The article examines the history of Southern institutions and how these facilities are presently facing up to that past. Established both to care for and to control a population of individuals labeled as feeble-minded and deviant, these facilities provided little support and help for patients and quickly devolved into over-crowded, under-funded operations. With the de-institutionalization revolution of the late twentieth century, they ceased to be the center of their state's program to handle this population. Currently through websites, museums, archives, and historic building designations, they are beginning to examine their past treatment in a more public fashion.  相似文献

The costs of wars have been the main driver of public debt in the Western World during the modern era. The late twentieth century stands out as a period that saw a pronounced increase of government debt to GDP ratios in peacetime. This paper assesses the role that financial crises have played in shaping the public debt trajectory in the twentieth century. Focusing on the experiences of 14 industrial economies, I show that financial crises have long and lasting effects on public finances. I provide evidence that the costs of financial crises have increased strongly in the second half of the twentieth century and that the costs of financial crises grow with the size of the financial sector. In many countries, the rising costs incurred from stabilizing the economy after financial crises were an important cause of the peacetime surge of public debt ratios in the late twentieth century. In today's highly financialized economies, financial crises have become a key risk for public finances.  相似文献

This paper examines some representations of the anxiety and uncertainty about "white woman's place" in tropical North Queensland that were present in medical and general discourse in the early twentieth century. It focuses on white women's work in the private sphere as both the source of and the solution to these anxieties. Although 'White Australia' had been legislatively established in the "public sphere" by the 1920s, through the passage of the Queensland Aboriginal Protection Act of 1897, and the Commonwealth Immigration Restriction Act of 1901, in the tropics there was still public concern about how it would be established in the "private sphere". This was because even though the conventional wisdom that a white man could not work in the tropics and remain healthy had been successfully challenged by the early twentieth century, the same could not be said about such wisdom as it applied to white women and children. This paper looks at some of the ways that ideologies of race and gender intersected in the early twentieth century to construct white women and children as a group that could bring down the successful establishment of "White Australia", and this group was specially targeted for surveillance by the "new experts" of medicine, sociology and domestic science.  相似文献

A series of seven statues commissioned by the mayor of the Canton of Colta in 2007 represent an emerging aspect of public art in the Andes: municipal statuary sponsored by Indigenous communities. The figures chosen for these statues represent Colta to the world, and embody a postcolonial heritage in which figures from Juan de Velasco’s eighteenth century Historia del Reino de Quito mix with local twentieth century heroes, in a medium directly descended from the Andean urbanism of the Liberal nineteenth century.  相似文献

ABSTRACT This paper is an ethnographic and historical exploration of Aboriginal Pentecostalism, which permeated quickly into the Aboriginal community in rural New South Wales in Australia during the early twentieth century. Today the Aboriginal Pentecostal Christians in this region renounce Aboriginal ‘culture’. This, however, does not mean they reject Aboriginality. By examining Malcolm Calley's ethnography on the mid‐twentieth century Pentecostal movement in this region and drawing upon my own fieldwork data, I show the way in which this group of Aboriginal Christians of mixed descent in a ‘settled’ part of Australia have maintained Aboriginality and reinforced attachment to the community through faith in the Christian God, whilst, paradoxically, developing strong anti‐culture and anti‐tradition discourses. This paper advocates shifting the study of social change from a dichotomised model that opposes invading moral orders against resisting traditional cultures, to one that examines the processual manifestations of the historical development of vernacular realities.  相似文献

This article looks at the long term history of blasphemy in Britain and its relationship to the phenomenon of providence from the seventeenth century through to the twentieth. This, it is suggested, has substantially dominated the appearance of blasphemy accusation and public concern linked to the moral security of the realm. Using sermons and didactic writing from the seventeenth century, the article demonstrates how conceptions of providence and blasphemy were linked to produce a forceful culture which protected rulers against challenges to the community. Using demonstrations of public opinion the article shows how in the twentieth century the providential fear of misfortune as a result of blasphemy became linked with issues of national safety and prosperity. The article concludes by suggesting that the link between blasphemy and providence enabled both to remain credible into the twentieth century and beyond, undermining many of the linear models of both secularization and the growth of rationality.  相似文献

The US decision since the 1960s to link foreign policy with family planning and population control is noteworthy for its intention to change the demographic structure of foreign countries and the magnitude of the initiative. The current population ideologies are part of the legacy of 19th century views on science, morality, and political economy. Strong constraints were placed on US foreign policy since World War II, particularly due to presumptions about the role of developing countries in Cold War ideology. Domestic debates revolved around issues of feminism, birth control, abortion, and family political issues. Since the 1960s, environmental degradation and resource depletion were an added global dimension of US population issues. Between 1935 and 1958 birth control movements evolved from the ideologies of utopian socialists, Malthusians, women's rights activists, civil libertarians, and advocates of sexual freedom. There was a shift from acceptance of birth control to questions about the role of national government in supporting distribution of birth control. Immediately postwar the debates over birth control were outside political circles. The concept of family planning as a middle class family issue shifted the focus from freeing women from the burdens of housework to making women more efficient housewives. Family planning could not be taken as a national policy concern without justification as a major issue, a link to national security, belief in the success of intervention, and a justifiable means of inclusion in public policy. US government involvement began with agricultural education, technological assistance, and economic development that would satisfy the world's growing population. Cold War politics forced population growth as an issue to be considered within the realm of foreign policy and diplomacy. US government sponsored family planning was enthusiastic during 1967-74 but restrained during the 1980s. The 1990s has been an era of redefinition of the issues and increased divisiveness among environmentalists, feminists, and population control advocates. The current justification of US population program assistance is based on concern for the health of women and children. Future changes will be dependent on ideology, theology, and political philosophy.  相似文献

