The 4th duke of Newcastle (1785–1851) is recognized as one of the most prominent peers with electoral influence in early-19th-century Britain. This essay considers the way in which he deployed that influence and the purposes to which it was turned. The essay explains why Newcastle became a leading symbol of the campaign for parliamentary reform and details the nature of his opposition to the bill which eventually became the ‘Great’ Reform Act of 1832. In some respects, Newcastle was an atypical electioneer, because he was less overtly concerned with the desire for office, patronage, or income. On the other hand, the methods by which that influence was deployed, and the anti-reform purposes to which it was turned, meant that he was inevitably numbered among the reactionary forces opposing political change in this period.  相似文献

This article seeks to establish that the 1892 general election marked a major change in the relative positions of the parties in the Unionist alliance. Not only did it reveal the limitations of the Liberal Unionist Party's strategy and appeal in an age of increasingly organised, mass politics, but it also acted as a brake on the ambitions of the new leader of the Liberal Unionists in the house of commons, Joseph Chamberlain. It argues that the Liberal Unionist Party suffered a more severe setback in 1892 than has been recognized hitherto and that Chamberlain's attempts to revive his party both before and after the general election were now prescribed by the reality of the political position in which the party now found itself. Rather than regarding the fluid political circumstances of the 1890s as the outcome of an emerging struggle between increasingly polarised ideologies, it seeks to reinforce the significance of local political circumstances and the efficacy of party management in the growing dominance of Lord Salisbury and Arthur Balfour and the Conservative central organisers.  相似文献

Benjamin Disraeli described Thomas Attwood as a ‘provincial banker labouring under a financial monomania’. The leader of the Birmingham Political Union, Attwood's Warwickshire accent and support for a paper currency were widely derided at Westminster. However, the themes of Attwood's brief parliamentary career were shared by the other men who represented Birmingham in the early‐ and mid‐Victorian period. None of these MPs were good party men, and this article illuminates the nature of party labels in the period. Furthermore, it adds a new dimension to the historical understanding of debates on monetary policy and shows how local political identities and traditions interacted with broader party identities. With the exception of Richard Spooner, who was a strong tory on religious and political matters, the currency men are best described as popular radicals, who consistently championed radical political reform and were among the few parliamentary supporters of the ‘People's Charter’. They opposed the new poor law and endorsed factory regulation, a progressive income tax, and religious liberty. Although hostile to the corn laws they believed that free trade without currency reform would depress prices, wages and employment. George Frederick Muntz's death in 1857 and his replacement by John Bright marked a watershed and the end of the influence of the ‘Birmingham school’. Bright appropriated Birmingham's radical tradition as he used the town as a base for his campaign for parliamentary reform. He emphasized Birmingham's contribution to the passing of the 1832 Reform Act but ignored the currency reformers' views on other matters, which had often been at loggerheads with the ‘Manchester school’ and economic liberalism.  相似文献

The late 18th and early 19th centuries represent a critical time for the emergence of modernity in western political life. Of particular interest is the confluence at that time of increased religious toleration with political reform. Research for an earlier study, Parliamentary Politics of a County and its Town: General Elections in Suffolk and Ipswich in the Eighteenth Century (Westport, 2002), led to an examination of Sir John Coxe Hippisley, MP (1747–1825). In many ways, his political career is an exemplar of the broader conflicts of contemporary English political life writ small. Set between 1790 and 1818, Hippisley's parliamentary career is fascinating, for while he was an active and precocious supporter of catholic emancipation, he represented Sudbury in Suffolk, a borough with a high proportion of protestant dissenters. His constituents found Hippisley's enthusiasm for catholic emancipation repugnant, but not so much so that they could not be convinced to continue to vote for him if the price was right. Consequently a constant and expensive wooing of his constituents marked his parliamentary career. On a national level, Hippisley's constant and public pursuit of catholic emancipation, coupled with his equally avid quest for preferment, led to a series of quixotic contradictions in his political behaviour. Hippisley and his political adventures thus represent a crucial development stage in the movement for religious freedom in England and the west, as well as providing an illuminating case study on the dynamics of local politics in the time leading up to the first great age of reform.  相似文献

