The objective of this article is to provide a critical assessment of the emerging Post‐Washington Consensus (PWC), as the new influential vision in the development debate. The authors begin by tracing the main record of the Washington Consensus, the set of neoliberal economic policies propagated largely by key Bretton Woods institutions like the World Bank and the IMF, that penetrated into the economic policy agendas of many developing countries from the late 1970s onwards. They then outline the main tenets of the PWC, emerging from the shortcomings of that record and the reaction it created in the political realm. The authors accept that the PWC, in so far as it influences the actual practice of key Bretton Woods institutions, provides an improvement over the Washington Consensus. Yet, at the same time, they draw attention to the failure of the PWC, as reflected in current policy practice, to provide a sufficiently broad framework for dealing with key and pressing development issues such as income distribution, poverty and self‐sustained growth.  相似文献

The new era of the Post‐Washington Consensus (PWC), promoted under the auspices of International Financial Institutions such as the International Monetary Fund and the World Bank, centres on the need to develop sound financial regulation and strong regulatory institutions, especially in the realm of banking and finance in post‐financial crisis developing countries. This article uses an examination of the Turkish banking sector experience with the PWC in the aftermath of the 2001 financial crisis to show its considerable strengths and weaknesses. The authors argue that the emergent regulatory state in the bank‐based financial system has a narrow focus on strengthening prudential regulation, whilst ignoring the increased ‘financialization’ of the Turkish economy. They identify the positive features of the new era of the PWC in terms of prudential regulation, which has become much more robust in its ability to withstand external shocks. At the same time, however, the article highlights some of the limitations of the new era which resemble the limitations of the PWC. These include the distributional impact of the regulatory reforms within the banking sector, and notably the emergence of foreign banks as the major beneficiaries of this process; weaknesses in promoting productive bank intermediation that finance the real economy and economic growth, leading to poverty reduction via growth of employment whilst stimulating financialization within the economy; and finally, the exclusive focus on prudential regulation, whilst ignoring regulatory costs, consumer protection and competition regulation.  相似文献

ABSTRACT This paper develops and applies a space‐based strategy for overcoming the general problem of deriving the implicit demand for nonmarket goods. It focuses specifically on evaluating one form of environmental quality, distance from Environmental Protection Agency designated environmental hazards, via the single‐family housing market in the Puget Sound region of Washington State. A spatial two‐stage hedonic price analysis is used to: (i) estimate the marginal implicit price of distance from air release sites, hazardous waste generators, hazardous waste handlers, superfund sites, and toxic release sites; and (ii) estimate a series of implicit demand functions describing the relationship between the price of distance and the quantity consumed. The analysis, which represents an important step forward in the valuation of environmental quality, reveals that the information needed to identify second‐stage demand functions is hidden right in plain sight—hanging in the aether of the regional housing market.  相似文献

Community‐based participatory research (CBPR) is generally understood as a process by which decision‐making power and ownership are shared between the researcher and the community involved, bi‐directional research capacity and co‐learning are promoted, and new knowledge is co‐created and disseminated in a manner that is mutually beneficial for those involved. Within the field of Canadian geography we are seeing emerging interest in using CBPR as a way of conducting meaningful and relevant research with Indigenous communities. However, individual interpretations of CBPR's tenets and the ways in which CBPR is operationalized are, in fact, highly variable. In this article we report the findings of an exploratory qualitative case study involving semi‐structured, open‐ended interviews with Canadian university‐based geographers and social scientists in related disciplines who engage in CBPR to explore the relationship between their conceptual understanding of CBPR and their applied research. Our findings reveal some of the tensions for university‐based researchers concerning CBPR in theory and practice.  相似文献

