Canadian policymakers promote walking to meet several goals related to transportation demand management, public health, and economic welfare. However, unequal pedestrian outcomes stubbornly persist across Canadian society. Recent debates at the intersection of social inclusion and transportation policy underscore the responsibility of stakeholders to address such inequalities and promote social engagement among excluded groups in planning procedures and their outcomes. Pedestrian plans are rare opportunities to strategize across the disparate stakeholders impacting walkable spaces—private developers, transit, parks and recreation—yet the social inclusion measures of pedestrian plans remain understudied in Canada and elsewhere. We examine pedestrian plans from 27 municipalities across the country using a social inclusion framework with participation and policy criteria. Results include that Canadian pedestrian plans fall short in promoting social inclusion with infrequent opportunities for collaborative contributions by the public; lacklustre outreach to socially‐excluded stakeholder representatives; and oversight of socioeconomic groups among accountable policies. We discuss recommendations to augment social inclusion in plan development such that socially‐excluded groups can more substantially benefit from accessible and safe walkable spaces conducive to personal well‐being and engagement with society.  相似文献

This research examines geographical accessibility to primary care providers (PCPs) across urban and rural areas of Southwestern Ontario and examines variations in the distribution of PCPs in relation to the senior population (aged 65 years and older). Information about PCP practices was provided by the HealthForceOntario Marketing and Recruitment Agency. Population data were obtained from the 2016 Census of Canada. To calculate scores for accessibility to PCPs (i.e., PCPs/10,000 population), we applied the enhanced 2-step floating catchment area method with distance decay effect within a global service catchment of 30-minute drive time. A geospatial mapping approach revealed disparities in the distribution of PCPs with a pattern of higher spatial accessibility in or around major urban areas in Southwestern Ontario. Comparative analyses were performed in association with the seniors’ population to identify how accessibility scores were mismatched with the population needs. The outcome of this study will assist researchers and health service planners to better understand the distribution of existing PCPs to address inequalities, particularly in rural areas.  相似文献

Segregation of visible minorities has persisted throughout time in Toronto. In examining these concentrations, the literature has been heavily focused on the notion that visible minorities are choosing to live in proximity to their respective ethno-racial groups and that these are spaces of aspiration rather than marginalization in Canada. This paper raises questions about the assertion of “self-segregation” by emphasizing affordability constraints on residential choices that are often rooted in discrimination in the labour market. Census data from 2016 and an adopted neighbourhood classification scheme were used to understand the spatial patterning of visible minorities in the Toronto census metropolitan area and highlight differences in the socio-economic characteristics of visible minority dominant and white dominant census tracts. The findings invite the inference that economic opportunities play a critical role in the residential choices of visible minorities and raise concerns about the quality of life in visible minority neighbourhoods. This research contributes to our understanding of how social inequalities have impacted the socio-spatial organization of the city of Toronto.  相似文献

This paper contends that unfree Indigenous student labour at residential schools was a key—and underappreciated—component of settler colonialism in Canada. Colonial administration and the churches attempted to “civilize” and assimilate Indigenous people—and prepare the frontier for white settlers—through residential schooling. Labour, in accordance with Euro-Canadian gender norms, was expected to usher Brandon Industrial Institute (later Brandon Residential School) students from the “backwardness” of traditional lifeways to the industriousness and assimilation necessary for their roles in the serving classes of modern society. I use archival sources—newspapers, unpublished reports, Department of Indian Affairs documents, and United Church correspondence and photographs—and employ a version of Norman et al.'s “settler-colonial grid of recognizability” to examine student labour. This paper argues that the Department of Indian Affairs and church officials at Brandon Residential School sought to make Indigenous youth “legible” under the settler-colonial grid of recognizability through agricultural and manual work for boys and domestic labour for girls, both of which ensured the school's financial viability. I propose that this under-explored aspect of settler colonialism could be understood through three main themes—imperial settler-humanitarianism, the logic of containment, and productive bodies—that are traced across the lifetime of the school.  相似文献

