Homelessness is a risk for growing numbers of immigrants. Largely as a result of low incomes, newcomers are more likely than the Canadian-born to spend over 50 percent of total household income on housing costs. Many newcomers suffer 'hidden homelessness'. They do not use shelters and other services, but share accommodation, couch-surf and rely on their social contacts for temporary and precarious housing. The adverse impact of low incomes on the housing experiences of Canadian newcomers is exacerbated in the outer suburbs of metropolitan areas where the supply of affordable housing is limited. This study explores the social backgrounds and housing experiences of immigrant households that are vulnerable to homelessness in outer suburbs through analysis of special tabulations from the 2001 census for York Region and interviews with representatives from local community organisations serving immigrant and low-income populations. The initial findings confirm that a high proportion of newcomers in York Region are at-risk of homelessness during the first 10 years of residence in Canada. Although renters are more vulnerable than homeowners, a substantial percentage of newcomers who are homeowners pay more than 30 percent of their total income on housing costs. The shortage of affordable rental housing in the outer suburbs exacerbates the impacts of low incomes, immigration status, household size and ethnoracial identities on immigrants' housing.  相似文献

In contrast to recent policies in the United States, immigration reform in Canada, during the past decade, has resulted in one of the most transformative periods in Canada’s immigration history. This article examines these changes, against the comparative backdrop of American inaction. These include changes affecting the three classes of legal permanent residents—economic, family, and refugee—as well as temporary foreign workers and foreign students. Canadian citizenship rules have also been refocused from citizenship as a “right” to citizenship as a “responsibility.” The article illustrates the advantages of the Canadian system, but cautions against overmanagement, centralization of decision-making power, and the loss of Canada’s welcoming reputation. The Canadian system, while not perfect, is efficient and should be able to successfully adjust to future problems that arise, provided that the Canadian public has sufficient input in policy decisions. Given a more complex and cumbersome US immigration policy system, comprehensive immigration reform is not likely to occur if partisanship prevails.  相似文献

More Americans now reside in Canada than at any time since the Vietnam War. This article documents and analyzes the migration, settlement, and identity of US-born residents in three Canadian cities. My work helps fill the gap in the scholarly literature on issues related to international migration at the Canadian–US borderlands. The article's overarching goal is to illustrate that transnationality, as exhibited by US immigrants in Canada, is far more complex than prior studies of transnational identity have indicated. Findings from this study indicate that transnational linkages and identities are geographically and temporally contingent and are, as such, a reflection of both time and place. My comparison of the shifting identities of American migrants who reside in three different metropolitan areas in Canada allows a more critical analysis of the ever-shifting terrain of transnational identities as they are expressed in different contexts. Data analyzed for this study were compiled from the Canadian census for the years 1961 through 2006, survey questionnaires, unstructured and structured interviews, and on-site field work.  相似文献

Immigrant integration is currently a prominent issue in virtually all contemporary democracies, but countries in which the historic population itself is deeply divided – particularly those with substate nations and multiple political identities – present some interesting questions where integration is concerned. The existence of multiple and potentially competing political identities may complicate the integration process, particularly if the central government and the substate nation promote different conceptions of citizenship and different nation‐building projects. What, then, are the implications of minority nationalism for immigrant integration? Are the added complexities a barrier to integration? Or do overlapping identities generate more points of contact between immigrants and their new home? This article addresses this question by probing immigrant and non‐immigrant ‘sense of belonging’ in Canada, both inside and outside Quebec. Data come from Statistics Canada's Ethnic Diversity Study. Our results suggest that competing nation‐building projects make the integration of newcomers more, rather than less, challenging.  相似文献

Access to adequate, affordable housing is an essential first step in the re-settlement process for immigrants and refugees. It is the basis from which newcomers look for jobs, language training and other services. Without such housing, newcomers may have limited security of tenure, compromised health, jeopardized education and employment opportunities and impaired social and family life. Refugees generally face the greatest challenges of all newcomers and find their housing choices constrained by many factors. This article presents the results of a study of refugee housing circumstances in Winnipeg. Key socio-economic, housing and neighbourhood characteristics important to successful re-settlement are documented and analyzed. The longitudinal nature of the study facilitates exploration of trajectories in a variety of indicators over time. The picture that emerges is one of the improving trajectories in many key indicators but also of very difficult circumstances that negatively affect the re-settlement process and the effective integration of refugee households. The article ends with suggestions for policy and program changes that would improve the housing circumstances of newly arrived refugee households.  相似文献

