In pointing out the exclusionary and nondemocratic reconceptualization of states following the financial and Eurozone crises, research by geographers and critical political economists on authoritarian neoliberalism (AN) has shed light on key state transformations. Exploring the criminalization of council estates and the policing of three austerity-ridden south London districts, this article contributes to efforts to expand the concept of AN further by centering questions of violence and physical state power in the form of discourses and practices of (criminal) punishment and policing. Building on qualitative work with local young people and interviews with former police officers, community leaders and activists, I demonstrate the spatial dimension of AN and the role of policing logic and mechanisms for its administration in south London. I argue that through post-crisis austerity measures and long-term mechanisms of criminalization, young people perceive their home neighborhoods as insecure and alter how they navigate them. Further, I show that spaces of inclusion and welfare, such as social housing estates and schools, have been reimagined as sites of exclusion and punishment, often administered by police.  相似文献

This article explores the criminalization of homicide in early modern Denmark, 16th–17th centuries. Criminalization is here defined, primarily, as the harshening of penalties for homicide in law and practice. The article shows that a process of criminalization took place that contributed to a pacification of the population (demonstrated by a decrease in homicides) but also engendered practices of resistance and evasion which were reminiscent of a medieval feud culture. The attitude towards homicide was for a long time ambivalent, not just among the lower classes but at all levels of society. Criminalization and pacification were mainly products of state-building through harsher punishment and the formation of a more reliable legal system. This top-down process meshed with the broader population’s demands for justice and security.  相似文献

Apart from its introductory chapters, Book 12 of The Spirit of the Laws has generally been disregarded by scholars of Montesquieu as a series of historical digressions with few significant implications. As a result, some important dimensions of Montesquieu's political thought have gone unacknowledged. Book 12 is particularly concerned with the punishment of crimes against God and of actions that wound sovereign majesty. Montesquieu presents his view on these subjects through an extended commentary on some aspects of Roman law and, more briefly, on the law of the Pentateuch. This article shows that Montesquieu attributes the criminalization of both kinds of offences to the vengefulness of certain rulers and to the eagerness of their ministers to avenge them. By his assessment, the desire to punish such crimes leads to excesses that undermine political liberty and give rise to despotism. Through this emphasis on the psychological factors that drive the corruption of moderate regimes, Montesquieu reveals a greater concern with the personal qualities of rulers than is often acknowledged. As he identifies certain rulers with absolute power who have nonetheless disavowed vengeance, Montesquieu points to the possibility of reforming despotism through a change in the character of the prince.  相似文献

This review article discusses recent books on land reform and its implications for racial reconciliation and constitutional democracy in formerly white‐ruled states in Southern Africa. It is argued that President Mugabe's opportunistic use of the land issue in his power struggle with his domestic opposition—and propaganda warfare with his international critics—should not obscure the symbolic and material importance of Zimbabwe's highly unequal land ownership. Moreover, Mugabe's militant stance is having resonance in neighbouring South Africa and Namibia, where the racially skewed ownership of land—and other resources—could also become sites of struggle that, as in Zimbabwe, threaten not only economic growth, but also the construction of a broad (non‐racial) citizenship and the consolidation of constitutional democracy. Such a chain of events is also likely to have adverse consequences for western–African relations.  相似文献

This brief intervention challenges John Hobson's view in The Eurocentric Conception of World Politics that anti-miscegenation sentiments are a thing of the past in international relations theory. Rather, it is argued, anti-miscegenation continues to live in international practices, such as consociational peace agreements and “two-state solutions,” as well as in the persistent unwillingness of international relations scholars to actively embrace trespassing of borders, particularly of racial and cultural ones. Thus Hobson's erudite, epic work is both hopeful and not – built upon binaries and distinctions, devoid of grey zones, blind to gender and sex and their relations to racial difference and international hierarchies it provides few openings, few possibilities for alternative politics or even for serious contestation of the racialized status quo that we inhabit at the moment.  相似文献

The coast of Emilia‐Romagna is a favourite destination for the seasonal movement of Senegalese street‐sellers. It is no coincidence that Rimini hosted one of the first racist demonstrations of shopkeepers in 1989. The situation has worsened over time. In fact, the local public discourse on immigration never developed autonomously but has always been connected to the discourse expressing the main concern of the town: irregular trade. Yet discourses do not work alone and are linked also to social relations and to economic trends such as the restructuring of the local retailing economy and the tourist sector. This article therefore shows how racism in Rimini is the fluid product of, first, the overlapping of discourses about differing social phenomena which shape the dominant discourse on immigration; and, secondly, the identification with this dominant discourse that has emerged from everyday social relations and institutional practices. The latter part of the article presents elements of the counter‐discourse, based on observations and conversations carried out with Senegalese immigrants in a summer camp outside Rimini. Finally, a proposal by the mayor of Rimini to exclude non‐resident immigrants coming from outside the province is analysed as an example of the criminalization of immigrants through the application of a ‘sedentarist metaphysic’.  相似文献