Abstract

The publication of many of the original returns of the 1851 Census of Religious Worship opens up new potentialities for research, especially when these are studied alongside other sources that illuminate variegated local patterns of religious activity. In 1851, in Yorkshire nearly two thirds of places of worship had been built or opened in the preceding half century, producing a religious climate that was highly competitive and pluralistic. The Census reveals the decline of Quakerism, the rapid growth of Roman Catholicism, and the partial recovery of the Church of England. Methodism was already entrenched almost everywhere in Yorkshire — in rural as well as urban areas — although the Wesleyan schism of 1850 led to significant short-term disruption in some districts. Case studies of the subdistricts of Huddersfield, Grassington and Easingwold illustrate the highly varied nature of local developments, contingent on factors of geography and personality. It is argued that the Census provides evidence of rechristianization, quite as much as secularization, and that long-term decline in English religious practice should neither be predated nor perceived as inevitable.  相似文献

The historiography of the United States in the xviiith and beginning of the xixth centuries stresses the key role of market development in the economic growth of the area. Various historical schools argue over the role of moral or household economic attitudes, and over the rhythm and extent of market integration. But because of the peculiar chronology of the economic development of the United States, compared to Great-Britain, it has long been assumed that this market integration, more than any technological progress, has been at the root of the industrial revolution and of industrial capitalism. The concept of market, however, has never been itself criticized and historicized. This paper offers a historically relevant modelization of merchant activity, and offers some hypotheses on the transition from this model to industrial capitalism.  相似文献

Environmental stewardship—a concept that describes the relationships between humans and the environment—is gaining increased attention as an approach that can address planetary sustainability issues. In-depth empirical investigations of local environmental stewardship are needed to understand how social-ecological context influences stewardship, as well as the arrangement of conceptual elements in applied settings. This study addresses these needs by conducting an in-depth exploration of environmental stewardship in the Niagara Region of Canada. A single embedded case study design is employed, with environmental stewardship initiatives constituting the individual units of analysis with the case. Analysis of the spatial arrangement of a total of 89 initiatives indicated that initiatives tended to cluster closer to the Niagara River and in more populous municipalities. The significance of collaboration, tensions between the environment and economic development, and concerns about political impacts emerged as themes across contextual factors. The configuration of stewardship elements reveals interesting discrepancies between initiatives and previous stewardship research focused on larger scales, individuals, and organizations. Further analysis is encouraged to illuminate environmental stewardship in other settings as well as advance relational understanding of conceptual elements.  相似文献

Commuting is defined as journeys to work or study that cross the administrative boundaries of minor civil divisions. This poses problems in the statistical analysis of some metropolitan areas, such as Baku, where large suburban territories are administratively under the jurisdiction of the central city government. Time series on commuting exist for trips from rural to urban areas, and help distinguish oblasts and major economic regions of varying levels of rural population mobility. This mobility is highest around large cities that exert a strong pull (Moscow, Leningrad, Kiev, Minsk, Khar'kov, L'vov). Rural population mobility is low in Siberia and Kazakhstan, which have a sparse network of industrial centers and low rural population density, and in Central Asia, where the indigenous population is distinguished by low social mobility. Census data for commuting in 1970 yield a typology of cities in terms of the character of commuting. Commuting distances and means of transportation are analyzed for different city size classes.  相似文献

ABSTRACT

Many rural regions in Europe used to be characterized by weak economic performance and negative population development. While in a long-term perspective this is not any more valid for large parts of Western Europe, a number of rural regions face persistent population decline. By analysing the case of Austria, where approximately one-third of rural areas have experienced such negative population change over the past decades, this paper will examine the impact on economic performance, income levels and well-being patterns. Addressing the crucial and persistent obstacles to positive population trends, new theoretical approaches and perspectives are discussed for overcoming limitations in development. Future approaches for regional development have to go beyond strategies for targeting economic growth, but have to address issues of local participation, social innovation and establishing trust as preconditions to effectively impact well-being dimensions. Such a mobilization effort would be the result of a comprehensive social transition process which would foster an altered narrative for these rural regions compared to the current and predominant focus on compensation and growth policies. Despite strong interlinkages with other regions and actors, the needs of local people would be central and both would be a cornerstone for social innovation.  相似文献

The Indigenous population in Canada totals approximately 1.6 million individuals, representing about 5% of the total population. The off-reserve Indigenous population represents the fastest growing segment of the Indigenous population, with over 50% living in urban settings. Despite the size of the off-reserve population, research on the health of Indigenous peoples tends to remain focused on reserve-based populations. The purpose of this paper is to contribute to a better understanding of health and social determinants of health among off-reserve Indigenous peoples in Canada. Using data from the 1991 and 2012 Aboriginal Peoples Surveys this paper examines changes in health status and the social determinants of health over a 20-year time span. Results show a decline in health care use and self-reported health status in the period between 1991 and 2012. The results may be related to urbanization, aging, and increased prevalence of some chronic conditions. The findings may also be tied to barriers to achieving adequate off-reserve health care—jurisdictional disputes, disjointed program coverage, systemic racism, and a lack of equity-oriented health services. There remains a pressing need for Indigenous and non-Indigenous governments, researchers, and policymakers to build new relationships that bridge these gaps in health and access to timely care.  相似文献

