This paper presents an analysis of the referendum on Native land claims that took place in British Columbia (BC) in the spring of 2002. The province's Liberal Government claimed that the referendum was needed in order to secure a public mandate for a set of negotiating principles that would breath new life into the supposedly stalled treaty process. Drawing evidence from government press releases, politicians' statements and media coverage, we argue that the BC Government and its supporters employed a discourse centred on neo-liberal economic logic in order to justify the exercise. Furthermore, we charge that this discourse relies on an erasure of the historical–geographical contexts of Native–newcomer relations in the province. By drawing on Cindi Katz's socio-spatial metaphor of 'topographies', we suggest that Native space in British Columbia needs to be understood as a series of situated and grounded experiences of colonialism and capitalist production. Then, extending the metaphor, we highlight the ways in which the referendum supporters' rhetoric contains a vision of future topographies of Native experience that adhere to the private property ethic of neo-liberal economics. We conclude that the politics surrounding the treaty process must be understood as a contest over the terms of Aboriginal citizenship and not merely as a conflict over the allotment of land and resources.  相似文献

Abstract: This paper examines the narratives through which associations of private property owners in Delhi depict slums as zones of incivility and “nuisance.” In tracing how this “nuisance talk” travels into and gains legitimacy in popular and state visions of urban space, the paper shows the role of discourse in justifying and enacting exclusionary urban imaginaries. As a lay term, nuisance is widely used to identify forms of aesthetic impropriety. But, as a primary element of environmental law, nuisance operates discursively as a catchall category allowing diverse private grievances to be expressed in terms of environmental welfare and the public interest. The widening depiction of slums as nuisances hence reworks the public/private divide, inserting once local codes of civility into the core of public life. By examining how nuisance talk circulates between property owners' associations, the media, and the government, the paper shows how slum demolitions have become widely read as a form of environmental improvement.  相似文献

Drawing upon ethnography among footpath dwellers in Mumbai this paper argues that hegemonic ideas and practices of urban inhabitation constrain subaltern visions of home as well as public space. In doing so, it warrants an ontology of urban inhabitation that transcends occupancy politics. It is not just the neoliberal state and property-entrenching capital but also the politics of inclusion that fragments subaltern subjectivities of belonging and dispossession. By highlighting everyday practices, particularly the use of footwear, food preparation and consumption, performance of modesty, and rearing of pets, I articulate two ways in which home is experienced and homelessness is resisted through claims where interlocutors have no spatial legitimacy: by (re)producing spatial and moral boundaries and practising multiple mobilities that enable transient domesticities. This paper thus provides an expanded sense of home that moves beyond the materialities of home making, and binaries of the “private” interior and “public” exterior.  相似文献

This article examines the ways in which Black lesbian, gay, bisexual, and transgender (LGBT) members of the Ballroom community create black queer space to contend with their spatial exclusion from and marginalization within public and private space in urban Detroit, Michigan. Existing in most urban centers throughout North America, Ballroom culture is a community and network of Black and Latina/o LGBT people. In this ethnography, I delineate the multiple functions of two mutually constitutive domains of Ballroom culture, kinship (the houses) and ritualized performance (the ball events). I use queer theories of geography and draw from Sonjah Stanley Niaah's notion of performance geography to examine the generative socio-spatial practices that Ballroom members deploy to forge alternative possibilities for Black LGBT life in Detroit. In many ways, members of the Ballroom community work to challenge and undo the alienating and oppressive realities of built environments in urban centers by undertaking the necessary social and performance labor that allow its members to revise and reconfigure exclusionary and oppressive spatial forms.  相似文献

This article examines the way in which public response to a municipal proposal concerning greenspace reduction in Paris during the Second Empire reflected not only political antipathy but also an ever-increasing understanding of public urban greenspace as part of the private domain. By examining archival records concerning the proposal, essays, newspaper accounts, and memoirs, this article argues that a particular proprietary sensibility, fomented by expansive public greenspace development in Paris, intersected with extant social constructs and political tensions to create a public, coordinated, and sustained challenge to the authoritarian regime. Thus, the battle over the Luxembourg Garden became more than just a fight to prevent a reduction in size of a particular public urban greenspace. Rather, public debate surrounding alteration of this garden underscores the extent to which public greenspace, in general, was urban space that blurred the public—private boundary and presented unique opportunities for community formation, social integration, and political action.  相似文献

Abstract

This paper investigates the use of public–private non-financial compensation in urban planning, aimed at achieving social housing goals. In so doing, it aims: first, to explain the current situation of housing policy in Italy and how it relates to the planning system; second, to explore how non-financial compensatory tools can be included in urban plans and third, to investigate successes and failures of selected case studies, in order to clarify the opportunities and threats of these innovative public–private tools. Drawing from qualitative empirical analysis of three case studies, the paper concludes that public–private non-financial compensatory tools may help to achieve public benefits, including social housing goals; however, it is essential to incorporate them into the ordinary planning instruments, in order to provide them with the appropriate framework through which to control sustainability and urban design quality.  相似文献

