In this article, some of the important structural changes occurring in local government today which are likely to have a direct impact on labor relations for municipal and county governments are reviewed. These include fiscal, managerial and socio-economic changes. The implication of these changes for such factors as multilateral bargaining, union growth, contracting out, inter-municipal labor cooperation, legitimacy for public employee unionization, popular support, and changes in the legal status of organized municipal employees are examined. Finally, the overall impact of these trends on work stoppages, disruption of city services, etc. is discussed.  相似文献

In the aftermath of the 2008 financial crisis, neoliberal governments embarked on austerity programs that include reducing public services, imposing public sector wage restraint, and reorganizing public sector working conditions and labour relations. In this context of economic crisis and austerity, populism has risen across North America and Europe on both the right and left of the political spectrum. The rise of right populism in particular confronts unions with key organizational and strategic challenges as neoliberal governments seek to mobilize right populist discourses in their efforts to restructure work and labour relations. Using a socio‐geographic framework, and based on an examination of post‐2008 legislative and policy measures undertaken at the federal, provincial, municipal levels in Canada, this paper explores the nexus between “uneven austerity”, rising populism, and union strategic capacities. We examine this intersection of austerity and populism at multiple scales to reveal the implications for organized labour.  相似文献

This article examines how Conservative governments restructured public sector in day trial relations in Britain between 1979 and 1997, and identifies the main components of trade union strategic response to change. It argues that Conservative policy is important for its impact upon trade union strategy and practice, and that public sector unions constitute the leading edge of trade union strategic modernization in Britain.  相似文献

This paper sets out the need to conceptualise labour internationalism in the public sector, given its distinct political character and orientation. Our analysis adds to a literature on labour internationalism that hitherto has mainly depicted strategies of unions in private sector industries. To better understand the reasons for upscaling trade union efforts in a sector where the main employer remains the institutional apparatus of the nation-state, we have interviewed office bearers in the most important global union federation organising across different public services – Public Services International (PSI) – asking them to explain their political and strategic considerations. We find that the distinct role of the nation state as an employer, the public character of work and specific relations between public sector workers and the users of services, are all determinants in shaping labour transnationalism in the public sector. This in turn leads to a greater emphasis on alliances with social movements and oppositional campaigns, representing a radical global political unionism. Neoliberal austerity and privatisation measures have reinforced the importance of such political relationships and power, but also challenged their organisational foundations. However, alliance-building is not PSI's sole strategy. We find that office bearers at the transnational level combines three strategic rationales through orientations that we have labelled the political-institutional, the movement-popular and the industrial-corporate. We also suggest that employing these sensitising concepts can bolster the scholarly treatment of understanding labour internationalism and its strategy repertoires more generally.  相似文献

Much has been written about the history of the work of men and women in the premodern past. It is now generally acknowledged that early modern ideological assumptions about a strict division of work and space between men and productive work outside the house on the one hand, and women and reproduction and consumption inside the house, on the other, bore little relation to reality. Household work strategies, out of necessity, were diverse. Yet what this spatial complexity meant in particular households on a day‐to‐day basis and its consequences for gender relationships is less clear and has received relatively little historical attention. The aim of this paper is to add to our knowledge through a case study of the way that men and women used and organized space for work in the county of Essex during the “long seventeenth century”. Drawing on critiques of the concept of “separate spheres” and the models of economic change to which it relates, together with local/micro historical methods, it places evidence within an appropriate regional context to argue that spatial patterns were enormously varied in early modern England and a number of factors—time, place, occupation, and status, as well as gender—determined them. Understanding of the dynamic, complex, uneven purchase of patriarchy upon the organization, imagination, and experience of space has important implications for approaches to gender relations in early modern England. It raises additional doubts about the utility of the separate spheres analogy, and particularly the use of binary oppositions of male/female and public/private, to describe gender relations and their changes in this period and shows that a deeper understanding demands more research into the local contexts in which the gendered division and meaning of work was negotiated.  相似文献

