This paper argues that labour and community-led advocacy efforts towards a just transition are fundamental to delivering the promises of a Green New Deal (GND) and a just post-carbon world. To this end, an ambitious, far-reaching project was launched by the Labor Network for Sustainability, a non-governmental organization dedicated to bridging the labor and climate movements, in Spring 2020 called the “Just Transition Listening Project'' (JTLP). Over the course of several months, the JTLP interviewed over 100 individuals, including rank-and-file union members, union officials, environmental and climate justice advocates, and Indigenous and community advocates to understand what makes transition “just,” what opportunities exist for a broad coalition to advance a GND-style proposal, and to document the struggles facing working people and communities across the U.S. In doing so, we utilize the tools of political geography to examine the politics of spatiality, networks, and scale as well as the geographical and spatial dimensions of policy and political-economic institutions. We are particularly mindful of two spatial dynamics. First, that transition policies, particularly in a hegemonic country like the USA, have global implications. The industrial transition that took place from the 1970s to the 1990s, for example, bred nativism because it cast other countries as the cause of the problem. Second, critical geographers have pointed out that environmental justice (EJ) has been neoliberalized in the U.S. as a result of its operationalization, spatialization, and administration, starting with the Clinton Administration. Because JT is rising on the national and global agendas, we pay close attention to whether these dynamics that affected EJ are also operating with respect to JT, as well as how they can be contained. This research is particularly timely given the ongoing federal governmental efforts to contain the spread of COVID-19 and provide basic economic and social supports. The process of the JTLP parallels the goals of the GND--intersectional efforts rooted in community knowledge for the development of a people-led GND. This paper details the process of the JTLP and the prospects for intersectional, broad-based movements that are the only way a GND can be realized.  相似文献

This article critically examines the GND (Green New Deal) platform by exploring the reality of energy development under the European Green Deal (EGD). Taking a special interest in degrowth positions on energy development, the article argues that the European Green Deal is an exercise in necropolitics; intensifying market relationships, extraction, and infrastructural colonization. The article proceeds by reviewing and discussing recent environmental justice and degrowth positions on energy infrastructural development. The methodology outlines desk-based research on resource extraction as well as on the European energy markets. This accompanies multi-sited ethnographic fieldwork, charting environmental conflicts along a 400kv high-tension power line. This line goes across France, Catalonia and Southern Spain, stretching into Morocco and occupied Western Sahara. Unconventional research techniques, such as hitchhiking, enabled mobility and expanding the informal interview pool. Outlining the objectives of the EGD, the next section examines three aspects of its necropolitics. First, necropolitical economy reveals the reality of energy market liberalization under the EGD. Second, necropolitical extraction examines the expansion of mining and mineral processing, which are necessary for the EGD and ‘mainstream’ GNDs. Third, necropolitical operation reveal the reality of ‘a rapid rollout of renewable energy deployment’ by examining infrastructure conflicts along a 400kv power line between France and Spain. The process of infrastructural colonization is detailed, which also introduces different land defender perspectives on degrowth. Affirming the argument that the EGD is an exercise in necropolitics, the conclusion discusses important ways to expand degrowth, energy ecologies and real energy transition.  相似文献

The Paradigmatic City: Postindustrial Illusion and the Los Angeles School   总被引:1,自引:0,他引:1  
In the 1980s a group of geographers known informally as the Los Angeles School proclaimed Los Angeles as the paradigmatic metropolis of the late-twentieth century. The postmodern/flexible specialization model Los Angeles School adherents developed to explain Los Angeles and validate its paradigmatic status is critiqued theoretically and empirically. The unfortunate timing of their claims of Los Angeles' suzerainty over the Pacific Rim is discussed, and the development and status of its propulsive industrial sectors, such as armaments, aerospace, entertainment, finance, and real estate, are examined. The armaments industry receives special attention because of its critical role in postwar Los Angeles' growth and subsequent decline and because the Los Angeles School devoted considerable research and even praise to this particular type of government "warfare" spending as a key constituent of the area's technopole. The entertainment industry is not sufficient to extract Los Angeles from its continuing crisis. At the moment, Los Angeles lacks any credible plan for overcoming the contemporary malaise. The difficulties in the Los Angeles School's analysis are held to stem from their theoretical synthesis of postmodernism and flexible specialization, a natural but unfortunate Ptolemaic perspective expressed in the belief that one's particular locale is paradigmatic and a lack of recognition of the malignant aspects of defense-spurred economic development.  相似文献