This article aims to show the general and broad use of the concept of nature in the philosophical discourse of the 17th century ‐ and in this context it is obvious that this discourse includes both philosophy and theology. I will discuss two opposite views concerning its fundamental understanding of nature, yet will not go into elaborating differences concerning such particular concepts as, for example, space, void or motion. These views and the theoretical positions from which they emerged will here be called res extensa and intima rerum ‐ this is done in order to clarify the basic opposition: there is no interior in pure extension and there is no extension at all in that what is called the interior. My aim is to show that these two views are, in fact, not quite as incompatible and contradictory as it easily may seem at first glance. Although I will for heuristic purposes introduce the two concepts res extensa and intima rerum as complete opposites and in a wholly contrary manner, ist should become clear that there exist both influences and interactions between these two notions. Theorists introduced here as advocates of the intima rerum‐position, can, for example, be seen as having been influenced by the mechanistic, or res extensa‐position, mainly through the formally and methodologically attractive geometric and mathematical argumentation. Likewise theorists advocating a mechanistic position can be said at some points to have been led by a substantial necessity concerning the contect of their argumentation to take recourse to the concept of intima rerum, at least partly or in a modified manner.  相似文献

A fractious UN Security Council has contributed to the decline in effectiveness of a number of UN sanctions adopted in recent years. Yet they remain a tool of the Council, for example with regard to Libya in 2011. The challenge is to understand how UN, country (US) and regional sanctions (EU, AU, Arab League) can be meaningful in such a climate. The four books reviewed make various suggestions, from clarity of mandate to better evaluating impact. Mikael Eriksson's Targeting peace seeks to evaluate the complexity of the sanctions policy process. He argues that effectiveness comes partly from understanding politics (episodes of sanctions), but also from institutional reform—‘black box’ processes, as he calls them. Sanctions are more successful as part of a wider package. Clara Portela in European Union sanctions and foreign policy examines the use of sanctions as a political tool, including the suspension of development aid and the withdrawal of trade privileges. She shows how the EU plays an important role in signalling and constraining when UN sanctions are weak. For example, informal measures like the 2003 EU decision to invite only dissidents to national day receptions in Havanna resulted in the release of detainees that it had aimed for. The high rate of success of development aid cut‐off stands in sharp contrast with EU Common Foreign and Security Policy sanctions. The unintended consequence of good intentions is also highlighted by both Portela and Eriksson—Zimbabwe in particular but also Côte d'Ivoire and Iran pose similar challenges. The imposition of EU or UN sanctions is easier than reaching consensus to lift them, although events in Burma (Myanmar) in 2012 have resulted in smooth suspensions of most US and EU sanctions. All four books show that targeted sanctions cannot be seen as stand‐alone measures, nor assessed in isolation. Sanctions are multi‐faceted and require detailed assessment of political context, episode and institutional process.  相似文献

This thematic section of Nations and Nationalism starts from a question of substantive political importance: How does institutional change – in particular reforms towards ethno‐national equality and the opening of borders – affect national identification in divided regions? It takes the case of Northern Ireland where a radical process of institutional change is under way. It uses new approaches to national identity to map different aspects of change and continuity – in categories of identity and in their interrelations and contents, in elite and in everyday popular identifications (for useful overviews, see Abdelal et al. 2003; Ashmore et al. 2004 ). It examines the trajectory of the Protestant minority in the Irish state to show possible repertoires of change. The authors look respectively at self‐reported categories of identity, official discourses of identity, and popular understandings of nationality. The introduction outlines the relevance of this research to current comparative and theoretical debates.  相似文献

Strategic spatial planning which takes an integrated approach to the development of a territory seemed to go out of fashion, but now there are signs that it is being re‐established. This paper explores these developments using case studies from 10 European countries. The analysis uses an ‘institutionalist’ approach, which examines how the ‘agency’ of spatial planning practices responds to the ‘structure’ of contextual forces, at the same time influencing that structure. The ‘driving forces’ which are influencing strategic spatial planning are investigated, as are two aspects of the changes in spatial planning: institutional relations and policy agendas. The conclusions are thatat least in the case studiesthere is a movement in the institutional relations towards horizontal articulation, territorial logic, and negotiative forms. Policy agendas too are changing, becoming more selective and using new conceptions of space and place. Those institutional developments, however, are not necessarily being translated into territorially‐integrated policy (as distinct from functional/sectoral policy). That translation appears to require simultaneous re‐framing of relational resources (trust, social capital), knowledge resources (intellectual capital), linked to strong mobilization efforts (political capital). The cases considered varied significantly in how far that had been done. Where it had, strategic spatial plan‐making practices were playing a key role in developing institutional territorial integration and re‐invigorating territorial identities.  相似文献

