Drawing on quantitative survey data and in‐depth interviews, this article seeks to map out the potential direct and indirect effects of simple cash transfers on households in impoverished rural and urban settings. Brazil is shown to have an extensive system of old age pensions, which affords almost universal coverage to households containing older people. These benefits have a significant impact on levels of poverty and vulnerability in recipient households. They also facilitate access to essential healthcare items, such as drugs, which are seldom freely available through the state health system. The in‐depth interviews reveal that pensions can have important effects on intra‐household relations, but these effects were not generalizable nor easily captured by quantitative survey tools. There was clear evidence that pensions reduced the propensity of older people to remain economically active, but this must be understood in a context of limited employment opportunities for all age groups and a high prevalence of disability. Overall, the article demonstrates the complex effects of a relatively simple cash transfer, which policy makers need to take into account.  相似文献

Throughout the global South, conditional cash transfer programmes (CCTs) are used to promote socially inclusive development. CCTs are widely evaluated for their capacity to build children's human capital. In contrast, this paper aims to hold “social inclusion” to account by elucidating the impacts of Peru's CCT “Juntos” on the poor, rural mothers who are expected to meet programme conditions. Grounded in extensive ethnographic research in households, clinics, schools, and village halls, the paper interrogates the work of social inclusion in spaces where uneven development manifests itself in privation. Considered in light of critical feminist theories of performativity and social reproduction, the findings shed light on a far less optimistic reality for the work of social inclusion. This paper contributes a rich empirical account to critical literature on cash transfers and the discourses that drive them, and suggests that the circumstances under which women are required to fulfil programme conditions challenge the substance of contemporary “inclusive” development.  相似文献

The coefficients of migration intensity calculated by Rybakovskiy (see preceding article) are used to derive a system of migration regions, which are defined as groups of administrative units with maximum internal interaction and a minimum flow across migration-defining boundaries. The technique is based on the assumption that gross migration flows may provide a reasonably objective basis for determining practical boundaries within a national territory. The technique yields a hierarchy of regionalizations that is then compared with the official Soviet system of major economic regions. None of the 10 major economic regions in their entirety turn out to conform to strong migration components, although one migration cluster, focused on the Northwest, corresponds fairly closely to the official Northwest region. For the rest, administrative units of the Far East and Siberia are grouped together in one migration cluster, as are the southern Volga region and the North Caucasus. Units of the Central [Industrial] region also tend to cluster with those of the Central Chernozem region. However, the most tightly connected migration dyads and triads are found to be wholly contained within the official economic regions, so that the most highly intensive migration streams are found not to cross the boundaries between the official regions. The Indian microfinance institutes (MFI) crisis has spawned several debates on the MFI movement. What is sorely missing are the perspectives of the clients. Using the financial diary methodology in a study of 90 poor households in Ramanagaram town, in the district of Ramanagaram, Karnataka, India, this article analyses how household cash flows are impacted by the presence or absence of MFI loans. During the study period (September 2008–July 2009), an informal ban on MFI repayments was called which offered a rare opportunity to collect data from the same households in the presence and absence of MFI loan repayments. An analysis of their expenditures points to the genesis of the crisis, namely that MFI loan repayments led to impoverishment since these were made at the cost of basic household consumption, like food staples. The authors use the Ramanagaram financial diaries to provide a counter narrative to the dominant Yunusian Grameen narratives on microfinance and poverty alleviation by not looking at microfinance loans in isolation but by situating them in the context of the totality of consumption, cash inflows and debt that govern the lives of the poor.  相似文献

The purpose of this article is to assess the impact of policy interventions through watershed development (WD) on the livelihoods of the rural communities. This is done by assessing the programme in the context of a sustainable rural livelihoods framework, that is, looking at its impact on the five types of capital assets and strategies required for the means of living. The article also examines the vulnerability and stability of these capital assets, as well as analysing which people participate in the programme and enhance their livelihoods through sharing its benefits. In the light of the analysis, it is argued that watershed development holds the potential for enhanced livelihood security even in geo‐climatic conditions where the watershed cannot bring direct irrigation benefits on a large scale. In such fragile environments, however, watershed development is a necessary but not a sufficient condition for sustaining rural livelihoods. While the focus of watershed development is primarily on strengthening the ecological base such as water bodies (including traditional tanks), grazing lands and wastelands, it should be complemented with other programmes which focus on landless poor households in order to make it pro‐poor. In the context of low rainfall regions where improvement in irrigation facilities is slow, agriculture alone cannot support the communities. Policies and programmes should aim at creating an environment for diverse livelihood activities, which are the choice of the household rather than distress activities.  相似文献

