Is there evidence of significant ethno-linguistic/ethno-national rallying around the nation in Ukraine—as social science would have us expect in times of conflict? And, if so, might we expect this ethno-linguistic/ethno-national identity to rise with the prolongation of war? Or instead, is Ukrainian “civic-ness” the primary rally call that shaped and shapes collective identity in Ukraine? And if this collective identity is not ethno-linguistic in orientation then what values and political dispositions are bringing Ukrainians together in a time of crisis and war? Whilst political science might suggest that violence and extended periods of war can produce rallying to ethno-linguistic/ethno-national identity—original panel survey data collected among the Ukrainian population in March/April 2019, January/February 2021, and 2 December 2021/16 February 2022 coupled with a cross-sectional nationally representative survey collected 19–24 May 2022 provide evidence that ongoing regional war, crises, and now all-out invasion by Russia have shored up civic and not ethno-linguistic/ethno-national identities. Moreover, this civic identity is bounded to pro-European pro-democratic orientations.  相似文献

ABSTRACT. To date, European identity has not mobilised a feeling of belonging or solidarity that would be comparable to the ways in which national identities stir people's passions and make them ready ‘to die for’ their nations. However, much of the related political debate and scholarly analysis has paid little attention to citizens' understanding of European identity and the way this relates to national identity. This paper aims to contribute towards filling this gap. It explores qualitatively the relationship between national and European identity among Italian citizens with a view to answering the following research questions: How do Italian citizens define Europe? Who is a European? How does feeling European relate to feeling Italian? How do citizens perceive the European integration process? The article is based on 24 qualitative interviews with Italian citizens of varying age, gender, locality of residence and socio‐economic status, conducted in spring and summer 2003. From Herder to Benedict Anderson, language and nation have been at the centre of ideas about (imagined) community. This hypothesis, however, poses a problem for analysing ideas about Europe. How can we understand “Europe” as a concept or form of identity when language and nationality are considered the foundation of imagined communities and loyalties? This article addresses this difficulty. It uses J. G. A. Pocock’s definition of “sub-languages” to suggest that one can investigate the rhetorical strategies, images and vocabularies with which texts articulate ideas about Europe. These sub-languages evoke imagined communities, most obviously when texts name and identify particular groups of people as “Europeans.” But by using images and rhetorics about Europe, these texts also appeal to a readership that comprehends—even if it does not fully accept—certain assumptions about the continent. In this way, texts evoke an imagined community of readers who purportedly share a similar way of understanding Europe, or who can perhaps be persuaded to think about it in similar terms. These processes are historically particular, and so the article concludes with concrete examples. It focuses on how early-nineteenth-century philhellenes evoked a European imagined community to solicit support for the Greek Revolution (1821–32).  相似文献

ABSTRACT. This article explores the concept of European Union identity and its significance for European integration by drawing upon insights from theories of nationalism and national identity. European Union identity is viewed as an ongoing process which is banal, contingent and contextual. The central hypothesis is that: European integration facilitates the flourishing of diverse national identities rather than convergence around a single homogeneous European Union identity. The role of the EU as facilitator for diverse understandings of collective identities encourages the enhabitation of the EU at an everyday level and the reinforcement of a sense of banal Europeanism which is a crucial aspect of the European integration process. Facilitating diversity may thus provide a vital source of dynamism for the integration process.  相似文献

The fundamental aim of the cultural policy of the European Union (EU) is to emphasize the obvious cultural diversity of Europe, while looking for some underlying common elements which unify the various cultures in Europe. Through these common elements, the EU policy produces ‘an imagined cultural community’ of Europe which is ‘united in diversity’, as one of the slogans of the Union states. This discourse characterizes various documents which are essential to the EU cultural policy, such as the Treaty of Lisbon, the European Agenda for Culture and the EU’s decision on the European Capital of Culture program. In addition, the discourse is applied to the production of cultural events in European Capitals of Culture in practice. On all levels of the EU’s cultural policy, the rhetoric of European cultural identity and its ‘unitedness in diversity’ is related with the ideas and practices of fostering common cultural heritage.  相似文献

