This study examines the migration experiences of 24 female domestic workers in Beijing through in-depth interviews. Most of these women were involved in a circular pattern of movement between their home villages and cities. The pattern of reverse and circular migration was closely related to the life-course transitions of Chinese rural women and their socially-assigned gender roles such as marriage, childbirth, childrearing and caregiving for family members. For individual domestic workers, working in Beijing is a bittersweet experience. The women were subjected to unfavourable work conditions and pervasive forms of exploitation. Nevertheless, they benefited from the experience through increased access to income, knowledge and other resources unavailable in rural areas. Although these women challenged, through migration, the traditional social roles imposed on Chinese rural women, their own limitations and institutional barriers left them with few options for improving their social statuses in cities.  相似文献

What social and structural mechanisms determine where hands-on leadership of city-region governance networks is anchored? In this article, we discuss the origin of city-region governance leadership in two Norwegian city regions. Based on empirical analysis, we argue that variations in terms of leadership practices cannot be fully explained in terms of levels of trust, social capital and institutional set-up. Issues related to how power is institutionalized needs to be explored and explained in order to improve our understanding of processes associated with the construction of leadership of governance networks. We also recognize that where this type of leadership is anchored can have important implications for both regional economic development as well as defining the qualities of local democracy.  相似文献

This paper examines the state’s contradictory roles in globalising its workforce and transforming its regulatory capacities, and the implications these changes have for the human and citizenship rights of an increasing number of migrant workers. We investigate foreign workers’ protection and rights at both ends of the migration chain by using the specific examples of the Philippines and Japan. The discussion identifies areas for greater activism and mechanisms for the promotion of the rights of migrants from both ‘above’ and ‘below’. First, the highly aggressive role of the state in globalising labour markets is theoretically discussed. The paper then examines the role of the Philippine state in labour export and the implications of its embrace of neo-liberalism for its capacity to strongly pursue migrant worker welfare. The contradictory positions of the state in promoting globalisation, on the one hand, and discourses of human rights for migrant workers, on the other, are highlighted. In the Japanese case we examine the role of the state in both regulating and restructuring its labour market, and the structural dependence placed on the legal and illegal importation of migrant labour. Despite this dependence, we reveal the contradictory positions held within Japan’s state apparatus which result in a deliberate marginalisation of migrant workers. The important role of NGOs in disseminating information to migrant workers about their rights in Japan is highlighted. We explore the relationship between the individual and the state in the context of globalisation through the discussion of citizenship as a negotiated concept. We then examine the changing reality brought about by globalisation processes in terms of responsibility towards the protection of any worker (regardless of passport) but also with regard to activism on behalf of migrant labour. Finally, we emphasise the important future role to be played by NGOs in making the needs and rights of globalised workers more broadly recognised and attended to at both local, national and transnational levels.  相似文献

This paper considers workers' strategies to secure jobs, the justice of these strategies, and the spatial scales which they involve. It is argued that the justice of such strategies is strongly bound up with the scales at which they are enacted: the morality of social relations is intrinsically geographical. The paper discusses strategies within which workers compete individually or collectively for a given geographically-structured supply of jobs, including the use of social oppressions and territorial chauvinism in such competition. It contrasts these strategies with actions which challenge social oppression within employment, and which seek to know, contest and control flows of capital at large spatial scales. These latter strategies present a radical alternative to mutual competition, and embody different notions of economic justice. All of these strategies are analysed for the relations among workers and between workers and capital which they construct, the scales at which these relations are played out, the political ideologies they involve, and the moral notions generated and deployed. It is argued that to understand these different moralities, justice needs to be conceptualised not as rights understood as quasi-property of individuals but rather as a moral aspect of social relations. Accordingly, the ‘geography of justice’ is conceived as the geography of these social relations rather than geographical patterns of (dis)advantage. It is argued that the ‘interests’ of individuals and of collectives are not given objectively by social structure but are constructed through and between different feasible strategies of action; this has implications for the problem which selfishness poses to socialist economic strategies.  相似文献

