ABSTRACT

The article examines the trajectories of ‘loyal’ African troops in Angola before and after the demise of Portugal's authoritarian regime in 1974. It starts by placing the ‘Africanisation’ drive of the Portuguese counterinsurgency campaign in a historical perspective; it then explores the rocky transition from colonial rule to independence in the territory between April 1974 and November 1975, describing the course of action taken by the Portuguese authorities vis-à-vis their former collaborators in the security forces. A concluding section draws a comparison between the fate of Portugal's loyalists in Angola and the one experienced by similar groups in other ex-Portuguese colonies. The choice of Angola has the advantage of allowing us to look into a complex scenario in which the competition amongst rival nationalist groups, and a number of external factors, helped to produce a more ambiguous outcome for some of the empire's local collaborators than what might have been otherwise expected.  相似文献

Abstract

This article investigates military security attitudes toward the enlistment of ‘friendly aliens’ in the Australian armed forces during the Second World War. Employing of?cial correspondence of the period, the study positions contemporary debates regarding the enlistment of Allied nationals from Axis-occupied countries within the context of Australian conceptions of race, British nationality, and national allegiance. It is argued that, while British practice was in?uential and uniformity of Imperial policy was a desired objective, the unique concerns of Australian security, the domestic relationship between citizenship and military service, and the White Australia policy combined to determine the nature and application of Australian security attitudes in this area. In certain cases, these factors exercised severely negative impacts upon ‘friendly aliens’ who volunteered for service in the Australian armed forces.  相似文献

Exploring the differential structures of social and political power in early modern Europe, this paper examines the contrasting experiences of Poland and Sweden by focusing on the growth of civil office in each country. Central to the study is an understanding of the books of disciplinary regulation imposed on office holders, and how and why these measures were enforced. As the author illustrates, the two case studies give very different conclusions. In Sweden, as exemplified in the trial of leading members of the Swedish Council in 1680, the holder of civic office was constrained by a ‘corset of bureaucratic routine’. Strict, and widely enforced, rules governed activities such as office hours, dress and rates of remuneration. In contrast, Polish office holders pursued appointments not in the name of civic efficiency but to grasp social and political privilege. At the end of the article Kopczyński discusses some of the factors involved in these differences, laying emphasis on the structures of political and military power in each state.  相似文献

Hobbes anticipates many important features of liberalism, including rights, the sovereign state, social contract and constitutionalism. Yet in his insistence that the sovereign will have final authority in matters of faith he appears to repudiate what we have come to consider the core liberal assumptions regarding separation of church and state. In this article, I argue that Hobbes takes this approach because of the political challenge posed by immortality (the promise of eternal rewards and the threat of eternal torment and damnation after death). Hobbes regards immortality as one of the most important factors that transform a religion from a means to strengthen the sovereign's authority, a “humane politiques,” to a “Divine politiques,” where others come to exercise countervailing claims on subjects' loyalty. Because immortality presents such a profound challenge to Hobbes' political remedy founded on the judicious use of fear, he adopts a twofold strategy to moderate its political influence. The first is a redefinition of who shall speak and what shall be said about immortality. The second strategy is to elevate the demands of this-world, by promising an eternal peace that will ensure a commodious life.  相似文献

In this article, I explore the recent revalorization of non‐state forms of order and authority in the context of hybrid approaches to governance and state building in Africa. I argue for a more empirical and comparative approach to hybrid governance that is capable of distinguishing between constructive and corrosive forms of non‐state order, and sharpens rather than blurs the relationship between formal and informal regulation. A critique of the theoretical and methodological issues surrounding hybrid governance perspectives sets the scene for a comparative analysis of two contrasting situations of hybrid security systems: the RCD‐ML of eastern DR Congo, and the Bakassi Boys vigilante group of eastern Nigeria. In each case, four issues are examined: the basis of claims that regulatory authority has shifted to informal security systems; the local legitimacy of the security forces involved; the wider political context; and finally, whether a genuine transformation of regulatory authority has resulted, offering local populations a preferable alternative to the prior situation of neglectful or predatory rule. I argue that hybrid governance perspectives often essentialize informal regulatory systems, disguising coercion and political capture as popular legitimacy, and I echo calls for a more historically and empirically informed analysis of hybrid governance contexts.  相似文献

