There has long been controversy over the exact location of the middle segment of the great medieval trade route from the Varangians (Northmen) in the Baltic to the Greeks (Byzantium) in the Black Sea. There is no ambiguity about the northern segment, between Novgorod and the Baltic, or the southern segment, from Smolensk down the Dnieper to the Black Sea, but authors have tended to disagree about the various rivers, lakes and portages used by traders in the Russian heartland between Novgorod and Smolensk. A Russian chronicle describing a campaign led by Aleksandr Nevskiy against a Lithuanian force in 1245 sheds light on the alignment of the middle segment of the trade route. It appears that the route originally passed through Velikiye Luki in the 10th century. As this area became embroiled in clashes between warring Russian principalities, the trade route shifted eastward to the Toropets area, which became dominant by the 13th century. The existence of two additional minor routes is also noted.  相似文献

This article inquires into the difference between philosophy as a universal practice and philosophy as a cultural product; its aim is to establish a case for there being Canadian philosophy. Philosophy as a practice can exhibit a dialectical framework. The practice can pursue both universal truths and cultural variations in expressions of those truths. Each philosophical endeavor requires the other to be meaningful. No matter how abstract a “truth” may be, an example always creates cultural relevance. The article introduces the example of an early Canadian philosopher, whose work is documented in the book by Leslie Armour and Elizabeth Trott, The Faces of Reason: An Essay on Philosophy and Culture in English Canada, 1850-1950. John Watson (1847–1939) was the most prolific and well-known contributor to philosophy in early Canada, pursuing universal questions and yet responding to the circumstances of his new home in developing Canada and, in doing so, contributing to Canadian cultural interpretations of philosophical questions. This article uses his example to conclude that the study of philosophy in Canada must include Canadian philosophy.  相似文献

In light of the increasing number of environmental problems necessitating government's attention and the limited scope and budget for addressing these issues, environmental protection has, and continues to evolve as more flexible approaches to regulation are being sought and embraced by governments throughout the world. Voluntary environmental programs (VEPs) are a pragmatic response by both governments and business to find a more flexible way to protect the environment. We discuss the theoretical motivations for firms to adopt VEPs in general and examine Canada's experience with three types of VEPs, public, negotiated, and unilateral agreements, to assess whether the motivating factors are present. We then argue that the institutional, political, and regulatory framework governing environmental policy in Canada does not provide the conditions necessary to effectively promote superior corporate environmental protection across jurisdictions. Despite the lack of government‐directed VEPs, there has been considerable interest by both the private sector and civil society who have taken the lead by developing unilateral agreements. Using existing literature and our current research, we examine the factors that motivate firms in Canada to participate in unilateral agreements and the characteristics of firms with the higher environmental performance and suggest some policy implications.  相似文献

The oil refinery/petro‐chemical complex at Grangemouth has played an important part in the rise of the United Kingdom petro‐chemical industry which has been one of the most dynamic elements of the nation's manufacturing sector.1 The complex has a special significance within Central Scotland in view of the contrast between its rapid development and the declining fortunes of the traditional industrial base. This article historically assesses Canada’s role in developing new constitutional mechanisms in the global economy. Drawing on the literatures of International Political Economy and analyses of Canadian foreign policy, a reassessment of Canada’s position in the international economic order is proposed. As a consequence of the geostrategic advantages afforded Canada between successive global hegemons, Canada’s path-dependent development has situated the country to benefit and insist on disciplinary mechanisms for all states. Canada’s defense of a rules-based order demands the country adopt an increasingly unfamiliar role as crisis threatens the stability of the global economy. Consequently, Canada has become a primary defender of the new constitutional order of global capitalism, a position that seems opposed to traditional cooperative visions of Canadian foreign policy. Moreover, as the Canadian state becomes an active global proponent of neoliberal economic reforms it undermines the intermediary role of the Canadian state in its own markets, potentially undermining one of the historical purposes of Canadian federalism.  相似文献

Canada grants citizenship expansively to most persons born subject to its territorial jurisdiction. Canada’s Charter of Rights and Freedoms also treats naturalized and native-born citizens as equals. But new distinctions have emerged that threaten the equal status and rights of Canadian citizens. Here, I argue that the reemergence of the dormant historical norm of citizenship as allegiance is being used to cast citizens deemed disloyal out from Canada’s protection and supervision. First, I historically trace the erosion of equal citizenship status and rights in Canada under the guise of protecting native-citizens from security threats. Second, I offer a normative argument against the recent practice of denaturalizing Canadian citizens for their actions or questionable allegiances. I conclude with a preliminary recommendation for protecting the citizenship status of Canadians from revocation.  相似文献

Escaping one heritage of British colonialism for another, Irish immigrants to Canada in the nineteenth and early twentieth century helped to shape the image of Canada and Canadian nationalism. In this paper, I compare the diversity of Irish immigrant experiences in Canadas urban and wilderness landscapes. The Irish immigrant experience in major urban centers is well documented. Community neighborhoods, Church activities and domestic and manual labor constitute just part of the stories of urban Irish Canadians in cities such as Toronto. The popular conception of the Irish as strictly city people is strengthened by the lack of discussion of the Irish immigrant role in taming (and ideologically shaping) the wilderness of Western Canada. It is argued that this has to do with the colonial image of the Irish from which British imperialist Canada sought to distinguish itself.  相似文献
