Punctuated equilibrium theory (PET) has reoriented the study of public policy and American politics in particular. In this study, we documented how a policy punctuation that appears to take hold at the macro level of the polity in the form of a policy regime has difficulty penetrating subsystem politics. We drew on subsystems theory, PET, and the latest work on policy regimes to document the resistance of the agriculture subsystem to efforts to add a civil rights dimension to agriculture policy between 1935 and 2006. We concluded that the issue evolution of agricultural support programs, and their insulation from civil rights policy, is a prime example of how subsystems use negative feedback to resist change.  相似文献

Theories of policymaking often focus on subsystems within a larger, overarching governance system. However, subsystem identification is complicated by the complexity of governance systems, characterized by multiple, interrelated issues, multi-level interactions, and a diverse set of organizations. This study suggests an empirical, bottom-up methodology to identify subsystems. Subsystems are identified based on bundles of similar observed organizational activity. The study further suggests a set of three elementary criteria to classify individual subsystems. In order to prove the value of the methodology, subsystems are identified through cluster analysis, and subsequently classified in a study of Swiss water governance. Results suggest that Swiss water governance can be understood as a network of overlapping subsystems connected by boundary penetrating organizations, with high-conflict and quiet politics subgroups. The study shows that a principled analysis of subsystems as the interconnected, constituent parts of complex governance systems offers insights into important contextual factors shaping outcomes. Such insights are prerequisite knowledge in order to understand and navigate complex systems for researchers and practitioners alike.  相似文献

This research is an examination of the role of organized interests in international climate change policy formation. Systematic survey results are used to demonstrate that organized interests actually engage in the same activities in both the international and domestic arenas. This research demonstrates that the climate change negotiations can be characterized as both a policy subsystem and an international regime. It is further argued that these two concepts are in fact highly analogous, thereby facilitating new cross-discipline research opportunities. The research is based on a web survey of organized interests accredited by the United Nations Framework Convention on Climate Change (UNFCCC), and on interviews and field research at the 8th Conference of the Parties of the UNFCCC in New Delhi, India.  相似文献

This research addresses the strength of the homeland security policy regime that was constructed after the terrorist attacks of September 2001. We argue that homeland security provides a preeminent example of the challenges of developing policy regimes that focus policymaking on a common goal across diverse subsystems. All the ingredients for fashioning a powerful regime were in place after the terrorist attacks of September 2001—a common purpose, engaged stakeholders, and institutional redesign. But for a variety of reasons that we discuss, the results are far from cohesive. The lessons we draw are more general ones regarding factors that influence the strength of boundary‐spanning policy regimes.  相似文献

This article examines the Advocacy Coalition Framework (ACF) in the context of a nascent policy subsystem with a longevity of less than 10 years. It evaluates key aspects of the model in a recent area of Canadian national policymaking, namely the attempt to impose greater reporting and disclosure requirements on trade unions through Bill C‐377. Following the ACF's prediction of a correspondence between policy belief systems and coordinated advocacy, the article identifies ideological groupings of advocates in this policy area—defined here as advocacy communities—and examines the level of coordination within and between them. The results show that advocacy coalitions emerged rapidly in this subsystem and corroborate the link between coordination and policy core beliefs. The article provides two qualifications. First, when there are multiple advocacy communities, rather than a simple dichotomy, the relationship between beliefs and coordination is weakened. Second, linkages across different advocacy communities were more prevalent with lower level forms of coordination, such as exchanges of information, than they were with higher level activities. The study is based on a content analysis of briefs and testimonies to two parliamentary committees and a mailed questionnaire to organizational representatives advocating on this issue.  相似文献

Methods for observing policy networks have not kept up with the development of new network analytic techniques required to understand governance in complex settings. We compare three unobtrusive methods for observing policy networks based on hyperlinks between policy actor web sites, on media reports, and on public policy partnerships. Observations of one complex local water policy arena with all three methods provide a comparison of the general as well as actor‐specific network characteristics in the three observed networks. The core network of actors observed by all methods has similar network level statistics, highly correlated relationships measured by Quadratic Assignment Procedures models, and the same significant network microstructures as measured by Exponential Random Graph Models. The full networks including actors observed by any method also exhibit similar actor‐level characteristics, although the correlations across networks are stronger for bridging capital measures than for bonding capital measures, and each method has different apparent biases. Once biases are accounted for, similarities suggest that these methods may provide useful proxies for each other and for other relationships that are more difficult or impossible to measure, particularly when combined to offset each method's biases. If so, they can extend the range of policy networks observable with limited resources across space and time.  相似文献

