This article sheds new light on the interrelation between Western European integration and the Cold War by unveiling and bringing under scrutiny the active role of the EEC in East–West relations. It argues that the EEC's pro-active Eastern policy was pivotal in loosening Cold War constraints in Europe and engendering instead a new kind of intra-European relations. Relations between the EEC and socialist bloc countries grew more intense and diversified, irrespective of the renewed superpower confrontation. Not only were détente and integration compatible, they actually reinforced each other, and the EEC proved to be a major and successful promoter of the overcoming of the Cold War in Europe.  相似文献

This essay reviews the burgeoning literature on Latin America’s distinctive variant of the Cold War since about 2000. First, it examines a watershed of recent collaborations between Latin American area specialists and foreign relations scholars, which has dramatically transformed Latin American Cold War Studies. Then, it focuses on two of the more fertile veins in that scholarship: first, the notion that the region’s Cold War should be placed in a broader historical context, which scholars are increasingly referring to as Latin America’s “long Cold War,” and second, the long Cold War’s multivalent cultural dimension. If study of the Latin American Cold War has become something of a growth industry in the last 15 years, its leading edge may well be efforts to tease out the complex, power-laden cultural processes, relationships, exchanges, and institutional forms that antedated and shaped Latin America’s Cold War proper (c. 1947 to the early 1990s), and had consequences beyond the conflict’s denouement.  相似文献

Considering the relations of two neighbouring countries with a difficult past and separated by ideological barriers, this article takes a look at the relations between Italy and Yugoslavia in a long perspective during the Cold War. The aim is to portray the development of relations from enmity after the Second World War to good neighbourly relations in Cold War Europe. Including new archival sources of Yugoslav origin, the article shows how mutual relations between Italy and Yugoslavia developed, considering the importance of economic factors, political ambitions, but also the impact of diplomatic agents and political leaders for cooperation on the Adriatic. Taking the international environment into account, the article shows that many developments leading to détente in Europe had indeed their precursors on the Adriatic. This makes the development of relations between Italy and Yugoslavia a success story during the Cold War which has hitherto not been thoroughly acknowledged in historiography.  相似文献

This article reveals how the Cold War impinged upon not just national, but local political considerations and became woven into communal narratives. It contributes to the examination of religion in the conflict, adds to the historiography of Britain and the Cold War, and provides a context by which British Cold War experience and responses can be assessed. With Northern Ireland’s political similarities to Great Britain, its consistency with European norms and its overlaps with popular sentiment in the United States, Northern Ireland offers a gauge to better understand the nature of anti-Communism in the Cold War’s first decade and offers an unexplored perspective on the conflict.  相似文献

This article examines the impact of the Cold War on the Italian political system. It compares the relations of the two main Italian parties - the DC and the PCI - with their external interlocutors and allies - the USA and the USSR - during the first decade of the Cold War. By doing so, the article rejects traditional interpretations of how post-Second World War international constraints limited Italy's sovereignty. It argues instead that the main Italian pro-western party, the Christian Democrats, deliberately opted for a policy of containment of American pressures. Such a policy was functional to the twin objectives of consolidating DC hegemony, and safeguarding Italy's new republican constitution.  相似文献

This article offers a critical assessment of Fred Halliday's theorization of the Cold War and, in particular, his attempt to offer a more global perspective on it through a greater focus on the role of developments emanating from the Third World as constitutive of the Cold War. The author argues that although Halliday's theorization of the Cold War as ‘inter‐systemic conflict’ is a major advance in our understanding of the Cold War—through the attention it pays to the causal linkages between capitalist development and imperialism, revolutionary transformations and superpower geopolitical confrontations—it fails, ultimately, to fulfil its potential as a theory of global Cold War. Halliday's temporalization of the Cold War and his insistence on the autonomy of the superpower arms race and strategic competition end up detaching developments in the Third World from the axis of superpower conflict and, consequently, suggests a residual Eurocentrism within his theory. The article begins by contextualizing the wider theorization of the Cold War and the (absence) place of the Third World in it. It then proceeds to assess critically Halliday's conceptualization of the Third World in the Cold War. The final section outlines an alternative theoretical framework for a theory of global Cold War that builds on elements of inter‐systemic conflict focused on how geopolitical confrontations involving the superpowers derived from the revolutionary consequences of uneven capitalist development.  相似文献

