The social and political developments of the last two centuries within the territory of the Republic of Estonia have shaped the present regional distribution of population and economy. Of all the social processes, special attention has to be drawn to the post‐World War II transition from an agricultural to an industrial society. This brought about intensive urbanization and led to the regional differences. At present, the process of transition to an information society exercises influence on social patterns. Of the political factors that have shaped the development of regional processes in Estonia, the politics of Russia (former Soviet Union) was the most influential. Estonia has been both directly involved and a separate political entity. Already for the second time the economy of the Republic of Estonia has had to reorient from the eastern markets to the western. This has also brought about sharp changes in the administration and development of the border regions, some of which have become backward. The regional economic development in Estonia today is mainly the combined result of the economic and social development of the Soviet era and the new processes that started with the transition period.  相似文献

As is the case with other metropolitan regions, there are claims that the emerging functional urban region of RheinRuhr needs to develop a cooperative spatial future. This article explores the underlying difficulties in seeking to move forward in regional cooperation and strategic regional development for RheinRuhr. At present, no clear shift can be observed from traditional land use planning and local development approaches towards more strategic planning for the whole urban region. There are still many obstacles to be overcome. Nevertheless, strides have been taken in the direction of improved cooperation. A dense and functionally overlapping (sub)‐regional associationalism seems to be one step towards future city‐regional governance and possibly government. An evaluation is reported of two new innovative modes of structural and regional policies, namely the Regional Conferences and the IBA Emscher Park Planning Company; their impacts on regional policy‐making structures are reviewed. A discussion on more recent approaches to regional cooperation follows. It is argued that, in the long term, as a multi‐regionalized space, RheinRuhr requires some kind of coordinator and moderator and new practices of regional planning and management. The future development of a RheinRuhr metropolitan region requires further steps to be taken towards strategic planning by the Land government as well as a deepening of the level of institutionalization. Some ideas are put forward on how the elaboration of a spatial Leitbild for RheinRuhr could be initiated and supported.  相似文献

The theory and practice of drawing up and implementing regional plans, or “territorial plans,” as they are known in the Soviet Union, has been a matter of considerable debate in the Soviet literature, a debate that has been complicated by differences in terminology. The author discusses various Soviet definitions of “territorial planning” and points out disagreement concerning its nature and scope. The major forms of territorial planning as now practiced in the USSR are reviewed, and two forms in particular—regional economic planning and regional physical planning—are distinguished. It is concluded that territorial planning continues to have a somewhat uncertain status in the USSR, with inadequate official support, although the issue remains a matter of considerable interest to the leadership under the Gorbachev administration.  相似文献

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities.  相似文献

This paper seeks to conceptualize and explore the changing relationships between planning action and practice and the dynamics of place. It argues that planning practice is grappling with new treatments of place, based on dynamic, relational constructs, rather than the Euclidean, deterministic, and one‐dimensional treatments inherited from the ‘scientific’ approaches of the 1960s and early 1970s. But such emerging planning practices remain poorly served by planning theory which has so far failed to produce sufficiently robust and sophisticated conceptual treatments of place in today's globalizing’ world. In this paper we attempt to draw on a wide range of recent advances in social theory to begin constructing such a treatment. The paper has four parts. First, we criticize the legacy of object‐oriented, Euclidean concepts of planning theory and practice, and their reliance on ‘containered’ views of space and time. Second, we construct a relational understanding of time, space and cities by drawing together four strands of recent social theory. These are: relational theories of urban time‐space, dynamic conceptualizations of ‘multiplex’ places and cities, the ‘new’ urban and regional socio‐economics, and emerging theories of social agency and institutional ordering. In the third section, we apply such perspectives to three worlds of planning practice: land use regulation, policy frameworks and development plans, and the development of ‘customized spaces’ in urban ‘regeneration’. Finally, by way of conclusion, we suggest some pointers for practising planning in a relational way.  相似文献

The article looks at mono‐industrial cities in the Baltic States during the Soviet era. In terms of economy, ethnicity and their urban appearance these heterotopic towns were outposts in the integration of the occupied European‐like territories into the Soviet Union. Thanks to the principles of planning and state‐favoured development that were applied across the Soviet Union, these towns, built for Russian speaking immigrants, stood out from the surrounding patterns of settlement that had developed naturally over time. The uranium producing town of Sillamäe in Estonia was built in secret and with lightning speed amidst the panic concerning the atom bomb immediately after the war, and provides us with a perfect model of Stalinist urban development. Stu?ka, built in the 1960s near a hydro‐electric power station in Latvia and Snie?kus, built in the 1970s next to a nuclear power station in Lithuania, were less separated from the surrounding landscape, but both provide a perfect example of Soviet modernism, which had been learned from mass‐housing in the West.  相似文献

