Various reforms at the federal level have led bureaucracies, including arts councils, to design and implement performance measurement systems. We still know very little about whether performance measurement has any influence on the external conditions of arts councils, or whether it serves as policy rhetoric for arts advocacy. In this article, we seek to understand the answers to these questions by conducting a case study of performance measurement at the National Endowment for the Arts (NEA). We conclude that there is little evidence that performance measurement at the NEA has had any appreciable effects on agency appropriation levels. Therefore, as a policy response to federally mandated performance measurement systems, arts councils might do better in focusing exclusively on metrics that capture internal efficiency, as opposed to those that serve to demonstrate performance to external constituencies.  相似文献

Diffusion research often characterizes the role of the federal government in innovation adoption as a supportive one, either increasing the likelihood of adoption or its speed. We examine the adoption of medical marijuana laws (MMLs) from 1996 to 2014 to shed light on what motivates states to adopt innovations that are in explicit defiance of federal law. Furthermore, we examine whether federal signals have any influence on the likelihood of adoption. In doing so, we utilize implementation theory to expand our understanding of how the federal government's position impacts state policy innovation adoption. We find mixed evidence for the influence of federal signals on the adoption of MMLs. The results suggest that medical marijuana policies are much more likely to be adopted in states when proponents have the political or institutional capital, rather than a medical or fiscal need. Moreover, this political capital is sufficient independent of the federal government's real or perceived position.  相似文献

The United States's National Spatial Data Infrastructure (NSDI) model presumes that the local government agencies of counties and municipalities will share their geographic information freely with government agencies of regions, states and federal agencies. This article takes up the issue of local government involvement in the NSDI by asking the question: why should local governments involve themselves in the NSDI? This question is informed by considering the social and technological imbrication of the NSDI. One of the oldest spatial data infrastructure projects, the NSDI offers insights into the complexity of implementing infrastructure in federal models of shared governance. This article focuses on the political and financial dimensions of developing infrastructure among local governments. Trust is quintessential at this level of government. Local government agency activities experience an inherently closer coupling with political representatives and with different agencies in both intramunicipal and intermunicipal activities. Building the NSDI is fundamentally an interagency act and thus a matter of trust. Trust is a key issue in the development of the NSDI, as the results of a study of Kentucky local government agencies indicate.  相似文献

In recent decades, the federal government has introduced complex, multilevel state‐operated revolving loan fund programs as an instrument for promoting state and local investment in national infrastructure priorities while limiting direct federal involvement in implementation. A federally funded state revolving fund (SRF) program combines features of a categorical matching grant to states and a subsidized loan program to localities, both of which should lower the effective price of infrastructure investment and therefore promote higher levels of infrastructure investment. However, little evidence exists to date on whether these programs stimulate new subnational spending or instead displace spending that would have occurred otherwise. We evaluate the stimulus effects of SRFs by examining the two largest such programs, the Clean Water and the Drinking Water SRF Programs. Analyzing 17 years of state‐level panel data, we find evidence that the flow of federal funds to states under the SRF programs stimulates new local investment in wastewater infrastructure, but not in drinking water infrastructure. In discussing several possible explanations for these divergent results, we argue for further research that emphasizes the intergovernmental features of this financing tool.  相似文献

We address theoretical and empirical aspects of policy disruptions that affect multiple areas of policymaking. Our theorizing leads us to consider the effects of widespread disruptions in gaining the attention of elected officials, in affecting policymaking, and in reshaping the involvement of federal agencies. Our empirical analyses concern the threat of terrorism in the United States and its implications for public risk subsystems over the past 25 years. Our analyses of the attention of policymakers and resultant policymaking volatility show selective patterns of subsystem disruption related to the threat of terrorism. We show that capturing the attention of policymakers in multiple subsystems is insufficient to motivate heightened levels of policymaking across the board. In addition, we find more muted impacts for federal agency involvement than might have been expected from the massive reorganization that created the Department of Homeland Security. More generally, the disjunctions we observe show the powerful influence of policy subsystems in buffering against widespread policy disruptions.  相似文献

Since 2001, state governments have adopted 287(g) cooperative immigration enforcement agreements with the federal government that authorize their law enforcement personnel to assist in detaining violators of civil federal immigration law. Employing a theoretical framework drawn from theories of policy adoption, intergovernmental relations, and immigration research, we test which state‐level political, sociodemographic, geographic, and economic determinants influence states to enter into such a cooperative agreement. In addition to finding that the partisanship of a state's governor, a state's effort on public welfare, and an increase in a state's percentage of Hispanics are related to the adoption of a cooperative immigration enforcement policy, we found evidence of “steam valve federalism” working not at the state level as Spiro (1997) first theorized but at the local level. When a state's localities adopt immigration enforcement agreements with the federal government, the state itself is far less likely to adopt their own. Understanding the reasons states would adopt this type of policy sheds light on current trends in state immigration policy and their effect on future state/federal intergovernmental relations.  相似文献

