Residents of Brazilian low-income communities have long called actions of the state “corrupt,” rhetoric that has arguably intensified in the wake of large-scale infrastructural upgrading decisions. Inspired by a new wave of critical corruption studies, in this paper I ask: how is infrastructural upgrading a key site of politics and political understandings of the state for residents in Complexo do Alemão, Rio de Janeiro? How do discourses about corrupt decision-making mechanisms and money appropriation produce common sense notions of how the political system operates? And what work do these narratives do for demonstrating agency of the people living in Complexo? In answering these questions I contribute to an emerging conjunctural research agenda in global urban and corruption studies. I draw on the dual notion of articulation as central to the conjuncture: how the conjoining of political forces alongside discursive enunciations are crucial to crafting hegemonies of corruption and understandings of political and civil society. I add to this Gramscian understanding of the conjuncture a focus on how residents constitute themselves as agential subjects through discourses of corruption. By focusing on the brewing frustrations of Complexo residents, the paper argues that articulations of corruption materialized an articulated political bloc against which community members could express frustration but also, importantly, constituted a civil society demonstrating a constrained agency.  相似文献

This article demonstrates how both the agency of women of colour and a particular set of ideas about femininity and maternity played an important part in shaping the ending of slavery in the city of Rio de Janeiro. It does so through the prism of untapped municipal documentation, exploring initiatives taken by the city council both to abolish slavery by emancipating mainly women and to shape the city's first generation of fully free working families by founding schools and charitable institutions. In enacting these measures, councillors found themselves debating not only the meanings of freedom, but the meanings of ex‐slave womanhood. Their discussions reflected both the long‐term development of ‘free womb logic’ in Brazilian slavery and emancipation, and tendencies by the 1880s abolitionist movement to make emotive, ‘feminised’ appeals for elite women to sympathise with enslaved mothers. The article explores how women of colour used elite discourses about freedom, maternity and womanhood in order to achieve freedom, but also contested and reshaped them as they sought to bring their own lived meanings to freedom.  相似文献

This article focuses on a community located in downtown Rio de Janeiro that was destroyed to make way for the commemorations of Brazil’s Centenary of Independence in 1922. Morro do Castelo was once a space customarily inhabited by Afro-descendants, but Italian and Portuguese immigrants predominated there by the time of its destruction. I argue that whatever Castelo’s racial heterogeneity it was imagined and treated as a black space by planners and policy makers, hence its disposability. In Castelo's neglect during the colonial period and in the urbanization projects that sought to destroy it in the first two decades of the 20th century, one can discern the continuity of imperial processes of ruination of racialized spaces and bodies. The article examines ways in which residents of Morro do Castelo established territory and engaged in various forms of refusal when faced with the ruination of their neighborhood. The spatial practices of the hillside’s diverse population suggest that its various racialized and ethnic groups mapped difference onto a palimpsestic site that defied official classificatory systems and troubled official mappings of the concept city.  相似文献

Abstract: The complexity of water management requires an explanatory framework that is able to capture the multidimensionality of the relations between nature and society increasingly mediated by the state. The evolution of water problems in the Baixada Fluminense, a wetland area situated to the north of Rio de Janeiro, provides a paradigmatic example of how water management becomes incorporated into the fluid politics between state, nature and society. The local experience is examined by making use of the strategic‐relational approach (after Bob Jessop) expanded to urban political ecology. The concept of “trialectics” is proposed as an ontological representation of the interconnections between the state apparatus, class‐based relations and the socionatural elements of the water cycle. The empirical results show that, in a situation of precarious water supply, regular flooding and severe river degradation, state interventions have tended to favour certain groups and areas, which only intensifies the politicisation of water management.  相似文献

Critical global political ecology and critical cultural political economy approaches are used in a study involving decades of research to evaluate the changing relationship between fisher livelihoods, seashore tourism, and urban industrial development in an economically dynamic region of coastal Brazil. As the metropolitan area of Rio de Janeiro expanded and encompassed fishing communities, socio‐environmental transformations created threats to fisher ways of life, opened new multi‐functional opportunities, and also introduced unrelated juxtaposed activities. As stocks fell due to overfishing and urban industrial pollution over the last two decades, small‐scale inshore fishing declined in the bay–lagoon systems located to the east and south‐west of Rio de Janeiro. Tourism increased but proved to be a poor substitute for declining fishing activities because it and other new multi‐functional activities rarely aggregated significant value to local livelihoods. Consequently, only a small minority of fishers benefited and remained on the islands and sand spits, while the great majority left for the mainland. New cultural and environmental functions were also absent, so that of the types of multi‐functionality identified by Wilson and Holmes, those present in the study area are weak and basically serve outside urban production and consumption interests.  相似文献

