The Arab uprisings of 2011 are still unfolding, but we can already discern patterns of their effects on the Middle East region. This article offers a brief chronology of events, highlighting their inter‐connections but also their very diverse origins, trajectories and outcomes. It discusses the economic and political grievances at the root of the uprisings and assesses the degree to which widespread popular mobilization can be attributed to pre‐existing political, labour and civil society activism, and social media. It argues that the uprisings' success in overthrowing incumbent regimes depended on the latter's responses and relationships with the army and security services. The rebellions' inclusiveness or lack thereof was also a crucial factor. The article discusses the prospects of democracy in the Arab world following the 2011 events and finds that they are very mixed: while Tunisia, at one end, is on track to achieve positive political reform, Syria, Yemen and Libya are experiencing profound internal division and conflict. In Bahrain the uprising was repressed. In Egypt, which epitomizes many regional trends, change will be limited but, for that reason, possibly more long‐lasting. Islamist movements did not lead the uprisings but will benefit from them politically even though, in the long run, political participation may lead to their decline. Finally, the article sketches the varied and ongoing geopolitical implications of the uprisings for Turkish, Iranian and Israeli interests and policies. It assesses Barack Obama's response to the 2011 events and suggests that, despite their profound significance for the politics of the region, they may not alter the main contours of US foreign policy in the Middle East in a major way.  相似文献

This article reviews the current state of analysis of the 2011 Arab uprisings. It argues that valuable literature on the uprisings is emerging just at a time when the international policy agenda has moved away from 2011's flirtation with visions of a democratic Middle East. This literature presents a timely reminder that the uprisings were part of long‐term processes of political change, rather than isolated phenomena. Understanding the very different post‐uprising trajectories of different Arab countries requires comparative analysis of the political economy, state institutions, the role of the security sector and strategies of opposition movements, among other factors. Moreover, comparative experiences from transitions in other regions indicate that the conflicts, economic problems and social polarization that have ensued in most of the transition countries are not evidence of an Arab exception, but, rather, have parallels with political transitions elsewhere, which have rarely been peaceful or simple. Compared to 2011, the perceived costs of political change are higher today, while the gains remain uncertain. But the drivers of unrest remain unresolved; and a small minority will seek change through brutal and violent means. Western policy‐makers need to understand what is driving these movements. Yet they also, crucially, need to understand what is motivating and preoccupying the larger publics in the Arab world, in order to build broad‐based relations with these countries, and avoid inadvertently empower violent groups by allowing them to set the political agenda.  相似文献

Representing one of the most stable regimes in the Middle East, Jordan has been undergoing a process of political liberalization since 1989. Due to the so‐called East Bank‐West Bank cleavage that followed by the influx of Palestinian migrants to Jordan, the country has also come to epitomize a divided society. Within this context, this paper aims to analyze the ongoing prospects for democratization in Jordan through an examination of four persistent debates shaping its electoral pluralism: those over social/identity division, electoral law as a regime‐survival mechanism, the role of the Ikhwan and the IAF's electoral boycotts, and electoral apathy. Finally, the impact of the Arab upheavals/revolts on restructuring the process of political reform — as well as opposition in the kingdom in the post‐2011 era — will be explored with reference to the changing dynamics of Islamist opposition.  相似文献

Despite the fact that the Arab revolutions that swept important Arab countries by the beginning of 2011 from North Africa to the Middle East were the result of precarious economic and social conditions, still the causes and roots of these uprisings at that very moment indicate some inherent potential drives that are the result of years of simmering. The United States had long supported the expansion of democracy in the world, but the Arab world had always been seen as an exception. The September 11 events destroyed that approach to the Middle East. Accordingly, all attempts to explain the uprisings have been overwhelmed and distorted by the concurrent conditions of the Arab world in relation to its social, political, and cultural deficit. However, the underpinnings of the Arab revolutions can be traced to a distrust of people in their governments and a deep understanding of the new world order triggered by the 9/11 events and the invasion of Iraq. This article traces the impact of the 9/11 events on the Arab mindset ever since the Iraq war and how it resulted in the turmoil of the Arab revolutions.  相似文献

In the aftermath of the Arab Spring the Middle East has plunged into a state of instability. The United States has responded to these rising insecurities in a region of strategic importance with hesitation or half‐hearted commitments. The Obama administration, plagued by the increasingly difficult decision of defining America's role in an apolar world while managing the political and economic legacy of the Bush administration, has relied on a policy of delegation. Obama neither refrained from military options nor showed any willingness to commit American ground troops to one of the strategically and operationally most complex environments of the world. Instead, Obama's preferred way of war is one relying on surrogates—both human and technological—that allow the United States to externalize, partially or wholly, the strategic, operational and tactical burden of warfare. Unlike any other previous US administration surrogate warfare has become the principal means of protecting US interests in the Middle East that are perceived to be all but vital. The need for deniability and legitimacy, cost–benefit considerations as well as the lack of capability have made warfare by surrogate a preferred option in the Middle East. The consequences for US policy in the region are profound, as the lack of control and oversight have empowered surrogates whose long‐term interests are not compatible with those of the United States. More severely, the US might have jeopardized its standing as the traditional guarantor of security in the Middle East— something that partners and adversaries alike have exploited.  相似文献