Using Bigo's (2002) notion of “the governmentality of unease” this article reveals a shift in popular discourse around human smuggling in Western Europe and Canada since the 1990s towards increasing criminalization. To analyze this process of criminalization we have identified three recurring elements: boat arrivals; high fees and “bogus” asylum seekers; and the involvement of organized crime. The finding that smugglers today are generally perceived as “evil criminals” who undermine states' ability to manage migration and who need to be punished is contrasted with data derived from interviews with smuggled migrants in the Netherlands and Canada that offer an alternative, more socially embedded understanding of human smuggling. We posit that this reality check and a more nuanced understanding of human smuggling are needed for the protection of international migrants.  相似文献

Since 2010, the Wixárika (Huichol) indigenous people of western Mexico have struggled against transnational mining activity in their sacred pilgrimage site of Wirikuta in the semi‐desertic plateaus of San Luis Potosí. This struggle has been accompanied by a multitude of non‐indigenous and largely urban actors who have joined the Wixárika, bringing with them their own cultural, political and geographic registers for understanding and mobilising against mining in the region. Taking Wirikuta as a contemporary demonstration of interracial and cross‐geographic alliance building, I analyse how social movements that express solidarity and affective ties with the territories and cultures of indigenous peoples struggle to unsettle entrenched racial and spatial relations.  相似文献

This article maps the racializing, classing and gendering cartographies of cross-spatial marginalization and social control experienced by women who were formerly federally incarcerated in Canada. By investigating women's criminalization, prison and post-prison experiences, this article traces practices of racialization, gendering and classing that underwrite liberal to neo-liberal forms of social control. Results from 68 interviews with women released from federal prisons in Canada show that women's criminalization cannot solely be traced to shifts from liberal to neo-liberal governance, but rather to the ways in which structures of oppression have influenced women's criminalization across liberal to neo-liberal rationalities. This analysis shows how liberal ‘welfarist’ ideas and ideals are embedded in neo-liberal reforms and provide the discursive platforms of an extended and widened network of social control of criminalized women beyond prison walls, across institutions, including a variety of (non-)government actors and the women themselves. This widened web of (neo-)liberal social control constitutes practices that have formed carceral spaces beyond prison walls and have perpetuated and exacerbated women's marginality after their release from federal prisons in Canada.  相似文献

Cultural relations in the central Celtic and the Germanic regions during the late LaTene/pre‐Roman iron age have been investigated through a comparison of the fibula material from different sub‐regions. The reliability of results based on occurrence patterns for fibula types has been tested by a direct comparison of the fibulae, without prior type classification. To check the representativity, a detailed analysis has been made of the Northern Germanic region, including also other kinds of artifacts. It appears that cultural relations reflected in similarity of fibulae, dress ornaments and other personal adornments cross the boundaries of the main cultural areas defined through more stable cultural elements, like pottery and burial types and burial customs, while the relations reflected in similar weapons respect these boundaries.  相似文献

Abstract:  The soaring expansion of the US prison population is transforming the geographies of both urban and rural landscapes. As the trend in mass incarceration persists, depressed rural spaces are increasingly associated with rising prison development and the increasing criminalization of rural communities of disadvantage. Drawing on in-depth archival and interview research in rural communities in the Northwestern states of Idaho and Montana, this paper explores how cultural productions of poverty and exclusion intersect with rural prison development. I examine how representations of poverty and criminality are entangled with processes of economic restructuring and the localization of economic development and social welfare. I explore the ways in which the rural prison geography of the Northwest is linked to the material and discursive construction of those in poverty and how these narratives are produced through local relations of race, ethnicity, and class. I suggest that the mobilization of these constructions legitimates rural prison expansion, increasingly punitive social and criminal justice policies, and the retrenchment of racialized and classed inequality. Further, I argue that these discursive imaginations of the poor work to obscure the central dynamics producing poverty under the neoliberal restructuring of rural economies and governance.  相似文献

Relational approaches have gradually been changing the face of archaeology over the last decade: analytically, through formal network analysis, and interpretively, with various frameworks of human-thing relations. Their popularity has been such, however, that it threatens to undermine their relevance. If everyone agrees that we should understand past worlds by tracing relations, then ‘finding relations’ in the past becomes a self-fulfilling prophecy. Focusing primarily on the interpretive approaches of material culture studies, this article proposes to counter the threat of irrelevance by not just tracing human-thing relations but characterising how sets of relations were ordered. Such ordered sets are termed ‘relational constellations’. The article describes three relational constellations and their consequences based on practices of ceramic fine ware production in the Western Roman provinces (first century BC–third century AD): the fluid, the categorical and the rooted constellation. Specifying relational constellations allows reconnecting material culture to specific historical trajectories and offers scope for meaningful cross-cultural comparisons. As such, a small theoretical addition based on the existing toolbox of practice-based approaches and relational thought can impact on historical narratives and can save relational frameworks from the danger of triviality.  相似文献