While R. J. Vincent's overall goal in Human rights and International Relations was to demonstrate how human rights might be promoted in international society, there was one area in which he was sceptical about allowing human rights to serve as the basis for international conduct: military intervention. This article begins by demonstrating that Vincent's greatest fear—that legitimizing humanitarian intervention would lead to countless wars—has proved largely unfounded. Nonintervention in the face of gross violations of human rights has marked the post‐Cold War period more than rampant interventionism. Moreover, while the use of force for humanitarian purposes has become acceptable in very exceptional circumstances, the manner in which it has been legitimized and the depth of the consensus around its appropriateness illustrate lingering scepticism among states about infringements of sovereignty. The article concludes by showing how Vincent's writings on humanitarian intervention, in particular his caution about an imperialist advance of cosmopolitanism, might provide a basis for a more robust normative defence of pluralism in contemporary international society.  相似文献

While mainstream economic geography is doing increasing research on green manufacturing and services, with a few notable exceptions, its predominant conceptual approaches to emerging modes of economic orientation continue to examine economic transitions somewhat unreflexively within the context of traditional growth paradigms. The aim of this article is to explore and critically examine neoliberal discourses on the green economy and smart growth by exploring contributions to debates on green economics proposed by ideas linked to post‐growth economies. Based on studies by scholars such as Tim Jackson and Serge Latouche, the article examines the contours of debates on post‐growth, décroissance (de‐growth) and prosperity without growth. We begin by examining growth debates and existing contributions by economic and other geographers to the exploration of alternatives to conventional growth‐centred economics. We then identify some emergent spatial facets of post‐growth transitions and utilize these to explore potential research topics and opportunities for empirical and conceptual contributions by economic geographers to academic and societal debates on economic transitions and post‐growth paradigms. Particular attention is paid to approaches currently discussed in economic geography, such as socio‐technical transition studies.  相似文献

Abstract

The article deals with the relation between research and militancy considering migration as a total social fact, employing different theoretical tools coming from the autonomy of migration theory, migrant labour studies and postcolonial critique. By posing to the reader three problems without a solution, the article frames the main features of what the author calls the migration and militant research conundrum. The essay briefly defines the three problems as the problem of the researcher, the problem of militancy in migration research and the problem of politics and migration. The article argues that if it is true that migration is a social relation mediated by different statuses/documents/definitions in the transnational space, it is thus fundamental both for the researcher and for the militant to critically analyze what does it means to be part of this social relation in postcolonial capitalism conditions. The institutional racism produced by different authorities, from the States to international assemblages, and the transnational labour market must be taken into account. Therefore, in order to address the migration and militant research conundrum in a productive manner, it is crucial to understand the specific position of the militant and the researcher vis-à-vis the materiality of rule and the larger political dimension of migration.  相似文献

The approaches of comparative studies and profile measurements, often used in order to detect post‐depositional alterations of ceramics, have been applied simultaneously to two sets of Roman pottery, both of which include altered individuals. As analytical techniques, Neutron Activation Analysis and X‐Ray Diffraction have been used. Both approaches lead to substantially different results. This shows that they detect different levels of alteration and should complement each other rather than being used exclusively. For the special process of a glassy phase decomposition followed by a crystallization of the Na‐zeolite analcime, the results suggest that it changes high‐fired calcareous pottery rapidly, and so fundamentally that the results of various archaeometric techniques can be severely disturbed.  相似文献

