Keweenaw National Historical Park (hereafter KNHP) is one of a periodically growing list of partnership parks developed in response to changing ideals of what the National Park Service ought to preserve and interpret. Established in 1992, KNHP and some other newer parks are intended by Congress to be public–private partnerships. This paper illuminates how KNHP stakeholders used information vacuums to intensify competing narratives regarding landscapes in a partnership park. Ethnographic fieldwork illustrates that stakeholders’ competing narratives complicate KNHP's management. Furthermore, this case study highlights the need for historic preservation professionals to build trust and to communicate effectively with all stakeholders in communities with historic preservation programs. Within a social group, insiders’ knowledge construction guides ideas of landscape aesthetics.  相似文献

Aboriginal involvement in the management of parks was conceived as a means by which Aboriginal and conservationist interests could be reconciled. Participation in the management of parks increases Aboriginal control over land deemed to be of conservation value. Involvement in the management of parks as a means of empowering Aborigines is examined through a case study of Mootwingee National Park, in far western NSW. The management history of the park reveals that Aboriginal involvement has been facilitated by a policy commitment to consultation. Participation premised only on policy provisions has resulted in Aboriginal interests being underestimated or ignored. Aborigines will truly be empowered if their involvement is based on Aboriginal ownership of parks and a formal commitment to joint management.  相似文献

中英两国国情迥异,但两国的国家公园均以自然保护、旅游与社区可持续发展为管理目标。本文以中国九寨沟和英国新森林国家公园为例,构建了由12个客观指标和12个主观指标组成的国家公园旅游可持续性评价指标体系,通过专家咨询和均方差法计算指标权值,用加权指标综合评价方法对案例地旅游可持续性进行了评价。评价结果表明,九寨沟旅游发展具有潜在的可持续性;而新森林国家公园则具有潜在的不可持续性。论文最后从两国国家公园管理体制和模式差异对评价结果进行了解释。  相似文献

Canadian national parks are well‐known for protecting natural areas dedicated to ‘the benefit and the enjoyment of the Canadian people’. The history of national parks illustrates the evolution of a concept of nature from functional conservation, such as tourism, to an environmental conception, based on ecosystem protection and biodiversity preservation. Banff, Waterton Lakes and Wood Buffalo National Parks in Alberta, and Kootenay National Park in British Columbia (four of the fourteen parks established before 1930, the year the National Parks Act was passed) have been chosen for this study in order to understand how national parks have dealt with local communities since the beginning of the national park movement, and how these relationships have changed during the last forty years. Inclusion of local communities and collaborative management processes have been well developed in northern Canadian parks since the mid‐eighties. These practices have been considered successful in this region, but the situation is very different in the southern parks, especially those that were created before 1930. However, things have changed since Aboriginal culture and rights have been recognized in judgements rendered by the Supreme Court of Canada and by the Canadian Constitution. In the four parks chosen for this study, involvement of local communities and the development of their participation have been slow. Round tables and participation in the creation of interpretation sites and exhibits of Aboriginal history can be considered a step toward further cooperation.  相似文献

The American Civic Association, an urban, elite organization based in Harrisburg, Pennsylvania, and Washington DC, provided a major impetus to the creation of the National Park Service in 1916. The association had actively involved itself with national parks for nearly a decade before 1916 despite the fact that most members lived far from the national parks in the West. This article argues that the concern of the American Civic Association for national parks sprang from its conviction that parks comprised vehicles for reforming society. They dismissed the differences in scale between national and urban parks as irrelevant to the ability of parks to affect society. All properly organized parks offered means to improve America. They characterized the reformed society that would follow on the heels of a national park system as healthy, wealthy, equal and patriotic, the same qualities that they attributed to a post-urban park society. The significance of the national parks for the American Civic Association, therefore, came from the presumed ability of these parks, like all parks, to foster a better America.  相似文献

