Below the Belt? Territory and Development in China's International Rise   总被引:1,自引:0,他引:1  
China's internationalization has been heralded by some as a new era of South–South cooperation. Yet such framings of development are pitched at an abstract space of the ‘global South’ which conceals more than it reveals. With some theory moving towards ontologies of ‘global development’, we need to capture both the connectedness and the local specificity of increasingly diffuse processes. This article sets out a more fine‐grained understanding of how political territories and processes are imagined and produced by and through China's internationalization, focusing on infrastructure as a ‘technology’ of territorialization. Much of the focus on China's internationalization has been on state‐to‐state relations, but this obscures the ‘omni‐channel politics’ that China practises. Using a critical literature review and illustrative case study, this article develops the idea of omni‐channel politics to posit a view of ‘twisted’ territories in which political processes and development outcomes are more complex and contingent.  相似文献

While in the position of Chief Economist of the World Bank, Joseph Stiglitz produced a string of papers, one of which proposed moving beyond the ‘Washington consensus’ to a ‘new development paradigm’, which he hoped the World Bank would espouse. This article offers a critique of that paper and the premises underlying any attempt to reposition an international banking agency. In particular, it focuses on Stiglitz’s attempt to jettison ‘conditionality’ and his argument that developmental assistance should seek to foster socio‐economic transformation and not be about ‘projects’. It also considers the ramifications of the call to make the World Bank ‘the knowledge bank’. Finally, it highlights what is missing from the proposed paradigm, bearing in mind the World Bank’s new ‘holistic development framework’.  相似文献

The Altai Republic is a poor mountainous region of Russia squeezed between Kazakstan, China and Mongolia. A project to build a road connecting Russia with China through the Altai has been conceived within a quadripartite regional co‐operation project, supported by Western development organizations. Yet while at the Chinese side of the border road construction went ahead, in Russia, a coalition of globally connected ecologists, romantic ‘Eurasianists’, nostalgic conservationists and anti‐Chinese xenophobes turned the road into a political hot potato. This case study, in which production and investment are the focus on the Chinese side and environmental protection is key on the Russian side of the border, shows the inadequacy of approaches that pit global capital/international (read: Western) organizations against local (read: non‐Western) resistance or adaptation. China's entry into the politics of international development may be a setback for development critics who have helped engineer a ‘cultural turn’ in institutions such as the World Bank.  相似文献

This article examines the gender undertone of China's nationalist discourses, especially in familial metaphors of nationalism, and how such an undertone shapes people's understandings of state authority and state-citizen relations. Conventional nationalist discourse of the ‘motherland’ evokes the image of an insulted and raped mother as the symbol of national humiliation and calls for actions from patriots (masculinised in the discourse). In recent years, however, we have seen the emergence of a new discourse that depicts the nation-state as a rich, powerful and masculine ‘daddy’. Using discourse analysis and Foucauldian genealogical methods, this article argues that the discursive development has to be analysed against China's historical backgrounds, especially considering new standards of masculinity and femininity in the era of economic reform. Capital is equated to masculinity and righteousness, whereas femininity is shaped by the middle-class values of consumerism and political disengagement. The ‘daddy state’ discourse conjures strong paternalistic power from China's economic capacity that can be projected onto challengers of state authority, while also constructing the nationalist public as feminised consumers whose consumerist enjoyment relies on patriarchal state protection.  相似文献

China's foreign policy has been long committed to a principle of non-interference in the internal affairs of sovereign countries. While one could easily point out past and present-day inconsistencies in its implementation, this article argues that defenders and critics of the principle both rely on a limited interpretation of ‘interference’ or ‘intervention’ based on an ideology of Westphalian sovereignty. Particularly problematic is the conceptual distinction between the ‘political’ or ‘diplomatic’, on the one hand, and the ‘economic’, on the other. As Polanyi's concept of embeddedness reminds us, markets, society and politics occur simultaneously, and can only act as discrete realms in epistemological abstractions. It is thus argued that non-interference is a semi-formal institution that governs China's diplomatic engagements and affects its economic activities. While the totality of China's interactions with the world has diverse and sometimes contradictory impacts on global governance, non-interference itself has apparent consequences for the rescaling of regional economic governance. Specifically, this article contends that Chinese non-interference results in the empowerment of political elites at national levels, and thus in the (re-)emergence of the nation state as a gatekeeper and facilitator of the advancement of capitalist enterprises. As a result, through non-intervention, China's foreign policy undermines supranational regulatory approaches and fosters state-based regional architectures.  相似文献

