Herbert Morrison's London Labour Party in the Interwar Years and the SPD: Problems of Transferring German Socialist Practices to Britain

Herbert Morrison's rebuilding of the London Labour Party (LLP) in the interwar years was consciously modelled on the organizational success of the German Social Democratic Party (SPD), which Morrison knew and admired from several visits before and after the First World War. The article discusses what aspects of the SPD's organization Morrison tried to transfer to the British capital and why his considerable success in transforming the LLP German-style had its limits. Morrison not only aimed to build an efficient electoral machine, but he also wanted to copy the SPD's vast cultural and educational associations, which catered for Social Democrats ‘from cradle to grave’. However, as the article suggests, differences in political culture between Britain and Germany impacted significantly on Morrison's efforts. A more developed and more vibrant mass culture as well as the greater gulf between labour movement culture and working-class culture in Britain undermined the successful transfer of German party-political models. Other factors, such as the different organization of party funding, the different organization of civil society in Britain and Germany and the lack of a federal tradition in Britain also help to explain the limited success of this instance of political transfer.

Re´sume´:?La reconstruction par Herbert Morrison du London Labour Party (LLP) durant l'entre-deux-guerres se modela sur le succès du parti social démocrate allemand (SPD), que Morrison connaissait et admirait depuis ses visites avant et après la première guerre mondiale. Cet article se penche sur ce que Morrison voulut transférer du SPD et sur les limites de ce transfert pourtant plutôt réussi dans la transformation du LLP à l'allemande. Morrison souhaitait créer une machine électorale puissante mais il voulait aussi copier les organisations culturelles du SPD qui entouraient les démocrates sociaux du berceau à la tombe. Cependant, comme l'article le suggère les différences dans la culture politique impactèrent sur les efforts de Morrison. Une culture populaire plus développée ainsi qu'un plus grand écart entre la culture populaire et le parti travailliste en Grande Bretagne s'opposaient au transfert des modèles allemands. De plus une organisation différente du financement du parti ainsi que l'organisation différente de la culture civique et l'absence de culture fédérale jouèrent pour limiter cet exemple de transfert politique.

Plantation Labour and Economie Crisis in Cameroon

The few existing studies on the response of labour to the economic crisis and structural adjustment in African countries tend to focus on the (oppositional) relations between the state and central labour organizations. They largely ignore the response of workers and unions at the workplace. This article describes how workers and unions in the tea estates of Cameroon have dealt with the economic crisis and structural adjustment. It shows that the workers have adopted various strategies to cope with the structural adjustment measures planned and implemented by the management in close co-operation with the state-controlled unions. Two striking facts to emerge from the analysis are that the majority of the estate workers have never completely abandoned their ‘traditional’ militancy, and that gender differences in the degree and modes of labour resistance tend to be slight.

MacDonald's Parties: The Labour Party and the 'Aristocratic Embrace', 1922-31

The article tests the claim that certain Labour MPs and ministersin the 1920s succumbed to an ‘aristocratic embrace’.It begins with a short account of debates in the early LabourParty over social mixing, which culminated in the 1924 disputeover the wearing of Court Dress by some Labour ministers. Theextent of ‘embrace’ is assessed through the examinationof who wore Court Dress (and why), who was offered and acceptedhonours, and of patterns of residence, income and wealth, andparticipation in London Society, measured by club membershipsand appearances in the Court & Social columns of The Times.The article concludes by examining the usefulness of the ideaof ‘aristocratic embrace’ in explaining the defectionof J.R. MacDonald and others from the Labour Party in 1931.     

从“第二党”到后备军:共产党与青年团早期关系的演变

中国共产党在自身组织之外,另设青年团独立存在,原意是为其臂助,发挥助手与后备军的作用。然而,党团双轨机制具体如何运作,在中国尚属首创,无先例可循,党团关系的确立颇为周折。由于中共与青年团成立早期的特殊历史背景和客观条件,青年团产生了第二党的倾向。实际运作过程中,党团之间常为争夺组织资源与政治资源,互不相让,时起纠纷。青年团重建后,中共干脆放弃青年团保持组织独立性这一传统,使青年团在政治与组织上完全从属于共产党。

Playing Both Sides Against the Middle: The Labour Party and the Wholesaling Industry 1919 1951

This article examines the Labour party's attitude towards thewholesaling industry. During the inter-war period wholesalers,‘middlemen’ as they were commonly called, occupiedthe position of bogeyman in much Labour party thinking and literature.As a result the Labour governments of the 1920s took actionsdesigned to achieve two ends: to improve the efficiency of fooddistribution, and to limit the power of middlemen to exploitboth ends of the food production chain, farmers and consumersalike. This ideological positioning of the middleman by Labour,and the reforms introduced under the MacDonald governments,stressed the need to establish farmers’ co-operativesand consumers’ protection agencies, and also emphasizedthe importance of other measures designed to boost efficiency.However, by the time of the Attlee governments the cornerstoneof the inter-war policy, the producer co-operative, had beenabandoned and the focus of debate shifted to various forms ofnationalization. This change of policy is examined in this article.Though post-war Labour manifestos pledged to nationalize sectionsof the wholesaling industry, and despite the fact that the partyunder Attlee discussed the nationalization of wholesaling atlength, the industry remained in private hands. An attempt tounderstand how and why the nationalization of wholesaling wasopposed within the party and shelved by the Attlee governmentsis central to this study.