Engagement with the state has rarely been a comfortable association for environmental movement groups. As Dryzek (1996) illustrates, the conditions for the benign inclusion of environmental and other social movement groups are quite complex, usually requiring not just an intersection between movement and state aspirations but also the continued presence of movement groups in civil society as a democratic counterweight to state power. New Zealand's environmental movement, after a decade of relative political obscurity, may once again be presented with opportunities for political inclusion following the election of a LabourAlliance coalition and seven Green Party representatives in late 1999. This article reflects on the New Zealand environmental movement's past engagement with the state in the light of Dryzek's criteria for benign political inclusion, highlighting the extent of the challenge presented to groups in the movement and the opportunities for future reconciliation with the state.  相似文献

The process of creating public spaces has been one of defining what constitutes public activities and how they can occur. This was as true for the sidewalks as for spaces such as the roadbed, parks and markets. The sidewalks in the late nineteenth and early twentieth centuries were used for commercial, political and social activities. During this period, the Los Angeles municipal government and urban residents constructed hundreds of miles of sidewalks along with other street improvements. In response to differing claims to the sidewalks and varying interests in the purpose of the streets, the city began to emphasize pedestrian circulation and through its process, the pedestrian was defined as the public for which the sidewalks were provided. As sidewalks were legally defined as public ways, the more clearly and narrowly the notion of the public was construed, and fewer activities had guaranteed access. In this paper, we explore different types of claims to sidewalks in the late nineteenth and early twentieth century. We discuss sidewalk provision, abutters' use and responsibility, and the regulation of commercial and speech activities. The examination of municipal response to conflicting demands by property owners, merchants, political and charitable organizations, and other interested parties about sidewalk use helps us to better understand the process by which public space and public activities were defined.  相似文献

This article offers reflection on how Gramscian theories can be useful for critically analyzing the political significance of the actions and resistances of urban subaltern Africans. It interrogates the potential of subaltern political forms to profoundly transform society and to thus prepare for the African “future city”. It merges a theoretical analysis of Gramsci's concepts relating to the città futura—and its relation to concepts of city, subalternity, political initiative and cittadinanza—with a comparative critique of urban theory applied to Africa and especially relating to the politicization of the city in Mauritania. Our reflections are based on Mauritania and the case of Nouakchott, its capital, where we have carried out our research for over a decade. We will interrogate the re‐appropriations or resistances, as well as the autonomous construction of modes of living and of city‐making, made by marginal inhabitants, in order to consider their political potentialities.  相似文献

Abstract

In Measure for Measure, Shakespeare portrays a clearly political problem: a city whose citizens are so unable to govern themselves that only the most severe legal punishments appear capable of restoring civic order. Yet the play's conclusion, for all its dramatic fireworks, does not obviously resolve this problem. All that happens, it appears, is that everyone gets married. Understanding marriage's political significance, therefore, is key to unraveling the play's political teaching. By carefully framing marriage within Pauline language of sin and grace—and in particular by using the image of death and rebirth through baptism—Shakespeare offers a theological as well as a political image of a kind of self-government capable of easing the city's legal dilemmas and reconciling justice with mercy.  相似文献

