ABSTRACT

The tourism sector faces severe challenges due to the economic impacts from changing natural environments as seen with the increased frequency of natural disasters. Therefore, analyses of disaster impacts models are necessary for managing successful tourism recovery. Typically, disaster assessments are conducted on a countrywide level, which can lead to imbalanced recovery processes, and a distorted distribution of recovery financing or subsidies. We address the challenges of recovery using the tourism disaster management framework by Faulkner. To calculate precise damage assessments, we develop a micro-level assessment model to analyze and understand disaster impacts at the micro-level supporting tourism recovery in an affected destination. We examine economic consequences of a disaster at a small regional scale arguing recovery from a natural disaster is more difficult in individual areas because of differences in geographic location or infrastructure development. The island of Dominica is chosen as an example for the model using statistical data from the tourism sector to outline and detail the consequences of a disaster specifically for communities. The results highlight the importance of damage assessments on a small-scale level, such as communities in order to distinguish between individual regions facing severe changes for resident livelihoods and the local tourism sector. We argue that only after identifying regional impacts it is possible to apply adequate governmental subsidies and development strategies for a country's tourism sector and residents in a continuously changing environment in the hopes of mitigating future financial losses and future climate change impacts.  相似文献

As a major contributor to local economies, the tourism industry has been greatly impacted by natural disasters. This study demonstrates the association between tourism economies and impacts of hurricanes in the southeastern United States containing coastal national parks, known for attracting a large number of tourists and having experienced hurricanes. In keeping with two longitudinal data methods (i.e. panel logit model and autoregressive integrated moving average), this study focused on the relationship between the (1) duration, intensity, and damage of hurricanes; (2) existing climate conditions; and (3) tourism demand on park visitation during hurricane and tourism seasons. As a whole, the impacts of hurricanes and climate conditions (precipitation, temperature) were found to have a negative effect on tourism demands (park visitation). With regard to the response of tourism economies to natural disaster damage, parks that experienced stronger natural disasters may be closed for a longer period in order to reconstruct facilities or natural/cultural resources damaged by storms. In an attempt to improve tourism-based regional economies, overcome the challenge of natural disasters on tourism economies, and increase opportunities for establishing disaster management, it is necessary to make an effort to allay unexpected damage to tourism-based areas through proactive plans for disaster mitigation activities.  相似文献

One of the predominant issues on the agenda of diplomats and politicians is how to address the consequences of shifts in perception about threats to the environment and the actual short and long‐term characteristics and effects of environmental degradation. Another challenge is that such issues as climate change impact on many areas including trade, economic and fiscal policies, employment, transport, agriculture and regional development. Furthermore, decisions taken at a national level cannot be isolated from international concerns, as in the case of the Kyoto Protocol.

This article maps out some of the differences between Australia and the European Union in relation to the role of developing countries in tackling climate change, the use of market mechanisms to tackle environmental problems and the implementation of punitive compliance systems. We explore the challenges facing Australia and the EU in sustainable development, why the EU has a reputation as a leader in this field, how Australia has engaged the challenge and why the similarities in the approach of Australia and the EU are more striking than the differences.  相似文献

In light of the growing impact of natural disasters around the globe, the development of sustainable, community-based tourism today requires an understanding of the vulnerability, resilience, and adaptive capacity of communities to manage sudden change. These theories have developed differently over time, and each offers distinct insights and limitations. An analysis of the implications of these three perspectives provides an integrated framework of the time process, structure-agency, and essential meaning that enables an understanding of how communities respond to disasters through three dimensions: (1) sensitivity--stability, (2) maladaptive capacity-recovery, and (3) transformation. In addition, using the theories of vulnerability and resilience along with the adaptive cycle model of change over time, we can reinterpret the four phases of growth, conservation, release, and reorganization as a more logical way of thinking through fluctuation and comprehensiveness. The Shanmei community in Taiwan, following Typhoon Morakot in 2009, provides a case in point. We conducted qualitative research and employed literature reviews, an environmental investigation, observations, and in-depth interviews to gather data and information. The findings indicate that the perspective of exposure in the theory of vulnerability should consider the multiple spatial scale and distinguish socio-economic stability, recovery through social networks, and transformation as sustainable elements of this community-based tourism using the integrated framework of vulnerability and resilience. In the adaptive cycle model, the integration of vulnerability and resilience theory shows that in a tourism landscape in a mountainous area, the cycle between destruction and reproduction becomes more rapid.  相似文献

This article analyzes the indoor climate that creates risk of damages in naturally ventilated churches in the cold climate of Estonia. Indoor temperature and humidity were measured over a one-year period and the results were analyzed on the basis of damage functions: mold growth, risk of cracking and fracturing of wooden objects, and delamination of the gesso layer of panel paintings.