The ways the British planning system fosters racial disadvantage and the initiatives taken by local authorities to address such bias have been subject to a number of studies over the last 17 years. This body of research has revealed isolated examples of progressive professional practice within a general pattern of inaction and ignorance. This paper looks at how the needs of ethnic minorities have been accommodated by the planning system in Northern Ireland that has a very different institutional and political context than other parts of the UK. The nature of 'race' relations in Northern Ireland is examined and the concept of 'policy processes' is used to explain why ethnic minorities in the region face similar difficulties to those in Britain. The influence of the political and cultural context is shown to play a key role in framing the policy processes that shape patterns of discrimination. The paper suggests that a full understanding of this context is required if multiculturalism is to be fully accommodated by planning in Europe.  相似文献

Throughout the interwar period, Britain’s fascist movement was marked by anti–Semitism. That anti–Semitism was such a striking feature of the movement is well known, and studies of British fascism have consequently paid attention to the implications and effects of racial prejudice on Britain’s Jewish community, and on British society more generally. However, the history of women in Britain’s fascist movement has been less well known, and the narrative of racial politics and racial tensions in interwar Britain must now be modified by a consideration of gender relations and women’s activism on the extreme right. The first part of this article is thus concerned with the questions of how British fascist women gave vent to their racial hatreds, the particular tone of their rhetorical invectives against the Jewish community, and the distinctiveness of their expressions of anti–Semitism. From their support for Jew–baiting activities on the streets, to their high level of participation in an anti–war movement dedicated to keeping Britain out of the ‘Jews’ war’, to their choices to educate their young children in the principles of Jew–hating, British fascist women did, in fact, show themselves to be ‘Jew wise’. Their active expression of anti–Semitism certainly challenged the optimistic liberal supposition that the female sex was the more tolerant. The second part of this article is concerned with the theoretical implications of putting women back into the history of British anti–Semitism, and explores how the powerful gender paradigms of feminine tolerance, maternalism, and feminised pacifism were subverted to justify a seemingly incongruous sentiment of ‘motherly hate’.  相似文献

Abstract

Why did the fascist regime adopt racial laws in the 1930s? The laws were aimed first atnon-Europeans and people of mixed race in the colonies, and then at the Jews. This article reviews recent studies on the racial laws, which took a variety of forms, within which the specificity of the anti-Semitic legislation has to be acknowledged even though the legislation against the Jews came at much the same time as the other racial legislation. Were these laws an attempt to imitate Nazi Germany, and hence in some form an off-shoot of foreign policy? Or were there seeds of racism already present in Italian politics and society that found fulfillment in the racial laws? These issues have for some time been the subject of major debate, in which different historiographical traditions have come into conflict, while attention has been drawn to the need to counter attempts to blame others for what remains the responsibility ofItalians.  相似文献

In the context of a shift away from municipal multiculturalism towards community cohesion, and in the light of renewed debates around difference, national identity and Britishness, this article sets out a geographically informed theoretical framework which focuses upon the spatial (re)construction of racial and ethnic identities. The article develops the idea of the everyday as a way of viewing the spatially contingent, complex and negotiated state of inter-ethnic relations in a specific UK city. Not only does this reveal the manner in which strong and stubborn boundaries between social groups are entrenched through the (re)enforcement of spatialised relations of power, but also how accommodations across, between and within difference are realised. Through the employment of empirical material from Leicester, England, the article contends that everyday solidarities emerge from a number of intersecting spatial influences which do not equate to abstract or fixed versions of national belonging.  相似文献

While European integration has predominantly been addressed in terms of its common market and through questions of European identity, this article explores alternate perspectives of environment in peripheral landscapes as a practice through which European center-periphery relations are negotiated. Drawing on two case studies, namely the Bulgarian Black Sea coast and the arid regions of Almeria in southeast Spain, we highlight how these landscapes have been variously framed as explicitly European spaces through either developmental narratives or environmental activism and advocacy. We argue that European integration is realized and contested through the discursive and material transformation of landscapes. With this, we contribute to an understanding of environmentalism and the politics of the environment as instrumental in addressing broader and parallel political concerns. Combining southern and eastern European perspectives on the political geography of the environment, we show that the landscape functions as an intrinsically political arena that materializes and discursively frames the different meanings and interests of European integration at stake.  相似文献