On the occasion of the 40th anniversary of the Center for Canadian–American Studies at Western Washington University, the author considers the trends that will shape US–Canadian relations over the next 40 years. Specifically the author considers the deepening of continental economic integration; the consequences of reaching the limits of current governance of integration and the coming need to negotiate new arrangements and institutions to manage the shared economy; the importance of an anticipated drive for greater public sector productivity in both countries at the federal and state/provincial levels; and the implications of a generational transition in the management of the relationship from the Baby Boomers to a younger generation with an attendant need to maintain the best traditions of amicable bilateral relations while evolving and adapting the management of the relationship in keeping with changing times and new challenges. For each of these changes, it is to be hoped that education in Canadian studies will be available for future leaders in the public and private sectors.  相似文献

The Ecology of Games (EoG) theory couples institutional rational choice with social network theory, articulating how transaction costs, social capital, and collective action dilemmas shape networks and network outcomes in polycentric governance systems. EoG literature has often focused on social–relational ties across organizational boundaries. However, jurisdictional fragmentation and increased reliance on private contractors in local public service delivery foster another source of network connectivity—shared personnel who work for multiple service providers. Drawing upon novel data of organizational personnel from more than 500 special purpose entities responsible for delivering drinking water to local neighborhoods in the Houston metro area in the state of Texas (United States), we examine how managerial, technical, and financial service delivery personnel connect otherwise independent organizations. We find that districts regulated by a common groundwater management agency and districts which contract with one another are both more likely to share technical and managerial personnel. By studying special districts that have overlapping personnel, we broaden the scope of the EoG framework to include additional layers of governance network complexity. As individual bureaucrats and service professionals play a key role in information transfer and innovation diffusion across organizations, shared personnel networks merit consideration as a mechanism for coordination and collective problem solving in fragmented urban systems.  相似文献

This contribution considers the implications for industrial relations of European economic integration, and possible trade union responses. We can understand industrial relations as institutions and processes of social regulation of work and employment, whether by law, collective bargaining or more diffuse norms and standards (often, a combination of all three). These systems of worker protection became consolidated at national level; their foundations are eroded by increasing economic internationalisation (to which the European single market was a response, but which it further reinforced). Through the dynamic of "regime competition", multinational capital can play off national governments and national trade unions against one another, while norms of worker protection are subverted by growing insistence on "shareholder value". Effective regulation of work and employment must be reconstructed transnationally; but most trade union energy has been devoted to a vain pursuit of European analogues of national legislation and collective agreements within a bureaucratic elite process of "social dialogue". What is needed is, first, effective articulation between European-level trade union action and the day-to-day realities of national and workplace trade unionism, and second, a struggle to create a European civil society within which the protection of workers' rights can win popular support and which can sustain effective collective mobilisation.  相似文献

This paper analyzes the political dynamics between a newly elected, right‐leaning provincial government and a left‐leaning public sector union that resulted in the privatization of 4000 health support housekeeping jobs in southwestern British Columbia in less than a year. The article documents how government set the stage for privatization, the struggle that ensued when the union resisted concessionary bargaining, and the new challenges that emerged for both union and management once housekeeping and other support services were taken over by multi‐national service corporations. This case is significant because the size and scope of this privatization and the legislation that facilitated it are unprecedented in Canadian history.  相似文献

Abstract

Working towards greater public interaction in the museum, and with archaeology reflecting on its contemporary context, traditional collection practices will inevitably be challenged. Archaeologies of the contemporary bring new kinds of artefacts to collections and raises ethical and political questions, since it must interact with the world of the living. Public archaeology, on the other hand, strives to involve people in the making of history, with an aim towards more inclusive, and even democratic, pasts and collections. Three recent research projects at the Swedish Museum of National Antiquities have dealt with these issues. The case studies future memories, archaeologist for a day and public contract archaeology question artefact categorizations, policies for storage and display, as well as database organization, design, and availability. It clearly turned out that the way museums work with collections structure and limit the ways in which audiences can engage with them. To deal more intensively with the public relations of archaeology, and to get more engaged in the contemporary, has definite consequences for the collections and collection practices of archaeological museums. A public-need focus will inevitably give opportunities for archaeologists and institutions to renew their perspectives and practices.  相似文献