The Arab Spring, a revolutionary movement for democracy that swept across the Arab Middle East in 2010, has contributed to the downfall of several oppressive authoritarian regimes in Tunisia, Egypt, Libya, and Yemen. The movement represented several uprisings that placed the United States in a precarious position. While the uprisings have shaken U.S. policy to the core, they also presented a historic opportunity for American policymakers to craft a new and comprehensive policy that is compatible with the much‐coveted principles of democracy, freedom, and justice in a region that has historically been unable to grasp such principles. This article argues that the American administration under President Barak Obama squandered this opportunity by pursuing an incoherent and inconsistent policy. This policy revealed Obama's support of the uprisings calls for political reforms that aligned with American liberal values. However, the policy also reflected a commitment to ensure security and stability by maintaining autocratic regimes the protesters hoped to overthrow. This article demonstrates that the policy lacked consistency and clarity as it shifted from one uprising to another.  相似文献

China's Belt and Road Initiative (BRI) aims at connecting the continents of Asia, Europe, and Africa through a combination of infrastructure projects and soft‐power programs. All of the six land bridges and maritime routes under the BRI extend westward, mostly passing through Central Asia and the Middle East on land or by sea. Cooperation with countries in these regions will, according to China's design, meet its domestic energy needs, and grow the country's economy. China recognizes, however, that in Central Asia and the Middle East, the risks posed by what it calls the “Three Evils” — terrorism, extremism, and separatism can impact the success of the BRI. They can also impact stability in its own adjacent areas, including Xinjiang. Therefore, in concert with the BRI, China is also identifying and deploying bilateral and multilateral diplomatic mechanisms aimed at security coordination with BRI countries in these two volatile regions. This article provides an overview of BRI developments in the two regions and examines some of the diplomatic mechanisms China is using to coordinate security and reduce risks.  相似文献

Does cultural diversity lead to a want of respect, intolerance, and violence? Is religious culture in Islamic or other states tending towards a territorial imperative, denying any democracy a chance? Is globalization threatening value, identity and meaning? In the wake of 9/11, war on the Taliban's Afghanistan and Saddam's Iraq, the lingering Israeli–Palestinian tension, and what appear to be re-discovered genres of brutality—such as suicide bombings, beheadings, the wanton destruction of churches and other temples—this article teases out some historical and philosophical contexts in an attempt to assuage contemporary uncertainties. Distinguishing between the Mediterranean and the Middle East as two different realities, the article discusses how seemingly bewildering new theses and premises in a post-war, post-colonial, post-communist world may be read and possibly reconciled during the twenty-first century.  相似文献

This paper examines ethno‐symbolic and instrumental explanations of ethnic and sectarian identities placed within the constructivist turn in the study of political identity, both in the abstract and how they have been deployed to explain the increasing contemporary influence of ethnosectarian mobilisation in Iraq and the wider Middle East. The paper identifies explanatory value in these approaches but finds their focus on either ideational structures or individual rationality too narrow to provide a comprehensive explanation of what happened to political identities in Iraq after 2003. Instead, the paper deploys what can be termed a ‘Bourdieusian method’, in an attempt to get beyond the polarities of structure and agency. It uses Bourdieu's conceptions of political field, principles of vision and division and symbolic violence to understand the influence that de‐Ba'athification, the creation of the Muhasasa Ta'ifia or sectarian apportionment system and national elections had on political identities in Iraq since the 2003 invasion.  相似文献

This paper offers a critique on state formation theories used in the explanation of the rise of the biblical United Monarchy. The last three decades of archaeological and biblical research have shown that there is no firm evidence for speaking of a kingdom or empire of David and Solomon in ancient Palestine. Thus what is proposed here is to evaluate the archaeological record through the data provided by the ethnological record of the Middle East, keeping the biblical stories apart from this interpretation. The analysis of the dynamics and structure of Middle Eastern “tribal states” and “chiefdom societies”, including here the practice of patronage bonds, gives us important keys for understanding Palestine's societies. The historical perspective that appears then is one different from the Bible's stories and from modern ideas such as “states” and “nations”, offering us instead a better methodology for reconstructing ancient Palestine's historical past.  相似文献