This article traces the evolution of US–Sino relations in the period since the 11 September attacks on the World Trade Centre and the Pentagon. It argues that the resultant, largely unanticipated rapprochement that has occurred between Beijing and Washington is actually more robust than many analysts have thus far been prepared to acknowledge. While conflictual elements will remain a feature of this all-important bilateral relationship, the article contends that the current ‘honeymoon period’ in US–Sino relations is likely to persist for some time yet, largely because it is underwritten by a deeper combination of economic, political and strategic considerations. While recognising that it is both natural and necessary to contemplate the ‘worst of times’ that may still lie ahead in US–Sino relations, the article concludes that it is particularly important for Australian policymakers to acknowledge the potential for a prolongation of the post-11 September ‘honeymoon’ and to actively encourage this possibility as they contemplate alternative approaches to managing China's rise.  相似文献

China has over the last two decades been committed to creating a strategic partnership with Latin American states by persistently extending its economic and political involvement in the continent. China's efforts in this regard reflect not only its desire to intensify its economic cooperation and political relations with nations in Latin America, but also its strategic goals of creating its own sphere of influence in the region and enhancing its ‘hard’ and ‘soft’ power in order to elevate China's status at the systemic level. With access to Latin American markets, resources and investment destinations, China may sustain its economic and social progress that bases its long cherished dream of restoring its past glory of fuqiang (wealth and power) and rise as a global power capable of reshaping the current world system. The enormous economic benefits deriving from their economic cooperation and trade may persuade Latin American nations to accept the basic premise of China's economic strategy: that China's rise is not a threat, but an opportunity to gain wealth and prosperity. This will help China gain more ‘soft’ power in and leverage over its economic partners in Latin America, and thereby help it to rise in the global power hierarchy.  相似文献

Following the release of the 1994 report ‘Who will feed China?’ by the Worldwatch Institute, there has been much debate over the implications of China's growing demand for grain. The question of China's food production has elicited a variety of responses. While for some it raises the specter of regional and global instability as China becomes an environmental threat, for others the entrance of China into the world market promises increased trade and profits. In this paper I explore the responses in China and the US to the different notions of interdependence which have shaped the debate. I first turn to how concerns over China's food supply have, despite appeals to the concepts of global environmental and economic interdependence, become linked to classical state-centered geopolitical concerns such as ‘sovereignty’ and ‘containment.’ I then look at how the debate has also been actively distanced from national security concerns through the invocation of an alternative interdependence founded on the logic of commerce. I conclude by arguing for the need within critical geopolitics to further examine the circulation of strategic texts between and within states, particularly in the analysis of texts that map worlds beyond the boundaries of North America and Europe.  相似文献

The past decade has seen the rapid expansion of economic ties between China and North Korea, leading to questions of whether this emerging relationship resembles neo‐colonialism or a more positive form of South–South cooperation. This article argues that China's engagement is driven in the first instance by strategic considerations, namely the maintenance of the geopolitical status quo on the Korean peninsula. However, North Korea has also become increasingly important in terms of Beijing's aims of revitalizing its north‐eastern region, and as such, economic relations are becoming increasingly market‐led. Although this mode of engagement bears similarities with China's engagement elsewhere in the developing world, North Korea's catastrophic economic decline in the 1990s largely preceded the more recent revival of relations with China. We argue therefore that bilateral relations between the two countries cannot usefully be regarded as ‘neo‐colonial’ since North Korea is receiving much needed trade and investment from China within the context of broader international isolation. As such, we suggest that more attention needs to be paid to how geopolitical specificities influence the manner in which South–South cooperation shapes the possibilities of development, and that the dichotomous terrain of the existing debate between optimistic and pessimistic viewpoints is unhelpful.  相似文献

This paper sheds light on the largely unknown negotiations between Chile and the World Bank (WB) during the presidency of Salvador Allende (1970–1973). The prevalent understanding of the WB's involvement in Latin America portrays the Bank as a loyal ally of the U.S. government and as an institution with the power to impose its views on its borrowers. Yet, an in-depth analysis of previously unexamined primary sources demonstrates that rather than reflecting a dynamic in which the relationship was between Washington and the WB on the one hand, and Chile on the other hand, these relations constituted a WB–U.S.–Chile asymmetric triangle. Despite profound ideological discrepancies, multiple pressures, and constraints, Allende's government and the WB conducted high-ranking negotiations that challenged the U.S.-promoted economic embargo against Chile. The examination of this counterintuitive relationship sheds new light on Allende's positioning in the international arena and on the functioning of the World Bank, thereby providing a unique prism through which to reconsider dichotomist perceptions of the Cold War in Latin America.  相似文献