This paper considers recent changes in US and UK science policy designed to make academic research more publicly accountable and relevant. To this end, relations between public sector funding bodies academic researchers, andthe wider public are being reorganized in terms of customer-contractor relations, though cultural and institutional differences mean these broad trends have produced different outcomes in the US and UK to which geographers will have to adapt. New forms of market based, customer accountability are restructuring the context of scientific research and reorienting long standing academic norms and values. Though these changes are designed to make academic research more responsive to the demands of various paying customers, the paper suggests the importance of reflexivity about the interests and identity involved.  相似文献

Many American state governments have made extensive promises to pay for employees’ health care and other benefits in retirement. Currently estimated at over $1 trillion in unfunded liabilities, these other postemployment benefits (OPEB) are creating a major fiscal problem for state governments. In this article, we examine the politics of OPEB. We seek to explain the variation in the generosity of OPEB across U.S. states. We argue that party competition theories do not adequately explain the outcomes we observe. Instead, we draw on the emerging Schattschneiderian approach to the politics of public policy to show that public union strength conditions a party's incentives to represent unions’ interests. In states where public sector unions are strong, unions can find their way into either party's coalition. We find that Republicans are more responsive to public union interests than either their ideological brand or prior research would suggest. It is only in states where public employees are weak that Republicans can act unilaterally and enact their preference for less government spending. To test our theories, we carry out an empirical analysis using a newly assembled data set of per capita OPEB liabilities across 49 states.  相似文献

Although frequently treated as apolitical by social scientists and practitioners, public personnel administration has always been infused with political considerations. Today, it is more widely recognized that personnel policy choices can have political ramifications of major consequence. However, this policy realm is characterized by a number of competing values espoused by different governmental institutions and private groups. The civil service reforms of 1978 created more coherent personnel policy and greater clarity among the various competing interests and participants. Nevertheless, the political environment of public personnel administration remains so complex that the issue of whether it is possible for public managers to manage lively is legitimately raised.  相似文献

Abstract

The last decade has seen a dramatic increase in public concern about nuclear energy. As a consequence, it has become recognised that the future of nuclear energy will not only depend on technical and economic factors, but that public acceptability of this technology will play a crucial role in the long-term future of nuclear energy. Research has shown a considerable divergence in public and expert assessment of the risks associated with nuclear energy. Qualitative aspects of risks play a dominant role in the public's perception of risks, and it seems necessary for experts to recognise this in order to improve relations with the general public. It is also clear, however, that differences in the perception of risks do not embrace all the relevant aspects of the public's assessment of nuclear energy. Public reaction is also related to more general beliefs and values, and the issue of nuclear energy is embedded in a much wider moral and political domain.  相似文献

The Finnish forest workers' trade union and employers' organizations signed their first wage agreement in 1957 and first collective labour agreement in 1962. Many other sectors had concluded such agreements years earlier. This article challenges the widely accepted idea that collective labour agreements were becoming ubiquitous in Finnish industrial relations soon after the Second World War. Forest workers were left out of this process, and up until the late 1950s their wages and working conditions were not determined by the labour market parties but by state authorities – the state legislated and regulated forestry wages. The explanation for the delayed development of labour market practices in this sector can be found in forest work itself as well as the state's active role. This work was, up until the 1960s, done mainly by small farmers who were reluctant to unionize and unable to otherwise promote their interests. The situation changed when professionalization made them more or less full-time forest workers who more often joined the union. At the same time, the state created organizations and institutions which encouraged labour market parties to cooperate. Their shared struggle against political interference pushed labour market parties towards collective bargaining.  相似文献

Abstract

This article presents a critical and ethnographically directed discussion and comparison of how the World Heritage listed rock carvings at Tanum, Sweden and Val Camonica, Italy are managed and made accessible to the public. The article focuses on how the Swedish and Italian heritage management cultures view the rock carvings as an authentic (i.e. genuine) phenomenon firmly, and solely, belonging to the past and how this contemporary embedded and constructed narrative leads to specific ways of managing, constructing, organizing, presenting, and staging these places for the public. The article stresses that even if the rock carvings were produced in the past, their authenticity is also a product of their role in contemporary negotiations of interpretive supremacy, control, and power between the culture of heritage management and the public. An ethnographical approach, and ethnographical methods, are used. This approach has implications for archaeology and its public relations; in the light of it, activities and phenomena that seem to be completely normal are revealed as examples of the specific culture of contemporary archaeology and heritage management. It is stressed that this culture and its rituals need to be further examined from an ethnographic point of departure.  相似文献