Over the last decade, the global value chain (GVC) approach, with its associated notions of chain governance and firm upgrading, has proliferated as a mode of analysis and of intervention amongst development institutions. This article examines the adoption and adaptation of GVCs at four multilateral agencies in order to understand the purchase of value chain approaches within the development field. Mixing GVC perspectives with other theoretical influences and applied practices, these institutions deploy value chain frameworks to signal a new generation of policies that promise both to consolidate, and to advance beyond, the market fundamentalism of the Washington Consensus. To achieve this, value chain development frameworks craft interventions directed toward various constellations of firm and non‐firm actors as a ‘third way’ between state‐minimalist and state‐coordinated approaches. The authors identify key adaptations of the GVC framework including an emphasis on value chain governance as an instrument to correct market failure in partnership with state and development agencies, and upgrading as a de facto tool for poverty reduction. They find that efforts are ongoing to construct a ‘post’ to the Washington Consensus and that the global value chain is enabling this process by providing a new language and new object of development intervention: ‘the chain’ and the local–global linkages that comprise it.  相似文献

This year NATO will celebrate its 60th anniversary. So far the world's most powerful military alliance has been a remarkable success story. However, as the first decade of the new century draws to a close there appears to be a widening strategic rift among the allies. ‘Two‐tier NATO’ is by now an established piece of shorthand in international strategic debate to indicate an ‘alliance à la carte’ divided into two or more factions of member states with divergent interests. Evidently, the alliance increasingly struggles to reach consensus on a whole range of strategic issues. So is NATO on a path to disintegration and, ultimately, to failure? This article argues that the organization has developed from a fixed ‘two‐tier’ into a rather fluid ‘multi‐tier’ alliance. On many issues the alliance is in fact divided into several different camps that are pushing in different directions. Thus, allies can be grouped into one of three tiers: a ‘reformist’, a ‘status‐quo’ and a ‘reversal’‐oriented one. While the evolution of such a multi‐tier alliance will not inevitably result in NATO's demise unmanaged, this manifestation of camps will continuously disrupt the organization's strategic agility. The article finds that if NATO is to maintain strategic vitality, it needs to develop new institutional mechanisms and establish a consensus on its strategic posture in the changing international order and to make ‘variable geometry’ work.  相似文献

Archaeometallurgy is one of the earliest manifestations of archaeometric research, using science‐based approaches to address cultural–historical questions. This review first outlines the extent of the field, defining in some detail the main branches of archaeometallurgy, and their specific methodological approaches. It then looks at some of the early publications pioneering archaeometallurgical research, to set the scene for the publication pattern of archaeometallurgy in general, and the role that Archaeometry played in publishing archaeometallurgical research. The analysis of archaeometallurgy‐themed publications in Archaeometry, their change over time and their relationship to the total range of work done in the field indicates that there is a rather narrowly defined and specific type of archaeometallurgy that gets published in Archaeometry, initially with a strong focus on coin and object analysis, often combined with method developments. The more recent developments in isotope‐based studies in archaeometallurgy find only a limited representation in the journal, despite the leading role that the Isotrace Laboratory played in this discipline, for some considerable length of time. More recently, this Archaeometry‐specific ‘flavour’ of archaeometallurgy seems to weaken, with an increase of papers on iron and on primary production in general, subjects still much under‐represented.  相似文献

In recent years, cultural studies and cultural theory have experienced a new wave of ecological thought. Despite the engagement with the Anthropocene the history of ecology and the environmental sciences has remained somewhat of a puzzle. This goes especially for the 20th century, a period when the sciences of the environment came to matter on a broader scale. Why do we actually know so little about the environmental sciences in the 20th century? And what could a history of the environmental sciences in that period look like? This article answers these questions with two interrelated arguments. First, by reflecting on different approaches to write the history of ecology since the 1970s, it uncovers crucial entanglements between the history of science and ecological thought that created blind spots regarding the environmental sciences in the 20th century. Second, it argues for a shift in scales of analysis—towards meso‐scales. With a more regional approach historians can engage with the often‐neglected aspects of the political and economic history of the environmental sciences in the 20th century and thereby also reveal their fundamental infrastructural dimension. Because at its core, the article claims, the environmental sciences were and are essentially infrastructural sciences.  相似文献