How is the Cold War understood in an expanding and diversifying historiographical field? Conceptual precision and specificity seem to be giving way to a looser understanding of the Cold War as an era that encompassed different although interconnected conflicts and transformations. Some scholars ask for specificity and consistency while current centrifugal trends point to multiple approaches and centres of interest. Diversity is galvanising the field, but historians need to (re)define their object of inquiry and strive for at least a minimum of conceptual clarity. In particular, we should aim at a broad cultural understanding of the Cold War, contextualise it in larger processes of historical change without confusing the two dimensions, and reassess relations between Europe and other Cold War contexts.  相似文献

Abstract

World War II has played a significant role in using “memory” in all kind of “memory politics” in Europe as well as in the USA. Using examples from Norway and the Soviet Union, later the Russian Republic, this article shows how successfully, but also how contradictorily, historical events can be used as memory politics. We will also see what “memory culture” and “memory policy” is predominant in circumpolar Norway and the Soviet Union/Russia after World War II. We are introduced to the concept of “memory agents”, the producers and directors of “memory politics”. The case is first and foremost the battle of Narvik in Norway in the spring of 1940. We also take a look at the circumpolar borderland between Norway and the Soviet Union during World War II, where the German “Gebirgsjäger” from the Narvik front regrouped and continued their assault on Soviet Union in Murmansk County from the summer of 1941. In what way were the war events useful in the post war era, and how could they directly affect Soviet–Norwegian relations during the Cold War? In addition we ask how memories contributed to the justification of different approaches to the foreign policy in both countries. Besides, the article demonstrates how the memory policy of World War II was affected after the end of the Cold War and the fall of the Soviet Union in Norway and Russia, respectively.  相似文献

The case of early German-Israeli relations offers unique insight into the dynamics of the German Cold War. This paper asserts that Cold War intelligence was essentially military intelligence. It provides a personal perspective on the UK Defence Intelligence Staff (DIS) and how Cold War intelligence was influenced by the experiences of individuals in the Second World War. It reviews little-studied aspects of the US–UK intelligence relationship, the NATO intelligence dimension, and the British Commanders'-in-Chief Mission to the Soviet Forces in (East) Germany (BRIXMIS), effectively legitimate spies in uniform. It concludes with some reflections on the changes the end of the Cold War brought to the work of the DIS.  相似文献

The link between the Cold War and decolonisation is tackled by using the uniqueness of the complex Congo crisis and its neo-colonial elements, with a focus on agents and specific policies rather than theories and general themes. The ‘real’ Cold War is essentially defined as that followed by Kennedy, with its priority in the early 1960s, among the Cold War’s many different constituent elements, taken to be the winning of newly independent African nations to the socio-economic values and hoped-for developmental benefits of Western capitalism. The importance of using soft power to defeat the ideology of communism, as opposed to containing the allegedly expansionist Soviet aims in Africa, is highlighted. Clear distinctions are made between the Kennedy administration and those of Eisenhower and Johnson. Interpretations of decolonisation using the Congo’s particular neo-colonial circumstances have been rare, and interpretations of decolonisation in the Congo also require some qualification. In particular the role of the colonial state and its ‘partnership’ with private European enterprises, established under King Leopold, had economic consequences for the Belgian decolonisation process. The importance of the role of financial capital, as opposed to business interests simply represented through trade and industry, is emphasised. The role of the UN and its secretary general is also highlighted but not by using inaccurate perceptions of Hammarskjöld’s neutral Cold War stance. The different positions taken by the Belgians, the British and the Americans, embodying conflict and cooperation in different forms, are analysed at different times with the important consequences of the Belgian refusal to comply with UN Security Council Resolutions highlighted. The need to limit the damage from that and from the neo-colonialism of secession is analysed. Exaggerating the causal consequences of Soviet actions and accusing Lumumba, despite evidence to the contrary, of being a communist or vehicle for Soviet influence was what brought the Cold War to the Congo. The British refusal to do more than decline to support openly the neo-colonialism in Katanga, particularly by supporting action likely to end secession, threatened to damage relations with the US. Such action, which could have led to more military action, would have contributed to the success of US policy in the ‘real’ Cold War but at the expense of those British investors who were the main financial backers of the Conservative party.  相似文献