This article presents an analysis of the political thought of Lord Hugh Cecil. It argues that in order to understand Cecil's thought it is necessary to emphasize the role of the constitution in his thinking. There are three reasons for this. First, his opposition to Chamberlain's tariff reform campaign was rooted in a view of the detrimental effects the policy would have on politics, evidence for which Cecil saw in the tactics used by the tariff reformers. Second, because his opposition to the Parliament Bill and to the home rule proposals, which lay behind the removal of the house of lords' veto, was similarly rooted in what he saw as the unconstitutional nature of these measures. Third, because Cecil was an active proponent of constitutional reforms that were designed to ensure that the second chamber could still exercise a restraining influence on government and so stand up for the interests of what he saw as the moderate majority of the people.  相似文献

This article analyses the international thought of the US sinologist and political advisor Owen Lattimore (1900–89). A well-known expert on China and the Far East, Lattimore was a ‘public intellectual’ and advisor to Chiang Kai-shek and Franklin D. Roosevelt. In 1950, after Senator Joseph McCarthy accused him of Soviet espionage, Lattimore's reputation was irrevocably damaged and his political thought forgotten. By assessing his visions of global democracy and geopolitics, this article claims Lattimore made insightful contributions to international thought. On the eve of the cold war, Lattimore's ideas of pluralistic democracy and tripolar world order offered an alternative vision of the post-war era, focusing on political participation and diversity. This article focuses on Lattimore's published writings in the 1940s, when, as political advisor and director of the Johns Hopkins’ Page School of International Relations, he sought to shift international attention from Europe to the Far East as the potential birthplace of a new version of post-colonial democracy. A fervent anti-imperialist, Lattimore crafted new political space for global democracy in a post-imperial age. His thoughtful discussion of participation, co-operation, democracy, knowledge, and pluralism make his vision of world order an interesting contribution to international thought in the twentieth century.  相似文献

It is a paradox that the Liberal Party's electoral defeat in 1841 attested to its underlying strength and vitality. This article focuses on the impact on party unity of the free trade measures advocated by the ministry in the months preceding its fall. The Liberal Party's bold electoral platform antagonised its protectionist MPs, a group previously overlooked in the historiography, but fell short of the demands of its radical wing for political reform. While all the ingredients for fragmentation existed, unity prevailed. Protestations of loyalty to the leadership could be heard from the mouths of Liberal MPs of all shades, from stalwart protectionists who coalesced around the ministry on traditional foreign policy grounds through to the most fervent radicals who celebrated its ‘new’ direction. Such findings of cohesion contradict accounts which have hitherto viewed the 1841 electoral defeat as evidence of the party's inchoateness. Indeed, this article shifts the historiographical narrative away from addressing why the Liberals lost to the more pertinent issue of why the losses suffered were not greater. In answering that question, both the sensitivity with which the financial agenda was presented by ministers and the flexibility of different sections of the Liberal Party in interpreting and presenting the free trade measures to the electorate are underlined. Above all, Lord John Russell is rehabilitated as a ‘popular’ leader and his importance in the development of the nascent Liberal Party is unearthed.  相似文献

An unresolved debate in Bentham scholarship concerns the question of the timing and circumstances which led to Bentham's ‘conversion’ to democracy, and thus to political radicalism. In the early stages of the French Revolution, Bentham composed material which appeared to justify equality of suffrage on utilitarian grounds, but there are differing interpretations concerning the extent and depth of Bentham's commitment to democracy at this time. The appearance of Rights, Representation, and Reform: Nonsense upon Stilts and other essays on the French Revolution, a new volume in The Collected Works of Jeremy Bentham, containing definitive texts of Bentham's writings at this crucial period, offers an opportunity to reassess this debate. First, Bentham's most radical proposals for political reform came not in the so-called ‘Essay on Representation’ composed in late 1788 and early 1789, as has traditionally been assumed, but in his ‘Projet of a Constitutional Code for France’ composed in the autumn of 1789, where he advocated universal adult (male and female) suffrage, subject to a literacy test. Second, it may be doubted if the very question as to whether Bentham was or was not a sincere convert to democracy is particularly helpful. Rather, it may be better to see Bentham as a ‘projector’ during this period of his life. Third, the nature of Bentham's radicalism was very different at this period from what it would become in the 1810s and 1820s, for instance in relation to his commitment to the traditional structures of the British Constitution. Having said that, his attitude to the British Constitution remained complex and ambivalent. At his most radical phase, in the autumn of 1789, he advocated wide-ranging measures of electoral reform while at the same time harbouring aspirations to be returned to Parliament for one of the Marquis of Lansdowne's pocket boroughs. To conclude, it was, arguably, the internal dynamic of Bentham's critical utilitarianism, rather than the events of the French Revolution, which was ultimately responsible for pushing him into a novel form of radical politics.  相似文献

