The paper examines how the localization of multinationals can be linked to the globalization of local business networks, particularly whether domestic linkages with foreign subsidiaries can facilitate the internationalization of local suppliers. Detailed interviews were held with 16 suppliers and 8 foreign investors in both the Scottish oil-gas and electronics industries. The results highlight the importance to suppliers of 'piggy-backing' multinationals into new markets, but show its greater significance in the oil-gas industry. The paper concludes that piggy-backing is dependent on the strength and value of domestic links between suppliers and subsidiaries. Industry-specific factors determine the intensity of these linkages. The implications for such developments are being absorbed by planning and economic development policy-makers at regional and national levels, as supplier and investor development is increasingly being placed within a wider policy framework of cluster development.  相似文献

In this paper I examine the extent to which preferential trade agreements (PTAs) limit the Australian government's ability to use public procurement for local industry development ends. I do so not only by examining Australia's PTA obligations, but also by examining how other governments with similar obligations—such as Korea—are using public purchasing policies to promote local industrial advancement. I find that the PTA obligations of the Australian and Korean governments leave them both significant scope to use public purchasing strategically. Interestingly, however, Australian policymakers have been standing still in the room that remains, and even abandoning PTA-compliant procurement-linked development policies. South Korean policymakers on the other hand have been capitalising on every inch of space left open to them—and even experimenting with new forms of strategic public purchasing that nonetheless comply with their international obligations. I conclude by offering some suggestions as to how we might explain these countries’ radically different approaches to procurement policy, despite their very similar international obligations.  相似文献

In the development process of housing at a local level, several actors are involved. As a result, there is a need for coordination between the actors. The market can take care of this coordination. However, housing is generally considered to be, at least partly, the responsibility of the public sector. Leaving the development entirely to market forces is not an option for several reasons. But the other extreme, in which the public sector is entirely responsible for housing development is not considered a feasible option either. This paper investigates, using four case studies of housing development processes in different countries, what the role of the public sector, represented by the local planning authority, in such processes is, and how this can be put into effect. To that aim, the notion of 'induced cooperation' is introduced, as an approach for the local planning authority to pursue its housing and land use policy aims in an environment of mutual dependency.  相似文献

Solving conflictual environmental policy problems is increasingly falling under the purview of local governments and public agencies. Nonregulatory approaches, such as the development of voluntary environmental programs (VEPs), could offer a useful policy alternative as they often have greater political traction and flexibility. However, there has been little work examining the use of VEPs in the public sector. This article uses a new dataset from California to examine how political institutions affect decisions by local governments and public agencies to participate in a voluntary urban water conservation program and whether this program has improved the water conservation performance of its members. The results show that special district governments, private utilities, and water suppliers dependent on purchased water are more likely to participate in the program and to join early. However, urban water agencies that have joined the program have not reduced their per capita water use more than those that have not. These results underscore the influence of political institutions in public‐sector decision making and demonstrate that, as in the private sector, commitment to a VEP by local government and public agencies does not guarantee implementation or environmental improvements. While voluntary programs offer political and administrative advantages, in order for VEPs in the public sector to be effective they must be accompanied and supported by credible enforcement mechanisms, performance standards, and rigorous monitoring programs.  相似文献

Auditing culture     
This article explores the effects of the spread of the principles and practices of the New Public Management (NPM) on the subsidised cultural sector and on cultural policy making in Britain. In particular, changes in the style of public administration that can be ascribed to the NPM will be shown to provide a useful framework to make sense of what has been felt as an “instrumental turn” in British policies for culture between the early 1980s and the present day. The current New Labour Government, as well as the arm's length bodies that distribute public funds for the cultural sector in Britain, are showing an increasing tendency to justify public spending on the arts on the basis of instrumental notions of the arts and culture. In the context of what have been defined as “instrumental cultural policies”, the arts are subsidised in so far as they represent a means to an end rather than an end in itself. In this perspective, the emphasis placed on the potential of the arts to help tackle social exclusion and the role of the cultural sector in place‐marketing and local economic development are typical examples of current trends in British cultural policy making. The central argument purported by this article is that this instrumental emphasis in British cultural policy is closely linked to the changes in the style of public administration that have given rise to the NPM. These new developments have indeed put the publicly funded cultural sector under increasing pressure. In particular, it will be shown how the new stress on the measurement of the arts' impacts in clear and quantifiable ways – which characterises today's “audit society” – has proved a tough challenge for the sector and one that has not been successfully met. The article will conclude by critically considering how the spread of the NPM has affected processes of policy making for the cultural sector, and the damaging effects that such developments may ultimately have on the arts themselves.  相似文献

