Forced migration studies struggles to counterbalance policy assumptions that the governance of displaced people is of a fundamentally different nature in the Global South and North. This paper contributes to a growing body of critical scholarship that questions the epistemic segregation and theoretical demarcation that reproduce such exceptionalism. It mobilizes the idea of strategic institutional ambiguity to innovatively interrogate routinely assumed differences between migration governance in the Global South and North. It juxtaposes in-depth empirical case-studies of refugee governance in Lebanon, the country with the world's highest per capita number of refugees, with a review of critical research on EUropean governance of forced and irregular migrants. This exploration demonstrates that the rationales and manifestations of the ‘politics of uncertainty’ that refugees are subjected to in Lebanon closely mirror those of the ‘politics of abandonment’ and ‘exhaustion’ that migrants face in EUrope. Under both regimes, strategic forms of ambiguity operate to spatially and temporally marginalize refugees and render them controllable, exploitable, and deportable.  相似文献

Based on qualitative data collected in two different Belgian cities (Brussels and Liège), this article focuses on the emergence of civil society initiatives to address the grey zones of migration and integration governance in the country. We define the concept of grey zones as situations that appear in specific time-spaces where problematic issues arise and the state fails to intervene. This triggers the intervention of civil society to deal with specific governance issues. In Belgium, the state – through an indifference-as-policy approach – delegates the responsibilities of reception and integration policies to multiple actors and leaves space for a variety of citizens’ initiatives to emerge. The grey zones of government policies become spaces for possible citizen-organised actions aimed at both providing initial reception and legal support to migrants, and denouncing the absence of state intervention. These citizen actions operate in particular on the issue of housing and reception of forced migrants with different legal status and migration aspirations. We also highlight the ambivalent relations emerging between civil society actors and the state. Through the analysis of two situated case studies, this article aims to provide evidence on how these civil society initiatives develop and how their humanitarian approach becomes political.  相似文献

This paper focuses on the “grey area of migration governmentality” by dealing with modes of border violence which are opaque and remain under the threshold of political visibility and that, however, highly disrupt and hamper migrants' lives and movements. It starts by conceptualising the notion of “grey area” by building on scholarship that questions the biopolitical formula “making live/letting die” highlighting modes of governing migration through choking and injuring. Building on that, the paper shows that the grey area consists of heterogenous political technologies that choke migrants and disrupt their infrastructures of liveability. In light of that, it moves on by analysing how migrants across Europe are contained and governed by being choked and cramped, with a specific focus on Calais and Ventimiglia. The third section shows that to be disrupted are not only migrants’ but also their infrastructures of liveability: migrants are hampered from building collective spaces of life. In the last part, the article comes to grips with opacity as a constitutive feature of the grey area of governmentality, analysing how this is played out both in local decrees and through police tactics.  相似文献

Migrants' engagement with Information and Communications Technologies (ICTs) reveals a wide spectrum of resistance practices that enact “heterotopias” (Foucault, 1967) that extend from the human body to transnational landscapes (Gillespie et al., 2016). This paper enhances the theoretical debate on migration with new ways of understanding borders and space as fluid, autonomous, and provisional linkages between humans and nonhumans. Based on findings from field research conducted in Greece, it aims to discuss how migrants' digital practices generate new spaces and materialities. Attending to the making of migrants’-ICTs intertwining it examines the emergence of unbordering practices, the creation of crucial solidarity networks and the risks and limitations that emerge when using ICTs. Finally, the paper highlights the recent migratory influx not simply as a result of neoliberal doctrines, but (also) as an act of disobedience to fortress Europe through the creation of digital-urban heterotopias through the lenses of Migration Studies, Science and Technology Studies and Critical spatial theory.  相似文献

This article juxtaposes two prominent discourses accompanying the neoliberalisation of EUrope's borders. The first is the emerging notion of humanitarian ‘migrant-centredness’ found in the policies of elites and security professionals in the field of EUropean border security and migration management. The second is the use of animalised metaphors and imagery that pervade narratives of ‘irregular’ migrants' embodied experiences of detention across and beyond EUrope. It argues that what is at stake in this juxtaposition is more than simply a discrepancy between the ‘rhetoric’ of neoliberal bordering and the ‘reality’ of ‘irregular’ migrants' experiences. Such a view, which is commonly held among diverse critics of border violence, ultimately makes a problematic appeal back to the very humanitarian frame that has already been coopted by authorities associated with or even complicit in that violence. Seeking an alternative diagnosis and ground for critique beyond the ‘rhetoric/reality’ bind, the analysis draws on conceptual resources found in (post)biopolitical theory – particularly Jacques Derrida's concept of ‘zoopolitics’ – in order to identify and explore animalisation as a specific spatial technology of power. Understanding the work that the zoopolitical threshold does in shaping contemporary spaces of incarceration and producing animalised subjects offers new insights into both governmental logics of border security and the limits of humanitarian-based critiques.  相似文献