China's release of a White Paper to document its Arctic Policy in 2018 has attracted widespread academic and popular commentaries. In particular, Beijing's ambition to build a “Polar Silk Road” (冰上丝绸之路) in the Arctic so as to link Asia and Europe via logistic and transportation networks have garnered intense ‘external’ speculations about whether China is using the initiative to gain geopolitical power and domination in the region. This paper however focuses on the under-researched dimension of how the idea of the Polar Silk Road is understood, debated and portrayed in the Chinese scholarly community. Specifically, by hinging on the conceptual and methodological tenets offered by framing theory, I seek to critically examine the representational themes and tropes that are mobilized by Chinese scholars in their discussions of the Polar Silk Road amidst China's increasing forays into the Arctic. Indeed, I argue that Chinese academic discourses about the Polar Silk Road evoke positive frames broaching a diversity of concerns (economic, environmental, diplomatic and so on) to not only justify but also defend China's ongoing interests and interventions in the Arctic region. By engaging in this study, this paper responds to critical geopolitics' call to pay nuanced attention to under-represented ‘non-Western’ geopolitical ideas, philosophies and traditions. Moreover, given the claim that the academic and foreign policy realms in China are intertwined in intimate and complex ways, the viewpoints of Chinese scholars thus becomes critical and relevant to understand insofar as they help to signal to the possible future developmental trajectories of China's approach in the Arctic (and beyond).  相似文献

This paper examines the World Heritage listing process for the Beijing-Hangzhou Grand Canal to understand the sociopolitical meanings of heritage in contemporary China. Over the past four decades, the efforts of the Chinese government have been clearly geared towards improving governance over heritage sites by designating them as state properties, which requires the selection and evaluation of cultural heritage sites on the specific political meaning based on historical, aesthetic, or scientific value. In the process of World Heritage listing of Chinese heritage sties, the model of ‘state properties’ had to be compatible with UNESCO’s understanding of ‘heritage’, as well as economic benefits of heritage. Drawing on the data collected from the process of World Heritage listing of the Beijing-Hangzhou Grand Canal, this paper explores the integration of the social meanings of heritage into the ‘authorized’ values criteria, facilitating multiple uses of ‘heritage’ through collaboration among UNESCO, Chinese heritage officials, and local communities. It argues that practices of heritage that consider social meanings will integrate local communities’ understandings into political meanings of heritage on basis of central government’s interests. This paper shows how the social meanings of heritage create a dialectical relationship to enable a ‘living’ cultural process in the preservation of ‘state properties’. In addition, the social meanings of heritage allow all potential stakeholder groups to negotiate with the heritage bureaucracy, as well as strengthening the role of local interests in heritage policy.  相似文献

A pair of Hong Kong and U.S. specialists on China examines the dynamic international environment China's new leadership now faces, focusing on East Asia. They first examine the complex balance the leadership seeks to strike between: (1) China's projection of increasing economic, military, and political power internationally; (2) the primary domestic goals of economic growth and stability; and (3) rising public awareness, demand for information access, and (in some quarters) nationalism among the Chinese people. The authors then proceed, in successive sections of the paper, to assess in greater detail China's international and regional security environment, Sino-American relations, China's relations with its East Asian neighbors, and the complex interconnections between the country's domestic and foreign policy. They conclude that Sino-American relations will continue to be pivotal to Beijing's foreign relations in general and its relations with countries in the East Asian region more specifically.  相似文献

Sino–American relations encompass a highly complex array of cooperative and competitive dimensions. Recently, they have evolved around the question of ‘China's rise’ or (as Chinese analysts would state it) ‘peaceful evolution’. This article surveys both the cooperative and competitive structural elements of this important bilateral relationship. It tracks recent transitions in that relationship, arguing that China's new-found status as a ‘responsible stakeholder’ in American eyes will present a new set of American expectations and new forms of strategic collaboration that will seriously test both sides’ policy creativity and ability to adapt to a rapidly changing global environment.  相似文献