Abstract: There exists a growing literature on the geographical aspects of neoliberalism and neoliberalisation. In this paper I focus on how the neoliberalisation process is articulated at the scale of the local state in Durban, South Africa. I examine the neoliberalisation process through the lens of the water sector. This paper contributes to the body of literature showing how private sector governance techniques are being used in the public sector effecting its neoliberalisation. I show how pricing structures are neoliberal and in turn how they are deployed and contribute to the neoliberalisation of the local state in Durban. I show that accounting strategies, tariff structures, and cost recovery measures are central to the neoliberalisation process in Durban.  相似文献

This article situates China's local policy experimentation in the broader context of policy experiments in decentralized political systems, through a case study which represents a local state response to China's transition to a market economy. With growing regional and urban–rural inequalities evident after the initial reform period (1978–1994), local party leaders of inland provinces devised strategies for addressing these inequalities and encouraging public–private sector mobility among party officials. County and township‐level leaders pursued local policy experiments in which they selected and sent officials to find private‐sector work in China's booming coastal cities. Initiated in the 1990s and peaking in the 2000s, these policy experiments and inter‐provincial transfers demonstrate the discretion that local officials possess to conduct programmatic/policy experiments in a unitary political system and show how officials resort to extra‐institutional strategies in order to bridge perceived knowledge gaps. The ultimate demise of these programmes illuminates the challenges to extra‐institutional policy innovations in transitioning states.  相似文献

This study examines the changing roles of heritage professionals by focusing on the participatory practices of intangible urban heritage. Developments towards democratisation in the heritage sector led to a growing expectation that heritage professionals would work with local publics. This democratisation is manifested in (1) the use of digital media for grassroots heritage practices, (2) the broader scope of what is defined as heritage, and (3) a focus on communities in UNESCO’s Convention for the Safeguarding of the Intangible Cultural Heritage. Heritage professionals are thus challenged to develop inclusive heritage practices, particularly in cities, which are characterised by a dynamic nature and cultural diversity. In this article, I analyse how urban heritage organisations and professionals have responded to these developments. Drawing on interviews and a qualitative content analysis of these organisations’ policy documents, I examine the ways in which heritage professionals reconsider their public role through what I define as networked practices of intangible heritage. This concept captures the networked structure in which heritage professionals increasingly work, and also demonstrates how heritage is given meaning through public practices that take place in both the physical and virtual realms of contemporary cities.  相似文献

Recent research efforts on policy innovation and diffusion largely have focused upon policymaking at the state government level. In this article we seek to develop an understanding of the ways momentum for policy change can be generated among receptive local governments. We use gun control policymaking within California to illustrate how local government characteristics, the presence of regional associations, and the establishment of interest groups may lead to policy development and diffusion. We also identify linkages between interest groups, focusing events, and the successful use of a new image of gun violence as a public health problem, yielding insights into strategies that may be used successfully to promote policy change.  相似文献

The Rwandan government — widely lauded for its political commitment to development — has refocused its efforts on reviving growth in the manufacturing sector. This article examines how pressures from different levels — international, regional and domestic — have shaped the evolving political economy of two priority sectors (apparel and cement). To achieve its goals of manufacturing sector growth, the Rwandan government aims to access foreign markets (on preferential terms) and larger regional markets while developing effective state–business relationships with locally based firms. Despite the government's political commitment to reviving its manufacturing sector, its strategy has been both shaped and impeded by shifting pressures at the international level (through Rwanda's recent suspension from the African Growth and Opportunity Act), the regional level (through competition from regional firms) and the domestic level (through over‐reliance on single firms). Within the current industrial policy literature, there is limited reflection on how developing countries are dealing with the multi‐scalar challenges of enacting industrial policy in a much‐changed global trading environment. This article contributes to the industrial policy literature by addressing this lacuna.  相似文献