Based on qualitative research on marital problems in Dhaka, this article uses the term ‘intimate extractions’ as a lens to explain the relationship between escalating levels of demand dowry and neoliberal development in Bangladesh. Evidence from across Bangladesh shows that demands for cash made by husbands, accompanied by threats of violence or divorce, are on the rise. Building on gendered theories of contemporary capitalist development and feminist analysis of microcredit, the article argues that demand dowry should be understood within the current context of rapid economic development in Bangladesh. High levels of precarity, lack of state welfare and the need for cash for businesses, labour migration, education and healthcare mean that people from all social classes are in perpetual need of money. Marriage problems and the practice of demand dowry present opportunities for husbands to extract money from wives and their families. Embedded in the intimate relationship of marriage, demand dowry can therefore be understood as a ‘conversion’, a process in which intimate relationships are converted into projects of capital accumulation, thus becoming an ‘intimate extraction’.  相似文献

Drawing on interviews with young migrants who have moved from rural, farming households in northeastern Ghana to rural and urban households in central and southern Ghana, this article explores the inter‐connections between children's migration and children's access to formal and non‐formal education. In contrast to the positive light in which education is usually presented, the findings of the research suggest a more ambiguous and complex picture, and illuminate both positive and negative aspects of the linkages between education and children's independent migration.  相似文献

Migration theories often ignore the role that states play in stimulating migration through public assistance policies. Using the case of Mexico, this article explores the role of the state as a migrant‐producing actor by examining the relationship between migration and social assistance policies in the form of monetary cash transfers. It argues that direct, unconditional cash transfers, like those provided by agricultural programs such as Procampo, rather than providing the incentives needed to retain individuals in their home country, may instead be providing the resources needed to migrate, particularly if the amount of the transfer is insufficient to spur investment. Instead of discouraging migration by enhancing economic opportunities and reducing poverty, such policies can actually make it easier and more appealing for its beneficiaries to migrate.  相似文献

This article explores an unexpected and overlooked consequence of the expansion of microcredit: how it interacts with migration patterns. Drawing on qualitative research in northwest Cambodia, this study explores the uses, meanings and implications of ‘migra‐loans’ — microcredit loans that are used in tandem with household strategies of international migration. Using microcredit in combination with migration allows households to immediately meet consumption goals and utilize the credit being actively promoted by microfinance institutions, while also retreating from insecure and less profitable local livelihood strategies. These strategies problematize expectations about the developmental potential of microcredit, and highlight the importance of local context in framing rural livelihood choices.  相似文献

"A rarely utilized source of migration data from the 1981 [U.K.] Census is used to examine the mobility patterns of migrants resident in different [housing] tenures within England and Wales at the regional and county level. A Poisson regression approach is used to compare the effects of distance on migration propensities for those moving into owner-occupied housing, council housing and privately rented housing. The existing literature suggests that migration should be most restricted by distance for council tenants and least restricted for private renters....Local variations in the effects of distance decay on migration for each of the three migrant streams are examined. Both a north-south and a metropolitan non-metropolitan migration divide are clearly evident when migrant flows are disaggregated by tenure at the destination."  相似文献

以芜湖市失地农民为研究对象,利用2014年的实地调研数据,运用GIS空间分析、地理集中指数和空间使用曲线等方法,探讨芜湖市失地农民就业空间特征、行为模式及影响因素。研究表明,芜湖市失地农民就业以本地就业为主,空间呈大集中、小分散的格局,为单中心的社区圈层模式。在市域尺度上本地就业在空间上呈现郊区为就业热区,城区相对较少;社区尺度上,就业地主要集中在社区范围内,短距离就业为主,主要集中在1-5km距离段,其中2km处出现就业人数高峰。就业空间行为模式类型多样,本地-就业型占主导地位。失地农民的自身属性特征及思维定式影响和制约着其对就业空间行为的决策;城市化过程中制度转型与空间重构实现了郊区产业集聚格局以及社区周边的城市就业环境,为失地农民就近就业创造机会。  相似文献

