Abstract

This work examines the way in which the British, Greek and Turkish Governments established a peacekeeping force, the Joint Truce Force, in Cyprus in December 1963 and how the United Kingdom, aided by the United States, subsequently handled the creation of a replacement international peacekeeping force. Although the United Kingdom did everything in its power to keep peacekeeping efforts under its own control for as long as possible, when this was no longer feasible it tried to create a NATO-based peacekeeping force. This was opposed by the (Greek Cypriot) Government of Cyprus which favoured a United Nations peacekeeping force. Given the tensions between the British Government and the Government of Cyprus over which of these two international bodies should be responsible for peacekeeping it is strange that the United Kingdom never took seriously Greek Cypriot calls to have the Commonwealth considered as an alternative to the other two. This work examines these processes and analyses why the United Kingdom favoured NATO, opposed the UN and to all intents and purposes ignored the Commonwealth.  相似文献

This article examines Australia's long-held doubts about Britain's willingness and ability to maintain a significant military presence in Southeast Asia, where Australia's main strategic interests lay. The article argues that Australian concerns long predated the Wilson government's attempt to disengage from east of Suez in the mid-1960s. In doing so, it shows that the Menzies government had since the mid-1950s become increasingly concerned about Britain's resolve and capacity to station substantial forces in the region. In illustrating the extent to which policy-makers in Canberra became suspicious of British long-term strategic aims in Southeast Asia, this article reveals some interesting aspects of the changing nature of Anglo-Australian relations in the post-war period.  相似文献

This article re-evaluates the ideology and significance of Britain’s first self-proclaimed fascist party, the British Fascisti (BF) between 1923 and 1926. It challenges the dominant scholarly perception of BF ideology as a virulent form of conservatism or ‘Conservatism with Knobs On’ by demonstrating that they represent a hybrid movement consisting of both domestic conservative and continental fascist ideas. Thus, the chief purpose of this article is to demonstrate the dynamics of what scholars refer to as ‘fascistisation’ – the adoption and re-contextualisation of fascist features by non-fascist political movements and regimes. The BF’s ideology represents an, at times, contradictory attempt to replicate the Italian Fascist movement and repackage it for a British audience – they were a ‘fascistized’ right-wing pressure group seeking a new, authoritarian state. Abstract notions of the ‘success’ of Mussolini’s fascist experiment in stemming a Bolshevik revolution and his achievements in bringing order and a new sense of patriotism were re-adapted to the British context. These ideas were manacled to British conservative ideas of Christianity, anti-Socialism and imperialism typically associated with Edwardian Die Hards. Ultimately, the BF’s ideology will be proved to be far more complex than scholars have been prepared to acknowledge during a period in which fascism was ill-defined.  相似文献

This article explores the use made of Christianity during the Second World War and the dilemmas created for the Allies by Stalin's religious record. It is particularly concerned with the way in which Christianity appeared for a while to become a bridge between East and West, with the explicit promise of continued post-war co-operation. However, in the immediate aftermath of the war, Anglo-American policies in particular switched from using Christianity to rehabilitate the adverse image of the Soviet regime to what had been the inter-war policy of using religion to demonise it. Inter-war demonisation held up the Soviet Union as a model not to be emulated. Post-war demonisation pointed to the Soviet Union as an expansionist threat bent on world domination. The article examines Stalin's responses, and Allied perceptions of those responses, to the changes in Western religious policy and propaganda from the Second World War to the emergence of the cold war. The article seeks to show how both sides used religion for political purposes, but that in the final analysis Western reluctance to relinquish what was perhaps its most emotive means of indicting and containing Communism meant that Christianity, instead of becoming a bridge, became a divisive factor that contributed to both the onset of the cold war and public acceptance of it.  相似文献

