The accurate counting of ballots is essential for a functional democracy. In recent elections, particularly the exceedingly narrow presidential one in 2000, widespread concerns surfaced that votes were not being counted accurately. This paper examines major voting technologies, their advantages and disadvantages, and the significance of residual ballots (overvotes and undervotes) across U.S. counties in the presidential elections of 2000 and 2004. In the 2000 election, 1.9 million ballots were voided, as were more than 2.3 million in 2004. The analysis explores three fundamental questions: (1) Do voting technologies tend to favor one political party over its rival? (2) Do voting technologies tend to favor one ethnic group over another? (3) Do voting technologies favor urban areas over rural ones? The empirical results consistently deny the existence of any of these biases at the national level, although the possibility of local bias remains an open question. The conclusion links these issues to the on-going debate about voting technology reform.  相似文献

Although party voting in the U.S. Senate has been affected by long-term and short-term factors, models in previous research have ignored this distinction. The author employs a relatively new tool, error correction modeling, to measure the long- and short-term effects of internal and external factors on party voting in the U.S. Senate. The results show that party voting for both major parties is a long-term equilibrium relationship with ratification of the 17th Amendment and that external factors are much more important than internal ones for explaining changes in levels of party voting.  相似文献

Election reform has become a major issue since the 2000 election, but little consideration has been given to the issues associated with managing them. In this article, we use principal–agent theory to examine the problems associated with Election Day polling place voting. We note that Election Day voting manifests problems that agency theory shows are difficult to overcome, including adverse selection of and shirking by poll workers. We then examine alternate methods of voting, such as early, absentee, and Internet voting, and show how these reforms can mitigate many of the more severe principal–agent problems in election management.  相似文献

Recent research in Australian sociology and political science has debated the extent to which postmaterialist values and economic self-interest shape voting in federal elections. Some researchers have argued that postmaterialist values have partly displaced materialist concerns with physical security and economic well-being in Australian public life. This displacement, coupled with the adoption by major political parties of postmaterialist 'quality of life' issues such as the environment, has meant that voting in Australia has come to be more dependent on postmaterialist values than on perceptions of economic interest. Other research, however, has found no relationship between postmaterialist values and voting behaviour, while economic evaluations remain a strong determinant of voting behaviour. Part of the disagreement reflects methodological differences in the research. But different methodological problems compromise each of the previous studies. In this paper we use data from the 1990, 1993, 1996 and 1998 Australian Election Studies to investigate postmaterialist and economic voting in the Commonwealth House of Representatives and the Senate. Using various statistical methods, we first explore bivariate relationships between key variables and then use multivariate models of postmaterialist and economic voting to adjudicate between the contending positions.  相似文献

Critics of voting by mail express concern over its impact on civil society. For example, Thompson (2004) posits that voting by mail limits electoral civic engagement by preventing the temporal norm of simultaneity on Election Day. I, however, find that the open ballot system of voting by mail promotes deliberation, which encourages civic engagement. This study tests if voting by mail increases political discussion by creating a Poisson regression model of American National Election Survey data. The findings show that voting by mail leads to more political discussion. This evidence supports the theory that voting by mail offers voters a more open and deliberatory system and does not necessarily limit civic engagement.  相似文献

Various electronic voting channels have been introduced across a range of countries. In some countries these new channels have proved uncontroversial, while in others, they remain contentious and have even been abandoned. Relatively little is known about whether and why voters have confidence in new and old voting channels. Australia provides a useful case for researching these issues, since it is a mature democracy in which election processes and outcomes are widely accepted. The 2013 Australian Election Study results show that in this context, voters have most confidence in paper-based voting and least in voting via smartphones. Positive political attachments, ease of voting and familiarity with technology are all associated with higher levels of confidence in voting channels.  相似文献

ABSTRACT A belief that EU integration is incomplete is often predicated on a comparison to U.S. states. Yet, with low barriers to trade and factor mobility between EU countries, is this belief correct? To address this question, we develop three theoretical predictions regarding the distribution of output and factors across members of an integrated economic area with harmonized policies and free movement of goods and factors. Empirical tests strongly support these predictions for U.S. states and 14 EU countries. Constructing a measure of integration, we find that EU integration rose from the 1960s to equal that of U.S. states by 2000.  相似文献

How are elections affected by the votes of people living abroad? The majority of states now allow extra-territorial voting in some form, but the research literature on this topic remains underdeveloped. Moreover, even though extra-territorial voting raises issues about the relationship between territory and political obligation that are relevant to political geographers, political geography has been under-represented in discussions on the topic. Against this background, this research examines a century of overseas voting impacts in New Zealand, a country with an unusually long recorded history of such activity. The study identifies three types of extra-territorial voting impact over the period 1914-2011, referred to as swings, interregnums and feedback effects.  相似文献