This article advances research into the workings and ‘workarounds’ of internal border technologies in migrants' lives. Through a focus on the specific example of tensions between EU mobile citizenship and the Swedish personal identification number, or personnummer, we enhance understandings of the bureaucratisation of state power and the enduring importance of discretion in computerised bureaucratic encounters. Drawing on in-depth interviews with Polish migrants living in Sweden, we analyse the centrality of this personnummer to our participants' working lives and general access to daily amenities and services. We reveal how and why it is so difficult to get this registration, even as EU citizens; explore how this relates to exploitative work practices; consider what happens, or cannot happen, when people are unable to obtain their personnummer and are effectively rendered undocumented; and focus on how these bureaucratic exclusions can nevertheless be managed and mediated. Ultimately we find that while this one example presents significant insights into the specificities of Swedish bordering practices – which go well beyond prevailing interests in welfare bordering – it also offers new insights into how contemporary digitised personal identification bureaucracies work in practice, and how fragile mobile EU citizenship has become.  相似文献

Previous analyses of forced migration have drawn attention to the increasing discretion held by asylum sector decisionmakers. According to these accounts, as the state reacts to the political risks associated with asylum migration control, responsibility for forced migration management is increasingly transferred onto a range of intermediate actors, between state and society, including local government employees, asylum interviewers, immigration judges and security staff. Yet little research has directly addressed these intermediaries' collective experiences and the influences to which they are subject. The article therefore focuses attention explicitly upon the nominal conduct of this increasingly authorised, discretionary and highly heterogeneous population. Drawing upon 37 interviews across four sites at which asylum sector intermediaries have significant and increasing discretion over asylum seekers' experiences, the findings demonstrate the importance of institutionalised timing and spacing for the determination of their volitional conduct. The timing and spacing of government institutions are important, not only through their influence over asylum seekers directly, but also because they present asylum seekers to those with discretionary authority in ways that are conducive to exclusionary uses of this authority.  相似文献

This article scrutinises the identity-constitutive role of bordering practices by taking EU-Turkey cooperation on border control and refugee governance as a case. Using Foucault's notion of dispositif, this empirically oriented contribution critically reflects on the link between bordering, othering, and the reification of identities. More specifically, it undertakes a Critical Discourse Analysis of the EU border dispositif to elucidate how material structures and socio-spatial practices and discourses are mobilised in the processes of bordering. Throughout this article, special attention is paid to the strategic uses of ambiguity in refugee governance. Examining strategic ambiguity operative at the level of discourse, in institutional and legal structures, and routine daily practices, the multifaceted approach adopted in this study extends the analysis beyond the impact of strategic ambiguity on refugee's living experiences. The analysis demonstrates that strategic ambiguity relates to multiple domains of refugee governance and becomes a practical ideological tool, a normalising procedure for norm-breaking practices. Providing multiple layers of distinct but mutually reinforcing critical exploration, this study demonstrates how accumulated layers of knowledge, imageries, and historical narratives support institutional, legal and administrative practices in the ambiguous time/space of the EU-Turkey refugee deal. The analysis also exposes how the EU border dispositif translates difference into otherness, and contributes to the construction of European identity through the othering of refugees.  相似文献

EUrope has created a space of human suffering within which military‐humanitarian measures seem urgently required if the mass drowning is to be halted. The framing of migration governance as humanitarian has become commonplace in spectacular border practices in the Mediterranean Sea. Nonetheless, maritime disasters continue to unfold. This article discusses three non‐governmental actors, part of an emerging “humanitarian fleet” that seeks to turn the sea into a less deadly space: the Migrant Offshore Aid Station, Médecins Sans Frontières, and Sea‐Watch. While the rescue of precarious lives and the alleviation of suffering are central concerns, they imagine their humanitarian practices, the subjects of their compassion, and EUrope's role in shaping borderzones in different ways, pointing to a wide humanitarian spectrum. Engaging with the different discursive frames created by the three “border humanitarians”, the article explores what possibilities exist for political dissent to emanate from within humanitarian reason.  相似文献