Since the Rio Conference of 1992, which declared the conservation of biodiversity and the creation of national parks to be priorities, resettlements resulting from conservation projects in Central Africa have been on the increase, as people living inside protected areas are relocated. Hardly any of these resettlements have been successful. There has been resistance to moving in the first place, and even returns to former villages inside the national parks. Resettlement is still the most common way to deal with people who happen to live in African national parks, but the risks which arise from these resettlements have led some scientists to rethink their position. This article focuses on the Congo River Basin. It reviews the only ‘official’ relocation programme in the region (Korup National Park, Cameroon) and evaluates different approaches of national parks in Equatorial Guinea, Cameroon, Central African Republic, Congo (Brazzaville) and Gabon. The author uses the Impoverishment Risk and Reconstruction model introduced by Cernea to evaluate the risks faced by the resettled populations, and to elaborate some social and environmental guidelines to mitigate them.  相似文献

Platt National Park, Oklahoma, was the smallest national park in the United States until it was combined with an adjacent, reservoir-centered recreation site in 1976 to form Chickasaw National Recreation Area. Set aside as Sulphur Springs Reservation by agreement with the Chickasaw Indians in 1902 and designated a national park in 1906, Platt is the only American national park to be demoted since World War II. The story of Platt's creation and demotion reflects the changing mission of the National Park Service (NPS), shifting images of nature and recreation among the American public, and broader social forces that frame park purposes. What started as local boosterism of hydrotherapy in cold mineral springs grew into one of America's most visited national parks by the 1920s. Despite its popularity, Platt lacked both scenic grandeur and political influence; it did not fit prevailing images of wild nature among NPS bureaucrats and the urban elite who formed the core of the environmental movement; it was too small, too humanized, and too ordinary. As images of people embedded in nature have gained wider acceptance in recent decades, would this small, geographically distinctive, and culturally rich “park of the people” have met a similar fate today?  相似文献

The rise of oral history is a new trend in historical studies in China that began in the late twentieth century. This promising tendency has so far achieved important results in two areas: theoretical exploration and oral interviews. This article proposes the theory of oral history’s four realities and three curtains and by so doing preliminarily clarifies the relations among historical memories, historical narratives, and the authenticity of oral history. These theories represent the current understanding of the discipline of contemporary Chinese history in regard to the core questions of oral history. Oral history in China has currently reached a new phase of self-conscious disciplinary construction and has the following tentative plans: to strengthen the study of basic theories and methods of oral history; to intensify the training of talented scholars and to establish a professional group of oral historians; to promote the general implementation of oral history projects; to create new oral history websites and academic journals, and to prepare for the establishment of oral history archives in China.  相似文献

The development of science parks constitutes an interesting example of policy to enhance the technology-based development of a region. These parks, it is argued, contribute to fostering technological innovation and transfer and stimulating the growth of high-level economic activities. This article examines the role that science parks play in the promotion of regional development with particular reference to one of Sweden's most successful science parks, the Mjärdevi Science Park. During the 1990s, Mjärdevi was recognized as one of Northern Europe's most rapidly growing science parks, and it has an enviable record with respect to the launching of local, new technology-based firms. This article traces the historical events related to the creation of Mjärdevi Science Park that have influenced its technological and industrial development. It then outlines the park's path of development and subsequently addresses key factors affecting the growth dynamics of the park.  相似文献

This article compares and contrasts the approaches of the NewDeal Federal Writers' Project and the Columbia Oral HistoryProgram in an effort to reconsider the paradoxical history oforal history research in the United States and its relationshipto how many oral historians today look at their work and thehistory of their field. As it turns out, the theoretical andsocial concerns of the FWP projects are closer to current theoreticalconcerns of oral historians than the work Allan Nevins conductedin the early years of the Columbia project. The article alsoshows how awareness of the history of the intellectual and culturalcurrents that affect oral history projects in general, and theFWP's work in particular—interviews with former slaves,tenant farmers, industrial workers, and members of ethnic minorities—canhelp us analyze and use those materials. It argues that an awarenessof continuity and discontinuity in the history of oral historymakes it possible for today's oral historians to have a productivedialogue with their predecessors in the field.  相似文献

The Robinson House site is situated within the Manassas National Battlefield Park in northern Virginia. The original Robinson House was constructed in the 1840s and was occupied until 1936 by the same free African-American family. The National Park Service recognizes and interprets the Robinson House since it was part of the Civil War battlefield landscape during the First and Second Battles of Manassas. The original house went through a series of structural additions and alterations in the late 1800s and early 1900s. The house stood until 1993 when arsonists burned it, causing 60% damage to the structure. Today, the east chimney and the stone foundations remain. Amidst the many Civil War monuments at the battlefield park the interpretation of a century of occupation by the Robinson family through the remaining foundations adds meaning and depth to the area's local history. The Robinson House remains symbolize an African-American family's way of life as well as their struggle to survive during Reconstruction and the Jim Crow era. The foundations and site are a steadfast symbol of African-American cultural persistence that has prevailed for over 100 years on a battlefield landscape.  相似文献