The Rio Grande do Norte astrolabe may have been found in Brazilian waters, although its provenance is unclear. It was bought and sold at auction in the Unites States in 2011, and the instrument represents a well-preserved specimen within a small and poorly understood collection of published marine astrolabes. It is signed by Agostinho de Goes Raposo, a member of a line of documented Portuguese astrolabe makers, and dated to 1656. This paper relates the condition, treatment, and ethical situation of the artifact, and hopes to advance our understanding of this class of navigation instruments.  相似文献

The Rio Grande border of the United States and Mexico is over 1,000 miles long. This presentation of that border is by means of a photo essay interpreting the physical, economic, political, and cultural complex that has evolved. These photos were all taken in 1990 on a reconnaissance that followed both sides of the border for the entire distance from Ciudad Juarez and El Paso on the west to the Gulf of Mexico on the east. Numerous crossings of the border were made at official and non-official points. Informal field interviews were conducted on both sides of the border with government officials, agricultural workers, tourists, farmers, industrial managers, factory laborers, retirees, undocumented migrants, beachcombers, shoe-shiners in the plaza, sportsmen, clergymen, children, and loafers. The photos with an accompanying text are presented in an order that is conducive to a comprehension of the salient aspects of the physical and human geography and the complex social issues found in the borderland. The final photos and text are on the maquiladoras and the international interplay of history, markets, labor, and technology resulting in striking structural change.  相似文献

This article aims to challenge the widespread consensus that Rio de Janeiro is a divided city by deploying two concepts in critical cartography: cartographic silences and cartographic calculations. As a kind of unconquered territory, a terrae incognitae, favelas were silenced on many of Rio de Janerio's maps over the last century. When these places began to be mapped, and converted to terrae cognitae, power relations often become even more apparent because of the intention to make it legible for purposes of intervention. By analyzing maps published in the mainstream Brazilian press throughout the last century, this article explores how national press often portrays Rio de Janeiro as a city divided between formal neighborhoods, where the state apparatus can ensure the rule of law, and favelas, where parallel politics enforce local forms of governance. In order to disseminate this image of the city, maps can play an important role, locating different urban zones and reinforcing old stereotypes. Despite many studies that focused on both material and embodied forms of state presence within favelas, maps can be an important source of information to understand persistant representations of favelas as excluded and divided places.  相似文献

Abstract

Rio Tinto has the largest deposits of pyrite and copper pyrite and associated minerals in Europe. It was exploited by the pre-Roman Iberians for silver and copper, and later by the Romans. The greatest change to the landscape came with open-pit mining or quarrying by the British Rio Tinto Company in the late nineteenth century and the first half of the twentieth century for pyrite for sulphur and copper. Even this will be obliterated by current mining projects — the Cerro Colorado project of 1973 was started by the Spanish successor company, Rio Tinto Minera (though still associated with the RTZ multi-national company), and more recently there has been an intensification of gold and silver extraction from the gossan which overlies the pyritic deposits. Damage to the industrial archaeology is also resulting from a large scale reclamation programme, and an attempt to develop a Museum Park on the site largely failed. This report briefly considers the remains at Rio Tinto, and includes photographs recording pre-1950 features of the mines.  相似文献

The discovery in 1987 of Paul de Man’s pro‐Nazi literary activities in wartime Belgium prompted a debate over the fact that de Man neither publicly declared his collaboration, nor clarified the relationship between his wartime experience and his post‐war work. De Man’s detractors argued that he insidiously hid his past. The evidence of his concealment, they maintained, was his silence and unwavering conviction in his mature work that the meaning of every text contains its opposite. De Man guaranteed the impossibility of knowing the original meanings of his wartime articles. In contrast, de Man’s supporters argued that what appeared to be de Man’s silence masked his life‐long critique of his wartime errors. His heroic analysis, they maintained, was expressed in his post‐war work. In contrast to these interpretations, it is argued that de Man’s silence and post‐war work resulted from his rejection of his former self and the influence of its unacknowledged presence. The unintentional presence of his past caused de Man’s inability to speak openly about his coll aboration and shaped the content of his late work.  相似文献
