Abstract

African-Americans in the U.S. military encompass at least two distinct identity groups: a racial status associated with lower support for the wars in Afghanistan and Iraq, and a military status which tends to be more ‘hawkish’ in perspective. This study examines the intersection of these two status characteristics utilizing survey data of American military academy cadets, Reserve Officer Training Corp (ROTC) cadets, and civilian students (n = 5,051). Majorities of military cadets, regardless of race, supported both of these wars more than their civilian counterparts, but African-Americans are significantly less supportive of the wars relative to their peers within each group. African-American cadets support both wars less so than whites and cadets of other races, but African-American cadets supported both wars more than African-American civilians. It appears that racial and military affiliations combine to yield a unique perspective on war, adapting elements of both statuses. These findings support the concept of intersectionality.  相似文献

Recent scholarship on collective memory and nationalism in Latin America argues that – in sharp contrast to Europe – war commemoration has been of little importance to the memory work of states in the region. The article challenges this claim. A comparative‐historical analysis of school textbooks and school ceremonies in twentieth‐century Mexico, Argentina and Peru reveals that the commemoration of major civil and international wars was central to official national narratives in these countries. The article further identifies important qualitative changes in war commemoration over time, especially with respect to how commemorative discourses portrayed agency and assigned responsibility for military victories and losses. These changes are situated within broader transformations of nationalism and new alignments in the politics of nationhood and memory.  相似文献

ABSTRACT

This paper compares how Istanbul and Beirut both attempt to underline their cultural and developmental uniqueness today in contrast to a metonymic menace – Dubai, standing in for spectacular yet supposedly cultureless Gulf cities. Even amid their own speculative construction frenzies that threaten local heritage, Turkish and Lebanese city-shapers assert theirs are ‘real’ cities because they have ‘civilization’ and ‘history.’ By addressing their own efforts to build, defend, or oppose physical infrastructures related to local urban culture, Istanbullus and Beirutis rely on and reassert strategic, phatic discourses that frequently reference Gulf cities as counterpoint. Analysis focuses on how each city crafts a distinctive urban profile via civilizational appeals to historic senses of culture, inflecting infrastructural developments related to bridging (Istanbul) and bordering (Beirut). Historical truisms are deployed with marked flexibility to showcase these cities as ‘not Dubai.’ This study offers lessons on the particular worlding of Middle Eastern cities and the role of discourses in the material-symbolic infrastructure of implicit urban cultural policy.  相似文献

This paper explores the causes of displacement during civil wars. Recent scholarship has shown that conventional civil wars – those in which forces are relatively balanced – and irregular civil wars – those in which one side is substantially stronger than the other – exhibit different patterns of violence. We hypothesize that, while the mode of violence differs, the form of displacement should be consistent across the wars: displacement is a tactic of war that armed groups use to conquer new territories. By expelling civilians associated with rivals, armed groups improve their odds of gaining control of contested territory. This implies that members of a group are targeted for displacement because of their identity and presumed loyalties. We test the theory using two fine-grained datasets on individuals displaced during a conventional civil war, in Spain (1936–1939), and an irregular civil war, in Colombia (1964–). In both cases, the war cleavage was ideological and reflected in national elections: the locations where political parties received support indicated which populations were sympathetic to rivals. In both civil wars, we observe higher levels of displacement in locations where more sympathizers of rival armed groups reside. The article is the first comparison to our knowledge of the sub-national dynamics of displacement within two different civil wars and it shows that the microfoundations of displacement are similar across types. Finally, the article explains macro-level differences with a coherent micro-level framework.  相似文献

This article discusses military mobilities and encampment, and associated themes such as dislocation and displacement of people, through the case of a Second World War German military camp in Finnish Lapland. The article describes the camp and its archaeological research and discusses various aspects of the camp and camp life in its particular subarctic ‘wilderness’ setting, framing the discussion within the themes of mobilities and dislocations, and especially their multiple impacts on the German troops and their multinational prisoners-of-war based in the camp. A particular emphasis is put on how mobilities and dislocation – in effect ‘being stuck’ in a northern wilderness – were intertwined and how the inhabitants of the camp coped with the situation, as well as how this is reflected in the different features of the camp itself and the archaeological material that the fieldwork produced.  相似文献

Frankish kings exacted unpaid military service from their subjects in both Merovingian and Carolingian times. The basis for this right has long been uncertain. A study of the term ‘manse’ as a Carolingian measure of assets brings to light the ostensibly hidden property on whose basis Franks went to war. This military duty reached back to the origins of the Frankish kingdom, when a large share of Roman taxes was awarded in individual allotments to soldiers obligated to serve, otherwise unpaid, when summoned, and heavily fined if they did not. Both demesne and tributary manses – contributory units – were the main part of state resources applied to military costs. They cannot be simply envisaged as components of an agricultural scheme (grand domaine). A tax‐like military obligation was one among several institutions actively surviving from the fifth century to the ninth, and it suggests that Frankish government was more law‐based and administrative than is often allowed.  相似文献

