大都市边缘地区是大都市经济增长与空间拓展的主要地域,也是分权化治理最为复杂的区域。大都市边缘地区往往针对不同主体采取不同模式的分权化来调整其空间治理结构以适应发展需求。本文构建从分权化治理到城镇化空间的逻辑框架,从大都市边缘地区"差异分权"的空间治理格局入手,落脚在"多元碎化"的城镇化空间模式上,进而对从空间治理的"差异分权"到城镇化空间模式的"多元碎化"间的制度逻辑进行了解析,认为差异分权格局是当前大都市区边缘地区城镇化空间模式多元碎化的直接诱因,因此新型城镇化迫切需要从治理结构上予以破解。  相似文献

This paper offers an ex-ante policy analysis of the Zone of Economic Expansion (ZEE) in inner-city neighbourhoods of the Brussels Canal Area. It identifies the anticipated effects by scrutinizing the impact of a similar and already implemented Urban Enterprise Zone – the Zone Franche Urbaine – in the city centre Roubaix (Lille). The key question is whether the ZEE can be interpreted as a policy measure to effectively reduce spatial inequalities, or rather, as a measure that will stimulate private land rent valorization strategies with (industrial) gentrification effects. The ex-ante analysis suggests that synchronously implemented territorial policies that seek to enhance functional mixing, will undercut the ability to boost local job creation, yet will displace economic activity and reinforce uneven development within the metropolitan area. Observing this conundrum, the paper reviews the potential of policies that centre on foundational and/or ethnic economic activities that are more in tune with already existing local economic activities and labour markets, and may be more fruitful in achieving social mobility of the current residents.  相似文献

The San Francisco Bay Area demonstrates how industrial dispersal had created the sprawling form of the American metropolis. Neither change in transport modes nor residential suburbanization is principally responsible for shaping the outward spiral of urbanization. Manufacturing began its outward march from the outset of the city's industrialization, establishing peripheral nodes of employment and working class residence within San Francisco, then beyond the city limits in South San Francisco and especially the East Bay. The main cause of decentralization has been industrial shifts; the outbreak of new activities in new places, normally in the form of industrial districts at various spatial scales. A second cause has been the orchestration of development by business leaders through property ownership and political manoeuvring guided by a general vision of metropolitan expansion, whether in co-operation or competition with one another.  相似文献

Data Envelopment Analysis (DEA) is used to rank the relative efficiency of thirty–two counties comprising the Greater Minneapolis–St. Paul Metropolitan Region and finds that the greatest external economies originate in the urban core and decline toward the periphery. By employing 1993 IMPLAN input–output database and county estimates of final payments (inputs) and final demands (outputs), DEA classifies efficient and inefficient counties that produce maximum output using minimum input, and a sensitivity analysis ranks counties according to robustness of the efficiency classifications. Efficiency differences between three groups identify the metropolitan core, transitional region, and peripheral region. Dominant industries in the three regions are identified and contrasted using location quotients. This study adopts the various analytical techniques into an urban regional systems approach for policy analysis and implementation.  相似文献

ABSTRACT We analyze the impact of fiscal decentralization on U.S. county population, employment, and real income growth. Our findings suggest that government organization matters for local economic growth, but that the impacts vary by government unit and by economic indicator. We find that single‐purpose governments per square mile have a positive impact on metropolitan population and employment growth, but no significant impact on nonmetropolitan counties. In contrast, the fragmentation of general‐purpose governments per capita has a negative impact on employment and population growth in nonmetropolitan counties. Our results suggest that local government decentralization matters differently for metropolitan and nonmetropolitan counties.  相似文献

In this study we analyse the spatial distribution patterns of professionals and related workers in high-skilled occupations and elementary workers in low-skilled occupations in the Seoul metropolitan area and explore their geographical factors. Spatial autocorrelation relates to the formation and clustering of hot spots according to each occupational characteristic. Geographic factors affecting the distribution of workplaces and residences in professionals-related occupations and elementary-related occupations act differently for each middle occupational classification. However, some occupations show similar spatial distribution patterns. In particular, we found that industrial economic drivers have influence more significant than other regional factors in determining the distribution of workplace and residence by occupation. The spatial coefficient of geographical adjacency varies with the attributes of each occupation and tends to be larger in professional jobs. Findings from the study will help prepare policies related to local talents for specialisation and advancement of the occupational structure and will be of wider interest.  相似文献

