through a consideration of how struggles inside and outside of carceral spaces represent urgent and timely opportunities to rethink the possibilities of environmental justice theory and politics by linking them to practices and visions of abolition ecology and critical environmental justice.  相似文献