China's economic reforms over the past three decades have dramatically changed the mechanisms for allocating goods and labour in both market and non-market spheres. This article examines the social and economic trends that intensify the pressure on the care economy, and on women in particular in playing their dual roles as care givers and income earners in post-reform China. The analysis sheds light on three critical but neglected issues. How does the reform process reshape the institutional arrangements of care for children and elders? How does the changing care economy affect women's choices between paid work and unpaid care responsibilities? And what are the implications of women's work–family conflicts for the well-being of women and their families? The authors call for a gendered approach to both social and labour market policies, with investments in support of social reproduction services so as to ease the pressures on women.  相似文献

An American economist stationed in the former USSR, based on interviews and data gathering at different levels of the territorial-administrative hierarchy, examines the evolution of processes of budget formation and still pervasive income redistribution in Belarus'. Considerable attention is devoted to the functioning of mechanisms of allocating and redistributing expenditures and collecting revenues among urban rayons in Minsk city and among oblast-level units in Belarus'. A particular focus is documentation of the devolution of responsibility for social spending from the central government to local levels of authority, as well as mechanisms through which local governments attempt to respond to pressing human needs. 8 tables, 8 references.  相似文献

Labour struggles are frequent in China, but because workers’ organizational resources are controlled by the state, these struggles have been fragmented. Targeting this problem, a group of internationally connected labour NGOs emerged in the Pearl River Delta between 2011 and 2015. These organizations sought to advocate workers’ collective rights by helping workers organize outside the state system. Adopting a relational approach to the study of civil society, this article examines the impact of these NGOs. Based on ethnographic research and a unique data set, it argues that although the organizational skills shared by these NGOs could to some extent sustain workers’ collective actions, they could not be used to integrate the fragmented struggles. Due to the lack of institutional guarantees, activists’ interventions can generate more mistrust than solidarity. The preference of the key donor for a more confrontational and independent labour movement further widened the gap between NGOs and workers, and distracted the NGOs from channels that had the potential to influence policy. The study contributes to an understanding of social movements and NGO intervention by emphasizing the necessity of locating advocacy channels within the state, and the importance of recognizing and maintaining the complex ecology of civil society.  相似文献

Utilising a large comparative survey across 11 countries, it is shown that country effects condition the individual uptake of income protection insurance and that shared attributes, including labour market status, are important factors in determining the take‐up of income protection insurance, whatever the respondents' country of residence. We observed differences in the respondents' coping strategies, including self‐reliance, and were able to distinguish between migrant workers and those who work in their country of origin, along with the “special” case of the Australian respondents. These findings have implications for the ongoing debate on the labour market effects of globalisation and the significance of national institutions and regulatory practices.  相似文献

This paper attempts to understand the regionalization of national firms from Singapore within the methodological construct of the regulationist perspective. It aims to demonstrate the usefulness of some concepts in the regulationist perspective for explaining restructuring processes in developing countries, and to evaluate critically the role of some of these concepts—such as regimes of accumulation and modes of social regulation—in illuminating the internationalization of capital through transnational corporations and their associated foreign direct investment. In particular, the paper argues that Singapore's export-led regime of accumulation manifests inherent contradictions in its dependence on foreign capital, the domination of the domestic economy by state-owned enterprises, and the relative underdevelopment of indigenous entrepreneurship. While this accumulation process was embedded in an earlier set of social and institutional mechanisms, its contradictions and tensions were not appropriately regulated and contained. When Singapore experienced two major external economic crises in the mid-1970s and 1985, these shocks and their internal tensions triggered a continuous process of economic restructuring regulated by a distinct combination of social and institutional mechanisms, or "fixes." One such institutional fix in recent years has been the promotion of the regionalization of Singaporean firms through the social regulation of local labor markets and the state-led establishment of institutions to facilitate the regionalization drive.  相似文献

