ABSTRACTGeographers have certainly contributed actively to the extant scholarly literature relating to tourism work and workers. Nevertheless, with few notable exceptions, most of this research has been piecemeal and case-based demonstrating unawareness of broader theoretical discussions and debates within the emerging sub-field of labour geography. For this special issue, a total of eight papers have been selected, most of which deal to varying degrees with labour mobilities, a theme that mainstream labour geographers themselves have largely avoided in the past. Additionally, the thorny issue of setting the intellectual boundaries between what constitutes work and leisure in contexts such as volunteer tourism is taken up in some of the discussions. Our aim with this special issue is to encourage the development of closer intellectual connections between labour geography and the study of tourism work and workers and their everyday mobilities. 相似文献

Many Western countries struggle with the realisation of an inclusive labour market: a labour market in which everyone can participate and disabled or otherwise vulnerable, disadvantaged and low productive people can take part in the real labour market to the best of their abilities. Following countries like Germany and Austria, the latest Dutch policy proposal is to introduce mandatory quota for employers with more than 25 employees to create job openings for the disabled for 5 per cent of their workforce. A first calculation of possible job openings shows that from a national perspective a mandatory quota seems promising. However, due to differences in the regional economic structure the arrangement will not be sufficient to solve spatial inequalities in regional exclusion of disabled at the level of municipalities nor for larger regions at the NUTS 1 level like the North of the Netherlands. We conclude that more attention should be paid to the spatial variation in impact when the national government decides to decentralise the implementation of national policy measures to municipalities. 相似文献

This article examines the concept of slave labour through two case studies from Brazil. One involves internal migrant workers and the other cross‐border migrant workers. There have been accusations of slave labour in both cases. I argue that slave labour is a multi‐dimensional concept and that cognate notions (eg forced and unfree labour) could also be reconceived as multi‐dimensional. Recent works have proposed that a continuum viewing labour relations as more or less free should replace dichotomies such as free vs unfree. I argue for taking this further to recognise, first, that workers may be more or less free in different ways, and second, that the resulting conditions of employment can be characterised as more or less degrading, also in different ways. This multi‐dimensional approach allows for a better understanding of the heterogeneity of apparently unfree labour relations and for greater recognition of the agency of workers labelled as slaves. 相似文献

Abstract: This article explores the concept of \"contact zones\" to counteract misrecognition and exclusion in the artisanal gold mining sector of Ghana. The large majority of the 300,000–500,000 Ghanaian artisanal miners work without an official license, illegally. Due to their encroachment on corporate concession lands, the use of toxic mercury in the gold extraction process, and the social disruption caused by their migratory activities, these miners are often marginalized and criminalized. Yet, devaluation and misrecognition hamper environmental stewardship and participation in political decision-making. Through parity-fostering participatory research, I propose a radical re-imagination of the sector that encourages agency and flourishing among these ostracized men and women diggers. 相似文献

The increased prevalence of border-crossing labour of various types makes an uneasy juxtaposition of the ‘local’ and the ‘transnational’ or the ‘global’ and raises two classes of questions. These concern, firstly, the definition of the local in local labour markets and, secondly, the role of state borders in regulating and shaping flows of border-crossing workers. The paper begins to explore these issues. It questions the conceptualisation and definition of local labour markets and outlines a case for transnational labour and state borders to be included in their theorisation. Following this, drawing on studies of recruitment and interviews with labour market actors on both sides of the Irish border it discusses how state borders impact on different types of labour in different circumstances and outlines the paradoxical and sometimes contradictory nature of state borders in labour regulation and employers' strategies. It concludes by arguing that state borders might be moved from the edge of local labour market studies to a place much nearer their centre. 相似文献