This article argues that the failed-state phenomenon is not unique to the post-cold war era, nor is it uniquely threatening in comparison with other historical periods. The article contends that state failure is not primarily a failure of formal institutions of governance but a subjective condition defined by the great powers. ‘Bringing international politics back in’ is essential to a clear understanding of the issue for an emerging multipolar international system of the twenty-first century. The article draws on classical realist and critical constructivist perspectives to define state failure before developing a theoretical framework to reconceptualise the issue in a historical and international systemic context. Interpretations of state failure are based on the interplay of contingent transnational threats with the distribution of capabilities in the international system, the pattern of order in the international society, and the sensitivity of the domestic polities of leading actors to risk. The article draws some implications of this for the coming decades of the twenty-first century.  相似文献

The Mulla Mustafa revolt of 1943–45 threatened to undermine the authority of the already vulnerable Iraqi government. In formulating a response, both the Iraqi prime minister and the British embassy wanted to prevent Kurdish nationalists from appropriating the revolt for their own ends. Sir Kinahan Cornwallis, the British Ambassador to Iraq, called for a ‘New Deal’ for the Kurds, encouraging development and investment in Kurdish areas as a means of drawing them under the control of central government authority. Iraqi Minister Majid Mustafa offered similar suggestions for infrastructure projects. In this instance, British and Iraqi priorities aligned and both hoped that reform would appease the Kurds and strengthen the Iraqi state. Britain's Kurdish policy during the Second World War demonstrates the continuing tension, dating back to the Mandate period, between its commitment to a united Iraq and the paternalistic sense of responsibility for the Kurds felt by many of its officials, in particular, the political advisers posted in the northern provinces. Despite British and Iraqi attempts to dismiss the Mulla Mustafa revolt as an ‘isolated tribal uprising’, it has entered the Kurdish narrative as a transformative moment in the Iraqi Kurdish national movement.  相似文献

Over the past 10 years, South Korea has chosen inconsistent strategies with respect to the US–South Korea alliance. On the one hand, Seoul disagreed with Washington about the extended role of United States Forces Korea and the deployment of US missile defence systems in East Asia. On the other hand, these problems ironically coincided with South Korea's strong support for the USA in operations in Afghanistan and Iraq. What explains the inconsistency of South Korea's alliance policies? Major schools of thought in international relations have offered explanations, but their analyses are deficient and indeterminate. This article looks at the South Korea–China–North Korea triangle as a new approach to explaining the puzzling behaviour of South Korea. The model shows that South Korea's alliance policies are driven by two causal variables. First, North Korea is an impelling force for South Korea to remain as a strong US alliance partner. This encourages Seoul to maintain cooperation with Washington in wide-ranging alliance tasks. Second, South Korea's policies are likely to reflect the way the nation perceives how useful China is in taming North Korea. The perceived usefulness of China causes Seoul to accommodate China and decrease cooperation with the USA. This might strain the relationship with the USA should South Korea evade alliance missions that might run contrary to China's security interests.  相似文献

This article examines the creation of Gunung Leuser Wildlife Reserve in the highlands of Aceh, Indonesia within the context of the Dutch-Aceh War in the early twentieth century, arguing that conservation was used as a form of counter-insurgency. While the agendas of the colonial military and conservationists diverged at times, they overlapped in their goals to secure Leuser from resident communities, whom they viewed as a threat to colonial order and the ecologies of the region. This article draws together the discourses of militarized conservation with their material implications. It does so by examining the nexus of military and conservation discourses, the historical context of park creation, and the processes by which colonial actors stole rights to land and created new laws and regulations dictating the people's relationships with and access to land. Scholars have shown that conservation discourses continue to normalize human rights abuses, Indigenous dispossession and displacement, and deadly violence against local peoples. These discursive tactics frame expertise and responsibility as residing in the hands of white elites who are tasked with saving imperiled environments from the people who depend on them for subsistence. I suggest that the military and conservation agendas were both operating within overlapping, constructed frameworks of crisis and emergency that constituted the resident communities as anti-environmental subjects. Discourses of environmental crisis in Leuser held a power that justified militarization while concealing the violence from international constituencies at a historical moment when an ideology of Western responsibility for threatened species around the world was growing. Moreover, the history of Leuser as viewed through the analytical framework of militarized conservation helps us rethink the history of Aceh. Through this framework, it becomes evident that the Dutch-Aceh War did not end in 1913, as many historians suggest, but instead continued throughout the colonial period.  相似文献