We address theoretical and empirical aspects of policy disruptions that affect multiple areas of policymaking. Our theorizing leads us to consider the effects of widespread disruptions in gaining the attention of elected officials, in affecting policymaking, and in reshaping the involvement of federal agencies. Our empirical analyses concern the threat of terrorism in the United States and its implications for public risk subsystems over the past 25 years. Our analyses of the attention of policymakers and resultant policymaking volatility show selective patterns of subsystem disruption related to the threat of terrorism. We show that capturing the attention of policymakers in multiple subsystems is insufficient to motivate heightened levels of policymaking across the board. In addition, we find more muted impacts for federal agency involvement than might have been expected from the massive reorganization that created the Department of Homeland Security. More generally, the disjunctions we observe show the powerful influence of policy subsystems in buffering against widespread policy disruptions.  相似文献

Smart growth is a planning and land use policy objective that generally focuses on where development should occur and how best to protect natural resources. What explains the adoption of smart growth policy by local government? This study focuses on a cooperative intergovernmental program that seeks to enhance local government abilities to work toward achieving state goals on sustainability. Extant research suggests that local interest group preferences shape policy decisions. However, much of the evidence on the influence of local interest groups on smart growth policy is presented within the coercive intergovernmental context. This article argues that resource dependency influences local decisions in pursuing a smart growth agenda when state incentives are provided. The findings suggest that fiscal capacity and the characteristics of local governing institutions are significant predictors in the decision to take part in an intergovernmental program. Business and neighborhood interest groups have a significant effect on policy adoption, as do local characteristics depending on the smart growth functional area.  相似文献

Arguments for collaborative rather than adversarial approaches to governance rest partly on two axioms: first, that collaborative approaches mitigate conflict to intermediate levels and second, that collaborative approaches help integrate science and values through various joint fact-finding strategies. Using questionnaire data in 1984 and 2001 of policy participants involved in Lake Tahoe water quality policy, this article investigates whether a shift from an adversarial to a collaborative policy subsystem is associated with (i) convergence in beliefs regarding water quality problems and policy proposals; and (ii) an increase in the use of science-based empirical beliefs and a decrease in the use of normative beliefs in supporting policy proposals. The findings send a mixed message to policymakers and researchers about science and collaboration. The analysis suggests that collaborative policy subsystems are associated with convergence in some beliefs between rival coalitions, but it also suggests that policy participants are no more likely to rely on science-based, empirical beliefs in collaborative than in adversarial policy subsystems.  相似文献

This article reviews and synthesizes the uses of expert‐based information in policy subsystems. The review begins by summarizing the different uses of information in the multiple streams theory, the punctuated equilibrium theory, the social construction theory, and the advocacy coalition framework. Three uses of expert‐based information are identified as instrumental, learning, and political. The three uses of expert‐based information are then compared across unitary, collaborative, and adversarial policy subsystems. This article synthesizes the findings in a set of propositions about the use of expert‐based information in policy subsystems and about the factors that contribute to shifts from one policy subsystem to another.  相似文献

In the last decade and across countries, changes in national intelligence policies have spurred widespread political opposition and public protest. Instances of intelligence policy change warrant close academic attention to cast light on the dynamics of policymaking in contested policy areas. In an effort to contribute to further development of a theory of policy change within the Advocacy Coalition Framework (ACF), this article analyzes the adoption of legislation in Sweden to expand the mandate for signals intelligence gathering. Three explanatory variables are derived from the ACF to explain policy change in this case: shifts in advocacy coalition membership, distribution of coalition resources, and access to policy venues. Whereas shifts in coalition membership were unrelated to policy change in this case, the case‐study lends partial support to the role of resource distribution and policy venues. To promote the progress of an ACF theory of policy change, the study concludes by drawing two theoretical implications: (i) introducing hierarchical classification of coalition resources and (ii) identification of revised policy narratives and exploitative policy entrepreneurship as causal mechanisms linking external shocks to venue shifts and policy change.  相似文献

This article examines the extent to which local governments in North Carolina embrace innovation in their economic development activities. The study makes a distinctive theoretical contribution by examining the relationship between innovation in how economic development policies are administered and implemented (using concepts associated with governance and NPM), and innovation in what is substantively done (policy innovation). An analysis of the results from a statewide survey of local governments in North Carolina finds that certain governance/management variables are significant determinants of economic development policy innovation. An implication of this finding is that new ways of doing economic development may go hand‐in‐hand with new ways of governing and managing. Many of the governance/management variables are also positively associated with the use of a greater number of traditional economic development strategies and tools. This suggests that local governments may find it helpful to be innovative in how they implement economic development irrespective of the substantive policy orientation of particular strategies and tools.  相似文献