Whilst workplace mobility (i.e., working from a variety of locations) has become an area of study in its own right, and has increasingly gained media attention, little is known about how prevalent or novel it is. In this paper we use Census place of work data to obtain insights into the prevalence and growth of this phenomenon in Canada's ten largest Census Metropolitan Areas (CMAs). These data do not capture all dimensions of workplace mobility, but are the best currently available to assess it population-wide. We show that workplace mobility has increased modestly since 1996, and that it is particularly prevalent in sectors such as construction, and amongst less qualified workers. Knowledge workers, to the extent they are mobile, tend to work from home. These results do not capture fine-grained mobility within the working day (which may indeed be increasing), but demonstrate that these finer grained mobilities have not fundamentally impacted the types of workplace that jobs are attached to.  相似文献

Shrinking cities have, by definition, lost population. Rightsizing is a strategic planning approach to mitigate the challenges of population loss by adjusting a municipality's services, amenities, or even footprint to fit a new demographic reality. While studies have documented the unacceptability and ineptitude of municipality-driven rightsizing, public school closures have proliferated and quietly become a noteworthy material manifestation of population change. However, as public schools are widely considered to be a foundational component of community cohesion, identity, and prosperity, it begs the question of whether their closure may accelerate the decline feedback mechanisms already present in many shrinking cities. Our study examines public school closures in Ontario, Canada, from 2011 to 2016 to determine the relationship between municipal population trajectories and size and public school closures, and to explore the prevalence of school closures and the community context in shrinking Ontario municipalities. We find that public school closures occurred disproportionately in shrinking and smaller municipalities. Furthermore, public school closure prevalence is associated with low income, low ethnoracial diversity, and low educational attainment.  相似文献

Levels of child malnutrition in India have fallen only slowly during the 1990s, despite significant economic growth and considerable expenditure on the Integrated Child Development Services (ICDS) programme, of which the major component is supplementary feeding for malnourished children. To begin to unravel this puzzle, this article assesses the programme's placement and its outcomes, using NFHS data from 1992 and 1998. The authors find that programme placement is clearly regressive across states. The states with the greatest need for the programme — the poor Northern states which account for nearly half of India's population and which suffer from high levels of child malnutrition — have the lowest programme coverage and the lowest budgetary allocations from the central government. Programme placement within states is more progressive: poorer and larger villages have a higher probability of having an ICDS centre, as do those with other development programmes or community associations. In terms of outcomes, the authors find little evidence of programme impact on child nutrition status in villages with ICDS centres.  相似文献

Two economic geographers analyze the unprecedented growth of China’s information and communication technology (ICT) industry over the past decade (2000–2010)—an industry increasingly important as a new engine powering exports and providing infrastructure and services critical to sustaining economic growth. Using agglomeration and inequality indices including the Herfindahl and the Gini, the authors show that the geographic concentration of ICT activities has decreased over time, in tandem with a decline in their regional inequality; however, a new ICT development index (IDI) designed for this study reveals a significant and persistent gap in ICT development between the country’s advancing and lagging provinces. The paper also explores a range of factors contributing to “leapfrog” ICT growth in some provinces, as well as the challenges likely to be faced by the industry in the future. The spatial spread of the female child deficit in India has been explored in terms of hot spots (with high deficits) and cold spots (with more female-favourable child sex ratios). It has been argued, using the Census of India data from individual censuses, that there is a contagion effect for both hot spots and cold spots. This paper takes this discussion forward by asking whether such an effect can be seen across censuses. To do so, it develops the concept of an epicentre to see whether a hot or cold spot in one census spreads shock waves across a wider region in later censuses. The longitudinal analysis of child sex ratios over three censuses—1991, 2001 and 2011—shows that the hot spots are epicentres for the spread of female child deficits, while the cold spots display a reverse effect.  相似文献