The rapid and unpredictable changes in the Middle East collectively known as the “Arab Spring” are posing tremendous challenges to U.S. policy formation and action. This article will explore and evaluate evolving U.S. policy in the Middle East and its potential implications. There has always been a tension in American foreign policy between pursuing American “values” (foreign policy idealism) and protecting American “interests” (foreign policy realism). For decades, the United States has sought to “make the world safe for democracy,” while at the same time often supporting repressive, nondemocratic regimes because of national security or economic self‐interest. The tension between these two fundamentally distinct policy orientations has become even more pronounced as the United States tries to respond to the Arab Spring uprisings. Why did the United States actively support the rebels in Libya but not the protestors in Syria or Bahrain? Is there an emerging, coherent “Obama Doctrine” on intervention in Arab countries, or was Libya just a “one‐off” event? These are some of the questions that this article will attempt to answer.  相似文献

As the sixth anniversary of the 2011 protests in Tahrir Square passes, those uprisings and the events that followed continue pose important challenges not only for students of Middle Eastern and North African politics, but also for students of political theory and political theology. While scholars debate the extent to which the “Arab Spring” has amounted to a truly revolutionary turn of events, it is commonly accepted that the protests that swept the region were exceptional in their unanticipated and profound disruption of ordinary affairs. Under the influence of Carl Schmitt's theory of sovereignty, “the exception” has become a key figure in contemporary reflections on political theology, but attention to events in Egypt suggests that the familiar figure of the exception has not yet been mined for all of its implications for democratic practice. Slipping below grand articulations of the exception as a moment of sovereign decision, or as the suspension of the law, this essay turns its attention to the minor, everyday, background patterns of exceptionality that accompany the emergence of democratic practices outside the purview of the sovereign state. I argue that there is an intimate connection between the forms of exceptionality produced by longstanding practices of Egyptian secularism, the forms of exceptionality peculiar to the 2011 uprisings and their aftermath, and the forms of exceptionality that both make and unmake democratic practices. My argument has three parts: first Egyptian secularism is a process that manages and transforms authorized forms of Islamic practice, while at the same time producing exceptional formations, of which the Muslim Brotherhood is a key example; second that revolutionary politics can be understood as a matter of opening and sustaining the kind of exceptional circumstances that attended the 2011 uprisings, and that this can be usefully framed as an open-ended process of conversion; third that democratic practice requires courting both kinds of exception, despite their challenges, ambivalences, and potential dangers.  相似文献

The pro-democracy Arab popular uprisings have been spontaneous, but perhaps not all that unpredictable. They have come against the backdrop of a growing gulf between the rulers and the ruled, political repression, social and economic inequalities, demographic changes, unemployment and foreign policy debacles. Although the uprisings began in Tunisia, it is the case of Egypt that illustrates the situation more compellingly and the impact that it has had on the rest of the Arab world. It is not clear at this stage what will be the ultimate outcome. But what can be said with certainty is that the Arab peoples have set out on a long journey in pursuit of genuine self-determination. The journey will be arduous and unsettling for the Arabs and outsiders, but this has to be treated as part of a transition from a dictatorial past to a politically pluralist future.  相似文献

For many scholars, the Arab Spring was actually an Islamic Winter, especially when ISIS rose up in Iraq and Syria, and the Muslim Brotherhood won democratic elections in Egypt and took control over the state. But in other unshaken regions in the Middle East, like Saudi Arabia and the GCC states, the Arab Spring or the Islamic Winter led to something different, which I will call “rethinking nationalism.” This article asserts that since Saudi Arabia's independence in 1932, the royal family has succeeded in forming Wahhabi nationalism, meaning that despite the fact that all Saudi civilians enjoy Saudi citizenship, only those who ascribe to the Wahhabism creed can be part of the nation in terms of political participation and policy decision‐making. Although some steps in affirmative action have been taken in recent years — also as a Saudi response to the Arab Spring — toward women and the Shi'a minority, these groups or sectors still are not perceived by the royal family as part of the nation, and probably not as equal citizens, for religious reasons that over the years have distinguished between real Saudi nationalist groups and Saudi civilians.  相似文献

Local communities are not the homogenous entities, unanimously opposed to industrial development, that academic and popular literature often portray them to be. In this paper, I discuss my research in New Caledonian villages near a potential mining project. I analyse the diversity of individuals' responses to industrial activities, the intra‐community conflicts that this development triggered or exacerbated, and the discourses that people implemented to support their positions. Specifically, people's statements — and, presumably, beliefs — about dangers from ecological damage and ancestral anger reflected their expectations of the project's consequences for their sub‐group's social status. I argue that, through their interactions with the mining company, what many if not most of these villagers primarily sought was respect of their social positions and control of their own destinies. They especially aspired to determine what happened to their land, the source of their identity and dignity.  相似文献