This paper investigates the conceptual overlaps between transnational return migration and immigration by drawing on a qualitative study of Mainland Chinese return migration from Canada. The paper argues that reframing return migration as a distinct type of immigration draws attention to the citizenship vulnerabilities experienced by “middling” returnees who are not privy to the preferential treatment given to highly skilled returnees. They come to be considered as “foreigners” in their homeland because they have naturalised elsewhere. The paper also explores the double diasporic identifications of Mainland Chinese returnees from Canada; it highlights the tensions and fissures manifested in secondary diasporas, particularly in light of China’s growing prominence in international business, foreign diplomacy and cultural exchanges. The paper suggests that social encounters that marginalise such migrants in Canada are reproduced in China. The returnees navigate such encounters by mobilising their transnational affiliations to different national contexts.  相似文献

The Canadian government recently launched initiatives to promote immigrant settlement outside of traditional gateway cities, in small towns and rural areas. These initiatives attempt to mitigate socio-economic impacts of population decline, and address barriers to successful integration in urban areas. Drawing on the geographies of hope, this paper examines how newcomers navigate hopes as they imagine rural resettlement in Ontario. Based on focus groups with immigrants (n = 50), the findings suggest that newcomers' imagined rural futures are a dynamic and mobile process, shaped by competing hopes for a stable life. Rural imaginaries can sometimes provide a generative space to realize hopes and develop new future aspirations, other times they can constrain hopes for intergenerational futures. We contend that newcomer hopes arise in moments of relocation uncertainty, shaped by competing visions, interests, and priorities at individual and collective scales. Newcomers' expectations of rural futures are always enlivened with a sense of optimism for what has not yet become, but are equally replete with angst and anxiety for the future. This article concludes that future geographic research on migration-hope-place interactions, particularly in the health subfield, should engage constructions, experiences, and enactments of hope that mediate relocations and the policies governing them.  相似文献

ABSTRACT

This article provides the most rigorous international history to date of Prime Minister Pierre Trudeau's 1983 peace initiative, one of Canada's major foreign policy ventures of the Cold War, examining both Trudeau's motives and the reception of his initiative among Canada's allies. Drawing on newly declassified sources in Canada, it uncovers the two-track strategy behind this initiative, aiming to mobilise Western European leaders to exert pressure on the Reagan Administration on the one hand, while quietly urging European allies to call for a review of NATO strategy on the other. Based on previously unavailable archival materials from seven different countries, this article also reveals how the Canadian initiative was received by the world leaders Trudeau sought to win over. It reassesses the Canadian initiative, revealing that it borrowed heavily from existing proposals from other countries, and that NATO leaders viewed the initiative as a mere electoral ploy to help Trudeau win re-election rather than a serious project to ease East–West tensions. This article concludes that with this initiative Canada was not in fact playing the role of a ‘helpful fixer’ and that the initiative constituted part of a wider and understudied trend in government responses to the ‘Second Cold War’.  相似文献

The forum includes a research paper, preceded by a brief introduction and followed by five short responses from Pablo Mendez, Loretta Lees, Margaret Walton-Roberts, Ilse Helbrecht, and Alison Mountz. Mountz's introduction sets the context for the paper and makes some framing remarks on David Ley's career. The main paper examines the housing question in Vancouver, in the period from 1972 to 2017. Re-examining a number of Ley's research projects over this period, three broader themes are explored: the continuity of the housing crisis, and its reconfiguration over the period under study; the contrast between innovative and interventionist housing policy in the 1970s, with the later withdrawal of the state from significant intervention while endorsing market solutions; and the new centrality of housing as an empirical and analytical category in current human geography. This period saw upscaling from the 1970s welfare state to neoliberal globalization, including wealth immigration and off-shore property investment that accelerated serious metropolitan affordability problems. Following this research paper, colleagues and former students respond to the paper and locate the contributions in David Ley's broader career. Their commentaries address Ley's key contributions to debates in human geography, including his work on gentrification, urbanism, urban activism, global migration, art, aesthetics, and ethnography.  相似文献

