国家秩序是国体与政体的合一。国体反映了社会各阶级在国家中的地位;政体反映了国家政权的组织形式。二者的合一构成了国家秩序的具体形态。社会秩序有广义和狭义之分,广义的社会秩序包括了社会各阶级、阶层在内的各种社会群体的组织形式;狭义的社会秩序则是指由血缘、地域、经济、宗教、文化等因素构成的特殊社会群体组织形式。社会秩序与国家秩序之间的关系是复杂的,社会秩序既是国家秩序形成与发展的重要基础,也可能构成不依赖于国家行政组织而独立存在于社会之中的一种民间秩序。本文即从广义和狭义的角度,并以中国古代历史发展为线索来简要探讨国家与社会的一般关系。  相似文献

This paper examines the degree of multidisplinary cooperation for Geographic Information Science (GIS) education programs that award GIS-related degrees or certificates at US colleges and universities. We classified departments and courses into ten major disciplines using Dewey Decimal Classification. In the 2007–2008 academic year, approximately 40 per cent of GIS education programs related to multiple disciplines and nearly 20 per cent were involved with more than three disciplines. Geography was the major provider of GIS education programs, but the ratio between geography-related discipline and other disciplines combined was approximately 1:3. Fostering multidisciplinary GIS education programs should strengthen geography in general as well as GIS education.  相似文献

Abstract

Historically, international conflict resolution theorists have largely adopted the position that organized religion is an instigator of violence. As a result, these theories have tended to exclude religion as a force for peacebuilding. Recently, however, scholars have suggested that religion can contribute constructively to a theory of conflict resolution. Their general thesis is that, if religion played a significant part in people's lives, and if religion played a part in fuelling the conflict, then when resolving the conflict, religion must be at least taken into account. An example of a conflict resolution process in which religion, specifically Christianity, played a central role was South Africa's Truth and Reconciliation Commission (TRC). In dialogue with leading critics of the TRC process, particularly Richard Wilson, this article examines the ambiguous role that Christianity played in influencing concepts of justice in the TRC.  相似文献

For over a decade, the U.S. administration has been sponsoring capacity‐building efforts focusing on technology to support democracy activists in Middle Eastern societies; such efforts have often fallen short in their effectiveness. In this article, using a case study approach, we argue that capacity‐building efforts must be approached in a culture‐specific manner. It is imperative to begin exploring the specific nature of civil society in different Middle Eastern societies and translate the Western concept of “civil society” into terms appropriate to Middle Eastern contexts. Based on a culture‐specific understanding, programs involving technology to promote democratic institutions in Middle Eastern societies can be designed.  相似文献

Two Russian-trained geographers investigate the multiple and largely informal and illicit forms of exchange between two provincial cities of roughly similar size located on opposite banks of the Amur River, namely Blagoveshchensk, in Russia's Far East, and Heihe, in neighboring northeast China. The study is based on interviews and field observations from 2002 to 2009 in Blagoveshchensk, as well as official statistics from the relevant Russian and Chinese provincial governments. Particular attention is focused on the activities and treatment of Chinese guest workers comprising a material component of the labor force in Amur Oblast (e.g., in construction and agriculture), unregistered Chinese entrepreneurs in retailing and catering, and trans-border logging operations of Chinese timber/wood products companies. Also covered are the activities of visiting Russian nationals in Heihe and the extralegal activities of Russian entrepreneurs and bureaucrats. This article examines a new phenomenon in the Gulf Cooperation Council (GCC) referred to as specialized cities (SC). These cities, in addition to being new towns, implement innovations in selected policy areas. This article goes beyond describing the spread of SC to answering a broader question: what motivates a GCC country to adopt such policy innovation? After a quantitative overview of the phenomenon, three cases have been selected to cover three main policy areas: energy, health care, and education, in Abu Dhabi Masdar City, Dubai Healthcare City, and Qatar Education City. A preliminary analysis of each of the cases is followed by a comparative approach that aims at discovering similarities and differences, as well as developing the basis for a preliminary analytical model that explains the driving factors behind these innovations. The country adoption of a policy innovation and its diffusion are mainly the results of geographical proximity and similarity, as these proximate countries tend to have similar economic aspects and common social problems that lead to similar policy action effects. Regional competition and positive reputational mechanisms are also particularly strong determinants for diffusion. The findings suggest that in the GCC region a diffusion of the phenomena is occurring, rather than that of a specific type of SC.  相似文献