In many developing countries, a rhetorical commitment to decentralization often superficially manifests through the creation of new or smaller administrative units at the sub-national level. In democracies in particular, this raises the question of whether sub-national unit proliferation is intended for winning popular support in elections or addressing the concerns of local citizens. This paper analyzes the motivations for district creation by focusing on Ghana, which is oft-considered one of Africa's more committed countries to decentralization. At the same time, successive governments repeatedly have divided the country into more districts in an espoused effort to more effectively bring services closer to citizens. With an in-depth focus on the most recent increase from 170 to 216 districts between 2008 and 2012, this paper employs national and district census, socioeconomic, and electoral data to examine which districts were split and why. Instead of representing a source of patronage to swing voters or a divide-and-rule strategy in opposition strongholds, the study finds that the incumbent party at the time, the National Democratic Congress (NDC), used re-districting as a tactic of malapportionment and predominantly targeted non-competitive districts where gaining an additional legislative seat in subsequent elections was more likely. Evidence suggests that this pattern is not specific to the NDC and that previous district splitting under the New Patriotic Party (NPP) also focused disproportionately on that party's safe seats. Overall, the paper emphasizes the need for according greater consideration to underlying institutional aspects, particularly electoral rules and executive-legislative relations, when analyzing the motivations for territorial reforms. 相似文献

In recent years a discursive voice-based form of children's participation has become a global standard. This has rendered more material children's practices particularly in less-affluent regions as deviant forms of participation. Drawing on the case of child labour, I critically examine the dominance of a discursive model of participation in terms of international policy statements. I argue for a more inclusive notion of children's participation incorporating children's economic as well as discursive contributions within their families, communities and schools. At the same time a more nuanced view potentially shifts the policy focus towards the legitimation of child labour rather than its condemnation. 相似文献

During the last 15 years, we have witnessed a significant and increasing focus on human trafficking in the work and research of international organisations, local and international non-governmental organisations, governments, researchers and academics from a range of disciplines. However, the focus remains on presumed structural causes of trafficking, including assumptions regarding victims' levels of education and sex. Other socio-cultural factors are frequently ignored in trafficking discourse. Based on fieldwork carried out in Vietnam, Ghana and Ukraine from July 2009 to November 2010, including 50 interviews with key informants, this article directs attention to some of these oft-ignored factors that continue to act as a barrier to ending human trafficking. Attention is paid to three socio-cultural factors that act as road-blocks to efforts to counter trafficking in all three countries: first, the stigmatisation of both sex work and trafficking; second, a narrow understanding of who constitutes a victim of trafficking and third, lack of attention by researchers and activists to the role of images of successful migration abroad as an influential pull factor. These research findings indicate the importance of understanding the intersections between race, culture, gender, sexuality and class to relation to women's and men's involvement in unsafe and/or exploitative migration abroad. 相似文献

Drawing on data from the Korea Labour and Income Panel Study 1998?2008, this article attempts to assess the impact of female labour force participation on childbirth decisions in South Korea. To control for the dynamic processes through which soon-to-be mothers choose to get out of the labour force to give birth, empirical datasets using three different birth-month lag scenarios are examined: no lag; five-month lag; and eight-month lag. In addition parity-specific effects for the first and second childbirth are evaluated in consideration of previous findings showing different effects by birth order. Results suggest that, regarding the first birth, female labour force participation does not seem to have significantly diminished transition probability to first birth. Female labour force participation, however, appears to affect the second childbirth decision in a negative direction, although the impacts are not as great as have been widely publicised. 相似文献

Post-industrial division of labour as a systemic barrier for immigrants in the Swedish labour market

Differences in labour force participation and unemployment rates between indigenous populations and immigrants are common throughout Europe, but the gap seems to be particularly wide in Sweden. Based on studies of workplaces that traditionally employed large numbers of immigrants, but where they are now declining, it is argued that a driving force behind this process of exclusion is to be found in technological and organisational changes. These changes seem to be more pervasive in the Swedish labour market than in other economies in Europe. What is sometimes called the ‘Swedish model of working life’ has turned into the systemic exclusion of immigrant labour. 相似文献

A growing literature demonstrates the significance of aesthetics within processes of world-class city making, as decisions about who gets to live and work in the city are increasingly made on the basis of codes of appearance. However, less attention has been paid to how such codes are (re)produced and (re)directed by informal workers and their organisations in everyday practice. Drawing upon a multisided ethnography in Kampala and Delhi, this paper explores the ways in which market vendors and waste collectors have responded to the proliferation of three aesthetic technologies: the identity card, the uniform, and the code of conduct. We show that workers have appropriated these technologies in creative ways in order to defend their livelihoods against the threat of displacement. However, this act of appropriation has come at the cost of the exclusion of the more vulnerable workers, who now find their activities policed not only by the state but also by a range of non-state organisations. These findings contribute to debates on labour organisation and world-class city making by demonstrating the ways in which aesthetic rationalities emerge through an encounter with the tactics of everyday life. 相似文献