This article contributes to an emergent body of research that explores African immigrant women’s experiences in Western destination countries. Foregrounding these immigrant women’s voices in this research, we aim to better understand the challenges they grapple with as newcomers to Canada. Specifically, our study sought to explore the stressors they faced within and outside the family and how these stressors mediate their transition and integration into Canadian society. We conducted, audio-recorded, transcribed verbatim, and thematically analyzed two focus groups with twenty African immigrant women in Alberta, a Western province among Canada’s ten provinces. Three main themes emerged from our study: (1) Participants felt ill prepared to face the challenges of starting life anew in Canada, which included in particular navigating changes in economic wellbeing and gender roles; (2) Participants experienced a lack of community support, which was reflected in both mental/emotional health and parenting issues; and (3) Participants expressed frustration with the manner in which Canadian socio-legal systems manage immigrants’ family issues. Our findings underscore the need to actively engage African immigrant women and men in the development of policies and practices that mediate their everyday lives in Canada. Such policies and practices should consider the changing gender relations, cultural knowledge, and informal support channels within African immigrant communities.  相似文献

This article questions the transformative potential of women and gender studies classrooms through a discussion of student experiences of privilege and oppression in these spaces. Using in-depth interviews with 22 undergraduate students from two contrasting Canadian universities, this article explores how women and gender studies classrooms function as heterotopias or ‘other places’ – sites that challenge ‘regular’ places outside of the academy. Critically analyzing student experiences illustrates to how the intersections of space/location, power, and identities inform notions of privilege and oppression within these classrooms. Analysis of the participants' reflections points to how it is through these ‘other places’ that students are able to recognize identities that were once unknown to them, become conscious of their embodiments via feelings of worry and discomfort, and question their sense of place in the classroom. It is because of these findings that this research functions as a call to instructors regarding the need to prioritize student experiences, so as to be able to critically reflect upon the social and academic significance of women and gender studies classrooms.  相似文献

This article considers the international ramifications of the Canadian Rebellions of 1837, in particular their impact on US politics and policy-making as well as on the state of the international border. The Rebellions and the ensuing border raids led to the deployment of US and British forces in the borderlands, not in pursuit of war but in the interest of peace. Ignoring popular agitation in the Canadian colonies and in border states, the British and US governments expressed their commitment to peace and recognised that continued friendly relations required further assertion of central state authority on both sides of the boundary line. Thus, the events of 1837–42 mark an important advance in the development of national security and national sovereignty in North America. This paper expands upon purely national depictions of the Canadian Rebellions and integrates international developments by utilising a borderlands approach and traditional diplomatic history.  相似文献

Abstract

This article offers a brief overview of the development of francophone feminist geography in Canada. We begin by situating the review geographically, in order to explain our focus on francophone feminist geography produced in Québec. We then discuss the origins of feminist francophone geography in the 1980s, highlighting the central role of the student reading group, the Collectif de lecture sur l’espace et les femmes, that was formed during that period at l’Université Laval. Tracing the research trajectories of feminist geographical research since then, we argue that feminist geography has become more diverse, but ironically less visible. We conclude by highlighting the central role that graduate and undergraduate students play in pushing forward a feminist geography agenda as they demonstrate the importance of feminist politics era through their research and activism.  相似文献

The article is a critical review of the literature investigating the impact suburbanization has had since the mid-20th century on the downtowns of Canadian mid-size cities and the strategies deployed to revitalize these districts. It demonstrates that large city downtowns are more likely than their mid-size city counterparts to enjoy conditions favourable to their success, hence the need to devise revitalization efforts tailored to the reality of mid-size city downtowns. The article identifies revitalization strategies adopted over the last decades, which mostly failed to reverse the decline affecting these downtowns. It then concentrates on the present, and likely enduring, revitalization model, which emphasizes hospitality, recreation, culture, services, and walkability. The article refines the understanding of the differences between mid-size and large city downtowns by concentrating on their specific dynamics and explores future revitalization options for mid-size city downtowns. It discusses the present and likely enduring absence of alternatives to the present revitalization model and highlights its equity downsides as it challenges the downtown low-income resident living environment.  相似文献

Visual media have long been instrumental in the production of international borders as sites of spectacle. Such projects involve careful delineations of who may enter and under what conditions. In Canada, this representation often centres on a dialectical relationship between a welcoming and generous, multicultural nation and a threatening foreign immigrant Other. We adopt a visual content analysis approach to examine Border Security: Canada's Front Line, a documentary series produced for the National Geographic Channel that follows the daily activities of Canadian border security agents. Because this series is sponsored by the Canadian Border Patrol Agency, it provides an ideal case with which to interrogate the State's agenda in representing home, Other and risk. Given previous scholarship on the dialectical representation of Other and Canadian multiculturalism, we expected to find similar juxtapositions on Border Security. Rather, our analysis reveals a carefully managed representation of colour and nation-blindness that supports a construction of Canada in opposition to the United States.  相似文献