This paper examines changing gravestone design in Prince Edward Island (PEI) (1820–2005) and relates these changes to changing modes of production in the monument industry. Information from field surveys, newspaper advertisements and business correspondence reveals how supply-side factors helped shape the morphogenesis of the island's cemetery landscapes. Among these, different sources of raw materials and manufacturing innovations over time resulted in the use of harder, more durable types of stone. With these changes, gravestone production and design moved increasingly away from local monument works towards off-island producers in Vermont, New Brunswick and Nova Scotia. Since the early 20th century, PEI's gravestone suppliers vertically integrated along Fordist mass-production lines and increased choices available to local monument sellers and their consumers.  相似文献

This paper examines the role of the Ottawa Local Immigration Partnership in the Syrian refugee resettlement in Canada's national capital following the federal government's 2015–2016 resettlement plan. Based on the findings of qualitative data collection—including semi‐structured interviews with representatives from community organizations, settlement agencies, and the City of Ottawa—two main arguments are advanced. First, while the current literature tends to portray the Canadian settlement sector as a passive victim in the face of neoliberal restructuring and austerity measures, this paper offers a more nuanced perspective by reflecting on the sector's ability to exert agency by developing initiatives and devising strategies that are rooted in the local context. Second, the case of the Ottawa Local Immigration Partnership sheds light on the significance of intersectoral networks and partnerships that extend beyond the settlement sector to build a sound approach for welcoming refugees and newcomers more generally. These findings serve to demonstrate the potential of partnerships as a place‐based settlement model that is responsive to context‐specific needs and enhances local community strengths, thus providing important lessons that can inform future immigrant and refugee (re)settlement and integration in other Canadian cities and regions.  相似文献

This article investigates the relationship between urban gardening and planning by building upon the results of field research on gardening initiatives in the city of Rome, Italy. The work is aimed at suggesting that, while often associated in geography and planning literature with urban informality practices (e.g. accidental city or self‐made urbanism), urban gardening actually presents the character of a distinctive form of people's interaction with urban space, here defined as “informal planning”. This includes practices that are intentionally put forward by local dwellers with the intention of urban space planning and organizing public life in the absence of legal definition, guidance and funds provided by public authorities or the private sector. Urban gardening cases in Rome exemplify the emergence of informal planning and show how, by questioning the counterplanning tradition that understands urban gardening as an antagonist spatial practice opposing institutional planning, informal planning can open up collaborative possibilities. A new mode of interaction between citizens' agency and the formal planning initiatives of local administration can lead to creative solutions to address some of the problems associated with the neoliberal transformation of the city space, most notably the decrease in public space and its deterioration.  相似文献

This article explores everyday life among Guji children in southern Ethiopia and the place of children in an intergenerational social order. Based on data generated through ethnographic fieldwork among the Guji, we show that work, school and play are significant and intertwined social practices. Local knowledge and skills of importance for sustainable livelihood are acquired through children's participation in these different social practices. Oral tradition represents a key element of local knowledge and social practices in everyday life. However, political and social changes, such as settlement policies and the introduction of schools, affect the dynamic interconnectedness of these practices, as well as relations between different generations. These changes also have implications for local knowledge and local livelihoods.  相似文献

With the dismantling of herding collectives in Mongolia in 1992, formal regulatory institutions for allocating pasture vanished, and weakened customary institutions were unable effectively to fill the void. Increasing poverty and wealth differentiation in the herding sector, a wave of urban–rural migration, and the lack of formal or strong informal regulation led to a downward spiral of unsustainable grazing practices. In 1994, Mongolia's parliament passed the Land Law, which authorized land possession contracts (leases) over pastoral resources such as campsites and pastures. Implementation of leasing provisions began in 1998. This article examines the implications of the Law's implementation at the local level, based on interviews with herders and officials in all levels of government, and a resurvey of herding households. Amongst many findings, the research shows that poorer herders were largely overlooked in the allocation of campsite leases; that the poor had become more mobile and the wealthy more sedentary; that there had been a sharp decline in trespassing following lease implementation, but that many herders and officials expected pasture leasing to lead to increased conflict over pastures. The Land Law provides broad regulatory latitude and flexibility to local authorities, but the Law's lack of clarity and poor understanding of its provisions by herders and local officials limit its utility. The existing legal framework and local attitudes stand in clear opposition to the implied goal of land registration and titling — an all‐embracing land market and the supremacy of private property rights.  相似文献