Industries often promote their interests by arguing that they have a big impact on the rest of the economy. This poses the question of how to measure the importance of an activity. To answer this, the literature often uses (regional) input–output analysis. This paper critically reviews the traditional use of multipliers in such cases. To avoid double–counting impacts and to solve related conceptual problems, the net multiplier concept is introduced. This net multiplier is illustrated empirically for the Dutch transport sector using a Type II biregional input–output model for the Netherlands.  相似文献

We use regression and factor analyses to explain intermetropolitan variation in the proportion of jobs in disaggregated service sectors in American metropolitan areas. Central place theory postulates of centrally located establishments serving a surrounding complementary region partially explain the positive relationship between metropolitan size and the proportion of jobs in an area in services. Regional variation in demand following several decades of substantial shifts in population and economic output is an additional influence. Intermetropolitan clustering of service sectors is also occurring. A factor analysis of employment proportions in twenty-two disaggregate service sectors identified five intersectoral service clusters. The factor analysis accounted for substantially more variance than the regression equations. We interpret this result as evidence of the emergence of service-based spatial industrial complexes. We argue that agglomeration of information-intensive intermediate services is driven by an attraction to labor markets endowed with pools of skilled professionals who can flexibly apply their talents in a variety of sectors. Unusual demographic characteristics of some metropolitan areas probably explain clusters of final demand services.  相似文献

Spatial Dynamics of Local Labour Markets in the Québec City Metropolitan Field, 1981–2001
This research analyzes the spatial dynamics (from 1981 to 2001) of local labour markets at an infra-regional scale, namely the Québec metropolitan field, with particular emphasis on interactions between the metropolitan region and its hinterland. It seeks to better understand the factors underlying this evolution. Centrographic analyses were performed to characterize the evolution of the spatial configuration of local labour markets (displacement of gravity centre, shape change, evolution of dispersion indices and of workforce preferential distribution axes). Between 1981 and 2001, almost all employment poles experienced an increase in the mean-distance tied to their recruitment area, that being particularly true for peri-metropolitan poles which employ an increasing part of their workforce inside the metropolitan labour basin, where a more qualified and diversified labour force is available; thus, giving rise to significant reverse commuting. In addition to the influence of distance to metropolitan area, a multiple regression model shows that factors such as manufacturing specialization and employment growth within job centres also play a crucial role in the spatial dynamics of local labour markets in the Québec City metropolitan field.  相似文献

In metropolitan areas, the changing spatial land-use preferences of the industrial sector are the most important determinants in the forming of the macro-form. Metropolitan areas, especially in developing European and Asian countries, become troubled cities with agglomerations of population and investment as a result of failures to apply satisfactory macro-policies and plans throughout the country. Industrial investments on various scales and the land-use preferences of investors have changed over time. The land preferences of production and headquarters of the manufacturing sectors have become basic determinants in the formation of settlement systems due to the transformations that occur alongside technological, economic and social development. This article examines whether or not the basic land-use criterion of the manufacturing sector changes in small-, medium- and large-scale businesses according to their labour structure, defined through an examination of the sectoral structure and relations of scale. Taking the increasing rate of the Gross National Product of the industrial sector in metropolitan areas in every country into account, and examining the land-use preferences of various industrial sub-sectors and scales will serve as an important input when making new planning decisions. The industrial land-use criterion will be effective in the transformation, reorganization or directing of new focuses for the agglomerated industrial structure, especially in Istanbul, which features both Asian and European metropolitan area characteristics. This article will define the existing industrial structure of the Istanbul metropolitan area; and differences between the various scales of land-use preferences within industrial investments will be presented, based on the findings of two investigations carried out over a 5-year period. Several important criteria for industrial investors seeking to establish themselves in metropolitan areas will be determined in the article.  相似文献

ABSTRACT We estimate a model of urban productivity in which the agglomeration effect of density is enhanced by a metropolitan area's stock of human capital. Estimation accounts for potential biases due to the endogeneity of density and industrial composition effects. Using new information on output per worker for U.S. metropolitan areas along with a measure of density that accounts for the spatial distribution of population, we find that a doubling of density increases productivity by 2–4 percent. Consistent with theories of learning and knowledge spillovers in cities, we demonstrate that the elasticity of average labor productivity with respect to density increases with human capital. Metropolitan areas with a human capital stock one standard deviation below the mean realize no productivity gain, while doubling density in metropolitan areas with a human capital stock one standard deviation above the mean yields productivity benefits that are about twice the average. These patterns are particularly pronounced in industries where the exchange of information and sharing of ideas are important parts of the production process.  相似文献