The successful integration of immigrants into a new society is based on their attainment of several basic needs, including access to adequate, suitable and affordable housing. While this has long been a concern in Canadian cities, such as Vancouver, Toronto, and Montréal, it is also increasingly an issue in growing mid-sized cities such as Kelowna, in the interior of British Columbia. While Kelowna's real estate market is one of the most expensive in the country, there is little published data or literature on the housing experiences of immigrants in the city. This study examines the housing experiences and stresses of a small group of immigrants in Kelowna's rental housing market. This study uses data from five focus groups with 34 new immigrants and 20 interviews with key informants, conducted in Kelowna in summer 2008. The evidence indicates that for this group of immigrant newcomers, the housing search process in Kelowna's rental housing market met with significant barriers in locating affordable rental housing. Of these barriers, the most commonly cited were: (a) high housing costs; (b) lack of reliable housing information, including lack of access to organizations that provide housing help (government or not); and (c) prejudice by landlords based on the immigrants' ethnic and racial background.
This study points to the need for more comparative studies on the housing experiences of immigrants in mid-sized cities in Canada to better understand which groups of immigrants are more successful than others in finding affordable housing in these mid-sized cities, and why.  相似文献

The Longitudinal Survey of Immigrants to Canada (LSIC) is used to investigate the participation of immigrants in Canada's housing market during the first four years of the settlement process, beginning in 2000–2001. The analysis focuses on the changing rate of homeownership, crowding and affordability. Special attention is given to differences between landing classes and population groups (especially visible minority groups). In general, the housing situation of LSIC survey respondents improved remarkably over the years covered by the survey. This is registered in a much higher rate of homeownership in the third wave of the survey (at four years after landing) compared with the first (six months after landing). Similarly, the ratio of survey respondents spending more than 30 percent of their total family income on housing dropped dramatically, as did the percentage living in crowded conditions. In other words, at least according to the measures explored here, LSIC suggests that the proportion of immigrants in precarious housing situations drops significantly in the early settlement period. This positive outcome is not universally shared, however, and certain groups—notably refugees, and immigrants of black and MiddleEastern background—see much less improvement in their circumstances than the average survey respondent.  相似文献

Shortly following Canada's controversial adoption of nuclear weapon roles in NORAD and NATO in 1963, the focus of nuclear debates shifted to the potential impact on Canadian and international security of the construction of US anti-ballistic missile (ABM) systems. This article expands the focus of scholarship on the ABM issue from the political and policy-making settings to include members of the attentive elite and the news media, and finds these groups deeply divided between liberal and conservative internationalists. On the one hand, supporters of liberal internationalism believed that AMB systems would destabilise the international security environment and ultimately increase the likelihood of nuclear war. Conservative internationalists took the opposite position, arguing that the systems represented a necessary addition to the Western nuclear deterrent and would make nuclear war less likely. In other words, the ABM debate exposed deep divisions in Canadian society between those who preferred diplomatic and multilateral versus military means of achieving middle power goals in the international system.  相似文献

This article compares the emergence of a policy of multiculturalism in Canada and Australia between the 1960s and 1970s. It charts the rise of the policy in the two countries through the adoption of a philosophy of multiculturalism as the basis of their national identities. There is a distinction between philosophy and policy: a multicultural policy emerged out of a philosophy of multiculturalism. Furthermore, a philosophy of multiculturalism replaced the ‘new nationalism’ as the foundation of the national identities of both English‐speaking Canada and Australia. The abandonment of the White Canada and White Australia policies and the adoption of non‐discriminatory immigration policies in both countries were also of importance in the emergence of a policy of multiculturalism. There are many similarities in the Canadian and Australian experiences. However, the major differences are explained by the presence of the French‐Canadians in Canada and the early non‐British migration that Canada received in the late‐nineteenth century compared with Australia.  相似文献

ABSTRACT

Because of France’s unique role in Quebec’s international relations, any study of Quebec’s emergence on the international scene necessarily involves an analysis of this relationship. This article proposes an examination of Canada–France–Quebec relations in the decades following de Gaulle’s resignation in 1969. Several scholars focus on France’s implicit support for Quebec independence, considering that to be the essential ingredient of their “special relationship,” whereas I demonstrate that the foregoing interpretation overlooks the fact that France began to withdraw from the Canadian internal debate soon after de Gaulle’s resignation. During the last forty years, France’s abstention from interfering in Canadian internal affairs enabled both the flourishing of Quebec diplomacy and the deepening of the France–Quebec relationship.  相似文献