Abstract: Credit card debt is a ubiquitous feature of neoliberal capitalism. To explain the notable growth of credit card usage in the US, I adopt a historical materialist approach that employs two key analytical concepts—cannibalistic capitalism and the debtfare state—to capture the material, institutional and ideological dimensions of this process. Viewed within the bounds of cannibalistic capitalism, a mode of accumulation primarily based on the expansion of fictitious capital and secondary forms of exploitation, the debtfare state enhances the social power of money by allowing major credit card issuers (banks) to generate high levels of income from uncapped interest rates and policies that ensure the extension of plastic money to those who fall within Marx's category of the surplus population. While the expansion of debt subjects surplus workers to the disciplinary requirements of the market, it is unable to suspend the main tensions of cannibalistic capitalism, prompting ongoing reconstructions of the debtfare state.  相似文献

India's nearly 1-million strong band of quasi-volunteer accredited social health activists (ASHAs) have been key actors in government efforts to control COVID-19. Utilizing a nationalist rhetoric of war, ASHAs were swiftly mobilized by the government in March 2020 as ‘COVID warriors’ engaged in tracking illness, disseminating information, and caring for quarantined individuals. The speed at which ASHAs were mobilized into mentally and physically grueling labor was all the more stunning given these minimally paid community health workers have long been seen to have low morale given their precarious, informalized work arrangements. Building on work examining the spatialities of global health governance alongside literature on geographic contingency, this paper explores the ways that nationalist COVID-19 war rhetoric promulgated from Delhi worked as a technology of health governance to propel ASHAs into certain forms of action, yet also opened up spaces of potentiality for them to reimagine their relationship to both the state and the communities they serve. In particular, in our analysis of in-depth telephone interviews with ASHA workers in the state of Himachal Pradesh, we find that their hailing as COVID warriors inspired patriotic calls to duty and legitimized their (long over-looked) roles as critical governance actors, yet also was subject to resistance and reworking due to a combination of institutional histories, local politics, as well as happenstantial everyday encounters of ASHA work. The precarious employment of ASHAs – in terms of basic remuneration as well as the great on-the-job risks that they have faced – underscores both the fragile nature of India's health governance system as well as possible political movements for its renewal. We conclude by calling for geographers to give greater attention to community health care workers as a key window into understanding the uneven ways in which health systems are made manifest on the ground, and their ability to respond to citizens' healthcare needs – both in the COVID-19 pandemic and beyond.  相似文献

Despite early attention being paid to the connections amongst ‘gender, work and gentrification’ in the urban geography literature, there have been few attempts to examine the experiences of women as workers in gentrifying neighbourhoods. This gap leaves open critical questions about the nature of the links between the production of gendered work practices and the production of gentrified urban landscapes. In this article, I explore how women working in a variety of differently precarious situations – as struggling small business owners, self-employed workers and part-time workers – manage the tensions and contradictions of struggling for economic survival while attempting to support community-building efforts and social reproduction needs in a gentrifying area. Using data drawn from interviews and urban ethnographic methods in Toronto's ‘Junction’ neighbourhood, I argue that precarious conditions of work in the context of gentrification engender a variety of diverse economic and social practices – developed through immaterial and affective labour – that, in turn, produce particular, and often contradictory, social and economic landscapes of gentrification. I will explore the ways in which gendered vulnerabilities and insecurities are ironically produced, in part, by the feminized consumption landscape, which primes neighbourhoods for widespread gentrification. Through examining these dynamics, we can begin to theorize the structural production of precarity, and in particular, gendered precarity, through urban processes such as gentrification.  相似文献

在旅游消费升级驱动下,目的地品牌化日益成为国内外旅游业竞争的焦点。本文基于制度理论,从游客的全新视角探究在现有的制度环境中目的地的相关制度性行为如何影响目的地品牌资产。数据显示,旅游目的地不但可以通过制度性行为正向影响目的地品牌资产,还会通过品牌合理性的中介作用间接影响品牌资产;研究还进一步发现,不同于一般的精细加工可能性模型适用机制,目的地制度性行为效应的大小独立于目的地熟悉度的高低,目的地熟悉度并不是目的地制度性行为发挥效应的外部条件。本文的研究结论不仅展现了制度效力对目的地品牌建设的重要作用,还能进一步丰富目的地品牌资产研究的路径和方法,并为目的地营销实践提供有价值的参考。  相似文献