In unheated churches, one of the most dominant problems was very high relative humidity throughout the year, creating a high risk for mold and algae growth. Churches may need background heating to avoid freezing during a long cold winter that causes low surface temperatures of massive walls during the spring–summer period. It was found that mold risk was significantly lower in heated churches than in unheated or intermittently heated churches. The risk of mold growth was not decreased by the use of intermittent heating.

In heated churches, overheating (room temperature >+10ºC) causes a RH below 50% during cold periods, and the favorable period for irreversible response of panel paintings was significantly longer, so there is a higher risk that the gesso may crack or delaminate. From the point of view of the cracking and fracturing of wood, indoor climate conditions are in the safe range for most of the year.  相似文献

1814 is the ‘year of miracles’ in Norwegian history. The transition from Danish to Swedish rule was transformed into a union between a Norwegian kingdom and the Swedish one. Seen in a contemporary and regional perspective, the outcome of 1814 seems less of a Norwegian victory, but even less of a Danish tragedy or a Swedish triumph.

It was a geopolitical and geographical adjustment from one set of imagined ‘natural’ borders – in which Sweden/Finland were tied together by the Baltic Sea, and the Kattegat and the North Sea tied together the Danish composite state from the Danish islands and the Jutland peninsula to Norway and the North Atlantic islands – towards a new definition of ‘natural borders’, in which the Baltic and the Kattegat were the enemy areas. The Scandinavian state system became split between two peninsula states that turned their backs on one another.

Denmark was banished southwards; Sweden gravitated northwards. She was compensated with Norway in a twin union, explained as geographically ‘natural’, held together by the Scandinavian mountain range that had been nature’s own fortification wall for centuries.

The renegotiation processes of ‘natural’ borders in connection with the upheavals in 1814 shows the predominance of politics over nature in region formation. 1814 is, in the Scandinavian region-building history, a manifestation of the political changeability of constructed state borders.  相似文献

This article briefly discusses the seismic-resistant heritage of the 18th century, circumscribed in Lisbon’s Baixa Pombalina (post 1755) and case baraccate of Southern Italy (post 1783).

A comparison of these anti-seismic systems is discussed through the architectural principles and the mechanical behavior. It is shown that, despite the wide diversity of cases and the different geo-historical conditioning, both systems arise from an intuition of the compound seismic efficiency, the typical pragmatism of the enlightenment period and an interpretation of the classic composition code.

Two specific case studies, a private building in Baixa Pombalina (Lisbon) and the Bishop’s Palace of Mileto (Calabria region) are compared. We briefly analyze: (i) configuration and structural principles; (ii) characteristics of the materials; and (iii) seismic behavior.

A standardized spatial morphology closely linked to traditional construction techniques positively determines the seismic response and it is one of the key common factors in this heritage to be preserved.

In both cases, the architectural and structural choices are crucial to the seismic response of the building and must be respected as an identity of a specific technical knowledge. Moreover, this materiality represents a historical continuity of the community’s memory that requires transdisciplinary, critical understanding, and preservation.  相似文献

A new approach is developed for vulnerability analysis of monuments based on a matrix model and the relationships with static and structural factors, climatic conditions, air quality, urban planning and social agents for preventive conservation of cultural heritage in urban centers.

The objective is to provide tools for decision-makers in the current recession to allow them to prioritize strategies for cultural heritage preservation in a town, where territorial policies are applied and regions where restoration budget is distributed. This new tool allows to classify monuments in order to prioritize restoration and is useful in deeper analysis associated to risks assessment.

The degradation of building materials and structures is mainly due to deterioration caused by structural instability, weathering, pollution, and anthropogenic damage. The vulnerability approach of each monument (vulnerability indexes) was calculated, based on a Leopold matrix that depends on intrinsic variables and the life of the monuments. For the very first time, the influence of different deterioration agents has been balanced with a Delphi forecast based on architects’ opinions.

The result is a new pre-Artificial Intelligence tool that enables users to reproduce human reasoning to study relations between vulnerability factors, risk factors, and the historical parameters of the monuments.  相似文献