We consider the involvement of different interests in policymaking following disruptions that affect the agendas of multiple subsystems. The policy process literature suggests that increased policy uncertainty and jurisdictional ambiguity could lead to substantial upheavals in interest involvement. We address these possibilities in studying the mobilization of different interests after the terrorist attacks of September 11, 2001, for eight disrupted policy subsystems. Contrary to expectations derived from the literature, we find limited evidence of interest upheaval or cross-subsystem spillovers in interest involvement. We suggest this is because policymakers sought to reduce policy uncertainty by calling upon those interests that were best equipped to help craft and implement policy solutions. These findings point to the stabilizing influence of policy subsystems in buffering against the effects of widespread disruptions.  相似文献

The Advocacy Coalition Framework (ACF), a well-known framework used to understand policy changes at the subsystem level, is predicated on the idea that coalitions with distinct beliefs compete to influence policy subsystem decisions. The ACF is noted as being most appropriate for, and is typically applied to, high salience policy areas. However, scholars have noted the need to also apply the ACF to less typical application settings in the interest of theoretical refinement. This paper thus explores the applicability of the ACF to Day Habilitation and Employment services systems for working-age adults with intellectual and developmental disabilities in two U.S. states, Washington and Pennsylvania, both of which have experienced distinct state-level policy changes during the last two decades despite low levels of public attention and conflict. Using a mixed-methods approach, the paper identifies the presence of two advocacy coalitions (Employment First and Choice) in both states. The study concludes that there is sufficient evidence to apply the ACF to these low salience subsystems, noting theoretical and practical implications for scholars and policymakers interested in applying the ACF to similar settings.  相似文献

The study of public policy deals with subsystems in which actors cooperate or compete to turn their beliefs into policy solutions. Yet, most studies concern mature subsystems in which the main actors and their allies and enemies can easily be identified. This paper tackles the challenge of studying nascent subsystems, in which actors have begun to engage in politics but are uncertain about other actors’ beliefs. Actors therefore find it relatively difficult to identify their allies and opponents. Focusing on the Advocacy Coalition Framework, we examine three main ways in which actors might agree to support the same policy design before they decide whether or not to form long‐term relationships within advocacy coalitions: they see the issue through the same lenses, they follow leaders, or they know each other from earlier cooperation. We use the case of fracking policy in Switzerland and the UK as a key example, in which actors have begun to agree with each other, but where final policy outputs were not yet defined, and long‐term relationships not yet observable. We find that, when dealing with new issues, actors strongly rely on former contacts rather than shared ideologies or leadership.  相似文献

Public policy generally emerges from interactions among actors embedded within complex governance systems, composed of multiple actors and forums (issue‐based arenas where stakeholders repeatedly interact to resolve collective action problems). Such systems allow actors multiple forums wherein they can influence policy decisions. But actors do not value the decisions made in each forum equally, and it remains unclear how actors allocate resources across forums. This article links actor strategy to their influence within the forums the actors identify as most important (their primary forum). There is theoretical ambiguity about how actors invest their limited resources across the forums that affect their interests to maximize primary forum influence. Do they concentrate all their effort within the primary forum or participate more broadly? To answer this question, we offer two competing theories. First, broad participation may allow actors to develop political capital necessary to influence other actors and thus influence primary forum policies. The second approach notes the opportunity costs of broad participation—actors have fewer resources to invest in their primary forum. An analysis of stakeholder participation in the Sacramento–San Joaquin River Delta and Tampa Bay Watershed governance systems demonstrates that broader participation is associated with greater primary forum influence.  相似文献

This symposium draws attention to innovative and emerging research in Australian public policy exploring the interplay of governance, public policy and boundary-making. Conceptually and substantively, boundaries are fundamental to understanding policy outcomes, yet remain overlooked and undertheorised. We aim to contribute to public policy debates, in Australia and beyond, by provoking further reflection on this theme, in particular, the distributive effects of boundaries in policy-making; the blurring of boundaries implicit to governance frameworks; the crossing of boundaries, especially by policy-officials within and between institutions; the construction of boundaries to separate and marginalise; and the existence of temporal–spatial boundaries that demarcate jurisdiction and authority. In short, the study of governance and public policy-making is marked by multiple different types of boundaries but the way in which boundaries get drawn and redrawn is also suffuse with political contestation meaning they raise crucial questions about the exercise of power.  相似文献

Using the theoretical framework formulated by Baumgartner and Jones in a most similar systems study of Danish civil defense and Danish national home guard policy from 1949 to 2003, this article shows how particular subsystem characteristics affect the magnitude and frequency of policy punctuations. Despite very similar starting points, the two subsystems have experienced radically different policy evolutions since they were created back in 1948 and 1949. The explanation, it is argued, is to be found in a combination of Baumgartner and Jones’ model of issue definitions and conflict expansion on the one hand, and some particular institutional differences in the foundation of the two subsystems on the other. Hence, the aim of the article is to demonstrate that in a long‐term perspective, certain institutional choices not only enhance stability but also increase the likelihood of future conflict expansions and policy punctuations, given the dynamic model of the policymaking process provided by Baumgartner and Jones.  相似文献