Cities around the world are increasingly prone to unequal flood risk. In this paper, I “materialize” the political ecology of urban flood risk by casting stormwater drains—a key artifact implicated in flooding—as recombinant socionatural assemblages. I examine the production of flood risk in the city of Bangalore, India, focusing on the city's informal outskirts where wetlands and circulations of global capital intermingle. Staging a conversation between Marxian and Deleuzian positions, I argue, first, that the dialectics of “flow” and “fixity” are useful in historicizing the relational politics of storm drains from the colonial to the neoliberal era. Second, flood risk has been heightened in the contemporary moment because of an intensified alignment between the flow/fixity of capital and storm drains. Storm drains—and the larger wetlands that they traverse—possess a force‐giving materiality that fuels urban capitalism's risky “becoming‐being”. This argument raises the need for supplementing political‐economic critiques of the city with sociomaterialist understandings of capitalism and risk in the post‐colonial city. The paper concludes with reflections on how assemblage thinking opens up a more distributed notion of agency and a more relational urban political ecology.  相似文献

Henri Lefebvre talked of the “right to the city” alongside a right to information. As the urban environment becomes increasingly layered by abstract digital representation, Lefebvre's broader theory warrants application to the digital age. Through considering what is entailed by the urbanization of information, this paper examines the problems and implications of any “informational right to the city”. In directing Tony Benn's five questions of power towards Google, arguably the world's most powerful mediator of information, this paper exposes processes that occur when geographic information is mediated by powerful digital monopolies. We argue that Google currently occupies a dominant share of any informational right to the city. In the spirit of Benn's final question—“How do we get rid of you?”—the paper seeks to apply post‐political theory in exploring a path to the possibility of more just information geographies.  相似文献

Scholarly narratives concerning China's Belt and Road Initiative (BRI) tend to contextualise this project within China's rivalry with the United States and Japan. Such interpretations often reduce and misconstrue Japan's initiatives in Asian infrastructure finance as mere reactivity to China's advances. This paper will showcase Japan's own foreign and financial policies regarding infrastructure in Asia and the New Silk Road regions since the end of the Cold War. I argue that Japan's presence in that field is underappreciated and under-researched, as Japan's infrastructural footprint in the New Silk Road significantly pre-dates the BRI. Furthermore, I stress the fact that Japan's foreign policy in Asian infrastructure finance featured important cooperative postures toward China, especially within multilateral development banks. The paper makes a contribution to emerging scholarship on the BRI—often reliant on strategic communications and projections—by highlighting Japan's role in regional infrastructure to show how our understanding of international relations and international political economy in Asia can be better informed by economic history and area studies.  相似文献