This paper develops the framework of the “developmentalist passive revolution” to analyze the politics of water development during the Cold War. This framework is developed by drawing on Marxist geopolitics and critical water geography, and is offered as a way to facilitate comparative analysis of engineering and nationalism in the context of Cold War hydropolitics. The concrete historical engagements of the paper relate to the signing of The Indus Waters Treaty (IWT) of 1960 between Pakistan and India and the associated Indus Basin Plan to transform the Pakistani waterscape. What historical and geopolitical-economic conditions enabled the signing of the IWT? What legacies did the IWT have for state formation in Pakistan? Drawing on the negotiation records of the IWT, archival materials relating to Pakistani river development during the 1960s, and fieldwork conducted in Pakistan in 2012, this paper argues that Cold War hydropolitics are best analyzed through the cultural and economic interactions of asymmetrically empowered developmentalist state elites at multiple scales.  相似文献

Until recently, there has been little 'real' dialogue in Cold War studies between International Relations theorists and international historians. In many ways this is not surprising. For the most part, International Relations theorists took the Cold War as an immutable feature of the international system. Historians did indeed seek to explain the outbreak of the Cold War and the historic features that had given rise to American hegemony and Soviet opposition, but they did so primarily by concentrating largely on archival and related research with only limited attention given to the bigger issues of the Cold War world. However, as the article demonstrates, a dialogue between historians and theorists over some key aspects of the Cold War, such as the role of ideology, is now timely. The evolution of both a broader conception of International History, as well as the partial opening of communist archives and a range of new developments in International Relations, means that it is now possible to 'rethink' the Cold War using both history and International Relations theory.  相似文献

The paper focuses on the problematic relationship between Talmon's liberalism and Zionism. My argument is that Talmon's nationalism (Zionism included)—historicist, romantic, visionary—lived in permanent tension with his liberalism—empiricist, pluralist, pragmatic. His critique of totalitarian democracy, reflecting his British experience, emerged independently from his Zionism, grounded in Central European nationalism. The two represented different worlds. Talmon lived in both, serving as an ambassador in-between them, without ever bringing them together.

The essay's first section describes the political education of the young Jacob Talmon (née Flajszer) and the making of The Origins of Totalitarian Democracy. It demonstrates the independence of Talmon's Cold War liberal project from his Zionism. The second section places Talmon in the context of Cold War liberal discourse, showing how integral his critique of revolutionary politics was to contemporary liberalism. The third illustrates the tensions between Talmon's view of Jewish history and his liberalism, between his Zionism and his critique of revolutionary politics. Focusing on Talmon's analyses of nationalism, it highlights the ambiguity of his Zionism.  相似文献

During the central decades of the Cold War, China was Albania’s only ally. The aim of this article is to analyse how the Chinese Cultural Revolution affected Sino-Albanian relations. This article argues that the events in China threatened to undermine the Sino-Albanian alliance, because Albania did not endorse most of the Cultural Revolution’s policies, but supported it only for the sake of relations with China and the benefits received from this alliance. In a time when the Cultural Revolution caused enormous difficulties to the Chinese economy, Albania nonetheless received an increasing amount of aid. Based on recently released archives, this case study sheds light on this underexplored Cold War alliance and adds to our understanding of how the Cultural Revolution had implications beyond China’s borders.  相似文献

Religious faith was pivotal to the personal ideologies and radical political activism of the Reverends Alf Dickie and Frank Hartley, both of whom were prominent in the Australian peace movement from 1949 until the early seventies. This article examines Dickie's and Hartley's self‐identification as prophets in the context of the optimism of the post‐war era and its subsequent retreat as the Cold War altered the political climate. It examines how their post‐war political activism was framed by a devout faith in the existence of an objective “truth” with regard to the Cold War, a “truth” based on a self‐styled notion of the “Will of God”. Further, it argues that suffering was understood by these self‐declared prophets to be inherent to their mission and was thus embraced, when ostensibly visited upon them, as an affirmation of the righteousness of their cause. For Dickie and Hartley, an active association with the radical Left was a natural expression of God's Will.  相似文献