This article probes Jonathan Israel’s theory about ‘Radical Enlightenment’ inaugurating political modernity by way of explicating the thought of Joseph Priestley. In Israel’s view, despite the inconsistencies plaguing Socinian thought, Priestley, a monist, emerged as an ardent supporter of religious toleration and democratic republicanism. This article seeks to restore the fundamental coherence of Priestley’s theological and metaphysical views, arguing that they were produced as parts of a system founded on the simultaneous adherence to providentialism and necessitarianism. Prized as a prerequisite of the unfolding of the divine plan, the unobstructed expression of religious opinions was the centre of the conception of civil society and civil liberty that Priestley articulated based on these premises and his forays into politics aimed to secure its permanence. A comparison of Priestley’s stance on the issue of manhood suffrage with that of Richard Price reveals not the materialist Priestley, but Price, a dualist, as an advocate of democratization and casts into doubt the applicability of Israel’s scheme in the case of England. The article closes with some suggestions towards reappraising the relationship between Enlightenment and modernity.  相似文献

This paper examines the central role of the camp in the early Israeli state period and its spatial and geopolitical evolution. Unlike official Israeli history, which presents the immigrant camps as an inevitable improvised response to the unexpected problem of mass immigration, I examine the camp as a strategic modern biopolitical instrument that allowed for the state's profound geopolitical changes and was itself altered according to them. The paper analyses the ways in which the camp facilitated the creation of Israel as a state formed by two seemingly contradictory, but in fact complementary, conditions: on one hand, a product of a chaotic ‘state of emergency’ and a form of ‘ordered disorder’ created by mass immigration, and on the other hand, a product of a comprehensive, tightly controlled modernist project combining physical planning and social engineering. This duality reveals the role of these immigrant camps, which were created both in Israel and abroad, as spatial ‘black holes’ which swallowed the contradiction between the radical geopolitical transformation and the rational self-image of the Israeli state-building project. The evolving and hybrid typologies of the camp in Israel's pre-state and early-state periods expose it as a versatile instrument, highlighting the need for informed spatial and geographical genealogies of the camp in order to illuminate its various transformations.  相似文献

While the number of charter schools has increased rapidly in the United States, few studies have examined whether charter schools are implemented in response to real and perceived educational needs or to political and institutional factors in the education policy arena. Unlike traditional policy adoption and diffusion studies that focus on the state level and use a dichotomous dependent variable—adoption or not—this article focuses on local school districts and uses the number of operating charter schools as the dependent variable. Accordingly, instead of applying event history analysis, this article conducts generalized event count regression to estimate models. Based on a data set that consists of Florida's 67 school districts across a six‐year time period, the results suggest that charter school diffusion is more heavily driven by political and institutional factors than by educational needs. The results also demonstrate a dynamic trend of charter school diffusion over time.  相似文献

ABSTRACT

When political theorists talk about “religious diversity,” they usually intend the multiplicity of “religions” in a given society. Yet we now know that the secular, liberal framing of the problematic presupposes a controversial definition of “religion.” My primary goal, in this paper, is to reorient scholarly discussion around what we might call “the critical religion conception of diversity” – not the multiplicity of “religions,” but the myriad ways that the sacred intersects with national and political identity, some of which resist assimilation to the “religious” paradigm. Toward this end, I relate a story about Spinoza’s Hebrew reception in the interwar period. For Zionist intellectuals, Spinoza symbolized the deformations that “religion” imposed on Judaism’s self-understanding and the constraints that it placed on Jewish intellectual horizons. Studying the Zionist critique of “religion” exposes the limitations of received theoretical frameworks, which cannot address the kinds of diversity that were politically consequential for twentieth-century Jews.  相似文献

This article explores the mythological, ritualistic, and symbolic aspects of the ways in which the festivals of Hanukkah and Passover were celebrated by the Jewish Communists in Mandate Palestine and the State of Israel. It illustrates how elements of Zionist-socialist culture were adopted by Jewish Communists and integrated in their cultural activities. In a gradual process starting in the1920s and culminating in the mid-1960s, the Jewish Communists created a combination of Marxist ideology and Zionist-socialist cultural practices. However, when a group of young Sabra activists reinforced the Zionist-socialist elements, the balance was undermined, contributing to the rift within Israeli communism.  相似文献
