This study examines the impact of microcredit on male and female time use, and draws on this analysis to explore the linkages between credit and women's empowerment. A study of time use can help understand these linkages, because if credit is intended to improve women's livelihoods, it can also be expected to influence the way women allocate their time. Its other advantages are that it does not suffer from much time lag and can be objectively measured. Using household survey data from rural India, the findings show that while microcredit has little impact on women's time use, it helps their husbands move away from wage work (associated with bad pay and low status) to self‐employment. This is because women's loans are typically used to enhance male ownership of the household's productive assets. Further, it is found that it is only women who use loans in self‐managed enterprises who are able to allocate more time to self‐employment. If credit is intended to increase the value of women's work time, it follows that it is not access to loans but use of loans that matters. Ensuring women's control over loan‐created assets must therefore be a critical policy objective.  相似文献

This article looks at the empowerment approach in relation to issues of women and development. After explaining why this is currently the most fruitful perspective in the field of gender planning, it then goes on to explore two central problems of the empowerment approach. The first problem is the conceptualization of women's gender interests. The distinction between women's practical and strategic gender interests was introduced by Molyneux and popularized by Moser. It is argued here that this distinction is theoretically unfounded and empirically untenable. Secondly, gender planners tend towards a preference for simplified tools and quantifiable targets. Here it is argued that women's realities should not be bent into this planning framework but that instead planners, working from an empowerment perspective, should demonstrate flexibility and theoretical grounding, and be aware of the political dimensions of their work.  相似文献

This article argues that the labouring class poor are best able to access social protection when they have sufficient economic autonomy from their village's dominant class to allow them to act politically. To this end, the article analyses the capacity of associations of scheduled caste female labourers in rural Karnataka (south India) to access social protection through collective action. It identifies links between modifications of the material conditions of the labouring class, their capacity to take political action and the social and institutional forms that reflect the social relations of production. Three important variables are identified: the extent of economic autonomy from the dominant class, support from class‐conscious social movement organizers and the political configuration of the local state. The former variable in particular is something that the mainstream social protection policy agenda fails to prioritize.  相似文献

Who gets what, why and how, when Chinese villagers' land is enclosed? Focusing specifically on changes in women's property rights and drawing on data from Zhejiang province, this article shows that state, village and household institutions interact to produce significant gender disparities in both the compensation paid to expropriated villagers and the registration of ownership of household assets. Yet it would be incorrect to conclude that, dispossessed, women thereby lack agency. Analysis of women's responses to expropriation suggests that by selectively deploying laws, rules and norms in different settings, women are influencing not only compensation distribution, but also the terms under which the state compensates villagers for their expropriation and the gender relations in which property is embedded.  相似文献

The potential of India's Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for women's empowerment is immense. Studies examining gender‐related issues in MGNREGA have attested to the high levels of participation of women on worksites, and their positive experiences of working in MGNREGA. This article argues, however, that an exclusive focus on increased participation of women does not serve an agenda of promoting ‘women's empowerment’. By ignoring the dynamics and processes of unpaid care work, both the making and the implementation of the Act fall short of the goal of women's empowerment. The author argues that this invisibilizing of care arises from the gendered nature of the interactions of formal and informal institutions that have shaped MGNREGA. The article examines the gendered debates during the formulation of the Act and analyses the gendered nature of its implementation. It concludes that a true focus on women's empowerment requires that women's lived experiences are taken into account, especially those relating to their unpaid care responsibilities. MGNREGA's potential for women's empowerment can only be achieved through adequate implementation and monitoring of its gender provisions, which in turn depend on changing the formal and informal institutions that underpin policy processes.  相似文献

This paper begins from the understanding that women's empowerment is about the process by which those who have been denied the ability to make strategic life choices acquire such an ability. A wide gap separates this processual understanding of empowerment from the more instrumentalist forms of advocacy which have required the measurement and quantification of empowerment. The ability to exercise choice incorporates three inter-related dimensions: resources (defined broadly to include not only access, but also future claims, to both material and human and social resources); agency (including processes of decision making, as well as less measurable manifestations of agency such as negotiation, deception and manipulation); and achievements (well-being outcomes). A number of studies of women's empowerment are analysed to make some important methodological points about the measurement of empowerment. The paper argues that these three dimensions of choice are indivisible in determining the meaning of an indicator and hence its validity as a measure of empowerment. The notion of choice is further qualified by referring to the conditions of choice, its content and consequences. These qualifications represent an attempt to incorporate the structural parameters of individual choice in the analysis of women's empowerment.  相似文献

Evaluations of the effects of microfinance programmes on women's empowerment generate mixed results. While some are supportive of microfinance's ability to induce a process of economic, social and political empowerment, others are more sceptical and even point to a deterioration of women's overall well‐being. Against this background, development scholars and practitioners have sought to distil some of the ingredients that might increase the likelihood of empowerment or at least reduce adverse effects. This article formally tests the impact of some of the suggested changes in programme features on one particular dimension of empowerment: decision‐making agency. Using household survey data from South India, the author explores the importance of the borrower's gender and the lending technology for intra‐household decision‐making processes. It is shown that direct bank–borrower credit delivery does not challenge the existing decision‐making patterns, regardless of whether men or women receive the credit. These findings change when credit is combined with financial and social group intermediation. Women's group membership seriously shifts overall decision‐making patterns from norm‐guided behaviour and male decision‐making to more joint and female decision‐making. Longer‐term group membership and more intensive training and group meetings strengthen these patterns.  相似文献