This article examines the political history of the parliamentary borough of Ripon between the Great Reform Act of 1832 and the Second Reform Act of 1867. It challenges the notion that Ripon remained a ‘pocket borough’ during this era; rather, the Reform Act rendered Ripon's politics much more open, vibrant and participatory than they had been during the ‘unreformed’ era. In demonstrating this, the article calls into question the alleged prevalence of ‘pocket boroughs’ in the reformed era.  相似文献

With the increase in the electorate as the result of the Second and Third Reform Acts in the latter half of the 19th century came a corresponding increase in the importance of political parties. With this increase in the importance of party came the fear that the Burkean definition of the MP as a representative, owing his electorate his judgment as well as his industry would be replaced by a narrower conception of the MP as a delegate, returned to vote according to the dictates of party or ‘caucus’, subject to rejection by his party prior to an election, rather than the electorate as a whole at an election. This article examines the case of J.M. Maclean, Conservative MP for Cardiff 1895–1900, deselected by his constituency executive for his opposition to the Boer War, using it to shed light on the reaction of constituency parties in instances where MPs were felt to have overstepped the proper bounds of party discipline. The article concentrates on the relations between Maclean and his constituency party, crucial in Maclean's deselection. The limits of political dissent in time of war are examined, and the limitations placed by party on the freedom of action of individual MPs. In addition, the article gives glimpses of the tensions present in the Conservative‐Liberal Unionist coalition which governed Britain between 1895 and 1906, particularly on perceptions of the controversial figure of Joseph Chamberlain among Conservative back benchers.  相似文献

Henry W. Crosskey (1826–93), a late Victorian unitarian minister who served in Derby, Glasgow and Birmingham, is now best remembered for his involvement in Liberal politics and policy, especially education, as both an advocate and as a member of the Birmingham School Board. An eloquent preacher, he was also an important geologist, recognized both for his original research and for popularising the science and its impact on theology, and a revealing figure in the evolution of English unitarian thought. From his student days at Manchester College, Crosskey was a follower of his teacher, James Martineau, but, unlike Martineau, he advocated an active role for government, particularly local government, in promoting social well‐being. In the political crises of 1885–6, though differing from Gladstone on religious education, disestablishment, and home rule for Ireland, he was unable to follow Joseph Chamberlain, a member of his congregation, into alliance with the Conservative Party. His scientific convictions led to his emergence in later life as an admirer of the broad piety of the early unitarian theologian and scientist, Joseph Priestley, whose followers had warred with Martineau's disciples in the bitter mid century struggle between ‘Old’ and ‘New’ unitarianism, thus serving as a bridge between the two schools of interpretation. He is also an important reminder of the expanding demands, internal and external, of an urban pastorate in the later 19th century.  相似文献

An intriguing aspect of rural Australian politics has been the occasional capacity of one of the conservative parties to make sudden, substantial electoral gains at the other's expense. C.A. Hughes (1985:53) has suggested that, in order to understand Liberal‐National rivalry, we ought not dwell upon demographic variables but need undertake detailed electoral studies and draw out the importance of ‘the personalities and local popularity of candidates’. Such a micro‐level of political examination, he laments, is rarely attempted in Australia. Ours is a micro‐level study of the one‐time safe Liberal Victorian state seat of Warrnambool in which, in recent elections (1985 and 1988), the National Party has decisively wrested control. Certainly the local popularity of the National Party candidates contributed in no small way to the switch in conservative allegiance which has occurred in Warrnambool. However, contra Hughes, we also identify an important demographic explanatory variable in Catholicism.  相似文献