The conventional story of suburbanization in Canada and the United States portrays an outward movement of residences from the cities that only since World War II has been fuelled by the dispersal of employment to the urban fringe. This prevailing wisdom needs considerable revision. In this essay we present a theoretical interpretation of industrial suburbanization. We argue that the outward spread of factories and manuÍfacturing districts has been a distinctive and important feature of North American urbanization since the middle of the nineteenth century. The paper begins with a discussion of how industrial decentralization has been repeatedly misinterpreted as new and unprecedented, rather than an extension of past trends. In contrast to the prevailing interpretation, we claim that industrial suburbanization is the product of a combination of the economic logic of geographical industrialization, investment in real estate, and political guidance by business and government leaders. The result has been extensive, multinodal metropolitan regions.  相似文献

Using the most recent data from the first economic census in China, a team of China-based and American economic geographers investigates the geographical concentration of manufacturing industries at the provincial and county levels by integrating proxy variables for natural advantages, agglomeration economies, and institutional changes (e.g., decentralization) associated with economic transition. The authors focus their investigation on manufacturing activity as a whole, as well as on manufacturing categories at the two- and three-digit levels of aggregation (the latter representing a finer scale of analysis than used in almost all previous studies). Interesting differences emerge in the locational patterns of industries whose enterprises pursue strategies of globalization vis-à-vis local protectionism. Differences also are apparent in the impacts of agglomeration economies and knowledge spillover at different spatial scales. The findings suggest that both spatial scale and level of industrial aggregation matter when analyzing patterns of industrial agglomeration in China. The value of output, employment, and capital stock for each industrial sector for each oblast-level spatial unit in the former USSR, as well as differences in regional industrial structures are presented on the basis of a unique set of unpublished Goskomstat data. Particular emphasis is placed on asessing the regions' relative raw materials endowments, especially with respect to energy resources, and on the degree of diversification, or lack of same, within their industrial structures. The extremely uneven distribution of industrial capacity is examined in light of its role in determining the near- and longer-term economic prospects for the various republics and regions.  相似文献

在对区域经济空间极化相关文献研究综述的基础上,借鉴有关研究方法,遵循从过程到格局、机理,从整体到局部的研究思路,首先以人均GDP为测度指标,综合分析东北三省及其内部各区域经济差异与空间极化的过程与空间格局,接着以人均GDP的极化水平为应变量,以工业总产值、当年实际直接利用外资额、社会商品零售总额、全社会固定资产投资、全员劳动生产率和复合流量的极化水平为自变量,建立多元线性回归模型,分析区域经济空间极化的内在机理。结果表明:①区域经济发展存在空间极化现象,且整体呈现出南强北弱的态势;②哈长经济区和辽中南经济区已初步形成,其中哈长经济区处于明显的集聚阶段,而辽中南经济区扩散效应已开始发挥作用;③地区经济发展的位序排名及其变化表明区域经济发展中心逐步南移;④区域差异和空间极化总体变化趋势基本一致,呈现出先升后降,但总体水平呈上升的变化态势;⑤多元线性回归模型表明各动力因子的作用程度和作用趋势不尽相同,但工业总产值和全员劳动生产率是东北三省及其内部区域经济空间极化演变所共有的主导驱动因子,说明其区域经济发展是一个内生增长过程,并提出应强化市场体制转轨、国有企业改组改革、产业结构升级换代和政府政策的导向作用。  相似文献

This paper explores the concept of heritage as part of sustainable development planning. Heritage is taken to include both the cultural and natural spheres to incorporate people, activities, landscapes, monuments, landmarks, artefacts, and nature. Heritage planning then involves the sustainable development of the cultural and natural environment to prepare for its stewardship, research, and communication for the benefit of society. This perspective leads to broader questions on approaches to heritage planning where the cultural environment is considered specifically within sustainable development planning just as the natural environment is studied separately in specialised disciplines. The paper proposes that in developing resource‐management plans the effects of cultural resources on natural resources, and vice versa, must be integrated and addressed. Seoul, Korea, an historic metropolitan city that has gone through radical political and economic changes, is examined as a case study. It identifies how the city is integrating sustainability of the contextual association of the cultural and natural environment with promotion of economic growth.  相似文献