How ‘the state’ perceives and responds to migration is gaining increasing attention. This analysis seeks to encourage debate on scales of governance in migration studies through a focus on policy-making and implementation on the part of local government officials in Scotland. Contributions include the elucidation of how immigrants are differentiated by individual local state actors and how this relates to the wider practices of local government towards them, and a typology conceptualising the heterogeneity of local state responses to immigration. This analytic emphasis on local state perceptions of, and responses to, migration and migrants hopes to inspire more nuanced and policy relevant understandings of ‘the state’ in migration research.  相似文献

In order to understand why people move, we must first try to comprehend how they understand their migration decisions and recognize that such understandings are intricately tied to their understandings of places. Place construction – the way people understand and discuss the nature and meaning of places – occurs at all levels from individual constructions to constructions by economic and political interest groups. These place constructions necessarily influence each other, and hence they are in constant flux and reflect power relations evident in society. This article examines these issues in the context of the negative net migration of young adults in the Australian state of Tasmania through an examination of the experiences of thirty young return migrants who participated in in‐depth interviews and group discussions about their experiences of migration. It finds that bounded constructions of Tasmania – which stress the physical isolation and social and political insularity of the state as well as the uniqueness of the state's environment and society – appear to be dominant for these young returned migrants. However, the article argues that these bounded constructions necessarily exist in relation to networked constructions, which focus on the opportunities for people, ideas, goods and money to benefit through connections with other places as well as the loss of the uniqueness of the Tasmanian environment and society. This article concludes with a discussion of the political, economic and social consequences of these different forms of place construction.  相似文献

The distinct feminization of labour migration in Southeast Asia – particularly in the migration of breadwinning mothers as domestic and care workers in gender-segmented global labour markets – has altered care arrangements, gender roles and practices, as well as family relationships within the household significantly. Such changes were experienced by both the migrating women and other left-behind members of the family, particularly ‘substitute’ carers such as left-behind husbands. During the women’s absence from the home, householding strategies have to be reformulated when migrant women-as-mothers rewrite their roles (but often not their identities) through labour migration as productive workers who contribute to the well-being of their children via financial remittances and ‘long-distance mothering’, while left-behind fathers and/or other family members step up to assume some of the tasks vacated by the mother. Using both quantitative and qualitative interview material with returned migrants and left-behind household members in source communities in Indonesia and the Philippines experiencing considerable pressures from labour migration, this article explores how carework is redistributed in the migrant mother’s absence, and the ensuing implications on the gender roles of remaining family members, specifically left-behind fathers. It further examines how affected members of the household negotiate and respond to any changing gender ideologies brought about by the mother’s migration over time.  相似文献

Over recent decades, various governments have turned to the spatiality of the maritime realm in the pre-emptive policing of migration, deploying concentrated efforts of mobility regulation to territorial and extra-territorial seas. With and through this process of increased policing, the maritime has concurrently been expunged of frameworks of rights for migrants. This article explores the hollowing out of rights at sea and how it has allowed governments to use maritime environments and more broadly the condition of wetness as a means to hold migrants beyond the juridical order and administrative bodies of the state. This practice emerged in a discernible way in the United States in the early 1990s, when the Refugee Convention was ruled not to apply on the high seas. De-territorialising the maritime from the state's geography of protection allowed the US Government to re-territorialise the sea as a space of heightened policing. Similar strategies of de- and re-territorialising the sea subsequently developed in Australian policies of migration control. Through this, the maritime is used to contain migrants not only in a condition of partial rights and exaggerated policing, it is also used to relocate migrants, exposing a “disciplined mobility” that works through the sea. Interrogating these various legal renditions of the maritime exposes the carceral wet that has developed in migration regulation at sea.  相似文献

This article deals with border controls at the French-Italian Alpine frontier which have been implemented to govern and contain the migrants in transit. It analyses border controls by focusing on the circulation of knowledge and the economy of visibility which are enacted at that frontier. The article illustrates how the French-Italian Alpine area has become a border-zone for migrants, showing that modes of knowledge and forms of visibility are constitutive of bordering processes. It moves on with a section on the production and circulation of knowledge at the border, introducing the notion of “disjointed knowledges” to account for the asymmetries and fragmentariness at play in border control activities. It argues that we need to start from the partial non-circulation of data and local frictions in order to understand bordering practices. Then, it engages with the obfuscated visibility produced on migrant crossing, drawing attention to how migrants’ presence at the border is alternatively visible and concealed by the authorities.  相似文献