The literature on post–socialist transformations displays a fairly broad consensus that changes in macro structures of state and economy generate or increase rural inequality. This article examines the distributional effects of macro changes in Vietnamese villages. Findings from local–level research highlight the multiple ways in which people react to changes in macro structures. Core fields of negotiation by local people include exchange relations, the use of surplus, and land tenure. Local negotiation may lead to local–level trajectories of agrarian change that differ significantly from national–level changes. Changes in macro structures thus may not substantially alter the underlying process of differentiation. Rural people may be rich and poor for the same reasons as under collective agriculture, though income differences may have become more accentuated.  相似文献

In this paper, we consider what it might mean to hold age as an analytic lens in historical research on women workers, in particular women teachers. Our study serves as a springboard for further discussion about what these new narratives might look like, and what they might reveal, or, moreover, what work they might do. In constructing an account of a woman physical educationist whose work traversed the first half of the twentieth century, we show how age could be seen to be functioning in the institutional spaces of South Australian education. While we do not suggest that specific details of this account are representative of women's work in education, let alone women's work more broadly, we do argue that it draws together and brings to the surface a range of general discourses that serve as a context for how we understand the ways women inhabited and shaped their work. Our account serves as an illustration of what happens to narratives when age is on the agenda, suggesting a more sustained interrogation of how a historical sense of women's positioning in work is deepened by a serious sensitivity to the ‘age function’. This is a necessary and, we feel, timely gesture, because of the way that the category of age in women's historical studies–where the interaction among discourses such as professionalism, education, feminism, citizenship and sexuality is considered–is little more than an absent presence, at best lying in the background, obscured from view and yet always demanding its own appearance.  相似文献

The success of the group approach in rural micro‐finance among women has inspired the tendency to look at all networking as essentially good and desirable in rural community development, without acknowledging the entrenched caste, class, ethnic and religious hierarchies that lead to diversities among women. Government schemes designed for poverty alleviation among rural women tend to be influenced by concepts and models that have been successful elsewhere, but do not take into account the diversities of situations at the local level. Internationally popular catchwords are used indiscriminately without questioning how these concepts can work effectively in the specific local context. This paper examines why some ‘self‐help groups’ fail by using the Development of Women and Children in Rural Areas (DWCRA) experience in India. The empirical survey was done over a period of two years in Burdwan, a relatively rich agricultural tract located in eastern India. We argue that whilst the ‘group’ has inherent benefits, it must never be allowed to become the paradigm in developmental policies for women.  相似文献

Unemployment is a major problem in urban centres in sub‐Saharan Africa. The impact of policies associated with structural adjustment programmes has frequently meant major formal job losses in both the public and private sectors. Although it is widely recognized that there has been a major (further) shift into the informal sector, it is also often claimed that ‘unemployment’ rates have greatly increased. When it is also assumed that net rural–urban migration has continued at a rapid pace, this is believed to be a significant contributor to the rise in unemployment. However, because ‘unemployment’ and ‘underemployment’ are hard to measure and to keep discrete when studying urban Africa, it is apparent that there is much confusion over current levels and trends in unemployment. This article discusses the problems of analysing African urban unemployment, drawing in particular on a recent ILO report, and presents evidence from long‐term research on migrants in Harare which casts doubt on the extent to which net in‐migration is a major factor contributing to unemployment in contemporary, economically adjusting sub‐Saharan Africa.  相似文献

Price information provision and disintermediation have often been considered means to empower farmers, since lack of information and multiple intermediaries are seen as major obstacles preventing farmers from obtaining a higher price for their produce. Using the example of soybean in Malwa, central India, which is a cash crop that links farmers to global consumers, this article argues that the very expectation of disintermediation in the soybean supply chain is misleading. India's position in these global networks puts farmers and intermediaries in Malwa in the position of price receivers: they are unable to influence the global price of soybean or manipulate its local price in any way. In this context, providing price information has negligible impact on the final price obtained by farmers. The potential for empowerment has to be understood more broadly, by mapping out the ways in which power is exercised by various actors in the marketplace — one of which is the determination of the quality of a farmer's crop. This article maps such possibilities by examining how norms regarding quality in soybean are created and enforced, and how they are influenced by broader logics that go beyond the soybean marketplace itself.  相似文献

Between 1831 and 1833 the Chief Justice of the Cape Colony, Sir John Wylde, was involved in a scandal surrounding anonymous accusations of incest resulting from the alleged pregnancy of his unmarried daughter. The rumours led to an official inquiry by the secretary of state. The resulting political crisis took place against a background of social tension over impending slave emancipation. The records of the inquiry, together with contemporary comment, form the basis for a discussion of how gender roles, gossip and a separation between public and private spheres informed the operation of Cape colonial politics and society.  相似文献