The current 'hollowing out' and devolution of the national welfare state produces new spaces for the local welfare state, theoretically allowing more leeway to dismantle, privatize, further devolve, or even experiment with new local bureaucratic structures. At the same time, national devolution places greater burdens on local resources. Over the past twenty years, a series of theoretical frameworks have been proposed to understand local welfare strategies under these concomitant opportunities and pressures, including street-level bureaucracy, shadow and workfare states. Despite the usefulness of these frameworks, they have rarely been applied to the long-term evolution of specific local programmes. A particularly glaring omission is General Assistance (GA), which constitutes a major component of many local welfare states. To address this gap, we examine the past twenty years of General Relief (GR) policies in Los Angeles County. GR is a locally funded mandatory programme that provides aid of last resort for indigent individuals. In the face of exploding demand and rising expenditures, and unable to directly eliminate the programme, the County employed a variety of strategies designed to ration services and depress demand. In the 1980s, these strategies were articulated through low-level and indirect bureaucratic disentitlements, including quality control and spatial consolidation. By the 1990s, the County took a more direct route, cutting benefits in 1993 and imposing time-limits and workfare in 1997. Despite severe constraints, the evolution of GR strategies in Los Angeles County does suggest the emergence of genuinely new regulatory spaces, including a diminution of outlays, counter-balanced by the increasing micro-management of clients and the materialization of a workfare and even shadow state. At present, the local welfare state in Los Angeles County combines the convolution of Franz Kafka with the misery of Charles Dickens. While our review goes some way in redressing the critical lack of local case studies, there remains a need to investigate instances of new local regulatory spaces, to understand in depth the engagement of various strategies, mechanisms and even resistance. Le démantèlement courant de l'Etat-providence à l'échelle nationale cède la place à de nouveaux services sociaux à l'échelle locale, ouvrant en théorie la voie à la privatisation, la réorganisation et l'expérmentation de nouvelles structures bureaucratiques. Toutefois, le démantèlement du système national impute un plus grand fardeau aux ressources locales. Au cours des vingt dernières années, plusieurs cadres théoriques ont été proposés afin de comprendre les stratégies locales de distribution de services sociaux face à ces pressions et opportunités, incluant les concepts de bureaucracie de rue et 'workfare state.' Malgré que ces cadres d'analyse soient utiles, ils ont rarement servi à étudier l'évolution à long terme de programmes locaux spécifiques. Ce manque est particulièrement flagrant en ce qui a trait à l'Assistance Générale ('General Assistance', GA) qui constitue un élément majeur de beaucoup de services sociaux locaux. Afin de corriger cette lacune, nous analysons les vingt dernières années de politiques économiques et sociales reliées au Secours Général ('General Relief', GR) dans le comté de Los Angeles. GR est un programme obligatoire distribuant une aide de dernier recours aux personnes sans resource. Face à une demande et des coûts grandissants et pourtant incapable d'éliminer directement le programme, le comté mit en pratique une série de tactiques dans le but de rationner les services et faire baisser la demande. Dans les années 1980, ces tactiques furent déployées par le biais de droits bureaucratiques, incluant contrôle de la qualité et consolidation spatiale. Dès les années 1990 le comté adopta des moyens plus directs, coupant les allocations en 1993 et imposant des échéances et programmes de support à l'emploi (workfare) en 1997. Malgré ces sévères contraintes, l'évolution des stratégies de secours général dans le comté de Los Angeles indique l'émergence de nouveaux espaces régulatoires - incluant la diminution des dépenses - dont le contrepoids est la présence grandissante de 'micro-gérance' des clients et la matérialisation de l'aide à l'emploi et de l'ombre étatique. Au moment présent, l'Etat-providence local dans le comté de Los Angeles est à mi-chemin entre les circonvolutions de Franz Kafka et la misère de Charles Dickens. Si notre survol cherche à corriger le manque critique d'études locales, le besoin demeure présent d'investiguer les exemples de nouveaux espaces régulatoires afin de comprendre à fond le chevauchement des différentes stratégies, mécanismes et résistances. La 'excavación' y la delegación actuales del estado de bienestar nacional producen nuevos espacios para el estado de bienestar local, lo cual, en teoría, permite el desmontaje, la privatización y más delegación de la burocracia local o hasta la oportunidad de experimentar con nuevas estructuras de burocracia local. Al mismo tiempo, delegación nacional consume limitados recursos existentes en el ámbito local. En los últimos veinte años han sido propuestos una serie de marcos teoréticos para mejor entender las estratégicas de bienestar local implementadas bajo estas oportunidades y presiones concomitantes, incluso la burocracia al nivel de la calle, y los 'workfare states'. A pesar de la utilidad de estos marcos, raras veces han sido aplicados a la evolución a largo plazo de específicas programas locales. Una omisión destacable es General Assistance (Asistencia General), lo cual constituye un componente importante de muchos estados de bienestar locales. Con el fin de cerrar esta brecha, examinamos las políticas de General Relief (GR) (Ayuda General) de los últimos veinte años en Los Angeles County. The paper attempts to address recent debates surrounding the supposed emergence of a ‘Europe of the Regions'—from the perspective of a city situated at the core of a lagging region’ on the European periphery, Liverpool. After briefly exploring whether the social and economic regeneration of Liverpool makes sense in this European context, the paper attempts to explain why the city's political participation in Europe has hitherto been relatively limited, drawing upon a combination of economic, social, political and cultural factors. Some of the constraints and choices that the city is facing in its attempts at urban regeneration are used to throw light on broader issues surrounding local and regional development in the European context and political and policy lessons are suggested.  相似文献