Hong Kong, like other countries with developed economies, is experiencing significant population ageing. The shift in the population age structure results from a combination of decreasing mortality rates and prolonged low fertility rates. This paper investigates the economic impact of changes in a population's age structure. We forecast on sex-specific labour force participation rates (LFPRs) and the economic dependency ratio (EDR) using different scenarios. Our results show that the below-unity level for the EDR—prevalent since 1996—will exceed unity in 2015 and rise steeply thereafter. By 2036, the projected EDR will reach an unprecedented high of 1.4, where every three economically-inactive persons will be supported by two economically-active persons in Hong Kong. This projection not only reflects a significant age shift towards the older end of the age spectrum, but is also driven by declining LFPRs among men. 相似文献

Despite early attention being paid to the connections amongst ‘gender, work and gentrification’ in the urban geography literature, there have been few attempts to examine the experiences of women as workers in gentrifying neighbourhoods. This gap leaves open critical questions about the nature of the links between the production of gendered work practices and the production of gentrified urban landscapes. In this article, I explore how women working in a variety of differently precarious situations – as struggling small business owners, self-employed workers and part-time workers – manage the tensions and contradictions of struggling for economic survival while attempting to support community-building efforts and social reproduction needs in a gentrifying area. Using data drawn from interviews and urban ethnographic methods in Toronto's ‘Junction’ neighbourhood, I argue that precarious conditions of work in the context of gentrification engender a variety of diverse economic and social practices – developed through immaterial and affective labour – that, in turn, produce particular, and often contradictory, social and economic landscapes of gentrification. I will explore the ways in which gendered vulnerabilities and insecurities are ironically produced, in part, by the feminized consumption landscape, which primes neighbourhoods for widespread gentrification. Through examining these dynamics, we can begin to theorize the structural production of precarity, and in particular, gendered precarity, through urban processes such as gentrification. 相似文献

There is increasing research on the intensification of work in the post-1980s time period. The focus on flexibility in management practices has resulted in more tasks being offloaded onto workers who must then adjust their time-use to accommodate the greater workload. Studies of work intensification are not new to manufacturing production and there is increasing attention to unpaid domestic labour and service sectors. One industry, however, that has been neglected by these studies is paid domestic work where employers are individuals or families. Drawing on the traditions of feminist political economy and geography, I argue that the socio-spatial specificity of paid domestic work contributes an emphasis on workplace injury and labour law exclusion to intensification of work paradigms. Based on qualitative interviews conducted in Montréal, Québec from 2013 to 2015, I show how paid domestic workers intertwine narratives about work intensification and workplace injury yet remain excluded from the Act respecting occupational health and safety and the Workers’ Compensation Act in Québec. Migrant women caregivers are disproportionately impacted by these exclusions and I show how the Filipino Women’s Organization in Québec (PINAY) is at the forefront of challenging these exclusions. In conclusion, I propose an approach that combines feminist geography and political economy to consider how time-squeezes impacting individual or household employers may be intensifying the workloads of their paid domestic workers and how labour law structurally excludes workers along the social dimensions of gender, race and citizenship. 相似文献

In this paper, we report on a study of the psychosocial effects of child domestic work (CDW) in six countries and the relevance of our findings to international legislation. Our results suggest that CDW is highly heterogeneous. While some young child domestic workers work long hours, suffer physical punishment and are at risk of psychosocial harm, others are able to attend school and benefit from good relationships with their employers and networks of support. Child domestic workers in India and Togo were most at risk of psychosocial harm. We conclude that classification of this employment as hazardous would not be appropriate and could be counterproductive and instead propose that legislation focuses on protective factors such as a social and community support. 相似文献