The diffusion literature is replete with examples of highly salient policies spreading across subnational governments. However, low-salience policies that do not benefit from a groundswell of public opinion also spread across jurisdictions in patterns that appear similar to those of other, more well-known policy ideas. This research is an investigation of the mechanisms that propagate low-salience policies. I analyze the adoption of the U.S. Green Building Council's (USGBC) Leadership in Energy Efficient Design standard across 119 U.S. cities from 2000 to 2008. The investigation indicates that a knowledge broker, in this case the USGBC, occupies critical roles in linking a low-salience policy to a broader set of widely held societal values, developing a common policy vocabulary, providing a base policy that jurisdictions may freely adapt, and creating a diffusion infrastructure by acting as a communication hub for existing and interested jurisdictions to discuss innovations and progress.  相似文献

Abstract. Workers’ compensation reforms have been on the table in virtually every state over the last several years, and many states have launched comprehensive reforms. At least nine states undertook major reforms of their workers’ compensation systems in 2004 alone, and the reforms were driven largely by claims that higher workers’ compensation costs are driving away businesses and the employment that comes with them. This paper examines the relationship between workers’ compensation costs, as proxied by benefits/earnings, and employment across U.S. states and the District of Columbia from 1976 to 2000. Workers’ compensation costs are found to have a statistically significant negative impact on employment and wages, but the elasticities are very small, suggesting that workers’ compensation is not a likely cause of jobs woes in most states. Unemployment insurance appears to have an effect of similar magnitude. Medical cost inflation is found to be a significant factor in explaining movements in workers’ compensation costs over time.  相似文献

The existence and extent of influences arising within spatial contexts is an important issue in the study of voting behaviour. This paper extends previous Australian research by using the relatively new technique of multilevel analysis to draw together individual survey data from the 1993 Australian Election Study and ecological census data to investigate the question. The results show that, once individual voter characteristics are taken into account, influences on first preference voting for the ALP at the 1993 election were quite uniform nationally, with relatively small spatial variations. Moreover, those spatial variations which were present were at the divisional, not the state, level and can be almost completely explained by a very small number of sociotropic factors, especially a local economic prosperity influence and the well-known rural-urban cleavage. As far as influences on voting at the 1993 election at the level of individual voters are concerned, these multilevel analyses provide some new insights, as well as confirming some previous results.  相似文献

The election outcomes of a place hinge largely on what is within its political boundaries: economic, social, cultural, and other compositional factors facing voters. Yet, it is also important to investigate geographic context, both within and between places. This study presents renewed emphasis on two geographic factors that relate to electoral outcomes while controlling for compositional attributes: sectional distinctions and population density. Within different regions of the United States and across different locations (urban, suburban, and rural residents), there exist notable differences in presidential voting. Using survey and county-level data on the 2000 and 2004 U.S. presidential elections, this study evaluates the partisan preferences of voters from a regional perspective, and from a density perspective. The findings demonstrate independent relationships between section and voting, and location and voting. A major consequence of the distinctiveness of section and location in the face of migration effects (as noted by others) is the increased spatial polarization of the electorate's political preferences in these recent presidential contests.  相似文献

This article tests capture theory by analyzing voting behavior on U.S. Regional Fishery Management Councils. Some seats on the councils are reserved for state and federal agency representatives; others, for political appointees. The political appointees primarily represent special interests (specifically, commercial and recreational fishing interests); a smaller number of appointees represent public interests. We use logistic regression to model the vote of state and federal agency representatives on the councils as a function of the votes of commercial interests, recreational interests, and public interests. We find evidence that some state agencies are captured by special interests from their states, but not systematic evidence across all states. We find that state agency representatives voted with commercial interests from their own state in five of the sixteen states in our sample; with recreational interests in three states; and with both special interests in two states. These ten states support the capture hypothesis; the other six states do not. We find no evidence that federal agencies were captured on the councils. We conclude that the gubernatorial‐driven appointment process leads to capture at the state level by promoting voting blocs among state agency representatives and special interests from those states. Federal agency representatives, by contrast, are better able to maintain their distance from state‐level politics on the councils, and thereby enhance their ability to vote independently on fishery management measures.  相似文献

Researchers using the morality politics framework have focused on aggregate-level analysis, largely ignoring the behavior of individuals wlthin political institutions. My research fills this gap by examining legislative voting behavior on lesbian and gay issues in the U. S. House ofRepresentatives. The theory of morality politics is used to extract a number of hypotheses concerning legislative voting behavior. The morality politics framework suggests that legislative voting on lesbian and gay issues will be driven by partisanship, ideology, religious beliefs, constituency opinion, and perhaps interest groups. The results of multiple regression analysis demonstrate that while the morality politics model does a good Job of explaining legislative voting behavior, some revisions may be in order. Based on my findings I argue that actually there may be two forms of morality politics, euch ofwhich is dependent on how the issue is framed. The dominant issue frame, moreover, may impact the ability of opposing interest groups to influence decisionmakers in thepolicy process.  相似文献