This article is centred on the geographies of Chinese children in contemporary China – an area which has been problematically overlooked in geographical literature on childhood. In employing unique mobile research methods by tracking migrant children through the migration cycle, the author conducted an extensive ethnographic study of rural migrant children aged 8–17 in China. The article explores rural children's everyday lived experience of migration and how migrant children negotiate and articulate home and belonging while on the move. The study demonstrates the dynamic environment that migrant children inhabit, the fluid, contextual and mobile nature of their life in rural migrant households, their migrancy and their active involvement in homemaking.  相似文献

This article provides a comprehensive assessment of the effects of social protection interventions on material and subjective elements of well‐being. Drawing on a longitudinal survey located in two relatively deprived parts of Brazil, it assesses the effects of pensions and other cash transfers on the well‐being of older people and their households. This analysis is located within a dynamic economic and public policy context. The article finds that pension benefits significantly increase per capita income and that this is strongly associated with overall levels of satisfaction with household well‐being. Levels of reported subjective well‐being do not fall as respondents age, and the survey finds high levels of optimism about future well‐being. The positive effects of pension benefits were supported by upgraded health services and by more specific policies such as access to credit on favourable terms. Overall, the authors conclude that a combination of economic growth and effective public policies significantly boosted the well‐being of most households in their survey, and that Brazil can be taken as a model of good practice for other middle‐income countries.  相似文献

"Data from the [Office of Population Censuses and Surveys] Longitudinal Study are used to trace the social class effects of migration between the South East region and the rest of England and Wales in the period 1971-81. The analysis begins with the migration streams into and out of the South East of those people who were in the labour market (including the unemployed) at both census dates. The paper then proceeds to an analysis of the migration streams of those who entered or left the labour market between 1971 and 1981. Finally, the effects of the migration streams on the social class composition of both the South East and the rest of England and Wales are summarised. Abstract

This is an in-depth study of the parish of Hvalsnes, a small fishing community situated on the Reykjanes peninsula in southwestern Iceland, during the period 1750–1850. The study is inspired by the nordic Coastal Region Project carried out in the 1990s, focussing on the relationship between economic factors and household size and structure. With reference to the concept of ecotype, Hvalsnes is compared to a few farming communities in southern and western Iceland as regards a number of economic and demographic factors. Among the features characterizing the Hvalsnes community was the large proportion of crofter and cottar households in relation to those of independent farmer-fishermen; the former constituted a valuable workforce for the commercial cod fisheries on the abundant Reykjanes banks. At the same time, the study reveals that during the winter season the operation of the fishing fleet was highly dependent on seasonal migration from farming areas. In this perspective Hvalsnes appears to be an Icelandic parallel to Lofoten in Norway. A closer view of the techniques and social organization of fishing in the parish discloses significant differences between its three individual sections. It is argued that these differences help to explain why some sections suffered more, in economic and demographic terms, than others from the natural catastrophes and political changes which took place towards the end of the eighteenth century. However, these changes did not alter the general condition of the landless population: cottars by the seaside and living-in servants in the countryside. Among these groups many individuals continued now as before their seasonal migration between the two ecotypes. Tentatively, it is argued that the seasonal exchange of workforce between fishing and farming communities contributed to an efficient use of the labour capacity of their members.  相似文献

We present new data from three village panchayats in northwest Tamil Nadu and investigate the associations between demographic and socioeconomic factors with temporary labour migration from this setting. Individual (n?=?1110) and household (n?=?278) level logistic regression models were used to demonstrate how factors at each of these levels can influence temporary labour migration trajectories. Young males were most likely to temporarily migrate for work from this region. Additionally, large households from historically disadvantaged castes with marginal land and housing were most likely to have at least one migrant member. Households with multiple migrant members appear to use temporary migration to cope with serious deprivation relative to households with only one migrant member. These findings provide a strong case that can be compared to other settings in India and can be used to inform improved policy and targeted development initiatives to support temporary migrant workers and their households.  相似文献

