The claim of this article is that the perpetrators of violence are “liminal” figures, being inside and yet outside of the world in which they act. It is this liminality, this existing on the border, that makes their violence senseless. Because of it, their actions can be understood in terms neither of the actual reality of their victims nor of the imagined reality that the perpetrators placed them in. Sense, here, fails, for the lack of a common frame. Liminality exists in a number of forms: economic, religious, and political—each with its potential for violence. What distinguishes political liminality is the scale of its violence. As Carl Schmitt shows, the liminal sovereign or ruler is both inside and outside the state, employing its means for violence even as he is unconstrained by its laws. I contend that this sovereign exists in a continuum with the practitioners of terrorist violence, who are also liminal figures. To analyze this liminality, I explore the intertwining between the self and the world that sets up the common frame that gives sense to actions. I then examine the causes of its breakdown.  相似文献

In the early 2000s, the Canary Islands emerged as the main gateway for unwanted sea migrants from Senegal into Spain. In this paper, I draw from a year of multi-sited ethnographic work to discuss the relationship between state actions to secure the border against these migrants, on the one hand; and smugglers and migrants' efforts to subvert those actions, on the other. My argument is that the relationship between the two is mutually constitutive: anti-immigration policy is a reaction to the actions of unwanted migrants, and unwanted migrants adapt to state efforts to seal the border against unwanted migration by finding and exploiting spaces of opportunity in the border. In the context of sea migration from Senegal to the Canary Islands, 2005 marks a major shift in this relationship. That year the European Union adopted a new framework for migration control (the Global Approach to Migration and Mobility), Frontex became operational, and Spain and Senegal deepened their cooperation to stop unwanted Europe-bound sea migration. This forced unwanted migrants to find creative ways to enter EU territory. I argue that combining the institutional and migrant perspectives allows us to explore the decentering of the state in the contemporary anti-immigration border regime, the emerging spatialities of the contemporary border, and understand the migrant's journey. This perspective also illuminates the messiness, violence, and multiplicity of interests involved in the bordering of Europe.  相似文献

Archaeological examples of violence in prehistory have increased in recent years. The evidence, methodology employed and interpretation of the data have been diverse, but in each case the myth of the ‘peaceful past’ is questioned. This work provides new data on the issue from the north‐eastern Iberian Peninsula, associated with the Bell Beaker culture (c.2800–2350 cal BC). Material from two megalithic tombs, Can Gol I and Can Gol II (Barcelona Province), in particular a set of flint arrowheads, has been revisited. Use‐wear analysis on the arrowheads confirmed the presence of impact fractures. This indicates that the arrowheads were not funerary offerings, but that they entered the graves lodged in the bodies of the deceased. The data from the only site with evidence of massive death by violence in the neighbouring region (Costa de Can Martorell) reinforce the hypothesis of episodes of conflict and violence during prehistory. However, the interpretation of the nature of such violence remains open to debate: was it an act of warfare or an occasional skirmish? And is the image of the Bell Beaker warrior identified in other European contexts also applicable to this area?  相似文献

Violence on the one hand is taken as something natural and normal. On the other hand, certain violent actions, such as hate-crimes, are portrayed as forms of exceptional violence, while systemic inequalities are rendered ordinary. In this paper, I de-naturalize the concept of violence through a critical evaluation of hate-crimes. I argue that the concept of hate-crimes has been, or is at risk, of being co-opted by a more sustained effort to ignore and downplay racial inequalities in society. Drawing on the philosophical distinction between ‘killing’ and ‘letting die’, I contend that an exclusive focus on individual-based hate-crimes deflects attention from the systemic, structural inequalities of society; and that a narrow conceptualization of violence (as direct, intentional action) conforms to a more expansive neoliberal promotion of a ‘race-blind’ or ‘colour-blind’ criminal justice system.  相似文献

This article analyzes the multiscalar relationship between state violence and domestic violence among low-income residents of Cairo, Egypt. To do so, I look at the concept of care and how notions of care are intimately linked with interpretations of violence within daily life. In the accounts of research participants, acts of violence are instances that are understood as lacking regard for the other’s well-being. Violence is juxtaposed against ‘discipline’ and is generally understood as an act of care meant to correct inappropriate behavior. Here, discipline can encompass acts of physical force. Finally, findings show that for low-income Egyptians, the violence of the state not only shapes but also happens simultaneously to violence in the home.  相似文献