ABSTRACT. By imagining their audiences, intellectuals invented and constructed the collective identities of nations and transnational communities like Europe or humankind. Four ideal types of intellectuals are outlined by describing them in their relation to politics: the intellectual as cosmopolitan ascetic; the intellectual as enlightened legislator; the intellectual as revolutionary; and the intellectual as the voice of a traumatic memory. These ideal types change over time in response to their focus of attention and their mode of communication. Because of changes in their media (from handwritten to printed books) and changes in their written language (from Latin to French and Italian, and further to vernacular languages), intellectuals were able to change views on past, present and future times. Today, they are involved in (civic) resistance but rarely in politics per se. By renewing the tension of the sacred and profane – the so‐called axial‐age revolution – contemporary intellectuals in Eastern Europe are decoupled from direct political power.  相似文献

Forced migration studies struggles to counterbalance policy assumptions that the governance of displaced people is of a fundamentally different nature in the Global South and North. This paper contributes to a growing body of critical scholarship that questions the epistemic segregation and theoretical demarcation that reproduce such exceptionalism. It mobilizes the idea of strategic institutional ambiguity to innovatively interrogate routinely assumed differences between migration governance in the Global South and North. It juxtaposes in-depth empirical case-studies of refugee governance in Lebanon, the country with the world's highest per capita number of refugees, with a review of critical research on EUropean governance of forced and irregular migrants. This exploration demonstrates that the rationales and manifestations of the ‘politics of uncertainty’ that refugees are subjected to in Lebanon closely mirror those of the ‘politics of abandonment’ and ‘exhaustion’ that migrants face in EUrope. Under both regimes, strategic forms of ambiguity operate to spatially and temporally marginalize refugees and render them controllable, exploitable, and deportable.  相似文献

Do the people in the European Union share a cultural identity? One important aspect of cultural identity is shared histories or common memories. Such histories can be presented by heritage. Heritage is those traces of the past a society chooses to preserve. Heritage is therefore also a way of defining oneself. To this day, the European Union has not yet compiled its own list of heritage. This paper analyses the World Heritage Sites of EU member states: sites that are considered to be of universal value. ABSTRACT. In several respects, the European Union (EU) represents both a novel system of quasi‐supranational governance and a novel form of political community or polity. But it is also a relatively fragile construction: it remains a community still in the making with an incipient sense of identity, within which powerful forces are at work. This article has three main aims. Firstly, to analyse the reasons and key ideas that prompted a selected elite to construct a set of institutions and treaties destined to unite European nations in such a way that the mere idea of a ‘civil war’ among them would become impossible. Secondly, to examine the specific top‐down processes that led to the emergence of a united Europe and the subsequent emergence of the EU, thus emphasising the constant distance between the elites and the masses in the development of the European project. Finally, to explain why the EU has generated what I call a ‘non‐emotional’ identity, radically different from the emotionally charged and still prevailing national identities present in its member states.  相似文献

ABSTRACT. In this study the authors analyse Czech national identity after the break‐up of Czechoslovakia and before accession to the European Union. National identity is understood here as a construct consisting of several elements, four of which the authors analyse: territorial identity (localism, regionalism, patriotism, and Europeanism), the image of the nation – the cultural nation (ethno‐nation) and the political nation (state‐nation), national pride (in general, and in cultural performance and in the performance of the state), and love for the nation – nationalism (or more precisely, chauvinism) and patriotism. To create a more complex picture of Czech national identity the authors compare it with national identities in eleven other European countries. To conclude, the authors analyse the attitudes of Czechs toward the European Union, and national identity is used as an important explanatory element of the support for EU governance.  相似文献

The purpose of our research is to understand the socially and culturally constructed architecture within which refugee women produce and negotiate identity. This ethnographic case study discusses findings from data collected through participant observation and informal interviews in two refugee camps along the Thai-Burma border. As Karen refugee women described their positionality within and negotiation between the socially constructed Inside and Outside Figured Worlds of the refugee camp, they depict the negotiation of a hybrid Third Space. Created at the intersection of the refugee camp structures that dominate individual agency and the discourses of gender and displacement that influence the social practices of women, this third space is characterized by the response strategies Karen women engage to support individual, family, and community health. Within the transformational spaces that refugee women constructed, the processes of coping and becoming reflected the relationship between structure and agency. Within these intersections a woman could express her resistance to a system that in its design represented a majority she was not a part of. As Karen refugee women moved to redesign their position within these systems, shifts in meaning of cultural norms resulted, inclusive of those that influence or define the role of women.  相似文献