Many historians focus primarily on authors' “intended meanings.” Yet all textual interpreters, including historians, need a second kind of meaning. I call this idea “extended meaning,” a new name for an old idea: “P means Q” is the same as “P logically implies Q.” Extended and intended meaning involve different kinds of understanding: even if we grasp exactly what authors meant, we miss something important if we overlook their errors, for example. Crucially, extended and intended meaning are not alternatives: just as some parts of texts cannot be understood without historical analysis, so too some parts of texts cannot be understood without philosophical analysis. Indeed, some historians are adept at using extended meanings to recover intended meanings. But the failure to make this explicit has led many historians to undervalue philosophical analysis. This article thus applies the idea of extended meaning to three practical questions: whether we can deviate from authors' intended meanings, whether we can use anachronisms, and how we can use extended meanings to recover intended meanings. The idea of extended meaning thus strengthens our theoretical foundations and offers valuable practical tools.  相似文献

In this paper we ask how a shrinking city responds when faced with a perforated urban fabric. Drawing on Manchester's response to its perforated eastern flank —and informed by a parallel study of Leipzig—we use the city's current approach to critique urban regeneration policy in England. Urban renaissance holds out the promise of delivering more sustainable—that is more compact, more inclusive and more equitable—cities. However, the Manchester study demonstrated that the attempt to stem population loss from the city is at best fragile, despite a raft of policies now in place to support urban renaissance in England. It is argued here that Manchester like Leipzig is likely to face an ongoing battle to attract residents back from their suburban hinterlands. This is especially true of the family market that we identify as being an important element for long-term sustainable population growth in both cities. We use the case of New East Manchester to consider how discourses linked to urban renaissance—particularly those that link urbanism with greater densities—rule out some of the options available to Leipzig, namely, managing the long-term perforation of the city. We demonstrate that while Manchester is inevitably committed to the urban renaissance agenda, in practice New East Manchester demonstrates a far more pragmatic—but equally unavoidable—approach. This we attribute to the gap between renaissance and regeneration described by Amin et al. (Cities for the Many Not for the Few. Bristol: Policy Press, 2000) who define the former as urbanism for the middle class and the latter as urbanism for the working class. While this opportunistic approach may ultimately succeed in producing development on the ground, it will not address the fundamental, and chronic, problem; the combination of push and pull that sees families relocating to suburban areas. Thus, if existing communities in East Manchester are to have their area buoyed up—or sustained—by incomers, and especially families, with greater levels of social capital and higher incomes urban policy in England will have to be challenged.  相似文献

Abstract

Museum education has undergone a profound transformation from the ideals of the Enlightenment through modernism to those of postmodernism. Museum visitors are no longer perceived as passive receivers of information provided by experts but as active learners who freely construct their own meanings, driven by their personal motivation. Museum education is no longer about educating the masses but facilitating learners in their individual learning processes. Learning outcomes are no longer to be measured by the amount of new information absorbed in an exhibition but by more abstract things: improved quality of life, increased awareness of one's own identity, and better self-esteem or increased ability to cope in society. The question is: how can museums provide their visitors with such learning possibilities? This article presents three projects that have been carried out at the Aboa Vetus & Ars Nova Museum in Turku, Finland, to test methods and models for increased personal experience and involvement, especially in facilitating interaction and understanding between cultures. As a result of this it is proposed that exhibitions and their related activities should be planned in such a way that they facilitate the self-on — the individual's projection and associations through involvement of emotions — thus facilitating connections between the exhibition and contemporary life.  相似文献

Attention by international relations scholars to the transformation underway stemming from the rise of China has not been matched by that given to the transformation underway in the international energy system. This article looks at three dimensions of that transformation: the end of cheap oil and the rising trend of energy prices; the changing role of the traditional international oil companies and the rise of national oil companies; and the growing energy importance of the Middle East and Russia. It looks at how these changes have already affected or are likely to affect three strategic relationships: US-Middle East; US-China; and Europe-Russia-US. It concludes that more attention needs to be given by scholars to what will be major changes in global geopolitical relationships with considerable consequences for the foreign policies of the major powers.  相似文献

The Howard government's foreign policy objectives concerning East Timor remain the subject of intense historical debate. Given that some Indonesians harbour suspicions about Australia's role in East Timor's independence, it is important to reflect on Australia's diplomacy throughout this period. This article draws on 15 interviews with former politicians and officials—including Prime Minister John Howard and Foreign Minister Alexander Downer—to argue that in 1998, Australia's foreign policy was focused on supporting Indonesia's democratisation process and maintaining the bilateral relationship. It was only when Indonesia moved towards a ‘special status’ of autonomy for East Timor that Australia reconsidered its own position. Although rarely acknowledged, Australia's policy shift actually precipitated outcomes that it had sought to avoid. As such, Habibie's decision to allow self-determination in East Timor can only be viewed as an unintended consequence of Australian diplomacy—independence was never the objective of Australian foreign policy.  相似文献