This article focuses on the United States Northwest Ordinance of 1787's profession of ‘utmost good faith’ towards Indians and its provision for ‘just and lawful wars’ against them. As interpreted by US officials as they authorized and practised war against native communities in the Northwest Territory from 1787 to 1832, the ‘just and lawful wars’ clause legalized wars of ‘extirpation’ or ‘extermination’, terms synonymous with genocide by most definitions, against native people who resisted US demands that they cede their lands. Although US military operations seldom achieved extirpation, this was due to their ineptness and the success of indigenous strategies rather than an absence of intention. When US military forces did succeed in achieving their objective, the result was massacre, as revealed in the Black Hawk War of 1832. US policy did not call for genocide in the first instance, preferring that Indians embrace the gift of civilization in exchange for their lands. Should Indians reject this display of ‘utmost good faith’, however, US policy legalized genocidal war against them.  相似文献

This article examines ‘military femininity’ in new gendered forms of labor employed by the U.S. military in the post-September 11 wars. Between 2003 and 2013, when women were technically banned from direct assignment to ground combat units, the U.S. military deployed all-female counterinsurgent teams in Iraq and Afghanistan. In various forms, these teams searched Iraqi women at checkpoints and in home raids, provided medical assistance to Afghan women and children, and participated in highly combative special operations missions alongside Army Rangers and Green Berets in Afghanistan. Recent literature on the gendering of counterinsurgency in Iraq and Afghanistan focuses mainly on the teams’ deployment of humanitarianism and affect as weapons of war, while older feminist critiques analyze women’s marginalization within military institutions. This article reconceptualizes military femininity, departing from the prevailing marginalization and humanitarian frameworks. Drawing on military and policy documents, first-hand observations of military trainings, and interviews with military trainers, I show how women were integrated into ground combat through the promotion of certain gender essentialisms, such as feminine domesticity, alongside military violence. A new form of military femininity has emerged that eschews humanitarian rhetoric, and instead emphasizes servicewomen’s lethality.  相似文献

“Simulanten des Irrsinns auf dem Vortragspult”: Dada, War and Psychiatry – ‘Active Dynamics of Trauma’. This paper relates stage performances of dada artists to war neurosis and shell shock as sociocultural phenomena. The leitmotif of this investigation is the notion of simulation, as dada artists were referred to as malingerers (simulators) of madness by the press at the time. I hypothesize that the performers imitate/simulate with drums, shouting and ‘bruitist’ sound poems, the noises of war, staging themselves as war neurotics in a kind of shocking clinical demonstration. Both discourses intersect in the fact that many dadaists try to dodge the draft by simulating madness. The scandalizing anti-art of dada will be understood as contagious anti-pedagogy, trying to vaccinate against the madness of the era.  相似文献

For the last two decades the US has pursued what some analysts have called the ‘fantastical idea’ of military transformation that would enable the US to change the very nature of war. Known as the ‘revolution in military affairs’, this process would use technology to provide the US with battlefield dominance that no opponent could overcome. Motivated by the politics of the Cold War, however, this exit from reality has proved less than effective in what has become known as the ‘war on terror’. The US has been pulled into nasty, ‘small’ wars, against enemies utilizing asymmetric tactics. The Bush administration has tried to destroy these groups through the use of military force, failing, or even worse refusing, to recognize that these enemies feed off the economical, political and social rot of weak and failing states. For the last eight years the US government has addressed the symptoms of a problem rather than the actual disease. If America wants to make serious progress with the most pressing national security risks, the next American president must enact a revolution in foreign affairs that sees a massive overhaul and substantial investment in the State Department and USAID. A critical mass of research exists to illustrate the links between development and security—it is time Washington gets serious and embraces a conception of security that is more holistic, and ultimately, more effective.  相似文献

This article explores constructions of Spanish masculinity in the first decades of the twentieth century, as Spain engaged in colonialist wars in Morocco; memoirs and literary texts by travellers, soldiers and military leaders such as Francisco Franco and José Millán Astray are read alongside theoretical works. I argue that, like European Orientalism, Spanish Orientalism projects onto Moroccan men an image of fanaticism, barbaric violence and ultra‐virile yet ‘polymorphously perverse’ sexuality. However, that particular image of masculinity is just as often re‐assimilated into a Spanish national identity that can never quite manage to assert its fundamental difference from North Africa.  相似文献