The Fraser government's response to the Indo-Chinese refugee crisis and the presentation, for the first time, of asylum-seekers arriving in Australia by boat is almost universally acclaimed as having been proactive, generous and humanitarian in spirit—the antithesis of both the preceding Whitlam Labor government and subsequent governments, particularly since 2001. Adopting a policy of ‘forward selection’ of refugees from camps in South-East Asia, the Fraser government was able to stem the flow of boats and oversaw the relatively uncontroversial resettlement of nearly 70,000 Indo-Chinese. However, the author argues that this was not the brave and principled course of action for which Fraser and his immigration ministers are regularly fêted, but rather a delayed response that was motivated by fear and desperation rather than pure humanitarian intent. The celebrated outcomes of Fraser's policies belie the self-interested way in which they were constructed and neglect the fact that the government did not act until it was forced. Fraser's policies were neither a departure from the past nor the antithesis of current polices; to the contrary, they were the seeds of the contemporary Australian model of asylum.  相似文献

Phrases from Robert Frost's well-known poem “Mending Wall” are often used to frame discussions of borders in academic and political discourse. Used by some to justify the construction of physical barriers, others have used excerpts from the poem to fundamentally question the truism it appears to project. In light of recent interest in borders, our paper returns to Frost's full poem and its contexts in order to define, theorize, and critically mobilize what we take to be a useful ambivalence regarding fences. We use Frost's formulations to address the universal difficulty of moving beyond the borders of our daily lives, whether imposed at the edges of the nation-state, inscribed in our social relations, or inferred within the formal dimensions of a poem. Working at the crossroads of political geography, psychoanalytic theory, and literary analysis we argue that addressing the central role of borders in our lives and Frost's deep ambivalence about fences and borders is a useful step in any political and aesthetic movement forward. We cannot be “good neighbors” in other words or even good co-inhabitants until and unless we acknowledge that we are ambivalent not only toward the Other, but also about the very concept of borders and boundaries itself. Ideas presented about ambivalence provide border scholars and political geographers with an opportunity to re-evaluate our positionality and recognize how our own humanity intersects with that of others.  相似文献

Assisted Voluntary Return (AVR) programs occupy a central role in Europe's “management” of migration today. These state-funded programs allow migrants to meet with humanitarian counselors about the decision to return voluntarily, offering reintegration assistance and one-way travel booking to migrants' country of origin. This paper draws on interviews with practitioners at humanitarian organizations, those who counsel undocumented migrants and appeals rights exhausted asylum seekers about their decision to leave Europe via AVR, to consider the limits and potentials of humanitarian assistance for migrants in the EU's security-focused context. We query the degree to which care, as much as it is incorporated into regimes of bordering, can potentially disrupt hegemonic politics of assistance-as-governance. AVR provides a lens onto the politics of care and humanitarian assistance in migration management today, as migrants and practitioners negotiate together the decision to stay (with a limited range of legal options) or return via this increasingly relied upon policy.  相似文献

Far‐right parties are on the rise across Europe. Their shared populist rhetoric, emphasis on sovereignty and policies that promote a ‘national preference’ has facilitated the term ‘the new nationalism’. According to an emerging consensus, this new nationalism is primarily a demand‐side phenomenon triggered by cultural grievances, i.e. a cultural backlash, driven by those on the wrong end of a new transnational cleavage. This explanation we argue tends to overlook important variations across countries and across time. As such, in this article, we contest the view that the ‘new nationalism’ is a linear and coherent phenomenon best understood as a cultural backlash. Specifically, our argument is threefold: (1) it is important to conceptually distinguish between populism, nationalism and the far right in order to draw meaningful conclusions about the extent to which this phenomenon is linear, coherent and comparable across cases; (2) voters' economic concerns remain pivotal within the context of the transnational cleavage, entailing that voting behaviour is structured by two dimensions of contestation; (3) the explanatory power of nationalism is in the supply, i.e. the ways in which parties use nationalism strategically in an attempt to broaden their appeal.  相似文献

The Peace Treaties of Münster and Osnabrück ended the Thirty Years’ War in 1648. While scholarship is still divided between sceptics and supporters regarding the actual impact of the Westphalian Peace on the international order in Europe, let alone the concept of continental community, this article seeks to tackle the issue from an original perspective. A close study of the language and rhetoric employed in the two Latin Instrumenta Pacis Westphalicae reveals the underlying ideas which can be seen in the discourse of Europe and continental identity.  相似文献