This article deals with the politics of revenue collection in a framework of decentralization, democratization and multiparty politics as experienced in the small village of Barkedji in the pastoral region of Senegal. In Senegal, revenue collection has recently been transferred from state administrators to locally elected councillors. Contrary to the assumption of the ‘good governance’ doctrine, this transfer of responsibility has not resulted in a strengthening of democratic structures where taxpayers demand (and gain) public services and more political representation in exchange for increasing taxes. In Barkedji, as elsewhere in Senegal, tax‐compliance hit rock‐bottom after tax collection became the responsibility of local councillors. Meanwhile other types of local institutions, with less clear state relations, are able to mobilize large amounts of revenue outside the normal tax channels for the provision of goods and service. These non‐state institutions seem to have taken over as providers of political representation as well as suppliers of public goods and of access or rights to crucial local resources. The article explores the motivation among first‐comers and newcomer populations to adopt or reject tax requirements to different types of organizations, and discusses the implications of this parallel tax collection for the exercise of public authority and the crafting of state and citizenry.  相似文献

Community of Practice (CoP) is a relatively new concept in the Middle East and North Africa. The concept has been used for a number of years in the business sector; however, the use of CoPs in the health sector has not been as widespread. The aim of this study is to provide insights into the status of CoPs in the health sector and the knowledge sharing practices that take place among members of such CoPs in Kuwait. Ninety‐eight questionnaires were distributed among medical practitioners. Results showed that the majority of members perceived the CoP as a source of increasing professional knowledge. Respondents focused mainly on the COPs fostering social interactions at the workplace or during task‐oriented activities. They mostly discussed specific problems and immediate concerns. The desire to learn and the desire to help others were the main motivators for doctors to share their knowledge. Lack of time and lack of technology and knowledge transfer mechanisms were reported as the primary obstacles to sharing knowledge. Nearly 65 percent of the CoP members responding to the survey stated that they did not receive any financial support from their management. In recent years the role of communities in learning and knowledge sharing has attracted much attention among those interested in knowledge as a situated practice. The concept of Communities of Practice (CoP) was originally developed by Lave and Wenger (1991 ), who suggested that learning took place in social relationships rather than the simple acquisition of knowledge. Lave and Wenger's observations have formed the basis of the “situated learning theory,” which describes that learning takes place in a setting functionally identical to a space where the knowledge is applied ( Lave & Wenger, 1991 ). The CoP concept has been used in the business sector for over 20 years, but the use of CoPs in the health sector has been recent ( Li et al., 2009 ). In addition, results of two studies, conducted by Traboulsi (2002 ) and Johnson and Kalidi (2005 ), revealed that the CoP is a relatively new phenomenon in the Middle East and North Africa. This article aims to provide insights into the status of CoPs in the health sector and their knowledge‐sharing practices in Kuwait.  相似文献

Globally, sea‐level rise is expected to impact on many coastal regions and settlements. While mitigation of global greenhouse gas emissions remains an important task, adaptation is now seen as a critical component of the policy equation. Local government is a key player in adaptation planning and managing risk through their mandated role in land use planning and development control. Yet, managing the predicted impacts of climate change is proving to be a complex and difficult task for planners and policy makers. This paper reports on a case of local government deliberation on possible planning responses to address future sea‐level rise impacts in New South Wales, Australia. Using structured, expert opinion of planners and other technical experts engaged in a collaborative network in the Sydney region, we explore the feasibility of implementing planning and policy measures at the local and regional scales to respond to inundation risk as a result of sea‐level rise and storm surge events. Our research shows how local governments employ specific scale‐oriented strategies to engage private and public actors at different scales to manage legal, financial, and technical risks in coastal adaptation.  相似文献

This paper aims to think differently about possibilities for feminist organizing in cities. We use a current experiment with city‐based feminist organizing to explore how it can be possible to work with the local state while at the same time challenging and disrupting understandings and practices that marginalize the diversity of women's needs, contributions and concerns. Trying to work “inside” the local state while maintaining an “outside” critical perspective involves a tricky balancing act between being inside enough to have credibility and effectiveness within the business of city politics and administration, and outside enough to maintain strong connections with the community and grassroots support. In managing this balancing act, we argue that the organization enacts a strategic use of prefiguration both within the organization and when engaging the local state.  相似文献