By exploring the Europeanization of current practices of regional spatial planning, this article sets out to demonstrate the evolution of the European integration project. Specifically, by creating spaces of engagement to which the local and regional actors are “forced” to adapt, the emergence of European spatial planning has made planning practices at the regional level more complex and complicated. As such, the present study contributes to the current understandings of Europeanization by exploring the European integration process through the geographical conceptualizations of space and scale. These conceptualizations are used to illustrate the multidimensionality, complexity and subtlety of the geographies of Europeanization. The empirical investigations show that regional and local spatial policies are strongly engaged – both explicitly through the “technicalities” and implicitly through the “mentalities”– to the spaces of Europeanization. The engagement affects the effectiveness of sub‐regional spatial planning by promoting mismatches between the strategic frameworks and the material practices of the policy. Overall, the article illustrates that the geographies of Europeanization are continuous processes, which take place – often unrecognizably – in manifold discursive and material practices in various geographical contexts.  相似文献

Abstract: This paper seeks to build on ongoing work in east central Europe and the former Soviet Union—in geography and beyond—to think through the conceptualisation of post‐socialism. The rationale for this is threefold. Firstly, we see a need to understand post‐socialist conditions as they are lived and experienced by those in the region. Secondly, we seek to challenge the persistent tendency to marginalise the experiences of the non‐western world in a discourse of globalisation and universalisation. Thirdly, we identify a need to ask how the conditions of post‐socialism reshape our theorising more widely. Centring our analysis on history, geography and difference, we review a wide range of perspectives on the socialist and post‐socialist, but argue for a strategic essentialism that recognises post‐socialist difference without eclipsing differences. In outlining how we might understand history, geography and difference in post‐socialism, we draw on key theorisations from post‐colonialism (such as the articulation of the post‐ with the pre‐, the relationship to the west, the rethinking of histories/categories, the end of the post) and outline post‐socialisms that are partial and not always explanatory but nevertheless important.  相似文献

The post‐communist space continues to generate new internationally recognized states while incubating unrecognized but de facto states. Recent movement in the Balkans—the independence of Montenegro and the arduous deliberations over Kosovo's future —have variously encouraged other secessionist people and would‐be states, particularly in the former Soviet Union. This article analyses the impact of developments in Montenegro and Kosovo on several levels, including: their usage by de facto states; the reactions to them by central governments; Russian policy; and western and intergovernmental responses to these challenges. The article further argues that the Russian position on Kosovo and on the so‐called ‘frozen’ or unsettled conflicts neighbouring Russia could ultimately backfire on it. Western policy towards both Kosovo and on the post‐Soviet frozen conflicts will be best served by signalling to Russia, irrespective of the exact form of Kosovo's independence, that neither its own interests nor broader western‐Russian relations are served by using or reacting to any Kosovo ‘precedent’.  相似文献

This paper revisits how and why new multinational knowledge-based strategies and multi-level governmental policies influence the upgrading process of regions in developing economies. Automotive multinationals traditionally exploited local asset conditions, but it is shown that they have also been contributing to knowledge-generation systems via investments in R&D centres and cooperation with regional knowledge producers. We discern three elements of the upgrading process of regions—upgrading of domestic firms, subsidiary evolution and establishment of strategic relations with local knowledge institutes—to analyse two case studies: Ostrava (Czech Republic) and Shanghai (China). The cases show that all types of upgrading—product, process, chain and functional—have taken place in the last years, and that follow sourcing may have a positive impact on regional upgrading. These observations provide lessons for governments in developing economies which aim to strengthen innovation-based regional development.  相似文献

This study introduces a collection of theme issue papers on metropolitan processes in post‐communist states. We first identify and discuss five key significant socialist‐era legacy aspects that continue to mould the course of events in the post‐communist urban scene. These are central planning, land allocation, the second economy, defence considerations, and the implications of the ideological leadership of the communist parties. We then procede to investigate the literature on the unfolding urban geography of post‐communism and the factors underpinning its development, and we place the papers collected in this theme issue into their context.  相似文献

Non‐Governmental Organizations (NGOs) are increasingly challenged to demonstrate accountability and relevance, with reporting, monitoring and evaluation arguably having become development activities in their own right. Drawing on interviews and observation research, this article examines the impact of intensified monitoring and evaluation (M&E) requirements on a number of South African NGOs. M&E — and the types of expertise, vocabularies and practices it gives rise to — is an important area that is usually neglected in the study of NGOs but that significantly impacts on NGOs’ logic of operation. By focusing on three areas — data that are considered appropriate to conduct M&E, staffing and organizational cultures, and NGOs’ reformist relationships with other civil society organizations (CSOs) — M&E is revealed as a central discursive element in the constitution of NGOs appropriate to neoliberal development. By engaging a neo‐Foucauldian framework of governmentality, M&E practices are thus understood as technologies through which governing is accomplished in the trans‐scalar post‐apartheid development domain.  相似文献