This essay is about the Arrow Man, one of the most successful advertising images in early twentieth–century America, and a visual representation of the New Man. The Arrow Man was created by a noted artist, J. C. Leyendecker, to sell the Arrow collar, a new version of detachable collars, a wardrobe staple for most US men and all but working–class men in Britain and Europe since the 1840s. The Arrow Man’s story is part of the transformations in masculine ideals and physical appearance, heightened by the new visual and consumer culture. He carried messages of men’s self–management of appearance and public performance from the nineteenth century into the early twentieth, where it changed from a mark of European gentility into that of the typically American white–collar man. His story is part of fundamental shifts in the US: new occupational and social class configurations and emerging American popular culture.  相似文献

This paper analyses some of the consequences of Christian conversion and the process of assimilating Catholicism in an area of southwestern Tanzania known as Ufipa during the middle of the twentieth century. It is based on several conversations with two Fipa Catholic Sisters, Edwina and Ocilia. Their reflections highlight the way in which the Fipa people understood conversion. The period covered is not that of initial mission contact but after substantial conversion to Catholicism had taken place. The paper considers the way in which the conversion process was utilized by different families or lineages or, as Sister Edwina states, one "clan" and another. In the life stories of Edwina and Ocilia, control over their biological and social fertility lies at the heart of the conflict over their futures. In effect, the sisters struggled to determine their own place as "child of the clan," or "child of the priests."  相似文献

This article examines the decision of Glasgow’s magistrates at the beginning of the twentieth century to prohibit the employment of barmaids in the city's public houses, tracing the origins and advocates of the ban as well its effects on the licensed trade and the women who worked behind bars. It responds to Mariana Valverde’s recent work on the relationship between time and space in the operation of law, analysing the ways in which the magistrates sought to differentiate between licensed premises and practices so as to police the gendered boundaries of urban work and leisure culture. By attending to these vital processes of differentiation, in conclusion, it argues for research in social and cultural geography that explicitly connects the experience and management of the temporality of drinking practices to the production and regulation of licensing’s perhaps more obviously spatial geographies.  相似文献

Throughout the twentieth century doctors in most western countries strongly resisted government attempts to intervene in private medical markets. The support for privatisation that has developed during the current economic recession is welcomed therefore by the medical profession. In several countries campaigns have been staged for a full or partial return to market forces in the health care field. This article traces the course of one such push in Canada where doctors and other advocates of privatisation demanded a larger role for the private sector in the funding and management of Medicare, the national health insurance system. The policy outcome is contrary to the general privatising tendency in many countries: after a period of intense controversy the federal government passed legislation to preserve and strengthen the public aspects of the scheme. The normally powerful medical profession lost its campaign for an infusion of private funds into the health system and for the retention of the right of doctors to set their own fees. Consumer and other non‐producer groups, which have not traditionally played a central role in health policy, mobilised in defense of Medicare and were able to achieve most of their aims.  相似文献

In concentrating on spiritualism’s mediums and intellectual captains, scholars have paid little attention to the movement’s meaning to average séance‐goers. An investigation of spiritualism in nineteenth‐century California and Nevada – and especially in San Francisco – shows that mediums offered their patrons a valuable social product by tying together religion with entertainment and therapy. In doing so, spiritualists created a cultural technology of ‘spirit materialization’ that prefigured the electronic technology of spirit materialization in the twentieth century – telephone, film, radio, television. Spiritualists also helped create a therapeutic culture that prefigured psychotherapy. In reconciling Americans to the transience of nineteenth‐century social life, in offering them new conceptions of family and community, and by setting the stage for modern therapeutic culture and mass entertainment, Spiritualism became both a bridge to modernity and part of the infrastructure of modernity. The tension between religion, therapy, and entertainment, however, propelled spiritualism in contrary directions and ensured that it would not retain its popularity in the twentieth century.  相似文献

