In 2012 the UNESCO World Heritage Committee added to its World Heritage List the ‘Cultural Landscape of Bali Province: the subak system as a manifestation of the Tri Hita Karana Philosophy’. Barely a year later, UNESCO had become sufficiently concerned about reports of various problems that it advised the Government of Indonesia of these concerns. Through ethnographic study of the initial implementation of the listing, this article reveals problems of uncontrolled development, and disputes over the allocation of benefits to local communities, and challenges to effective governance. It focuses on two key locations of the site, offering an analysis of problems, their causes and effects. Beginning with the premise that the gulf of understanding between the global World Heritage system and local communities often creates a range of unintended consequences, this article reveals the many ‘awkward engagements’ that have emerged ‘on the ground’ in Bali as local agencies of government are left to their own devices to manage the World Heritage site. 相似文献

The production landscapes that once dominated the rural American West are being transformed into amenity landscapes intended largely for consumption by in-migrants and visitors. However, once people settle in the rural West, a newly realized amenity may be recognized: the region's relic cultural landscape. This paper builds upon a 2007 study that used resident-employed photography to assess the varying environmental perspectives of, and social interactions between, newcomers and long-established ranchers in a rural Colorado valley. Photographs taken by both lifelong ranchers and newer nonagricultural residents highlighted two relic landscapes in the valley: its cemetery and one-room schoolhouse. This study investigates these particular cultural landscapes, their histories, meanings, and what their futures in this region may hold, given the in-migration. Using archives, landscape interpretation, and interviews with key informants, this paper analyzes how newcomers may appropriate these relic landscapes and further develop them as cultural amenities in their new environment. Simultaneously, long-established ranchers may defend these landscapes of their own heritage against such co-optation. The interests of newcomers in these historic relics impacts how they are, and will continue to be, managed, possibly creating new opportunities for social interaction among these groups. 相似文献

This article focuses on the (ambiguous) relationships between nationalism and international regulation of historic buildings, namely, the activity of UNESCO in this field. It studies two different forms of UNESCO intervention: the creation of a list of world heritage sites of outstanding universal value, which includes several historic cities and buildings; and UNESCO Recommendations aimed at protecting historic urban landscape. The article shows that UNESCO seems to favour both political and cultural forms of nationalism and can significantly affect the nationalistic use of historic buildings and, more broadly, affect on the very idea of Nation and nationalism. 相似文献

The historic landscape of Orchha in Central India, once the capital of the Bundela Rajputs from 1531 to 1783 CE, was read as an oracle promising well-being and affording protection. Site readings and mappings of the landscape show that the built environment was visualized as a concrete embodiment of archetypal imagery of cosmic mountain and pillar, mandala and yantra, and sites of the epic Ramayana. Design strategies for envisioning, or reading this auspicious landscape, consisted of deliberate location and orientation of temples and palaces, interior surfaces as spaces of representation of narrative imagery, and spatial transposition. Today this visual structure is illegible due to abandonment, encroachment, and new development as a result of increasing number of pilgrims and tourists. Grounded speculation from site studies of the cultural landscape is proposed as the frame for reclaiming the lost heritage. Preserving view sheds and planning heritage trails will amplify the hidden visual structure of Orchha and suggest the reconciliation of myth and history. 相似文献

Aesthetic responses to landscape may be emotional, sensory, or experiential, or a combination; it is a difficult value to identify and assess. This paper considers changing perceptions of the aesthetic values of the Yarra Valley landscape using a heritage methodology that involves examining artistic, creative, and published sources accounting for a lengthy period of changing land use. Scenic quality mapping, where available, is used as a support, and extensive reference is made to Australian impressionist art. Artworks for Yarra Valley landscapes may be considered as being among the cultural heritage indicators of significance and there is a new aesthetic of land art in private venues for the visiting public. The paper also illustrates how aesthetic values have been more broadly recognised in the post‐World War II era and become the domain of planning authorities as well as artists. It is for regional planners to be aware of and maintain these aesthetic values in the landscape. 相似文献

A huge and continuously growing pit is about to divide the Swedish mining town of Malmberget into two halves. What once was the town centre is now a 200 metres deep hole, and private homes and key buildings like the old school and the church have had to be demolished or moved. The pit is a human imposed ‘landscape scar’ epitomising the town’s lost golden age of mining, its present situation of decline and uncertain future prospects – despite a recent recovery in the mining industry. Although the pit is decisively present in the local community, it is not articulated as significant, especially not from a heritage perspective. Why is this so? In this article, we examine the pit as a potential cultural tool for heritage processes, and find that it is indeed used by individuals in this respect, but not in collective memorialisation. We conclude that landscape scars definitely can constitute critical cultural tools, although they may not always need to be labelled as belonging to an ‘authorized heritage discourse’. Instead, the potential of the landscape scar is to enhance the amount and recognition of shared memories in the local community. 相似文献