ABSTRACT

Deindustrialisation contributes to significant transformations for local communities, including rising unemployment, poverty and urban decay. Following the ‘creative city’ phenomenon in cultural policy, deindustrialising cities across the globe have increasingly turned to arts, culture and heritage as strategies for economic diversification and urban renewal. This article considers the potential role that popular music heritage might play in revitalising cities grappling with industrial decline. Specifically, we outline how a ‘cultural justice approach’ can be used within critical heritage studies to assess the benefits and drawbacks of such heritage initiatives. Reflecting on examples from three deindustrialising cities – Wollongong, Australia; Detroit, USA; and Birmingham, UK – we analyse how popular music heritage can produce cultural justice outcomes in three key ways: practices of collection, preservation and archiving; curation, storytelling and heritage interpretation; and mobilising communities for collective action.  相似文献

Indonesia's rapidly growing mega-urban regions of Jabodetabek (Jakarta Extended Metropolitan Region), Bandung and Surabaya each have a large and socio-economically heterogeneous population. The 2000 Census presents evidence that substantial spatial and socio-economic inequalities in under-five mortality risk exist in these mega-urban regions. Differences in patterns of birth attendant utilization likely contribute to these inequalities. Multilevel multinomial logistic regression of data primarily from the National Socio-economic Survey (SUSENAS) reveals that use of a skilled birth attendant is highly associated with mother's education. Highly skilled assistance is more related to the enabling factor of household expenditure quintile. The findings provide evidence for efforts to help reduce inequalities in early age mortality risk through improved access to trained birth assistance, in addition to other interventions.  相似文献

Recent claims of 21st century global convergence and the ‘rise of the South’ suggest a profound and ongoing redrawing of the global map of development and inequality. This article synthesizes shifting geographies of development across economic, social and environmental dimensions, and considers their implications for the ‘where’ of development. Some convergence in aggregate development indicators for the global North and South during this century challenge, now more than ever, the North–South binary underlying international development. Yet convergence claims do not adequately capture change in a world where development inequalities are profound. Between‐country inequalities remain vast, while within‐country inequalities are growing in many cases. Particular attention is given here to exploring the implications of such shifting geographies, and what those mean for the spatial nomenclature and reference of development. This article concludes by arguing for the need, now more than ever, to go beyond international development considered as rich North/poor South, and to move towards a more holistic global development — where the global South remains a key, although not exclusive, focus.  相似文献

This study uses GIS and spatial modelling to relate voting outcomes at the 2001 federal election for polling booths across Australia with the socio‐economic characteristics of polling booth catchment areas. The data and analysis used are more detailed and comprehensive than previous studies. It is conducted at a fine level of spatial disaggregation across the whole nation to examine voting outcomes for both major and minor political parties. Because the aim of the paper is to distinguish voting outcomes between political parties rather than to predict voting outcomes for particular political parties, a discriminant analysis is used rather than regression analysis. The statistical discriminant analysis identifies two main socio‐economic dimensions that are able to predict polling booth outcomes with a relatively high degree of accuracy. That analysis shows how, at the 2001 federal election, the middle ground, in terms of socio‐economic characteristics, was being claimed by the Liberal Party, Country Liberal Party, The Greens, and, to a lesser extent, by the Australian Labor Party. However, the Australian Democrats, National Party and One Nation had more distinctive constituencies, with the National Party and One Nation Party competing for areas with similar socio‐economic characteristics. Using GIS mapping tools, examples of actual and predicted polling booth voting outcomes are given, along with selected socio‐economic characteristics of booth catchments.  相似文献

Previous environmental equity studies have examined the spatial distribution of aircraft noise across cities. Their findings show that, in several cities, visible minorities and low-income populations are most affected by aircraft noise. In contrast, one study concludes that well-off populations are the most affected. These contradictory findings support the use of a comparative approach for several cities. The aim of this study is twofold. First, we want to identify if there are groups in the population that are in a situation of inequity to aircraft noise exposure in Toronto, Montréal, Vancouver, and Calgary. Then, we want to check if the exposure to the aircraft noise of the different groups varies significantly from one metropolis to another. We use the recommended noise exposure contour maps in Canada: the Noise Exposure Forecasts. Next, four variables are extracted from the 2016 Statistics Canada census at a fine-scale level (dissemination areas): that is, the percentages of low-income, visible minorities, 0- to 15-year-old, and 65-year-old and over populations. The results of a mixed effects logistic regression model show that environmental inequities in terms of exposure to aircraft noise for the four population groups are not consistent from city to city.  相似文献