Since the early 1980s, most African countries have experienced unsatisfactory rates of economic growth and profound changes in livelihood systems, which have affected the way their modern institutions function. However, when confronted with evidence of poor economic performance in countries undergoing adjustment, the international financial institutions often blame governments for their lack of political will in regulating the activities of bureaucrats and vested interests. They recommend policies aimed at restructuring public sector institutions through privatization, public expenditure cuts, retrenchment, new structures of incentives and decentralization. Despite efforts to implement these measures in a number of countries, the problems of low institutional capacity remain. Two key contradictions appear to explain why institutions have been largely ineffective in crisis economies in Africa: the growing contradiction between the interests of bureaucratic actors and the goals they are supposed to uphold; and the contradiction between the institutional set-up itself and what goes on in the wider society. To understand how these contradictions work, it is necessary to look more closely at the set of values and relationships that anchor institutions on social systems. The issues here are social compromise and cohesion; institutional socialization and loyalties; overarching sets of values; and political authority to enforce rules and regulations. The crises in these four areas of social relations, which are linked to the ways households and groups have coped with recession and restructuring, have altered Africa's state institutions so that it has become difficult to carry out meaningful development programmes and public sector reforms without addressing the social relations themselves.  相似文献

It is widely recognised within and around the labour movement that labour (as wage work, as class identity, in the trade union form, as a partner in industrial relations, as a radical-democratic social movement, as a part of civil society) is in profound crisis. Even more is this the case for labour as an international movement at a time in which the old international capitalist order is being challenged by the new capitalist disorder. Recovery requires a critique of traditional labour internationalism, reconceptualisation, new kinds of analysis and a new dialogue and dialectic between interested parties. Presented here in turn are the following: (1) a critique of the union internationalism of the national/industrial/colonial era; (2) a reconceptualisation of unionism and labour internationalism appropriate to a globalised/networked/informatised capitalist era; (3) the millennial dialogue on labour and globalisation; and (4) the role of communication, culture and the new information and communication technology. The conclusion stresses the centrality of networking, communication and dialogue to the creation of a new labour internationalism. At the beginning of the twentieth century, municipal authorities in England and Wales, and in Scotland, began to develop systems of veterinary public health which encompassed both the welfare of animals and the safety of meat and milk intended for human consumption. This paper examines the motives behind veterinary attempts to extend the integration of human and animal health considerations within the public health framework in the inter-war period. In 1938 the Ministry of Agriculture implemented a national administrative structure for the management of animal diseases which absorbed the veterinary personnel of the municipal authorities, whose own veterinary public health activities largely fell into abeyance. As a result, the ideal of veterinary public health disappeared from British public health practice after 1939, and lost its force as a professional political cause. The mid-century disappearance of animal health from consideration in British public health programmes was one of a complex of historical strands which contributed to the late-twentieth-century emergence of public health crises over such animal-borne diseases as salmonellosis, Escherichia coli infection, and bovine spongiform encephalopathy.  相似文献

Abstract: This article investigates how capital–labour relations (encompassing processes of class formation, representation, struggle and compromise) impact on emerging regions’ developmental trajectories. It does so because much of development studies portray labour simply as an input (human capital) subordinate to more fundamental processes such as capital investment and accumulation. The paper draws on and extends insights gained from the “new working class studies” and global commodity chains literatures in order to examine evolving capital–labour relations—from relatively militant struggles to class compromise—in an emerging sector of North East Brazilian export horticulture. It identifies sources of workers’ structural and associational power and uses these to explain significant gains achieved by the region's rural trade union during the formation of the export horticulture sector. It then asks, why, despite continuing structural power, the region's trade union has entered into a class compromise with the leading employers via (a) reducing its militancy and its strategy of striking against employers to win concessions, and (b) shifting its objectives in terms of concessions sought. It speculates on the impacts of these changing class relations on the region's developmental trajectory.  相似文献