Does the economy matter for how Australians vote in federal elections? International studies show an association between economic performance and elections, but research on Australia finds that the impact of the economy on voting is modest. What explains this relative absence of economic voting? How do Australians perceive the economy? And how do economic perceptions inform their decisions at the polls? Our results confirm the lack of an association between economic indicators and incumbent vote shares. Analyses of survey data from 1996 to 2013 show that political factors condition perceptions of economic performance, while preferences for – and perceptions of – the government's unified control over economic policy shape the influence of economic perceptions on voter choice. Overall, responsibility attributions are the key to economic voting in Australia.  相似文献

The recent wave of populism sweeping Europe and the Americas generated considerable interest among political scientists, economists, sociologists and to some extent, geographers. The vast majority of these studies focuses on individual voter decisions or national comparisons over time but neglects the within-country spatial variation of the populist vote. This paper addresses this shortcoming and applies spatial econometric techniques to explore possible explanations for spatial variation in the increase of the populist right vote between the 2013 and 2017 national elections in Austria for 2118 municipalities. Spatial variation in voting shares can result from (1) compositional effects, regional differences in the composition of voters with different characteristics, (2) broad spatial, historically evolved institutional differences, such as membership to one of the nine states, (3) unequal integration of different types of regions into the global economy, such as peripheral regions, central urban regions, old industrial regions or tourist areas, (4) spatial vote spillovers due to localized social networks, and (5) unobserved spatial processes. We find that the populist right vote gains in Austrian municipalities are affected by all processes, but that the type of regions becomes insignificant once we correct for unobservable spatial structures in the regression framework. The increase in the share of foreigners, the share of foreigners, income and inequality levels, educational differences, selected state membership, as well as spatial spillovers of populist right voting are all important to explain spatial variation in the rise of the populist right vote.  相似文献

Waivers from legislation have been praised as the foundation for a new era of collaborative federalism. But these exceptions of law, often made without clear statutory authority, undermine the necessary basis for collaboration among governmental entities. That basis is law. Waivers in effect dispense from or even change laws in the interests of administrative flexibility. And, while some commentators have lauded this increased flexibility as empowering for state governments in particular, the real effect is to reduce relations based on law to a condition of perpetual bargaining in which federal administrators hold all the power. Able to change rules and even laws almost at will through new waiver programs and criteria, federal agencies gain arbitrary power, undermining the ability of states and people to plan for their futures on the basis of known rules—the most basic and necessary good provided by the rule of law.  相似文献

This paper investigates why low-income housing agencies in Jamaica do not accomplish their self-imposed progressive mandates to assist large numbers of poor people. To expose what produces gaps between policy and practice, the analysis focuses on how housing programs are organized, both in Jamaica's two largest state agencies and in USAID. The crucial organizational features include the housing agencies' sources of funding, reliance on the private sector, and associated motives and interests. Among the three agencies, a set of inter-related forces block low income access to housing assistance: (1) most of the policy influences of international development agencies such as USAID, (2) the pervasiveness and increased penetration of market logic into low-income housing programs, (3) state agency bureaucratization and careerism, and (4) an elitist neglect of the housing needs of the poor. Prejudices against the poor based on the belief that they do not repay housing loans are not justified by empirical evidence, much less by the fact that the programs were explicitly created to improve their housing conditions.  相似文献

The federal government adopted several measures during the mid-1990s to address concerns about race-based and class-based disparities in environmental protection. This article examines whether these measures affected the pattern of state enforcement of three federal pollution control laws. Using differences-in-differences models to estimate the effects of the federal policy adoption, I find evidence of increases in state enforcement of the Clean Air Act in large African-American communities, but declines in enforcement in communities with large poor and Hispanic populations. Similarly, there is evidence that state enforcement of the Clean Water Act decreased in poor and African-American communities, but there were no real changes in enforcement of facilities regulated under the Resource Conservation and Recovery Act. Collectively, the analysis suggests that the federal policy had minimal positive effects on state regulatory enforcement.  相似文献

Policy entrepreneurship is often used to explain agenda setting through reference to the behavior of individual “change agents.” But there are still gaps in our understanding of what motivates entrepreneurs. Rational choice theory emphasizes the importance of material and nonmaterial incentives; however, it remains unclear what role institutions play. This article aims to empirically examine the relationship between incentives and institutional encouragement of innovation. Using a case study of the federal government of Canada, I find evidence that incentives matter. Government agencies with many incentives are more likely to encourage innovation than agencies with few incentives. These results underscore the importance of institutions in determining the motivations of policy entrepreneurs, and suggest future research should focus on the interplay among individual, political, and institutional factors.  相似文献

One of the most important tools by which citizens can influence their elected officials' behavior is through voting—the electoral connection. Previous studies demonstrate that the opinions of voters are better represented than the opinions of nonvoters within an electoral jurisdiction, but we do not know whether jurisdictions with higher levels of aggregate voter turnout are better represented by their elected officials compared to those with lower levels of turnout. Using data compiled across five congressional sessions (2003–2013), this article investigates whether congressional districts with higher voter turnout are better represented by their member of Congress (MC). We find evidence that district voter turnout positively conditions the relationship between district opinion and MC voting behavior even after accounting for the possible effects of electoral competition and district income and racial demographics. In addition, we uncover evidence that partisan differences exist in this conditioning effect such that higher voter turnout enhances roll call voting responsiveness among Democratic MCs but not among Republican MCs. These findings suggest that congressional districts as a whole benefit from a political responsiveness standpoint when more of their constituents turn out to vote and contribute to literatures on political representation, political participation, democratic accountability, and the U.S. Congress.  相似文献