Abstract. Four states have disappeared as a result of the collapse of communism and many others have come into being. I want to look at the reason why these states have disappeared, what this says about the nature of state-sustaining ideologies and what the disappearance tells us about the relationship between statehood and nationhood. I will also look at the effectiveness of communism as a state-sustaining ideology. The four are, obviously, the Soviet Union, Yugoslavia, Czechoslovakia and East Germany. In each case, the survival of the state was linked to communism and the end of communism brought their continued existence into jeopardy. I shall not be looking at the Soviet Union in detail. Broadly, the construction of political identities can come about in two ways – by ethnicity or by the state. Each gives rise to a different set of loyalties, creates its own panoply of rituals etc. When the two coincide, the mythical nation-state can be said to be in being, but this hardly exists in reality (Iceland may be the sole exception in Europe).  相似文献

This paper examines how racial violence underpins the European Union’s border regime. Drawing on two case studies, in northern France and the Balkans, we explore how border violence manifests in divergent ways: from the direct physical violence which is routine in Croatia, to more subtle forms of violence evident in the governance of migrants and refugees living informally in Calais, closer to Europe’s geopolitical centre. The use of violence against people on the move sits uncomfortably with the liberal, post-racial self-image of the European Union. Drawing upon the work of postcolonial scholars and theories of violence, we argue that the various violent technologies used by EU states against migrants embodies the inherent logics of liberal governance, whilst also reproducing liberalism’s tendency to overlook its racial limitations. By interrogating how and why border violence manifests we draw critical attention to the racialised ideologies within which it is predicated. This paper characterises the EU border regime as a form of “liberal violence” that seeks to elide both its violent nature and its racial underpinnings.  相似文献

Buenaventura, Colombia's rapidly expanding Pacific port, is simultaneously a city of violence. Focusing the linkages between local violence and the port economy, this contribution explores the role the port's global interconnections play for Buenaventura as a site of violence. In which ways does everyday violence shape urban spatial practices, particularly movement? How do every day coping strategies, reacting to a violent context, produce urban space? I suggest an analysis that links the production of urban space through everyday practices to the notion of violence as inherent to urban power relations on the one, and to the role of global flows of goods in urban space on the other hand. The main argument is that, global interconnections through the port are not decoupled from, but rather constitute a condition for violence in Buenaventura, particularly in neighbourhoods next to port terminals. This urban space is constituted both by daily violence and by stretching along global supply chains. Both violence and the secured, off-access port spaces shape, transform and limit inhabitants' mobility, while they enable global flows. I identify coping strategies such as mapping safe spaces, accompaniment, adaptation of movement to zig-zag patterns, and organised spatial strategies. The article contributes to recent debates on violence and the everyday, and urban space shaped by violent global-local encounters.  相似文献

Geography is not generally viewed as a ‘source’ discipline for political violence studies, but this paper begins with the presumption that geography is well disposed to teach courses on the subject. The key purpose of this paper is to demonstrate that engaging issues of political violence is useful for our pedagogy. In particular, teaching about political violence allows geography to address concerns arising from the ‘crisis of representation’. It does so in two ways. First, it provides another venue for teaching about the ‘the other’ and ‘othered places’ in our curricula. Second, it also allows geography to challenge uncritical tropes about political violence as emerging from some peoples and places and not others. As a case study this paper overviews a course entitled Militia Movements in Comparative Perspective. This course was organized around a theoretical unit and four case study units. The case conflicts were chosen to represent conflicts that crossed ideological (right/left) and geographical (Global North/Global South) divides. The course structure is overviewed and a classroom discussion that highlighted questions about representation is described and analysed. The paper concludes by reviewing current efforts to address violence in the discipline, noting problems with these efforts, and suggesting alternatives to them.  相似文献

This article examines how the image of the refugee has been defined through the fear of the other, and how the mechanisms of detention have transformed the conditions of belonging. I examine the contemporary geopolitical forces propelling the rise of a new authoritarianism, growing border anxieties and hostility towards refugees, and argue that these emerging shifts provoke an urgent need for a new conceptual framework to understand the dynamics of contemporary global flows and concepts of belonging. I introduce what I call the ‘invasion complex’, a new conceptual hybrid that draws upon elements of psychoanalytic theory and complex systems theory, and Giorgio Agamben's analysis of sovereignty and ‘the camp’, to explain heightened border anxieties and the legitimization of violence towards the Other. I consider the value, applications and limitations of Agamben's analysis, and contend that both the state‐centric moral debate on the refugee crisis, and Agamben's method of privileging political agency in terms of sovereign power, tend to discount the role of complexity. Drawing on the Australian political and public discourse on refugees, and the 2001 Tampa crisis, I argue that the hostile reactions can be traced to a complex interplay between old phobias and new fantasies. I conclude by urging the need to move beyond nation state centric critiques of racism, and propose the development of a new paradigm — a potential politics that recognizes the complex dynamics of global flows, and which opens the way for a discourse of hope based on the rights of the human being, rather than the citizen.  相似文献