Geographers have effectively examined girls' reactions and resistances to adult control in public space, but the ways that girls learn about and reinscribe social differences like race and class through ‘hanging-out’ practices in public, urban space have yet to be sufficiently explored and theorized. Therefore, in this paper I consider the normative productivity of girls' spatial practices, as well as girls' resistances to adultist space. I examine the case of consumption space and focus on how girls utilize, create and reproduce myriad social identifiers as they hang out in public, urban space. Consumption space and consumerism dominate the urban spaces and hanging-out practices of teenagers, and while girls complain about the ubiquity of consumption space, girls' public social-spatial activities inevitably involve consumption space. Therefore, consumption's symbols and spaces are central to the normative production of girls' identities like class and race, and of social difference more generally in urban space.  相似文献

This paper considers issues of sexual citizenship in light of new UK legislation that prosecutes the viewers of ‘extreme pornography’. Justified as an attempt to uphold public decency, government intervention seeks to prevent people seeing ‘extreme’ images not by limiting access to certain websites, but instead by intervening in the private consumption of these images. In this paper I draw on the discourses of those who have supported such intervention, and suggest that these arguments make a claim to space that defends the rights of some citizens over others. I examine the entwining of rights of expression, rights to identity and rights to safety. In conclusion, I argue that sexual citizenship is not just about the right to occupy actual physical places but also the right to inhabit the virtual—cyberspace. I hence argue that the internet plays a key role in transforming the sexual geographies of public and private.  相似文献

This paper examines issues of power and resistance in “divided cities”. Basing my analysis on fieldwork I carried out in Skopje, Macedonia, I look at how urban space may be constructed and used by hegemonic groups as a means of asserting their power and how, in turn, the city may be a place of resistance where power is contested and public space reappropriated. Drawing on Lefebvre's perspective on the production of space, I compare the conceived city to the lived city and examine how urban inhabitants may resist the division of the city and challenge hegemonic representations. I also draw on Debord's psychogeography to define an artistic, active and participatory approach to urban space through which the inhabitants may re‐conquer their right to the œuvre and to the city. I argue that the city as a lived environment may offer narratives other than division and that there are alternatives to the divided city.  相似文献

Though research has examined the ways homeless persons work to be in public space, less research covers tying these ways to personal and social needs associated with home place and workplace. Additionally, scholars have given less attention to how central public spaces may not only be integral to long-term homeless persons' daily paths but also how they may be employed differently from marginal public spaces. In this article, I explain how long-term homeless persons attempted to make a historical-tourist public space, the Jackson Square area in New Orleans' French Quarter, personally and socially meaningful as home place and workplace. Drawing from participant observation and observation, I examine long-term homeless persons' attachment to Jackson Square. I argue that the Square's historical and tourist attraction status actually supported long-term homeless persons' desire and ability to occupy it in significant ways. This status along with long-term homeless persons' negotiating practices and inconsistent practices of authority and policing by those with (more) power made it possible for the Jackson Square area to become long-term homeless persons' home place and workplace.  相似文献

The flourishing of transit art globally reflects a widespread belief in the power of aesthetic practices to promote infrastructural and civic revitalisation. This article analyses how transit art engages spaces and practices of publicness and how art explores ideas of mobility in Toronto. It argues that while arts are frequently deployed to reproduce status quo relations of power and to bolster elite and exclusionary forms of urbanisation, they can also work to challenge these. Through the notion of infrastructural citizenship, I show how arts can unsettle grounds of public space and public life and illuminate the contentious relations that cohere in public transit space. Overall, I claim that transit networks are a key platform through which the politics of public art are staged and that despite existing constraints, there are many affordances for transit art to critically intervene into neoliberal urban processes.  相似文献

This research endeavours to fill a conceptual gap in the social science literature on gender, public space, and urban mobilities by exploring how transgender and gender nonconforming individuals experience public transit. Although previous research has surveyed gender minorities about harassment and discrimination in a range of environments, little is known about the quality or content of these experiences. Drawing from 25 interviews with transgender and gender nonconforming individuals in Portland, Oregon, this article finds that gender minorities experience frequent harassment while engaging with the public transit system. We articulate the concept of transmobilites to describe the ways that transgender and gender nonconforming individuals experience a form of mobility that is altered, shaped, and informed by a broader cultural system that normalizes violence and harassment towards gender minorities. We conclude that gender minorities have unequal access to safe and accessible public transportation when harassment is widespread, normalized, and when policies prohibiting discrimination remain unenforced on urban public transit.  相似文献

Across major cities throughout the world, inflated real-estate markets continue to exacerbate crises of affordable housing. Amid such conditions, squatting has emerged as a means to claim urban residence while bypassing the rule of property, resulting in densely populated informal settlements stretched along urban peripheries, most notably in the Global South. But in what respect might squatting be said to have anti-capitalist content? But does the challenge squatting poses to private property mean the practice is unambiguously anti-capitalist? The case presented here illustrates how squatting – initially a challenge to the rule of private property – becomes imbricated with wider relations of extraction and rule and with the broader capitalist context more generally.  相似文献