In 2000 Scotland finally introduced legislation to enable the establishment of its first national parks, 50 years after England and Wales. This paper considers interpretations of this event and reflects on the importance of national parks to nation‐building. Grounded within a framework which holds landscape to be an important signifier of national identity, these issues are explored through a case study of the Cairngorms National Park. This study found that it was the ‘nation‐building’ agenda which was a key factor in securing the unanimous support of the Scottish Parliament for the National Parks Act (2000) but that this agenda hid competing definitions of what shape Scotland's landscapes should be. This suggests that the National Parks Act appealed as a form of institutional, as opposed to cultural, nation‐building.  相似文献

Great Smoky Mountains National Park was created in 1934 after decades of popular activism. The National Park Service initially planned to restore wildness to all formerly settled lands through the process of secondary succession, but did not in a valley in the northwest corner of the park, Cades Cove. Transforming the 1200-ha agricultural setting into forest would have eliminated the visual charm highly prized by the tourists who had long come there. Additionally, experts promoted the preservation of Cades Cove's historic–cultural landscape because they falsely perceived the local culture to be a relic of the past. The Park Service acceded, but its commitment to historic preservation was tempered by a concern to minimize its expenses. Consequently, an agricultural permit system was adopted in 1945, which allowed modern farmers to operate on the historic landscape, keeping it open. This cheap method kept open the beautiful vistas of Cades Cove. Unfortunately, the agency's commitment to beauty and economy led to decades of ecological degradation, including water pollution and species extirpation. Only in the last two decades, has park management moved away from its focus on a low-cost, attractive landscape to embrace one that is also ecologically healthy, and thus more sustainable.  相似文献

Abstract

The Department of the Interior has a major role in coordinating the national archeological programs of the United States. This function is generally vested in the National Park Service, which reports to the Assistant Secretary for Fish and Wildlife and Parks, who of course reports to the Secretary of the Interior. Mr. Ric Davidge, a native of Alaska and a leading authority on land management, was appointed early in the Reagan administration as special assistant to Mr. Ray Arnett, Assistant Secretary for Fish and Wildlife and Parks, and given responsibilities to oversee a variety of historic preservation activities within the Department. On April 15, 1982, he represented the Department in a symposium entitled “These Changing Times: the Federal Response to Cultural Resource Management”, sponsored by the Coordinating Council of National Archaeological Societies and chaired by Hester Davis, Coordinator of the Coordinating Council. Although Mr. Davidge was unable to be present in the flesh, he provided a paper, which Ms. Davis read on his behalf. He has graciously given his permission to publish it here, I have requested and received two comments on his paper, one from Hester Davis, the other from Dr. Janet Friedman, an archeologist who for several years has overseen the Department of Agriculture's historic preservation programs. In spite of recent arguments that significant changes are occurring in the United States Department of Agriculture's Forest Service, to date little empirical evidence exists demonstrating that this is indeed the case and whether these presumed changes are impacting upon substantive policy outcomes. Most of the current evidence available is from studies that have inferred change by measuring attitudinal change in Forest Service employees. None to date has examined changes in quantitative indicators of agency policy efforts or outcomes. In this article, we analyze trends in the budget requests of the Forest Service, the United States Department of Agriculture (USDA), and the Office of Management and Budget (OMB), and appropriations made by Congress, to ascertain whether priorities of these actors concerning the commodity and non-commodity programs of the National Forests have changed since the passage of the National Forest Management Act. The data reveal shifting priorities for the Forest Service, USDA, and OMB. However, although the shifts have been greater for the Forest Service than for the other two agencies, they have been significantly less than the shifts in congressional appropriations. This fact suggests that Congress is changing its view of how the Forest Service should manage its lands more quickly than the Forest Service is changing itself, and that, as some have argued, Congress has been an important external agent of change concerning the agency and its policies.  相似文献