Marx and Engels's thought—combined with the way in which it has been interpreted—has tended to militate against discussion of an ethics of violence in revolt. Along with Sorel and Fanon, their attitude towards violence is often seen simply as one where the ends justify the means and where violence in pursuit of a just society is necessarily defensible. However, we can (and should) look to certain sources within Marx and Engels for inspiration for an ethics of violence in revolt, which places emphasis on the humanizing aspects of their work, on the core ideas of freedom, moving beyond dehumanization and moving beyond violence. I argue that this approach suggests an abhorrence of any violence and can thus be combined with a pacifist-influenced approach to the ethics of violence in revolt. This is compatible with Ernst Bloch's interpretation of Marxism, which he describes as “concrete utopianism.” Classical Marxism can, then, offer fruitful pointers to an ethics of violence in political change, although Marx and Engels's texts must be used with considerable care and must be combined with the work of other thinkers, in particular those who display more explicit moral objection to violence of any kind.  相似文献

This paper investigates the precarious lives of the Kurdish kolbers, underground laborers who transport cargo on their backs across Iran's border with Iraq. Throughout their arduous journeys, kolbers experience various forms of violence, including direct shooting by border guards. Findings from interviews with the kolbers indicate that kolberi, a strenuous, dangerous, precarious type of labor, is a response to pervasive unemployment in Iranian Kurdistan (Rojhelat), and a long-term consequence of the Iranian state's systematic economic disinvestment in the Kurdish region. Although kolbers assert agency within their labor at localized scales, the social organization of kolberi is a reaction to the Iranian state's biopolitical strategies of economic disinvestment and violence. Drawing on a biopolitical framework, we illustrate the analytical interconnections among the economic marginalization of Rojhelat, violence against the kolbers, and the kolbers' precarious lives. The article offers ideas for future research that come out of our examination of the complexities of kolberi—an examination that demonstrates the importance of incorporating political-economic, ethno-territorial, and biopolitical factors in analyses of underground border exchanges and precarious marginalized lives.  相似文献

As China's Belt and Road Initiative (BRI) development projects deepen connections across Eurasia, the Sino-Kazakh border has been rematerialized in a manner that complicates the exercise of Chinese BRI soft power. On the one hand, the border city of Khorgos is being rebuilt as a bridgehead to facilitate trade and development between the countries; new infrastructure and spectacle at Khorgos and beyond works to entice Kazakhs to cross the border in pursuit of economic opportunities. At the same time, recent crackdowns on Muslims in China's Xinjiang Province has led to the detention and harassment of cross-border migrants with differentiated migrant statuses. Chinese security forces' continued anxieties about separatism in its borderlands imperil the developmental horizons the BRI project uses to entice Kazakhs. It also threatens the translocal development that a border conductive to mobility has provided for Kazakhs over the past thirty years. I argue that the BRI in northwest China fuses soft power rhetoric with territorial security practices in a way that is proving to be counter-productive. This is because border hardening can reactivate borders as “difference condensers” that draw from imperial and national legacies to reinscribe the othering of spaces and peoples beyond the border.  相似文献

Between 1975 and 1979 approximately two million people died in the Cambodian genocide. We argue that the mass violence that transpired during this period was a manifestation of the Khmer Rouge's attempt to make life. Through a focus on the production of both violence and vulnerability we direct attention to the contradictory policies and practices forwarded by the Khmer Rouge that were designed to maximize life through the maximization of death. Specifically, we consider the mass starvation that accompanied the genocide as a structure of violence; we forward the argument that the rationing of food constitutes a calculated yet contradictory policy, namely that food rations represent in material form an inner contradiction of fostering life and disallowing life. Subsequently, the policy of forced rations—which imposed a particular space of vulnerability on Cambodia's population—resulted in massive loss of life through starvation and disease that were not the unintended side-effects of poor research, poor planning, or poor implementation on behalf of the Khmer Rouge, but rather were the necessary consequences of a proto-capitalist form of state-building.  相似文献