While it is now well established that Australian party leaders at the national level influence political choice in federal elections, little systematic study has been undertaken of the equivalent role that State Premiers and Opposition Leaders might play. In the 2001 Australian Election Study (n=2010), questions were asked of a national probability sample of voters about respondent feelings towards their State Premier and State Opposition Leader, in addition to equivalent questions about Prime Minister John Howard, Opposition Leader Kim Beazley and other major political figures in federal politics. The data generated by this survey thus provide an opportunity to investigate the impact that contemporary State political leaders have on electoral choice. The analysis produces mixed results, but the findings show that State leaders generally do have an impact on voting behaviour in State elections, although in some cases this influence is eliminated when account is taken of voter attitudes towards the federal leaders. The analysis also affords an opportunity to test the extent of crossover between State and federal politics, in terms of how much State leaders influence federal voting and vice versa. While the results are somewhat uneven, they do indicate that some State leaders influence federal voting and that the federal leaders do influence voting in some States.  相似文献

Using the properties of the Gini coefficient, a structural model is developed to assess the impact of uniform changes in environmental compliance costs on the distribution of per capita emissions across U.S. counties and states, a distribution that places a larger burden on minorities. Using data from the U.S. EPA's Toxic Release Inventory and three state-specific measures of environmental compliance costs, we find that uniform increases in federal environmental standards have little impact on the distribution of environmental hazards, and may actually exacerbate spatial inequality. As a result, Federal standards that target specific high pollution locations are necessary to redress current inequities.  相似文献

A repeated finding in political science is the influence of a representative's so-called ideology on roll call voting in the U.S. House and Senate. Many of these studies attempt explicitly to separate the impact on roll call voting of "personal" ideology from that of constituency ideological preferences. In these studies, personal ideology is viewed as a form of shirking in which members pursue their own policy preferences rather than those of their constituents. This paper shows, at least for the case of defense in the Senate in the 1980s, that the evidence is sufficient to reject the claim that shirking represents the consumption of personal ideological policy preferences. Instead, the apparent impact of shirking on defense voting was an instrumental, reelection-oriented response to President Reagan's ability to muster popular support for his defense build up, and thus cannot be regarded as shirking at all.  相似文献

ABSTRACT This paper reports evidence on the geographic pattern of income inequality, both within and between neighborhoods, across a sample of 359 U.S. metropolitan areas between 1980 and 2000. The results indicate that overall income inequality within a metro area tends to be driven by variation within neighborhoods, not between them, although we find that between‐neighborhood differences rose dramatically during the 1980s and subsided somewhat during the 1990s. While this trend is similar to what existing research has found, our findings reveal potentially important differences in the magnitudes of the changes depending on whether neighborhoods are defined by block groups or tracts.  相似文献

Building upon existing literature, we offer a particular model of network policy diffusion—which we call sustained organizational influence. Sustained organizational influence necessitates an institutional focus across a broad range of issues and across a long period of time. Sustaining organizations are well‐financed, and exert their influence on legislators through benefits, shared ideological interests, and time‐saving opportunities. Sustaining organizations' centralized nature makes legislators' jobs easier by providing legislators with ready‐made model legislation. We argue that sustaining organizations uniquely contribute to policy diffusion in the U.S. states. We evaluate this model with a case study of state‐level immigration sanctuary policy making and the role that the American Legislative Exchange Council (ALEC) played in disseminating model legislation. Through quantitative text analysis and several negative binomial state‐level regression models, we demonstrate that ALEC has exerted an overwhelming influence on the introduction of anti‐sanctuary legislative proposals in the U.S. states over the past 7 years consistent with our particular model of network policy diffusion. In recent years it has been pointed out that regional unemployment disparities are much more entrenched across member states of the European Union (E.U.) than they are in the U.S. A 'conventional wisdom' has emerged to the effect that this difference is due in part to the greater degree of wage rigidity in E.U. regions. In this paper we explore this issue by estimating short run and long run real wage (in)flexibility for the regions in five core E.U. countries (Germany, France, Italy, the United Kingdom, and the Netherlands) and for the U.S. states for the period 1976–1994. We find that real wage (in)flexibility varies across regions both in the E.U. and the U.S., but that, on average, regional wages are no less flexible in E.U. core regions than in U.S. states. The paper also examines some of the possible correlates ofregional variations in wage (in)flexibility.  相似文献