The pressing need to manage the spiralling number of landless people around the world has compelled several states to experiment with scattered land distribution programmes in combination with welfare transfers, instead of comprehensive land reform. This article examines the chasm between land demands and state responses in such contexts. Focusing on the Aralam resettlement site for the landless Adivasis in Kerala, India, it argues that management of the landless could take the form of ‘state life’ — a life envisaged by the state rather than the life the people wish to lead. Three interlinked processes are shown to shape state life in Kerala: the reduction of land to welfare, amplified welfare transfers and the mobilization of assumptions about the target population. State life enables states to extinguish simmering land struggles in the short term, but ultimately it reproduces landlessness.  相似文献

The growing prevalence of shift work and non-standard working hours is challenging many taken-for-granted notions about family and household life. This article examines how rotating shift schedules shape household strategies with regard to childcare and unpaid domestic work. In 1993-94 in-depth interviews were conducted with 90 predominantly male newsprint mill-workers and their spouses living in three communities located in different regions of Canada. The analysis in this article is based on these interviews as well as data collected in a questionnaire survey administered to a much larger sample. The article focuses on the effects of rotating shifts and the extent to which household strategies differ between households with one or two wage-earners. The findings reveal that the onus for adjusting to shifts fell mainly on the spouses of mill-workers, who felt constrained in their own choices regarding employment and childcare by the demanding regimen of their partner's shift schedules. In the vast majority of households a traditional division of labour predominated with regard to both childcare and domestic work. When women quit paid employment to accommodate the schedules of shift-workers and ensure time for the family to be together, traditional values reassert themselves. Surprisingly, a high level of satisfaction with current shift schedules was found, despite the significant adjustments to family life they had necessitated. By comparing families employed in the same industry but living in three very different communities, the analysis underscores the importance of local circumstances in mediating the strategies households deploy in coping with shift work, especially with regard to childcare.  相似文献

This article examines Botswana's wage labor migration in terms of 2 reigning theories: 1) as a dichotomy between traditional and modern society, with workers viewing agriculture as an alternative to more desirable wage employment; or 2) as a subordination of colonial society to capitalist society, with workers drawn from the resulting underdeveloped and impoverished areas and divorced from their agricultural potential. Approximately 90% of Botswanan households have a wage worker; less than 1/4 of households rely on the agricultural economy alone. 80% of the population works in agriculture in some way, but agriculture contributes only 35% of total rural income. Over 50% of households are below the poverty level, and most must rely on a variety of income sources for subsistence. 68% of rural households (Botswana is 84% rural) have absent wage earners while 45% have 1 or more wage earners present. Absent wage earners work mainly in unskilled and semi-skilled jobs in Botswanan towns (44%) and villages (22%), and lands and cattlepost locations (5%) in South African mines (19%), and other jobs in South Africa (8%). Individuals with low socioeconomic status tend to migrate to South Africa; those with higher status move to Botswanan towns. Working for wages has become customary for most Botswanans. This article undermines conventional development theories by showing the close interweaving of the modern and traditional societies, and arguing that traditional retention of communal land rights and cattle ownership served the capitalistic system by becoming the basis for wage earning; previous income source (agriculture) did not disappear, but their use was altered. South African mining returns to the Botswanan government since 1965 largely benefited a growing petty-bourgeois class and marginally improved the life styles of the peasant labor class. Botswana's development depends on the relationship between the peripherial laboring class and the dominating petty-bourgeois and its internal structure.  相似文献

This study disentangles the concept of relative deprivation by distinguishing feelings of individual and collective relative deprivation as sources of individual aspirations. Both concepts are then operationalised and empirically tested with regard to their relative importance in migration decision-making. Based on data from the National Sample Survey in 2008, two factors turn out to be relevant in understanding the Indian migration pattern. First, individual and collective relative deprivations are both strong predictors for out-migration, but only for short-distance, intra-state movements. The likelihood of out-migration towards international destinations is significantly higher for households with lower levels of individual and collective relative deprivation. Second, leaving aside the effects of relative deprivation, absolute deprivation plays a rather ambivalent role: while economically better-off households have a higher propensity for sending (primarily male) migrants to distant inter-state and international destinations, shorter distance out-migration is mainly dominated by female migrants stemming from poorer households.  相似文献