This is an article on malarial risks and prevention. Malaria is the deadliest tropical parasitic disease and one of the leading causes of death. The risk for this disease has been linked with changes in land use related to road building, mining, logging, and agricultural and irrigation projects. Global climatic change, disintegration of health services, armed conflicts, and mass movements of refugees also contribute to the increasing risk for malaria. Disease prevention includes a variety of measures that may protect against infection. They may be directed against the mosquito vector or against the development of disease in infected individuals. The WHO stresses the curability of malaria in spite of the occurrence of drug resistance. If the antimalarial drugs are used properly and targeted to those at risk, malarial disease and death can be reduced. Vaccines are also in development; an effective one could be available within the next 7-15 years.  相似文献

Are the causes of refugee and IDPs flows the same? While existing studies examine the causes of displacement in general, there is limited research on different determinants of internal and external displacement. Factors might have varying impacts on the decision to move within the country and flee abroad. Here, I argue the effect of violence on displacement as a function of perpetrator and geography (i.e., how spread it is). Increases in government violence increase the number of refugees because to escape government violence, people may have to cross an international border as governments are generally effective everywhere within their borders. On the other hand, rebel group activities are limited to a certain area and by leaving the conflict zone, civilians can be free from rebel violence. However, the spread of violence determines the decision to flee. If it is limited to a small region, people can escape from that area within the country and rebel violence increases the number of IDPs. If it is widespread, civilians may not have many opportunities within the country and have to move abroad. Therefore, the effect of rebel violence on internal displacement follows a reverse U-shape. The analysis of refugee and IDPs flows between 1989 and 2017 supports the main arguments and the results are robust to different model specifications and additional checks. This study highlights the importance of distinguishing the causes of internal and external displacement.  相似文献

This article explores post‐war El Salvador as characterised by disillusionment in the nation's neoliberal rebuilding project. A key part of my argument is that this disillusion‐ment is gendered. Specifically, I focus on a spectrum of gendered experiences and responses to social and inter‐personal violence in El Salvador's recent history. Is there a relationship between wartime political violence, continued processes of exclusion (i.e. education, healthcare, housing), and post‐war waves of domestic violence, youth violence and ‘random’ violence? While some scholars posit questions regarding Salvadoran toler‐ance to violence through time, I tackle this question by focusing on emerging criticisms of El Salvador's post‐war reconciliation. I privilege a focus on the everyday and people's ambiguities as they deal with political change and a neoliberal economy that marginalises the rural sector. In particular, I argue for placing many rural women's stories of gender‐based violence, their assertions of an embodied vulnerability and daily insecurity, within a political economic understanding of the contradictions of El Salvador's peace and nation‐building project. Through a series of ethnographic examples based on seventeen months of research in a former warzone, I suggest that a daily and gendered violence is rendered invisible. My aim is to theorise a range of women's and men's losses and to impart the urgency of their narratives that problematise assumptions of what constitutes pain, sorrow and the challenges of war‐torn life. This is an attempt to write outside privileged texts that ask subaltern women to speak in a collective voice and articulate their past loss and future hopes. In doing so, I discuss methodology and historicise my own fraught positioning as an international witness/researcher at a very particular moment of El Salvador's transition to democracy.  相似文献

This paper describes the results of a 3‐year project carried out in the Jordan Valley, Israel, in which the influence of specific local environmental conditions, such as scavenging, weathering and scattering of carcasses, were related to the rate of their bone survival. During the 3 year period, the taphonomy of 16 whole animal carcasses, deposited in a nature reserve and agricultural cultivated area were compared. The exact age, date of death and weight of all animals was known. Results of animal scavenging activities on the carcasses, such as disappearance of bones and damage, such as tooth marks, breakage, gnawing to the leftover bones, were recorded at the end of the initial, intensive scavenging period (Phase I), and at later dates. Bone scattering maps were drawn at the end of Phase I and 2.5 and 3 years later. Weathering of surviving bones at the sites is described. Results show that in the Jordan Valley Nature Reserve, scavenging is the most important taphonomic agent causing total disappearance of all bones of young dairy calves, and reducing amount of bones remaining of more mature animals to a minimum. These small number of leftover bones, after only 2–3 years are the only candidates for eventual burial and fossilization. The loss of most of the bones through scavenging in the nature reserve might cause serious bias to conclusions about subsistence behaviour of prehistoric man. ABSTRACT In this essay, I aim to explore how prisoners at Bomana in PNG, in the period I was there between 1994–1995, figured the violence of police. This includes an examination of what they understand to be state power and what they take to be their response to it, including the possibility of critique. Do inmates at Bomana recognize a scale shift between state and citizen, between law and violence? If so, when? How do they relate the actions of the Constabulary to their own violent behaviour and to the forceful or violent behaviour of others? These questions will be approached through the notion of enmity. In particular, by a discussion of what inmates mean when they label the police their ‘number‐one enemy’.  相似文献