The aim of this article is to broaden the epistemological basis for investigating the current shift to cognitive‐cultural economies and the resurgence of cities and its socio‐spatial articulation. The point of departure here is that the drivers of the structural changes are indeed more or less ubiquitous, but are played out in different national institutional and urban contexts resulting in potentially diverging cognitive‐cultural economies. Four main drivers of change after 1980 are distinguished. The first is the rise of a new technological paradigm based on digital technology. The second is the thrust towards deregulation and privatization as planks of the neo‐liberal political programme. The third is the intensification of all kinds of linkages between regions across the globe. The fourth driver constitutes the processes of individualization and increasing reflexivity that have fragmented consumer markets. By identifying distinct filters which might shape and mould the impact of these more general drivers on concrete urban areas, a comprehensive framework is presented that can be used to analyse and compare the trajectories of cities while linking them to a larger narrative of societal change. A central line of reasoning is that agglomeration economies – pivotal in Allen Scott's analysis of the emergence of a cognitive‐cultural economy – are themselves embedded in concrete social and institutional contexts which impact on how they are played out. To make this point, we build upon Richard Whitley's business systems. Given this institutional diversity, we expect that various institutional contexts will generate different cognitive‐cultural economies.  相似文献

“Consensual Corporatism” under the Hawke Labor Government is a process of policy decision‐making engendered both by a reaction to perceived past Labor policy‐making failures and the context of the collapse of the long post‐war economic boom.

This paper argues:

  1. 1) that the perceptions of economic crisis in Australia in 1983 were accurate and that the Hawkeist consensus model was a correct (though not really corporatist) reaction to the policy requirements of the mid‐1980s;

  2. 2) that, primarily because of the fragility of the institutional‐cum‐political base of the Hawke “consensual corporatist” policy process it will take an unusual combination of continuous good management and good luck for the model and its progenitor government to survive beyond the next election.

There is significant confluence in the literature that leads one to expect groups of haves and groups of have nots in socio‐economic systems within common spatial contexts. Several economic theories suggest economic activity to be concentrated in a few core areas with geographically large ‘peripheries’ relying on one or two industries for employment and income. In the context of the north of Australia, issues of disparities in socio‐economic status between the region and elsewhere in Australia, and also within the region have been highlighted in the literature for some time. This paper discusses the contemporary situation using customised data collected and analysed for 55 river‐basin catchments in the Tropical Rivers region of northern Australia to highlight the extent of the haves and have nots problem. A range of spatial economic theories are discussed as theoretical bases for the present day situation and as pointers to revisionist approaches which may address it. Transforming the have nots to improved states of well‐being will be a costly and difficult process. Consequently, we argue that factors other than raw incomes and economic production should be reconsidered and re‐prioritised by governments as redress to the ongoing ‘problem’ of the North.  相似文献

This article presents a critique of Vietnam's agricultural modernization in the context of its post‐socialist transition and the emerging climate crisis. Agricultural modernization has led to impressive rates of wealth creation that have pulled many Vietnamese out of poverty and food insecurity over the past two decades. However, the model's own logic of accumulation has also made the country increasingly reliant on complex processes and has locked in various technological path dependencies. These include energy‐ and input‐intensive production, engineered landscapes, reduced agro‐biodiversity, and weakened social networks, knowledge and skills. As a result, Vietnam is becoming more sensitive and less able to adapt to structural shocks, notably that of climate change. Furthermore, and crucially, the post‐socialist transition since the launch of ??i m?i (market reform) has given rise to a political economy with dominant interests increasingly vested in the continuity of this modernization model. The article argues that it is this new dynamics of class and state–society relations that now represents the main obstacle to the development of credible solutions to the climate crisis.  相似文献