Thomas Hill Green (1836–82) has been widely recognized for his contributions to Liberal political‐social theory and for his Liberal partisanship. Historians and political theorists continue to emphasize his advocacy of limited state interference and democratic localism, as well as his anti‐imperialist statements. Recent scholars of English nationalism, national identity and patriotism, including Peter Mandler, Julia Stapleton, Krishan Kumar, H.S. Jones, Roberto Romani and Georgios Varouxakis, acknowledge Green as an acolyte of Giuseppe Mazzini, a Cobdenite and a Little Englander. While they place Green's ideas within a continuum of Victorian Liberal nationalist ideas (blending into Conservatism and socialism during the 20th century), their investigations foster the view that Green placed little value in the nation as a focus of individual and collective identification. In their readings of Green, the abstract ‘community’, free of national peculiarities, was to him the antidote to both individual and national narrowness. However, examination of Green's statements about community, the moral ideal and religion reveals that his theorising was informed by a view of national character different from that of most contemporary liberal intellectuals. Green rejected the ‘Liberal anglican’ view that a national church or clerisy was necessary to guide the development of the English nation. He identified ideas and practices of protestant dissenters as progressive forces in English history and endorsed them as means of national development. Religious pluralism and forms of ecclesiastical organisation promoting democratic localism were to Green among the essential characteristics of Englishness.  相似文献

Summary

This article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government (not merely his preference for parliamentarianism over presidentialism) and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe.  相似文献

Historians have often characterised 19th‐century Irish elections as insular, inward‐looking affairs. This article, however, offers a reconsideration of the role played by national and imperial events in Irish elections through a close analysis of the Portarlington contest of 1832. While acknowledging the importance of local concerns in the campaign, it argues that the Portarlington election cannot be understood in exclusively parochial terms. Candidates, voters, and opinion‐makers all situated the contest in national and imperial, as well as provincial, contexts, and they behaved as if larger political issues might affect the ultimate outcome of the campaign. An examination of the election suggests that the dichotomy between the local and the national, while analytically useful, can also be misleading: the Portarlington contest exhibited a complex interplay between local, national, and imperial affairs. This article concludes, consequently, that national and imperial issues were integrated into the structure of Irish politics after the Reform Act of 1832.  相似文献

Sir Oswald Mosley established his New Party in early 1931. It proposed to cut across the party and class divides, with the objective of providing a ‘national’ solution to the economic crisis of the time. According to Mosley, the ‘old parties’– meaning the Labour, Conservative and Liberal Parties – had revealed themselves unable to adapt to the post‐war age. In their place, he argued, a modern organisation, based on youth, vitality and a scientifically reasoned economic plan, was needed to save Britain from terminal decline. Few heeded his call, and the party ultimately paved the way for the British Union of Fascists to emerge in 1932. Nevertheless, the New Party fought the general election of 1931, offering an unsuccessful but suitably intriguing challenge to the National coalition and Labour Party. This article will assess the New Party's election campaign, concentrating on those who briefly rallied to Mosley's appeal only to fall foul of the ballot box. In other words, it provides a case study of those who contributed to a dramatic electoral failure, and traces a significant stage along Mosley's journey to fascism.  相似文献

ABSTRACT

After the failed Hundred Days Reform, Kang Youwei launched a propaganda campaign in the newspapers under his control. In addition to casting himself in a favorable light, the campaign served two other purposes: to justify his own fleeing from China and to solicit foreign intervention to free Emperor Guangxu from house arrest. Immediately following the bloody coup d’etat in 1898, Kang identified Empress-Dowager Cixi as the chief instigator of the tragedy. By 1899, he turned to blaming some of her “evil ministers” as well. A year later he accused both parties. After the founding of Baohuang hui (Chinese Empire Reform Association) in 1899, Kang’s overseas propaganda began to call for an armed rescue mission and for funds from the overseas Chinese communities for this purpose. The adjustments Kang made to his propaganda campaign were echoed by progressive newspapers published inside China. Together, they created a public opinion that forced the Qing government to proceed with the political reform.  相似文献

In 1903, Joseph Chamberlain launched a campaign aimed at the economic and political union of portions of the British empire behind a system of tariffs. The attack on Britain's 60‐year‐old system of free trade led to a polarising of opinion and sparked fierce controversy in the political sphere. It also shattered the unity of the Unionist Party, dividing it into three factions. One faction supported Chamberlain's policy, a second a more moderate policy proposed by party leader, Arthur Balfour, and a third – the smallest – the fiscal status quo. This article concerns this last faction, its motivations, actions and effectiveness. It argues that its concern with parliamentary alliances and methods, rather than the mass campaigns that were launched by its fellow opponents of Chamberlain, not only meant it was always bound to fail in its objectives, but made the problems of the Unionist Party far worse than they might otherwise have been. It concludes that the main reason why it failed to stop, or even delay Chamberlain's domination of the Unionist Party, not to mention suffering serious electoral losses, was largely due to its own incompetence in failing to grasp the new reality of mass politics and the need for new political approaches to deal with it.  相似文献
