This article examines the dynamic nature with which independent accountability mechanisms operate. Focusing on the World Bank, the authors argue that its Inspection Panel evolves according to internal and external pressures. In seeking to achieve equilibrium, and protect its authority and independence, the Panel has gone through several distinct phases: negotiation, emergence, protracted resistance, assertion of independence and authority, renewed tension, and contestation. The core novelty of the article is its application of concepts from outside the field of development studies — notably institutional accountability from the governance literature, and judicialization from the legal studies literature — to the topic of the Inspection Panel. Examining the Panel in this way demonstrates that accountability mechanisms represent a hybrid of transnational governance influenced by a range of actors including project‐affected peoples, national governments, managers and development donors. Accountability in development finance is about competing interests as well as competing conceptions and expectations of accountability. In such a complex and multi‐scalar system, the Panel is not only concerned with delivering well‐researched investigation reports; it is also an entity seeking to ensure its own survival, as well as an arbiter of its own brand of legitimacy and accountability.  相似文献

Current western aid and development policy aims to promote ‘good governance’ in the third world. Few would deny that competent, open and fair administration is both a worthy aim and a self-evident requirement of development. However, the current orthodoxy clearly illustrates the technicist fallacy, which is implicit in the following quotation from Pope, that the effective administration or ‘management’ of development is essentially a technical or practical matter. This article argues that development is fundamentally a political matter and that it is illusory to conceive of good governance as independent of the forms of politics and type of state which alone can generate, sustain and protect it. Changes are reverberating through the international development system. This article focuses on (re)emerging development actors in the South and their role in setting agendas, challenging current aid orthodoxies, and re‐articulating development cooperation relationships between and within the North and South. Specifically, the article examines trilateral development cooperation, a significant new trend in foreign aid. The first aim is to examine the role of trilateral development cooperation in the changing geographies of development and global partnerships. The second aim is to foreground and critically evaluate the politics of trilateral development cooperation. The authors argue that trilateral development cooperation has potential to improve aid effectiveness, harness the energies and expertise of southern partners, and reshape development relations in more egalitarian ways. Alternatively, however, it may work to co‐opt (re)emerging donors into a depoliticized and ineffective aid system. While this argument has been made by many critics with regard to North–South development relations, the authors also question the projection of shared interests and essentialized developing country identities in relation to the South–South element of trilateral development cooperation. The article concludes by emphasizing the need to extend critical perspectives to all elements of the new development partnerships emerging within a rapidly changing global landscape.  相似文献

This symposium aims to broaden the way scholars theorise and empirically treat the increasingly complex relationships between robots and social life, especially in the context of our historically anthropocentric human geographies. The authors of this symposium engage a range of diverse epistemological, ontological, and methodological commitments, but all in some way address the power dynamics and shifting political economies involved in human–robotic interactions as well as possibilities for resisting and overcoming particular forms of domination and oppression. At the same time, the papers present new avenues for conceptualising the rise of robots and robotics and the everyday socio-spatial relations of contemporary algorithmic life. In a rapidly evolving present and future, where life is increasingly managed in relation to algorithmic imaginaries and automated fantasies, these papers demonstrate the potential for geographers to make significant interventions and contributions to investigate the limits, contradictions, and messy contingencies of socio-technical assemblages, to trace the shifting spatialities and temporalities of the geographies of algorithmic governance, and to envision radical democratic, post-capitalist, emancipatory alternatives. These futures are unlikely to be “robot free”, so the question remains how will we build a future set of geographies that acknowledges this reality while also claiming space for the diverse and rich expansion of all forms of life, both human and non-human?  相似文献

The creation of the New Development Bank (NDB) and the Asian Infrastructure Investment Bank (AIIB) has generated a great deal of attention and controversy in the development community and beyond. Do these banks indicate that China is promoting a new model of multilateral development finance that undermines the existing system dating back to Bretton Woods? What are the forces shaping China's policy choices in this area? In contrast to the prevailing tendency to view these banks as part and parcel of the same challenge or opportunity for multilateral development financing, this article highlights major distinctions between the NDB and the AIIB. The fact that China is playing a prominent role in both the NDB and the AIIB suggests that China is not promoting a coherent new model of multilateral development financing, but is instead straddling different traditions in this realm of global financial governance. The ambiguity in China's approach to multilateral development finance is shaped by its multiple identities and complex economic and political interests.  相似文献

It can be argued that creating a reputation for sustainable development for the benefit of a competitive advantage resonates with institutional theory. In principle, this opens up the possibility to relate a given sustainability agenda with theoretical frameworks based on old institutional economics (OIE) and/or new institutional economics. This is particularly true in arenas where qualitative factors cause a discontinuous change from the previous structure, such as amid urban regeneration. Using empirical evidence from three very different European cities, Budapest, Amsterdam and Trondheim, it is shown that OIE has plenty to offer for a “patchy” and evolving problem area such as the analysis of planning and property development in an urban setting. The position taken here is that good community governance needs the support of the private sector too. Smart policies, regulations and especially incentives set at the local and regional levels are an imperative to meet the sustainability goals set out in the Rio-1992 agenda. This international comparison attempts to provide some guiding answers to the empirical question as to how sustainable the three cases of country- and city-specific governance are in terms of their property development.  相似文献