From offshore border enforcement to detention centers on remote islands, struggles over human smuggling, detention, asylum, and associated policies play out along the geographical margins of the nation-state. In this paper, I argue that islands are part of a broader enforcement archipelago of detention, a tactic of migration control. Island enforcement practices deter, detain, and deflect migrants from the shores of sovereign territory. Islands thus function as key sites of territorial struggle where nation-states use distance, invisibility, and sub-national jurisdictional status (Baldacchino & Milne, 2006) to operationalize Ong’s (2006) ‘graduated zones of sovereignty’. In sites that introduce ambiguity into migrants’ legal status, state and non-state actors negotiate and illuminate geopolitical arrangements that structure mobility. This research traces patterns among distant and distinct locations through examination of sovereign and biopolitical powers that haunt asylum-seekers detained on islands. Offshore detention, in turn, fuels spatial strategies employed in onshore detention practices internal to sovereign territory.  相似文献

Over the last decades, Poland has witnessed a relatively dynamic increase in the number of immigrants. At the same time, current Polish central authorities, politicians of the ruling party and the majority of the population perceive migrants mostly as a threat and a challenge. Municipal authorities lack complex support from central authorities. However, the situation is slowly changing. Some Polish cities are adopting migration policies or including migration issues in the local development strategies. Considering this, the article aims to examine migrants’ integration policies in selected Polish cites considered leaders in this field: Lublin, Gdańsk, Kraków and Wroc?aw. The main research question is: how do Polish cities deal with the backlash from the national government and absence of clear legal regulations on their role and competences in the area of migrant integration? The research method is that of a legal-institutional analysis and case study. The former is used to interpret the legal acts and other documents. Its application is justified by the fact that this paper examines strategic documents adopted at the level of urban governments regarding the integration of migrants. Case study methods made it possible to examine the migrants’ integration policy in four Polish cities.  相似文献

While asylum seekers await the outcome of their claims to protection in Italy, they are dispersed to accommodation centers administered by subcontracted non-governmental agencies where they receive reception and integration services. In addition, in line with guidelines from the regional government, social operators regulate migrant behavior and mobility through the use of the use of behavioral regulation, deployed temporalities, and various forms of surveillance. Using the lens of migration governmentality and specifically, containment (Tazzioli and Garelli, 2018), this research explores the impact of these forms of governance on migrant settlement outcomes. I do so through a case study of accommodation centers and migrant experiences within accommodation centers in Turin (Italy) conducted in the winter of 2018 and 2019. Findings suggest that migrants are infantilized through the process, one which provides few opportunities to exert autonomy over self-direction and preferred settlement outcomes. Contained within reception centers without opportunities for external engagement, migrants are prevented from developing social ties or place attachment more generally. Migrants reject their subordinated status, and, exhibit a familiar form of autonomy in the post-reception period—migration, including circular and cross border mobility.  相似文献

Since the 1980s Greece has been the destination of many Albanian migrants in search of work and better living conditions. The research on which this study is based examines the case of Santorini, a small Greek island which relies heavily on tourism and is currently in the front line of migration. This paper focuses on the relationship between migrants and space, by considering the interaction between migration, tourism and heritage. Heritage brings tourism flows, tourism generates migration through the demand for labour which cannot be met by locals, and migration helps to keep heritage alive because migrants occupy the old deserted settlements and also provide the means for the revitalisation of traditional ways of production. Through research in three different locations on the island, it is suggested that, contrary to the common public perception that migrants operate in a destructive way towards the spatial, social and economic environments, they actually contribute to their revitalisation.  相似文献

This paper considers how discretion, understood as both a capacity to make decisions and a form of influence that is often hidden, operates within the accommodation and support of asylum seekers. Combining critical discussions of discretion with accounts of a ‘local turn’ in migration policy, I argue that discretion plays a key role in shaping how policy is implemented and offers insight into the changing governance of asylum at national and local levels. Drawing on empirical material examining the development of the UK's asylum dispersal system, the paper extends accounts of discretion beyond ‘street-level’ to argue for a focus on how discretion reflects different claims to institutional authority. Addressing four accounts of discretion in dispersal, I argue that tracing discretion can offer insights into how ‘implementation gaps’ in asylum policy are negotiated and how tensions between national and local governments are contained. Tracing discretion in this way may advance critical interrogations of power relations in welfare bureaucracies and develop understandings of institutional agency and influence within liberal democracies.  相似文献

Drawing on a qualitative interview‐based study of English migrants in New Zealand, this article examines, if and how, overseas migration triggers national sentiments that were previously relatively amorphous in their country of origin. In those cases where this occurs, it analyses the diverse and contextual orientations migrants display, and discusses the empirical and analytic challenges posed when seeking to conceptualise a category of persons that have been described as ‘ambiguous immigrants’. The study concludes that research on this ambiguity contributes to debates about the relationship between dominant ethnicity and national identity while highlighting the simplicities of many concepts used to describe and analyse ‘the English’.  相似文献
