The article focuses on the meaning of heritage, especially on its connection to time, space and people, and is concerned with signification, representation and identity at a national scale. Key questions are how the image of Estonianness creates national heritage out of diverse legacies and how these messages fit the local circumstances. This is examined in the case of Paldiski, a small town on the Pakri Peninsula west of the Estonian capital Tallinn. The area encompasses all that is considered non‐Estonian, but nevertheless reflects the history and geography of the country and thus is used for critical examination of current heritage creation and preservation. 相似文献

The Dutch planning system rejoices a very positive reputation in the international academic planning literature. Yet both the conceptual orientation and the institutional practices of Dutch planning are eroded. New institutional practices have emerged that effectively form a 'shadow structure' to the official planning system, eroding both its effectiveness and legitimacy. The article suggests that this instititutional development is to be understood against the background of larger processes of social change to which the system has so far not responded: the coming 'network society'. In light of this analysis it is suggested that Dutch planning could enhance both its effectiveness and legitimacy by reconsidering some of the basic features of the planning system. 相似文献

This work analyses the main Spanish legislative and urban planning instruments, highlighting some of the most important structural problems of the current Spanish urban realities. The survey on legislation runs from the first Land Use Act of 1956 to the decentralization of the administration and the culmination of the transfer processes to the respective Spanish regions. Later, we study the complete well-structured hierarchy of urban planning instruments in use at present. Finally, we analyse how these and other factors have an influence on the capacity to control housing prices and on a lack of sustainability characterized by the excessive urbanizing use of the land. 相似文献

The metropolitan urbanization shows evidence that planning at the regional, subregional and municipal levels with its wide range of territorial, urban and sectorial competences is now longer able to significantly influence territorial development. This has led to a greater demand for alternative approaches, methods and instruments. For this research study, the metropolitan area of Granada was used as a field laboratory to assess the capacity of metropolitan planning to have an impact on metropolitan processes and dynamics. For this purpose, a method for metropolitan planning evaluation, MPE methodology, was proposed, which involves two evaluation processes. This method first evaluated the coherence of plans of different competences and at different scales within the metropolitan context (trans-scalar evaluation); it then evaluated the interaction between methods and proposals in plans and metropolitan dynamics (interactive evaluation). 相似文献

“Spatial planning” is a phrase that now resonates throughout many planning systems across the globe. It is being used as a label to describe pan-national, regional, strategic and even aspects of local planning processes. Within the UK, spatial planning is being utilized alongside, or even in place of, more traditional phraseology associated with planning, such as “town and country planning”. It is being used by a range of institutions of the State, professional groups and academic commentators to describe the processes of planning reform, modernization, policy integration, and strategic governance that politically are now required to make planning fit for purpose in the 21st century. The precise meaning and definition of spatial planning remains difficult to pin down, as does its origins within the UK. This paper attempts to dissect the various components of the spatial planning phrase and set out the meaning and origins of the term in the UK context. It covers re-territorialization, Europeanization and integration origins of spatial planning thinking and provides a conceptual, rather than practical, debate on the anatomy of spatial planning, situated within ongoing processes of institutional transformation, through the lens of governance and distinctiveness in state policy development. 相似文献

on walls in previous historical periods is discussed and as most was not illegal the concept of ‘calliglyphs’ is introduced
to allow historic writing or drawings on walls or objects to be studied in context. The article then proposes the word ‘marker’
as a concept to define wider forms of personal expression and the human imprint in the late twentieth/early twenty-first century

The recent process of production fragmentation and the rapid growth of firm clusters have been explained by the increasing need for output flexibility. Although the mainstream literature relates flexibility mostly to labour adjustments, this paper investigates sources of flexibility as being related to forms of inter-firm production. Two extreme cases are compared: industrial districts and monopsonistic clusters. The nature and the implications of production flexibility are discussed in both settings. It is argued that the governance structure of industrial districts affects the dynamics of inter-firm linkages, which in turn enables systemic flexibility to be achieved. 相似文献

Against a general climate of liberalization, the Spanish Government has made a concerted effort to bring about a reduction in house prices. A legislative reform in April 1998 has sought to liberalize land and planning, through (a) refining the category of land previously excluded from development to enable residential development to take place, (b) allowing for greater flexibility of land uses and building controls, and (c) reducing administrative controls. This paper discusses the extent to which such reforms are likely to meet their anticipated objectives, resulting in beneficial effects in the land and housing markets, as well as the territorial impact of such reforms from a sustainability perspective. 相似文献

In one of the first quantitative designs, we explore the impact of both legalisation and flexibility on regime effectiveness, using data on international environmental institutions. One of the main implications is that ‘precision’ is an important determinant of regime performance. If the rule and norm system is well defined, well understood and clear, then a regime tends to be more effective in addressing an environmental problem. We do not find evidence, however, that ‘hard law’ is more effective than ‘soft law’ or that delegation mechanisms may be relevant. Second, flexibility in the regime structure increases regime performance – regular instead of subsidiary bodies enhance flexibility and thus have a positive effect on a regime's environmental problem management. Flexibility in states' agenda setting power, membership and decision making do not seem to have a crucial influence, though. 相似文献

Statewide extents of wilderness are mapped and calculated for four historic time‐slices that reflect major periods of national park development in Tasmania. The representation of wilderness in the Tasmanian reserve system is calculated for 1937, 1970 and 1992. National parks were established in wilderness areas during all major periods of reserve development. While the total core wilderness area in Tasmania decreased by 63% between 1916 and 1992, the core wilderness area captured in the reserve system increased by 618%, with the largest increase being in the post‐1970 period. However, those parks established prior to 1970 suffered an enormous attrition of their wilderness resource. This reflects man‐agement policies inconsistent with the maintenance of wilderness during early periods of national park development. The huge increase in wilderness area captured in the reserve system after 1970 suggests that wilderness conservation only became a significant motive behind the expansion of the reserve system in the later decades of the twentieth century. 相似文献

This paper uses a Foucauldian governmentality framework to analyse and interrogate the discourses and strategies adopted by the state and sections of the business community in their attempts to shape and influence emerging agendas of governance in post-devolution Scotland. Much of the work on governmentality has examined the ways in which governments have developed particular techniques, rationales and mechanisms to enable the functioning of governance programmes. This paper expands upon such analyses by also looking at the ways in which particular interests may use similar procedures, discourses and practices to promote their own agendas and develop new forms of resistance, contestation and challenge to emerging policy frameworks. Using the example of business interest mobilization in post-devolution Scotland, it is argued that governments may seek to mobilize defined forms of expertise and knowledge, linking them to wider political debates. This, however, creates new opportunities for interests to shape and contest the discourses and practices of government. The governmentalization of politics can, therefore, be seen as more of a dialectical process of definition and contestation than is often apparent in existing Foucault-inspired writing. 相似文献

He explores the ways in which the rise of China may alter economic geography's object of study (the organization of the world economy), force re-conceptualization of some fundamental concepts and theories, and affect the way the discipline conducts its work.