Invisible labour exists within all forms of work. In looking to the future of work (FoW), this article reviews the literature on two separate examples; digital work and the 4IR, to uncover invisible labour within these futures. The focus of this article remains on paid work but recognises that ‘employed’ does not correlate with visible. In contributing to feminist labour geography, this review aims to collate, regroup and evaluate the literature on the FoW in a way which recognises ‘invisible labourers’ through redefining ‘work’ and expanding our perception of the ‘workplace’. It does so in three parts. First, feminist labour geography literature is reviewed to situate the article within its call to broaden the definition of ‘work’. Second, the review addresses digital work and the gig economy, to establish which labourers are receiving the most current academic attention and are, therefore, visible. Feminist literature on work and labourers within unrecognised economic spaces is explored through the example of digital sex work to draw on the concept of ‘invisible labour’ in digital FoW. Third, literature on technologies of the 4IR and labour will be reviewed, with particular reference to the global north bias in FoW studies. Finally, the review will apply the regrouping of the literature to the impending wave of automation in the global garment industry. The article identifies a risk of further invisibalising already precarious and marginalised garment workers and the FoW narrative moves beyond low-skill labour. Highlighting the wider impacts on the FoW, beyond technology itself, this article calls for the labour geography literature to recognise the shift in our conception of ‘industry’ and women's experience of work within it to encompass invisible labourers' roles which are created, mediated and maintained by new technologies. 相似文献

We draw on data from the Online Labour Index and interviews with freelancers in the United States securing work on online platforms, to illuminate effects of the COVID-19 pandemic. The pandemic's global economic upheaval is shuttering shops and offices. Those able to do so are now working remotely from their homes. They join workers who have always been working remotely: freelancers who earn some or all of their income from projects secured via online labour platforms. Data allow us to sketch a first picture of how the initial months of the COVID-19 pandemic have affected the livelihoods of online freelancers. The data shows online labour demand falling rapidly in early March 2020, but with an equally rapid recovery. We also find significant differences between countries and occupations. Data from interviews make clear jobs are increasingly scarce even as more people are creating profiles and seeking freelance work online. 相似文献

In 1998 the International Labour Organization (ILO) advanced the notion of ‘decent work’ as a way to enhance opportunities for women and men to obtain productive work in conditions of freedom, equality, security and human dignity. This concept is now both salient and contested in national and international policy debates. In a 2008–09 campaign, the ILO asserted that ‘gender equality [is] at the heart of decent work’. This article examines appeals to decent work in Australian parliamentary discourse and proposes how best to make use of the concept. It argues that gender equality is fundamental to decent work.

劳动力地理学研究有助于理解全球化背景下劳动力作为当前国际国内经济转型和产业区位的一个重要因素及其发生作用的内在机制,对指导劳动力市场调节、促进地方劳动力市场发展具有重要意义。本文总结了国外劳动力地理学理论研究的起源,认为其理论演变经历了由新古典经济地理学区位理论,到马克思主义新经济地理理论,到近年来\"文化、制度转向\"的劳动力市场地理发展历程。介绍了近年来地方化劳动力市场地理理论和实证研究领域,及其对产业空间组织的影响等方面所取得的最新进展。在对当前的研究进行评述的基础上,指出不足和未来方向。与西方学术界相比,我国相关理论研究较为欠缺,尤其是文化、制度等因素对我国劳动力市场影响的研究有待进一步加强。 相似文献

This paper addresses the question whether geographical access to institutionalised childcare influences mothers’ labour‐force participation in the Netherlands. The conceptual framework of the paper is based on a time‐geographic perspective of female labour‐force participation. According to this perspective, women are faced with severe day‐to‐day space‐time constraints that form a spatial barrier to labour‐force participation. It is argued that, for many mothers with pre‐school‐age children, access to employment opportunities is partly determined by geographical access to childcare facilities. Using data from the Netherlands Housing Demand survey and a detailed measure of geographical access to childcare, it is shown that, for mothers with young children, the probability of being engaged in paid employment increases as the number of day‐care slots per 100 children in the residential area increases. In the regression model, the effect of access to childcare on mothers’ labour‐force participation is estimated after individual, household, and local labour market characteristics are controlled for. 相似文献