近年来,延安市农民人均纯收入一直低于全国平均水平,城乡居民收入差距也不断扩大。为改变这一局面,延安市政府实施了生态移民工程,进行了农业产业结构调整。这些措施在一定程度上改善了农民的生活水平,但是,制约农民收入增长的根本性障碍仍然存在。只有促进高附加值农业的可持续发展、鼓励农村剩余劳动力的外出就业和使农村非农产业实现较快发展,才能建立起农民收入的可持续增长机制。  相似文献

The central theme of this article is the notion that migrants ‘shop’ for opportunities of work, income and social advantages in different countries. Taking the case of Cape Verdean women migrants, the research is based on 25 in‐depth interviews carried out with domestic workers in Rome and Rotterdam. I explore ways in which these women have negotiated mobility, employment and family and household responsibilities within the context of a largely independent female migration which is well established from Cape Verde. Italy has a nodal role in channelling mobility from Cape Verde to various destinations in the global Cape Verdean diaspora. But while opportunities for stable employment as domestic workers in Italy have been a constant factor encouraging Cape Verdean women to migrate to Italy, difficulties over pay, working conditions, welfare and family reunion have led to much onward movement to the Netherlands and elsewhere.  相似文献

In Bangladesh, as in many developing countries, there is a widespread belief amongst the public, policy makers and social workers that children ‘abandon’ their families and migrate to the street because of economic poverty. Ignoring and avoiding mounting evidence to the contrary, this dominant narrative posits that children whose basic material needs cannot be met within the household move to the street. This article explores this narrative through the analysis of detailed empirical research with children in Bangladesh. It finds that social factors lie behind most street migration and, in particular, that moves to the street are closely associated with violence towards and abuse of children within the household and local community. These findings are consistent with the wider literature on street migration from other countries. In Bangladesh, those who seek to reduce the flow of children to the streets need to focus on social policy, especially on how to reduce the excessive control and emotional, physical and sexual violence that occur in some households. Economic growth and reductions in income poverty will be helpful, but they will not be sufficient to reduce street migration by children.  相似文献

State-owned forestry enterprises (SOFEs) in China, established during the Maoist era for forest exploitation, have undergone significant reorganization under the Natural Forest Conservation Program (NFCP). In this study, drawing on the perspectives of political ecology and a case study from a SOFE in the Greater Khingan Range in northeast China, we develop an eco-socialist perspective to understand this particular approach to forest conservation. The concept of eco-socialism is mobilized to describe how, as a form of all-encompassing social organization with overwhelming political, social, and economic power in the forestry regions, the eco-restructuring of SOFEs is key to the success of forest conservation. Four eco-restructuring processes have been identified: (1) declining timber sales and increasing central subsidies; (2) restructuring of work-units; (3) creating redundancies; and (4) developing new sustainable economic activities. Furthermore, these eco-restructuring processes, both mandated and supported by the central government, have a significant impact on state-society relationship. While the resources given by the central government allow SOFEs to maintain a stable relationship with some workers by providing them a relatively stable livelihood, the laid-off workers are the major victims of the process, as they suffer from loss of income, economic stability, and social self-esteem. This study enriches the literature by incorporating eco-socialist governmentality into the political ecology of forest conservation and illustrating how the political ecology perspective can be a powerful tool in the collective effort to craft sustainable and socially just futures in China.  相似文献

Abstract. This research examines the benefits to individual workers hired under California's enterprise zone (EZ) program. The analysis reveals that EZ program participation has a positive impact on both wages and adjusted gross income of EZ participants, and the benefits appear to be greater for taxpayers with very low initial income. It is unclear whether the income boost from EZ participation is permanent or transitory. We also find that participation in the EZ program increases the likelihood that an individual will file a tax return. Because this is a case study, we caution that additional analysis is needed to fully determine the extent to which these results can be generalized.  相似文献