In the eyes of many, the steel city of Gary, Indiana, entered a period of decline in the middle of the twentieth century. The once great city was seemingly racked by job loss, crime, racial division, or moral decay. Which of these caused the decline of the city depended upon the perspective of the story's teller. Each narrative of decline contained a different moment where the city went wrong and it began to decay. For some it was the moral decay of the 1950s, for others it was the rise of black power and politics in the 1960s, for still others it was the white backlash against civil rights in the 1970s. Some saw a microcosm of America, some saw a dangerous cauldron of race and ethnicity. The source of decline and the origins of the urban crisis were largely in the eye of the beholder. The stories people chose to tell about Gary mattered because for much of the twentieth century, Gary was at the center of American narratives about industrialism. These were outsider narratives of decline read onto the Indiana steel city because Gary represented larger debates. People read onto Gary their changing expectations and anxieties about industry and industrial spaces. This article traces the changing attitudes outsiders held toward Gary from the middle of the twentieth century through the period of deindustrialization at the end of the century and examines American narratives about deindustrialization and urban decline.  相似文献

Black fertility in the U. S. declined sharply in the latter part of the 19th century and continued declining up to 1940. Common expert opinion has held that this decline in fertility was not attributable to an increase in birth control practice. Instead, experts hypothesized that the fertility decline was due almost entirely to deleterious changes in health factors among blacks. The health hypothesis is faulty because those black groups with socioeconomic advantages most conducive to good health were the very groups with the lowest fertility rates. A number of recent fertility studies seem to show fairly widespread use of birth control among blacks during the 60 years up to 1940. This widespread use did not increase precipitously in the 1930s but grew gradually over the previous 1/2 century. Knowledge and acceptance levels of birth control were also high during those years among blacks. Similarly, the experts' beliefs that birth control, even if practiced among blacks, did not have much effect on black fertility because "infective" methods were used, birth control was not practiced "effectively," and blacks started birth control practice too late in their reproductive lives have been shown by studies to have no empirical bases.  相似文献

An article by John O'Hagan and Elish Kelly in 2005 (see Historical Methods 38:118-25) discussed collecting information on visual artists that would allow a broad historical ranking based on "prominence." O'Hagan and Kelly collected these data to examine prominent artists' birth locations, work locations, and their consequential patterns of labor movement during several long periods. In this article, the authors examine artists' migration for four periods (based on their date of birth): Renaissance Italy, Europe in the first half of the nineteenth century, and the Western world in general for the periods 1850-99 and 1900-49. The data show that important artists clustered in all periods at a remarkably high level. Florence and Rome dominated in Renaissance Italy, with significant clustering because of the artists' birthplaces and domestic migration. Paris and London witnessed a marked clustering of artists born in the first half of the nineteenth century, with Paris continuing to dominate among artists born in the second half of the nineteenth century. Artists born in the first half of the twentieth century clustered in New York City, with all prominent American artists clustering there.  相似文献

Folklore as a discipline had promising beginnings in the late nineteenth and early twentieth centuries. By the end of the twentieth century, however, the academic study had begun to fade in academies, and the substantive content had lost a great deal of public interest. Three books deal with the practice of folk studies and ask the question of where folklore might go in the twenty-first century. One looks at the theoretical history of the discipline, while the other two have an ethnographic bent and open up folk materials to embodied and reflexive analysis.  相似文献

Existing histories of public health in Iran often center on elite or urban narratives. This paper shifts the focus to Iran’s villages by examining the twentieth century public health history of rural northern Khuzestan. It argues that Khuzestani villagers desired, rather than resisted, modern medical services. However, vertical decision-making and the prioritization given by public health planners to economic concerns over social well-being led to the uneven distribution of services and failure to fulfill the expectations of Khuzestan’s villagers. This paper uses memoirs, official reports, correspondence, and other records from the Development & Resources Corporation, along with reports from Iran’s Ministry of Education and Ministry of Health, to bring a richer picture of Iranian villagers’ twentieth century history into focus.  相似文献

In recent publications and as an ongoing project I have been pursuing the idea that public health and infectious disease control have been part of the legal and technical constitution of 'undesirable' and prohibited entrants: an under-recognised means by which individuals and certain populations have been specifically classified and excluded from the territory and body politic of Australia. This article surveys and summarises these ideas and points to some of the recent redirections. These include a growing interest in the legacy of twentieth-century medico-legal border control on current (highly discriminating) regulations governing entry; a concern to make admissions under immigration and health law and regulation conceptually central; and the more familiar focus on race-based exclusions. Overall, my aim is to integrate the history of health and infectious disease control into the already extensive study of immigration and citizenship. Part of the effect of joint infectious disease and immigration regulation over the twentieth century has been the imagining, as well as the technical implementation of the island-nation as ostensibly secure, racially and territorially.  相似文献

Abstract

The passing of Richard John Neuhaus in 2009 elicited a wave of comparisons to the renowned public intellectual Reinhold Niebuhr. The two men share many interesting biographical similarities and intellectual continuities (to the chagrin of some liberal disciples of Niebuhr). Indeed, during one encounter between them, Niebuhr supposedly dubbed Neuhaus “the next Reinhold Niebuhr.” The comparisons between these two influential figures of twentieth century American life, however, may be less important than their differences. By way of introducing this special issue devoted to the lives and legacies of these two public theologians, this essay considers what contending interpretations of Niebuhr and Neuhaus tell us about religion and American public life in the twenty-first century.  相似文献