This essay examines the work of the Joint Committee on the Conduct of the War, a joint select committee of investigation formed by Congress during the American Civil War. During its tenure in the 37th and 38th sessions of Congress, the Committee investigated almost every aspect of Union military operations; however, its principal concern was the examination of Union military defeats. Members of the Committee on the Conduct of the War were influenced by the notion of inevitable Union victory. As self‐made men who had achieved a degree of success in the emerging market economy of nineteenth‐century America, Committee members exemplified the period's predominate concept of masculinity. Also skeptical of military science and distrustful of the United States military academy at West Point, the Committee showed a marked preference for volunteer soldiers and officers throughout the war. Believing that West Point generals who endorsed strategic maneuver were cowardly and disloyal, Committee members were frequently critical of regular army officers in their investigations. Confusing the rhetoric of ‘hard war’ with military competence, the Committee's disdain for military education caused it to endorse incompetent military leadership and advocate mediocre generals for high command.  相似文献

The issue of civilians in war has risen to new heights in international political consciousness in recent years. The principle of civilian protection has been at once the justification for war and the main guide to the conduct of such wars in Kosovo, Afghanistan ands most recently in Iraq. The so-called new wars of the 1990s have seen a consistent pattern of massive civilian atrocity and the new policies of massive global terrorism are similarly intent on civilian attack. It remains to be seen how well those pursuing the war against terror will hold to the civilian ethic. In truth, the idea of the civilian is a deeply contested one and has more usually been rejected than embraced by those who pursue war, political violence and terror. The simple power of the idea itself and the humanitarian sentiment that accompanies it to produce the notion of 'innocent civilians' cannot be relied upon to make a reality of civilian protection. Instead, the case for civilian identity and civilian protection must be determinedly and continuously argued in war. This means recognizing the main sources of political, passionate and practical objection to the civilian idea and taking them on one by one as they arise. Repeatedly arguing the case for civilian rights must be at the very heart of political, military, humanitarian and religious endeavour. Arguments of prudence and self-interest must be made alongside much deeper and more difficult moral arguments about people's innocence, their identity and their relationship to war. Holding fast to the civilian ethic in the face of terror and war requires significant moral argument and moral leadership from politicians, military commanders and ordinary people alike.  相似文献

Iconic news photographs, particularly those taken during wars and national crises, provide visual synopses of important historical events – events about which stories of triumph and tragedy are superimposed. In this paper, we systematically trace the appearances and discussions of a single, iconic image, given the moniker Face to Face, over time. In the twenty plus years since its initial publication, media discourses around the image referenced Kanien'kehaka /Mohawk, Indigenous, Quebecois and Canadian nationalisms. We conclude that discourses surrounding war and conflict imagery can be read as reflecting plural nationalisms and that while a dominant meaning can be projected onto such imagery, this is neither singular nor fixed.  相似文献

This paper focuses on the spatial development problem of university-led innovation in peripheral urban areas. Highlighting issues of proximity, uneven geographic development, and multi-scalar urban governance as weaknesses of the regional innovation systems literature, we provide a novel synthesis of regional economics, innovation policy, and critical urban studies to assess the development roles of universities in concrete contexts. A comparative investigation of Naples and Newark, NJ captures the functional operation of regional innovation and urban development as a contested product of discourses, technologies (material and governance), and territorial arrangements. Our analysis demonstrates the significance of multi-scalar relationships in structuring innovation policy and practice in peripheral urban areas. The architecture of innovation is not simply rolled out into pre-determined spatial containers in places lacking established ‘institutional thickness’ or urban centrality. The spatial development of university-led innovation is a social product: material and governance infrastructures are essential components of the urban fabric and are essential to its co-constitution. Universities are shown to contribute differing resources dependent on their institutional strategic goals and the capacities and spatial imaginaries afforded to them by their situation in broader territorial governance regimes. We conclude by drawing comparative lessons and identifying directions for future research.  相似文献

This paper takes a comparative look at urban geography in the German- and English-speaking academic communities, based on a critical reflection of publication activities, sub-disciplinary discourses and conceptual developments. It is argued that Anglophone discourses tend to embed urban research into a broad range of conceptual and theoretical frameworks, whereas many writings in German-speaking urban geography are committed to pursuing empirical studies and applied research, thereby producing planning studies and policy recommendations; only recently, studies inspired by the cultural turn have evolved that are also addressing urban topics. In both language communities, a certain body of geographical work can be detected that deals with core urban themes without evolving from a distinct ‘urban geography’ community. In this context, a mutual trans-national dialogue between cultural, social and urban geographies is considered helpful for better linking the two different language and academic communities. Accordingly, the paper provides suggestions on how to reconceptualize urban geography at the intersections of recent debates in both language contexts by highlighting specific theoretical approaches, policy linkages and methodologies.  相似文献