It has been argued that by‐pass roads lead to suburban growth and that the construction of such roads will prompt the planning of industrial and other commercial developments, on the part of the local municipal government. This case study of five by‐pass roads shows that a significant, but limited suburban growth takes place along these roads. Actors who promote development have a greater effect on the planning process than those who resist land development. One exception is the regional authorities who can object to a local plan. The study also shows that most of the local development plans are submitted for approval by the local authorities themselves, either independently or jointly with private developers.  相似文献

‘Raging Rumors’ examines how the Soviet invasion and annexation unfolded in Latvia and Estonia. The reportage of American diplomats documents Nazi and Soviet aggression and the loss of neutrality for Latvia and Estonia. American diplomats at post recorded what they witnessed, but also what they were told by their contacts, thus providing readers with Latvian and Estonian governmental perspectives and world views. As spectators with a front-row seat watching how the Second World War began, the American diplomats reported back to Washington. This article sheds light on what transpired in Latvia and Estonia, how Latvians and Estonians perceived of their situation, and how the US government engaged and failed to engage in the Baltic.  相似文献

ABSTRACT. As in all post‐Soviet states, the Russian intelligentsia has been preoccupied with the construction of a new national identity since the beginning of the 1990s. Although the place of Orthodox religion in Russia is well documented, the subject of neo‐paganism and its consequent assertion of an Aryan identity for Russians remains little known. Yet specialists observing the political and intellectual life of contemporary Russia have begun to notice that the development of references to ‘Slavic paganism’ and to Russia's ‘Aryan’ origin can be found in the public speeches of some politicians and intellectual figures. This article will attempt, in its first section, to depict the historical depth of these movements by examining the existence of neo‐pagan and/or Aryan referents in Soviet culture, and focusing on how these discourses developed in different spheres of post‐Soviet Russian society, such as those of religion, historiography, and politics.  相似文献

Political geography's essence and place in the system of Soviet geographical sciences are assessed and key elements of political geographical analysis defined. The latter include the space-time paradigm, the principle of territoriality, the study of center-periphery relationships, analysis of regional planning policy and theory, consideration of the role of the church and armed forces, and the importance of political geographical regionalization. Abstract

Spatial rescaling arguably represents one of the most significant recent changes in planning. Rescaling processes do not merely imply changes in powers across existing layers of decision-making, but also entail new scales of intervention, new actor constellations and new geometries of governance. A wide range of examples of spatial rescaling can be seen across Europe, varying from local through to regional and international. The emergence of “soft spaces”—regions in which strategy is made between or alongside formal institutions and processes—is one of the phenomena associated with contemporary spatial rescaling. These spaces are often overlapping and characterized by fuzzy geographical boundaries. The formation of soft spaces is often articulated in terms of breaking away from the rigidities associated with the practices and expectations of working within existing political or administrative boundaries but can also be viewed as providing a means of bypassing formal procedures and reducing democratic accountability. Focusing on European territorial cooperation and development strategies in the Baltic region, this paper discusses how they are contributing to spatial rescaling in soft spaces and how the strategies can be seen as a form of soft planning and as a means to promote soft security policy (which could be considered as a wider form of foreign policy).  相似文献

The article examines the development of the urban planning system in Tallinn from 1991, when Estonia re-established its independence from the Soviet Union, until 2004. The planning laws and planning documents are analysed from the point of view of what kind of tools they provide for the public authority to intervene in urban development. It is argued that a liberal ad hoc urban planning that was established in the early 1990s is currently gradually being replaced by a more regulatory system where the rights of landowners are increasingly yet not always comprehensively defined in advance. Nonetheless, despite the recent revival of planning, the market still primarily dictates Tallinn's urban development.  相似文献

Kopytoff's model of the African frontier has opened room for renewed approaches to settlement history, politics, ethnicity and cultural reproduction in pre‐colonial Africa. This interpretative framework applies well to central Benin (Ouessè). Over the long term, mobility has been a structural feature of the regional social history, from pre‐colonial times onwards. Movements of people, resources, norms and values have been crucial in the production and reproduction of the social and political order. The colonial intrusion and its post‐colonial avatars gave way to renewed relations between mobility and locality, in particular in the form of a complex articulation between control over labour force, access to land and natural resources, and out‐ and in‐migrations. This article argues that the political frontier metaphor provides a useful heuristic device to capture the logic of state making, as the changing outcome of organizing practices taking place inside and outside state and non‐state organizations and arenas. Governmentality in post‐colonial central Benin thus results from the complex interplay of mobility, control over resources and state‐led forms of ‘villagization’.  相似文献
