The national policy to manage low-level radioactive waste (LLRW) from commercial nuclear power plants and other generators appears to be at a standstill with regard to siting new LLRW disposal facilities in the states. Regional compacts have been established and host stales designated in most compacts, but the NIMBY problem has proved insurmountable. Connecticut has been added to the growing list of states that have experienced siting setbacks and failures. This case study describes and analyzes the Connecticut experience. We show that siting was derailed by a technical-rationality approach that ignored the political dimensions of siting until it was too late, and by the consequent and powerful NIMBY reaction that ensued. We consider the national LLRW policy dimensions of siting failures and suggest possible policy alternatives for siting LLRW disposal facilities.  相似文献

THIS PAPER EXAMINES the ways in which the siting of castles in England was influenced by the remains of monuments and landscapes from the prehistoric and Romano-British periods. It explores the character, distribution and scale of ancient monument reuse as evidenced through the archaeological and documentary record, in an attempt to discern patterns in peoples’ responses to monuments from the ancient past. It considers the ways in which these places were perceived by both the ruling elite and the local community: exploring how inherited landscapes were used in castle building to structure concepts of belonging, constituted through memory and genealogy. The conclusion is that ancient places were reused by castle builders from the 11th to the 14th century as part of an evolving narrative aimed at enhancing rights to people, place and power.  相似文献

Abstract

Although modal split is only one of the elements considered in decision-making on new shopping malls, it remarkably often arises in the arguments of both proponents and opponents. Today, this is also the case in the debate on the planned development of three major shopping malls in Belgium. Inspired by such debates, the present study focuses on the impact of the location of shopping centres on the travel mode choice of the customers. Our hypothesis is that destination-based variables such as embeddedness in the urban fabric, accessibility and mall size influence the travel mode choice of the visitors. Based on modal split data and location characteristics of 17 existing shopping centres in Belgium, we develop a model for a more sustainable siting policy. The results show a major influence of the location of the shopping centre in relation to the urban form, and of the size of the mall. Shopping centres that are part of a dense urban fabric, measured through population density, are less car dependent. Smaller sites will attract more cyclists and pedestrians. Interestingly, our results deviate significantly from the figures that have been put forward in public debates on the shopping mall issue in Belgium.  相似文献

This paper investigates reactions to a proposed municipal solid waste facility in Southern Ontario supposed to be a low-level, low probability risk using the risk society framework, developed independently by Beck (1992a, 1992b) and Giddens (1990, 1991). Residents often view risk from environmental hazards as high despite expert assurances that risks are low. The appeal of risk society as a general framework is that it connects quantitative risk assessment (QRA) and the social construction of risk (SCR) to show how individuals and social structures reflexively alter and are altered by conflicts over (actual/potential) technological hazards. The analysis involves 30 in-depth face-to-face interviews with residents in Caledon, Ontario, contextualized by interviews with proponent experts (n=4) from the government organization responsible for conducting the siting process. The risk society framework, although developed primarily to describe the effects of high-consequence global hazards, seems well suited to describing local level, low-consequence hazards. The siting process involved a series of fateful moments which upset people's security in particular ways of life. The proposed landfill and the process itself threatened the very nature of what people valued and expected from their community. However, this study raises a concern that the risk society played out at the local/regional level may exacerbate inequalities in the distribution of risks relative to benefits from technological environmental hazards. This stands in contrast with Beck's (1992a) notion that the risks from hazards are equitably distributed within the risk society.  相似文献

The foreshore of North Ferriby, within the Humber estuary, is the site of the earliest sewn plank boats known outside Egypt. Despite a large corpus of research relating to their construction and function, there has, as yet, been no consideration of their location. This paper examines the contemporary environment and sailing conditions of the Humber during the Bronze Age, and assesses pilotage in relation to natural features that might help to explain why North Ferriby was such a significant focus for Bronze Age mariners.