A critical discussion of value typologies for heritage conservation and management is offered, from the perspective of objects and urban conservation, in light of a review of published literature on heritage values. It is suggested that value typologies are often designed and implemented without understanding the implicit consequences of the inclusion and omission of ‘values’. It is also suggested that typologies often fail to prompt the necessary questions to develop satisfactorily detailed understandings of heritage significance, resulting in decisions being based on implicit, rather than explicit, value assessments in practice. Mindful of the problems associated with ‘universalising’ context specific typologies, a broad framework for assessing and communicating significance is proposed. In order to encourage holistic approaches, the framework is designed to combat the false dichotomies of cultural/natural and tangible/intangible heritage; it is hoped this will make the framework widely applicable. Without downplaying the necessity of diverse participation in assessing significance, the framework is designed to identify aspects of weakness and preference in cases where adequate consultation is not possible. 相似文献

During the last decade, we have witnessed an increased interest in Ecosystem Services (ES), including the so-called ‘cultural ecosystem services’ and its subcategory of ‘cultural heritage’. In this article, a review of academic literature of ES and cultural heritage is carried out. ES has primarily been developed by scholars from the ecological and economic disciplines, and in this article, we discuss how this impacts the way in which cultural heritage is used and conceptualised in ES literature. Based on the conceptual review, we initiate a discussion of what the implications for cultural heritage management could be if the heritage sector adopts the rationales in the ES framework. 相似文献

UNESCO’s heritage policies are one of the most extensive global drivers of landscape and cultural transformation and investment. In response to complaints about Western and object-focussed bias in World Heritage, a push within UNESCO generated a new convention and a new category of heritage: intangible cultural heritage (ICH). Maligned by academic critics, it has nonetheless been an incredibly widespread program internationally with over 170 states signed up to its convention and subject to its obligations. This article provides an assessment of the geographical reach and impact of UNESCO’s ICH program, and, through a case study in Indonesia, analysis of its most successful (according to the Indonesian Directorate of Culture) program for the production of batik cloth. Through the case study, I assess the impact of the ICH policy in Indonesia at different levels and for different groups, the scales it has enabled, and its impact on historical batik landscapes. 相似文献

Intensified land use practices in the Nordic countries are increasing the need for more determined strategies in both natural and cultural conservation. The development of such management strategies requires an inter‐disciplinary approach to overcome the existing boundaries between research disciplines. The paper focuses on certain biological elements which should be taken into account in landscape management. These elements are discussed in different perspectives: temporal, spatial Nordic and European, and the close relationship between biological and historical landscape values is emphasised. Examples of changing evaluations over time and among different groups of people are given. In conclusion the paper stresses the need for a holistic approach to preserve the natural and cultural heritage and secure a long‐term utilisation of the landscape. 相似文献

This study examines the changing roles of heritage professionals by focusing on the participatory practices of intangible urban heritage. Developments towards democratisation in the heritage sector led to a growing expectation that heritage professionals would work with local publics. This democratisation is manifested in (1) the use of digital media for grassroots heritage practices, (2) the broader scope of what is defined as heritage, and (3) a focus on communities in UNESCO’s Convention for the Safeguarding of the Intangible Cultural Heritage. Heritage professionals are thus challenged to develop inclusive heritage practices, particularly in cities, which are characterised by a dynamic nature and cultural diversity. In this article, I analyse how urban heritage organisations and professionals have responded to these developments. Drawing on interviews and a qualitative content analysis of these organisations’ policy documents, I examine the ways in which heritage professionals reconsider their public role through what I define as networked practices of intangible heritage. This concept captures the networked structure in which heritage professionals increasingly work, and also demonstrates how heritage is given meaning through public practices that take place in both the physical and virtual realms of contemporary cities. 相似文献

Farm buildings that have become redundant due to agricultural change often find themselves in an area of conflict between conservation and further development. The Swiss Maiensäss, Alpine farms traditionally used at the intermediate altitude from spring to fall, are a prominent example of such a landscape element. The qualitative case study on which this paper is based focuses on different users’ perceptions of the Maiensäss and their development. Our results show that the Maiensäss are a particularly lively element in Swiss cultural heritage. These small farms are often reused and thus have to satisfy the needs of different resident and non‐resident users. Users attribute a multitude of meanings to the Maiensäss referring to both their present and past functions. For non‐residents the Maiensäss are mainly a symbol of shared roots and national identity which should be protected, whereas for residents they stand stands for the continuity of their local culture and creative possibilities. The main challenge regarding the management of redundant farm buildings seems to be to strike a balance between conservation and creative reuse. The recently introduced building regulations for these farms allow some scope for creative innovation and appear to be well accepted by users. This successful regulation measure might serve as a precursor for managing the development of other traditional landscapes. 相似文献

The Matobo Hills World Heritage Area in southern Zimbabwe is an acknowledged treasure trove of rock art sites. Despite a century of research and management, there remains much to be done to conserve these sites for future generations. Following a chronological approach, this paper reviews a century of research and conservation efforts, detailing various strategies and achievements by individuals, government agencies, and affiliated organisations. Zimbabwe’s recent economic collapse and ‘land reform’ programme had fundamental impacts on the appreciation and protection of the rock art sites by tourists, local communities, international organisations and government agencies, all of which are explored. The article ends with brief suggestions on how to potentially improve and expand the management of rock art in the Matobo Hills area. 相似文献
