事业单位改革述评

二十几年来事业单位的改革历程就是政府减负、事业单位市场化不断加大的过程。市场化改革措施一方面确实转变了人员的观念,提高了事业单位的运行效率,为进一步改革打下了良好基础;但是另一方面,却使事业单位出现行为自利化、行为方式两栖化等问题,其所服务的公益目标受到严重损害,公共服务职能被日益消解而不是增强。本文就事业单位改革的利弊进行了分析并提出对策。

近年来,中国农业发展银行加快人事制度改革,开始实行市场化用工制度。文章简述了当前农发行实行市场化用工制度的概况,分析了其存在的问题:《劳动合同法》的出台,指出市场化用工制度存在的问题;重要性认识不够,对市场化用工人员缺乏健全的培训体系;基层行联系人才派遣公司难,人才派遣公司管理不规范。并对此提出一些建议及对策。     

Information Availability and Market Power in Export Competition: The Case of Regional Health Care Markets

In this paper I analyze the spatial-economic determinants of export competition. I develop a competing central place spatial interaction model to analyze the spatial availability of information, market power, distance, demand threshold, and interregional market variables. Model estimates are based on national data from The Dartmouth Atlas of Health Care, and I examine Medicare health exports from the Seattle hospital market to markets throughout the Pacific Northwest. Information availability and market power for the Seattle export hospitals have a significant effect on export sales of hospital Medicare services. Intra and interregional competition with other major hospital markets are significant determinants of export competition. Distance to the Seattle market has a strong, negative effect on export sales and on patient migration from other markets.     

ON THE RELATIONSHIP BETWEEN SECTORAL AND SPATIAL MANAGEMENT IN THE ELECTRIC POWER INDUSTRY OF THE USSR

The management system of the electric power industry of the USSR operates at two technological levels: a lower level of 92 regional power systems, each encompassing one or more oblast-type civil divisions or a small union republic; an upper level in which regional systems are combined into 11 unified power systems, where peak loads can be more easily moved between time zones. In addition there are electric power administrations within the RSFSR and ministries within the union republics, concerned mainly with administrative functions. Power administrations often do not coincide with unified systems, creating problems of efficient electric power management. Furthermore, the boundaries of unified power systems and power administrations often do not conform to the boundaries of major economic regions, which are used for current and long-term planning of the Soviet economy. This does not necessarily mean that the power systems are out of step with the economic regions. Soviet economic regionalization theory has long stressed the important region-shaping role of electric power systems. It may well be that in some cases, the boundaries of economic regions, not the power systems, require adjustment.     

Forecasting Change in Industry and the Economy with Restricted Resources

Abstract

The objective of this model study is to show how cost-conscious managers in the petroleum refining, electric power and basic chemical industries will respond to policy decisions limiting or not limiting the discharge of any major water or air pollutant and the availability of petroleum fuels for use in electric power generation. This is accomplished by an integrated model of the above industries with economic supply functions for crude oil natural gas and coal and with economic demand functions for important energy end-products. The results of this study show the critical importance of regulating fuel use in electric power generation to achieve within the United States in 1985 both energy goals of independence at acceptable price and environmental goals of clean air and clean water at minimum costs. Prohibition of the use of petroleum fuel in new electric power generating plants is practically mandatory according to the model studies to substitute coal for clean fuels in electricity generation. This prohibition minimize both the market price for natural gas and the capital investments in new plants and equipment. It maximizes the economic conservation of energy by end product consumers and the attainment of clean water and relatively clean air. Unfortunately, greater sulfur dioxide emission must be tolerated, although this may be reduced by 83% if environmental standards with air emission controls are met.     

郑州市区西北部两座唐墓发掘简报

2006年以来,郑州市文物考古研究院在郑州市区西北部的河南六合置业有限公司和河南电力工业学校发掘唐墓两座,其墓葬形制保存较为完整,出土有陶器、瓷器、铜器、铁器、木器等珍贵文物,年代分属初唐和中唐两个时期.其中河南电力工业学校所出墓志为研究唐代社会提供了可信的资料.     

身份、流动与权力:街头摊贩的空间实践

城市公共空间的意义与秩序,建构于使用者利用空间并遇到相关主体的日常场景中。论文以空间实践为理论视角,搭建涵盖身份、流动、权力的分析框架,发掘开封小吃夜市摊贩的身份属性与流动特征,探寻边界和节奏同权力运作的关联。研究认为：①回族摊贩为夜市赋予民族特性和地方性特色,回族社区是塑造从业身份的引力场;②摊贩通过短距离流动将集体社会文化属性嵌入空间,造就夜市和清真寺的空间邻近关系;③夜市的正规性附着于空间边界,场所的可占据性呈现于时间节奏,反映出权力运作依赖于空间资源的有限性与区位条件的差异性。空间实践能够为解释空间变迁中意义与秩序的形成逻辑提供理论框架,此案例分析可为公共空间的长效治理提供政策启迪。     

Early Americans and their social environment

Recent studies, cast in a more or less populist vein, underestimate the accumulative impulse among early Americans. As in England at the time, land was recognized as property and scarce, not neutral and free. The pursuit of status by leaders drew ordinary people into the commoditizing of land and labor. Many to their detriment materially and psychologically were unable to fulfill the call. Commodity markets, though not up to subsequent levels, were important. Early Americans came close to recognizing the free self-regulating quality of markets. Countervailing forces and institutions in religion, local government and families, however limited, held back the drive for accumulation and power. Yet, economic growth and areal expansion were the chief forces keeping these overseas British societies together.

Shifts in the Global Capitalist Economy and the National Economic Domain

The greater part of regional development theory and thinking focuses most attention either upon spatial structure within nation states or upon inherent tendencies/free market forces within capitalist social formations/domestic economies. The great significance that is attached to the nation state is entirely understandable in terms of the historical specificity of the re-emergence of regional development studies in the post-war era. It is, however, no longer a sufficiently adequate basis for analysis Rather, it is necessary to commence analyses with a consideration of shifts in the global capitalist economy. Whilst the significance of the impacts of the growth in the internationalisation of production have been noted, more attention needs to be devoted to shifts from public to private economic power and from order to disorder in international finance markets. These shifts are not accidental They can be traced to internal weaknesses and inconsistencies in the Bretton Woods arrangements which eroded their ultimate foundation, that of monetary stability. As one consequence, the unregulated growth of private economic power, endemic instability and extreme volatility in international finance markets have all directly and indirectly undermined and eroded the extent of control over domestic economic policy on the part of the nation state