In July 2014, Australia's new Prime Minister, Tony Abbott, and his Japanese counterpart, Shinzō Abe, elevated the status of bilateral ties to a ‘special strategic relationship'. Both sides also agreed on intensifying their defence technology cooperation, including in the submarine space. As well, Prime Minister Abbott called Australia a ‘strong ally’ of Japan. Yet, the prospect of a further strengthening of Australia–Japan defence relations has led to criticism by Australian strategic commentators. In particular, critics argue that closer strategic relations with Japan could damage Australia's ties with a rising China. In a worst-case scenario, Australia might even become ‘entrapped’ in a Sino-Japanese conflict. However, this argues that a closer defence relationship is in Australia's strategic interests in the face of China's increasing challenge to the rules-based order in the region. China's uncompromising position in the South China Sea and its more assertive behaviour have led to a greater congruence of threat and risk assessment between Australia and Japan. Indeed, Australia and Japan are increasingly facing a security dilemma vis-à-vis China, albeit to varying degrees. Therefore, for Australia, promoting Japan's ‘security normalisation’ contributes to regional stability. As well, the article points out that closer strategic ties with Japan do not automatically come at the expense of Sino-Australia relations. China's leverage to ‘punish’ Australia for unwanted strategic behaviour is limited, and concerns about ‘entrapment’ in a Sino-Japanese war are exaggerated. However, the more China exerts coercive diplomacy, the closer Australia–Japan defence relations are likely to become.  相似文献

After World War II, the Middle East stage attracted Beijing's attention. While Israel and China proved at that time to be too diverse, through the 1950s China made inroads with Arab countries. Egypt became the first to recognize the P.R.C., which, however, suffered rebuffs as anti-Communist forces generally prevailed in the Middle East. Beijing supported the people of Palestine. After the Soviet Union had become China's enemy, China tried to unite the Third World against the two superpowers. With Deng in 1978, China's Middle Eastern policy became more pragmatic, tilting toward the developed countries and economic cooperation rather than ideology (e.g., with Yemen). China enhanced relations with Gulf states; cooperated with the United States in supporting the Afghan mujahedin; and declared neutrality in the Iran-Iraq War, although economic alliance with Iran grew. The Gulf War affected Beijing's attitudes toward weapons technology and toward the United Nations and China's role in it. Israel is currently viewed as a channel for possible influence with the West. Overall, China's basic policy now is to watch and wait.  相似文献

The article explores the role of state-owned enterprises (SOEs) in the globalisation of China's infrastructure capital. Examining how accumulation strategies of Chinese SOEs are driven by a complex set of political and economic, state and private, interests, it foregrounds the inherently hybrid nature of China's state capitalism. We use Kenya's Standard Gauge Railway (SGR) as a case study to analyse how state infrastructure capital traverses borders, and the specific ways that contradictions of accumulation in China are relocated through the improvised hybridity of SOEs. In Kenya, China Road and Bridge Corporation, the main SGR contractor, shifted and adapted its strategies as the pursuit of economic productivity gave way to political priorities in China, simultaneously responding to changing socio-political circumstances in Kenya and across East Africa. Analysing these dynamics, we highlight the contingencies of, and limitations to, structural reorganisation of actually existing forms of state capitalism in China and beyond.  相似文献

Compared to its relations with the People's Republic of China (PRC), Australia's relations with Taiwan are often underrated. As a substantial trading partner and as a polity that has transformed into a robust ‘Asian democracy’, Taiwan constitutes a significant if highly complex dimension of evolving Australian foreign policy. A workshop was convened at the Australian National University in early May 2007 to consider the evolving geopolitical, economic and socio-cultural dimensions of bilateral relations between these two regional actors. Among the basic themes emerging from workshop deliberations were how the growth of Chinese power would effect stability in the Taiwan Straits and throughout maritime Asia; how Chinese power would shape future order-building in the region and any role that Australia and/or Taiwan might play in that process; how Taiwanese democracy would factor into any future regional order and what Australia's future Taiwan posture should be given that that country is committed to a ‘one China policy’ acknowledging the PRC as China. Among the conclusions reached were that Australia must intensify its diplomatic efforts toward both Beijing and Washington to ensure that potential Sino–American differences over Taiwan do not escalate into military conflict and that time and generational change may work to facilitate a peaceful solution to this protracted security dilemma? ? This paper investigates the national narratives of young, urban Protestants in contemporary China. Based on 100 interviews conducted in Beijing and Shenzhen, it argues that in constructing their national narratives, Chinese Protestants display critical selectivity in adopting the values of official party‐state nationalism. They display affection towards China, a sense of responsibility for improving the country and a concern for society's morality, all of which echo official nationalist priorities. However, they are critical of China's political arrangements, dispute the primacy of economic growth and are less hawkish on international and territorial issues. They see no contradiction between their Protestant and Chinese identities, but generally prioritise the former. This selectivity is explained by the fact that Protestantism generally attracts those less satisfied by the social and political status quo, and because of, in Carlson's terms, the ‘boundary‐spanning’ nature of the Protestant identity and morality to which these converts then subscribe.  相似文献