This research analyzes the material and discursive transformations of children’s play in the urban context of socio-economic transformations brought about by neoliberal restructuring in Istanbul. Two new private play centers called ‘children’s cities’ and one public playground are investigated by using observation, semi-structured interviews and document analysis. The findings of discourse analysis suggest that processes of privatization, exclusion and securitization underlying the city space deeply structure the new geographies of play. The hegemonic presence of private spaces is reinforced with the municipal neglect of public play spaces and also with particular framing of ‘good play’ as exclusive, secure and instrumental. The important conclusion is that neither the children’s cities nor the public playground observed in this study can fully meet the benchmarks of ‘the right to play’ that encompasses play that is free of charge and play as a right in itself rather than as instrumental for other developmental goals.  相似文献

Following previous geographies of gender and fear this article is stimulated by the dominance of urban accounts of women's experience of safety and fear in different ‘private’ and ‘public’ spaces1 This work is based on an article presented at the ‘Emotional Geographies’ conference (Lancaster University, September 2002). View all notes. We argue that rural and emotional geography perspectives on these issues provide new directions for both a feminist critique of the notion of ‘rural community’ and broadening of the emotional geographies literature. Communities have been studied at length in rural geography, yet the term itself can be problematic and its emotional potency has not been rigorously interrogated. Differing experiences of the rural community in relation to characteristics of, for example, class, gender, sexuality, age and ethnicity have led to a questioning of idyllic assumptions attached to rural life and the construction of ideas about the rural community. In this article we extend existing debates to argue that constructions of the rural community as an emotionally harmonious, safe and peaceful space may be challenged by women's experiences of fear in various rural spaces. We take the specific case of two contrasting Aotearoa/New Zealand communities and document how women negotiate personal feelings of safety and fear in their own areas. We highlight the absence of a binary of fear/safety, noting that women often live with and through these emotions in more complex ways. Finally, we close by placing this discussion within broader reflections on community as an emotionally charged term and as a rhetorical space of concern and/or responsibility in agency discourse and crime management.  相似文献

Accounts of how the church fits into broader narratives of socio‐economic change have been confused by two different issues: an unsystematic application of the terms ‘public’ and ‘private’ to various phenomena, and a separate tendency to elide the ‘public’ with the state. Visigothic thought on lay‐founded churches shows that the legal regime around ecclesiastical properties did not aim at simply enhancing episcopal power. Laypeople had important responsibilities and powers, especially in resisting bishops’ capacities for ‘private’ appropriation of donated property. There existed a sense of communal concern for church property, which was thought of as ‘public’ without reference to the state.  相似文献

Women's entrance into corporate offices in the late nineteenth and early twentieth century provided a focus for debate about changing meanings of public womanhood in the 'Modern' city. Working in the financial district, in the heart of downtown, women in clerical professions challenged formulations of respectability which posited public, urban space as threatening to female virtue. Yet the corporations for which these women worked traded quite literally on their reputations, and as such had a great need that their employees of both sexes be understood as respectable and upstanding citizens. Drawing on the popular press and employee files from a selection of key corporations in early twentieth-century Montreal, I examine how women's presence in, and use of urban space was mediated through ideas about 'respectability'. I submit that both corporations and women seeking clerical employment drew on ideas about respectable womanhood based in expectations of corporeal control and sexual restraint, even as these ideas were changing.  相似文献

Abstract:  This paper examines the absence of the state from the discourses and practices of "livable" urban spaces. Drawing from an ethnography of Atlantic Station, the USA's largest new urbanist infill development, we argue that "livable" urban spaces are increasingly arenas for luxury, theater, and consumption, and that the state, while an important actor in the creation of urban spaces such as Atlantic Station, has largely been made invisible. We see this in the absence of public institutions, such as schools, parks, and libraries, and in the absence of a collective political identity among Atlantic Station patrons. The disappearance of the state in the material spaces of the city suggests that the neoliberal project of individualism and consumerism is transforming the very notion of livability and the democratic possibilities of what makes urban space "livable".  相似文献

发生在城市公共空间的犯罪案件,数量大、类型多,造成的危害往往波及整个城市社会和公众,对公共空间盲区的综合治理委实是城市犯罪防控的一项十分重要的社会工程。本文分析了城市公共空间的各种空间特性,指出公共空间功能面向的广泛性、人员物资的流动性、空间结构的开放性和空间归属的无主性等是造成大量空间盲区的重要原因。根据外部形态和内部结构的不同,本文将公共空间分为封闭型、相对封闭型和非封闭型等3种类型,并分门别类地阐述了综合治理各种公共空间盲区的主要措施和工作重点。  相似文献