This article offers a feminist analysis of how British military violence and war are, in part, made possible through everyday embodied and emotional practices of remembrance and forgetting. Focusing on recent iterations of the Royal British Legion’s Annual Poppy Appeal, I explore how the emotionality, and gendered and racial politics of collective mourning provide opportunities for the emergence of ‘communities of feeling’, through which differently gendered and racialised individuals can find their ‘place’ in the national story. I aim to show that in relying on such gendered and racial logics of emotion, the Poppy Appeal invites communities of feeling to remember military sacrifice, whilst forgetting the violence and bloodiness of actual warfare. In so doing, the poppy serves to reinstitute war as an activity in which masculinised, muscular ‘protectors’ necessarily make sacrifices for the feminised ‘protected’. The poppy is thus not only a site for examining the everyday politics of contemporary collective mourning, but its emotional, gendered and racialised foundations and how these work together to animate the geopolitics of war.  相似文献

Most research on urban planning, policy and development only considers legal practices and actors, and treats illegal ones as insignificant anomalies, unable to structurally affect the governance of urban space. However, this approach is inadequate for explaining urban governance in contexts (e.g. several countries in the Global South, the former Soviet bloc and Southern Europe) where illegal practices such as corruption and organized crime infiltration are widespread in many public and economic sectors. This paper addresses the role of illegal actors and practices in urban governance in the Italian context, using urban regime theory as the theoretical frame of reference. The research centres on the analysis of two case studies in the city of Rome (the In-between world investigation of a criminal network that had infiltrated the local administration and shaped several urban policies, and the investigation of episodes of corruption related to the project for the new A.S. Roma soccer stadium). It shows the existence of two shades of ‘grey urban governance’: firstly, the presence of a dark urban regime, centred on a criminal organisation and parallel to the ‘regular’ one; secondly, the use of corruption as a customary practice with which real estate entrepreneurs influence municipal decisions. Overall, this research contributes to moving away from a rhetoric of ‘gentlemanly’ urban capitalism and politics, and suggests the need to revise several aspects of urban regime theory – as well as other approaches to urban governance dynamics in general – in order to incorporate the role of illegal actors and practices.  相似文献

The “war on terror” and remilitarization of political anxiety in the aftermath of September 11th in the West, is both facilitated and challenged by representations of geopolitical danger and the supposed necessity for warriors to fight wars in distant lands. Ridley Scott's three movies, Gladiator, Black Hawk Down and most recently The Kingdom of Heaven explore the morality and identity of warriors. They do so in exotic landscapes and settings that emphasize the confrontation with danger as external and frequently unknowable; political violence is presented as something that has both simple and very complicated geographies. The public discussion of the necessity for warfare and “intervention” in Western states is enmeshed in discourses of moralities, rights and “just war”. The professional Western warrior, whether a special forces operative or garrison soldier in peacekeeping mode, is a key figure of the post September 11th era, physically securing the West, and simultaneously securing its identity as the repository of virtue against barbaric threats to civilization. These themes are key to Ridley Scott's work. Analyzing them in terms of the warrior, empire and the particular geographies of combat adds a specifically military dimension to the critical geopolitical literature on war and representation.  相似文献

As the global war on terror bogged down in Iraq and Afghanistan, a new inter‐and intra‐service struggle emerged within the military, between what we might call the ‘transformationists’ and the ‘neotraditionalists’. The transformationists put their faith in network‐centric warfare and precision munitions to resolve the intractable political, civil and religious conflicts of the twenty‐first century. The neotraditionalists, in contrast, go back to the future for lessons, to the ‘low‐intensity conflicts’ of Malaya and Vietnam, the ‘small wars’ that Marines fought in Central America in the interwar period, and even the instructions given to American servicemen deployed to assist the British occupation of Iraq during the Second World War. Lumped together under the rubric of ‘irregular warfare’, two new watchwords have had emerged from the neotraditionalist camp: ‘counter‐insurgency’ and ‘cultural awareness’. As the neotraditionalists reach out to social scientists to assist them in their efforts, a secondary civil war has erupted in the universities over whether academics should become involved in the new war efforts. Based on a week spent embedded with the 1/25th Marines at 29 Palms and extensive interviews with key proponents and critics, this article maps (and reflexively questions the practice of mapping) the future of warfare as it is planned, taught, gamed and operationalized by the US military.  相似文献