This article deconstructs New Labour's emerging workfarist regime to reveal the complex and contradictory gender relations embodied in and through its work–welfare policy. Starting from the decline of manufacturing employment within the UK, it traces the deregulation of the labour market and the range of structural and social changes initiated by this process. Noting, in particular, how the ‘feminisation of the economy’ is connected to the changing characteristics of employment and women's socio-economic positions, the article identifies the manner in which the growing labour market participation of women is serving to (further) entrench gender inequality. Against this background, it proceeds to raise issues regarding the increased expectation to enter the labour market observed within programmes such as the New Deal for the Unemployed, which stipulates that the receipt of state benefits ought now to require a labour input. The crux of analysis is on the policy and political discourses that award priority to paid work in the formal labour market, whilst simultaneously neglecting the gendered divisions of labour around unwaged care work and domestic tasks. In suggesting that gender remains a key form of political-economic organisation in the contemporary period of after-Fordism, this article argues that (further) attention must be given to the ways in which its socially constructed properties are manifest within work–welfare policy and the ramifications of this embedding for social and economic equality.  相似文献

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities.  相似文献

Kevin Starr's Golden Dreams is the culmination to some forty years of scholarship on the unfolding theme of a “California Dream,” that imaginal component to the growth of the self‐identity and increasing international economic power of the most populous state in the American Union. Indeed, the period 1950–1963 that the book meticulously covers forms in many ways the most imposing manifestation of that Dream. This essay reviews the central features of Starr's account, particularly the infrastructural foundations in transportation, water supply, and higher education realized by a triumvirate of California governors, both Republican and Democrat, who regarded themselves as nonpartisan members of the “Party of California”; the expansion of California's major cities: Los Angeles, San Diego, and San Francisco; the characteristics of the Silent Generation and the culture of “cool Jazz” that dominated the period; as well as the rise of dissident elements among environmentalists, minorities, and Beats, that foretold the protest period of the 1960s. This essay then asks whether Starr has avoided the larger implications of his own narrative that California from this period on had become in most respects a putative nation‐state in its own right. From the global impact of its major media industry—Hollywood—to the continued advances of its economic clout throughout the rest of the century as at times the fifth largest economic entity in the world, California may need to be increasingly regarded as a world civilization in itself rather than as a regional civilization to which Starr's historical narrative has so far constricted it.  相似文献

We describe the formulation and application of an integrated general regional seismic loss assessment (RSLA) method for buildings in seismic regions. An efficient method for RSLA is valuable for engineers involved in city planning, risk management, and insurance dealings. In contrast to previously reported methods, the framework presented herein is hazard-based and utilizes a regional rapid seismic hazard deaggregation tool that allows regional assessment to be conducted more efficiently. The proposed technique is implemented as an example to assess general regional seismic loss in Los Angeles County for a ground motion hazard with 10% probability of exceedance in 50 years.  相似文献

In areas that are characterized by political, national, cultural and religious conflicts, issues concerning conservation and development become particularly complex. One prominent example of this tension can be seen in events that have taken place over the last decade in the city of Nazareth, which hosts some of Christianity's holiest sites. Until the mid-twentieth century most of the city's residents were Christian. In the past several decades however, Muslims have come to form the majority of the population. Against this backdrop, Nazareth began to prepare for the millennium year, including the formulation of the ‘Nazareth 2000’ plan for tourism development in the city. Unfortunately, the city's numerous complexities rapidly surfaced, with one of the most prominent examples being the bitter struggle around the city's newly planned main square. This paper examines tourism development for the city in conditions of such cultural conflict.  相似文献