This article examines the 2002 by-election in the Australian federal seat of Cunningham, in which the Australian Greens secured their first and only member of the House of Representatives. This case study of Greens voting suggests that the electoral support base of the Greens in Cunningham was consistent with what is known about the support base of the Greens elsewhere in Australia. At the same time, it makes the case that local factors were at least as important as national issues in explaining the high Greens vote in Cunningham. A suburb-by-suburb analysis of Greens voting in the 2002 by-election suggests that traditional markers of Greens voting, such as higher than average incomes and educational qualifications, were a necessary, but not a sufficient, explanation of Greens voting in the case of Cunningham.  相似文献

Abstract

Primary challenges on an incumbent’s more extreme flank have become increasingly common in congressional elections. We explore the consequences on the legislative behavior of successful incumbents following these types of challenges. We propose that the effect of extreme ideological primary challenges is conditioned on whether the member belongs to the majority or the minority party. We test our expectations on primary elections from 2000 to 2012 and corresponding changes in voting behavior in the next Congress. We find that incumbents in the majority party who have defeated an extreme ideological primary challenge are less likely to support their party, especially on key votes. We expect this reaction is because they fear appearing too moderate and thereby encouraging another extreme ideological primary challenge. We find that incumbents in the minority party who face an extreme ideological challenge do not change their general voting behavior, but are more likely to vote with their party on key votes.  相似文献

In the wake of the voting controversy of Election 2000, along with passage of a congressional measure designed to fix what many believe is an ailing voting system, research into the impact of voting equipment on residual voting error has become a crucial question as the states prepare to replace existing voting equipment through the use of matching federal funds, to adjust existing equipment, or to face yet more lawsuits. Most existent studies into the link between voting equipment and residual voting error have concentrated on voting equipment across the states rather than within the individual states, generating results that are subject to a possible aggregation bias. Using a variety of statistical techniques, data on Election 2000 U.S. presidential and U.S. senatorial races are analyzed in an attempt to determine the impact of voting equipment on the voting error levels intrastate in those races. This study presents analysis of two sets of state data, Wyoming and Pennsylvania, and is used to argue that the infamous punch-card voting equipment may not be a significant contributor to an increase in voter error when analyzing intrastate, contrary to existing research that indicates it is significant when analyzed across multiple states. This research underscores the importance of researchers' ideological perspectives in application of statistical methodology to the American policy arena.  相似文献

During the past decade federal courts have become an important forum for many environmental conflicts. In the early 1970s environmental groups initiated many of these cases, putting government agencies charged with enforcing environmental regulation on the defensive. By the beginning of the 1980s business interests had assumed the offensive, especially at the appellate levels, placing government agencies squarely in the crossfire of the two groups. Federal judges tended to treat the opposing interests even-handedly, although the plaintiff in a case tended to have an advantage. It appears that environmental groups will be pressed into assuming the offensive once more as federal agencies reduce their enforcement efforts under the Reagan Administration.  相似文献

Vote switching in the United States Senate is not an uncommon occurrence. Nearly one in 10 cloture-final passage vote pairs involves senators switching their vote. We find that this inconsistency in voting behavior is a result of the combination of electoral pressures and the impact of the traceability of consequences in light of party forces and personal preferences. In general, we find that electorally vulnerable members of the majority party are more likely to engage in vote switching. The same is true of more electorally secure members of the minority party. However, the traceability of consequences is also a governing force in that electorally vulnerable members of the majority party are more likely to use vote switching as a credit claiming opportunity during periods of low media scrutiny. Electorally vulnerable members of the minority party are more likely to engage in position taking when there is greater media scrutiny.  相似文献

Compared to most other advanced democracies, Australia experiences fairly high levels of both intentional and unintentional informal (or invalid) voting. Using survey data obtained predominantly from the Australian Election Study and aggregate-level data derived mainly from the Australian Census, we explore whether young people are more likely to cast intentional informal votes. We also reflect on why they might do so. We find that young people are strongly implicated in the rising intentional informal vote rate. We also find that their motivations are linked to the following factors: the young are less likely to be members of political parties, less interested in electoral politics and tend to value voting less than the average citizen. Young people also report higher than average levels of cynicism about politics and lower levels of satisfaction with Australian democracy.  相似文献

There is a disagreement in the political science literature regarding the impact of postmaterialism upon Australian politics. Elim Papadakis, and Ian McAllister and Clive Bean argued that postmaterialist values were expressed through support for the minor parties in the 1990 federal election. But David Gow, analysing the same data, found no evidence supporting postmaterialist theory. In this research note, I re-analyse the data and present fresh evidence which suggests that there is a postmaterialist effect associated with voting for the minor parties in the Senate. My analysis also addresses the question of modelling the vote for the Senate to adequately account for the representation of new politics values by the minor parties.  相似文献
