Facilities that interpret local cultures to tourists can promote positive host-guest relations. However, developing these facilities can be challenging because of the cross-cultural context in which the planning must take place. A participatory approach to planning must be used so that the local residents can determine how their culture is to be portrayed to visitors. However, the planner should be familiar with both the cultures of the hosts and the guests so that the local culture is authentically presented, in a way which is appropriate for visiting tourists. Often interpretation planners from "western" cultures are brought in to coordinate the development of such facilities. These planners, as well as the agencies which sponser them, must be committed to working closely with residents of the community over long periods of time to develop the necessary understanding of the host culture, as well as to cultivate an atmosphere of cooperation. 相似文献

AbstractData from two inland Palaeo-Eskimo sites on southern Baffin Island are evidence for novice flintknapping. The interior of the island boasts a rich and reliable supply of lithic raw material, and the two sites were occupied during the Artic warm season when access to it was unrestricted. The use of a direct procurement strategy to acquire the material at this time of year from such a localized source suggests that acquisition activities were structured as part of the seasonal resource exploitation strategies of the Palaeo-Eskimos on southern Baffin Island. The incidence of novice flintknapping appears to be directly linked to this procurement. By drawing on data from published replicative studies and archaeological remains, socially meaningful patterns of idiosyncratic assemblage variability can be identified, providing greater insights into the social components of lithic tool production and skill apprenticeship. 相似文献

The most distinctive Australian contribution to institutional design is the construction of electoral systems. This paper locates the work of E. J. Nanson 1850-1936; Professor of Mathematics, University of Melbourne, 1875-1922 in its intellectual context. After setting out the puzzle of the frequent discoveries and disappearances of axiomatic social choice, and its awkward relationship with electoral reform, the paper explores Nanson's arguments in both social choice and electoral reform. The first were good; the second disappointingly weak. Nanson's failure to influence Australian institutional design at the foundation of the Commonwealth and the subsequent adoption of Nanson's recommendations for Senate elections are analysed. 相似文献

AbstractClimate warming of >1.5°C over three decades has diminished Arctic sea ice and forced drastic changes on Inuit people of the Canadian Arctic. Discontinuities in archaeological records also suggest that climatic changes may have caused site abandonment and life style shifts in Paleo- and Neo-eskimo societies. We therefore examine the decadal-scale palaeoclimatic changes recorded by quantitative palynological data in marine records from Coburg Polynya, near Palaeo- and Neo-eskimo settlements on the North Devon Lowlands, and from the North Water Polynya between Canada and Northwest Greenland. Palaeotransfer functions from dinoflagellate cyst assemblages provide quantitative estimates of changes in sea surface temperature (SST) and sea ice cover (SIC) with the accuracy of historical measurements.Both sites record temperature variations of 2–4°C corresponding to changes in hunting modes and occupation-abandonment cycles on Devon and Ellesmere Islands. Our data show that from ~6500 to 2600 BP, there were large oscillations in summer SST from 2–4°C cooler than present to 6°C warmer and SIC ranged from 2 months more sea ice to 4 months more open water. The warmer interval corresponds to the period of pre-Dorset cultures that hunted muskox and caribou. Subsequent marine-based Dorset and Neo-eskimo cultures correspond to progressively cooler intervals with expanded sea ice cover. The warming took ~50–100 years and lasted ~300 years before replacement by colder intervals lasting ~200–500 years. These climate oscillations are more rapid than the archaeological cultural changes, but are of similar length to successive Palaeoeskimo occupations in the Nares Strait region. 相似文献

Locke's conceptualization of sovereignty and its uses, combining theological, social, and political perspectives, testifies to his intellectual profundity that was spurred by his endeavour to re-traditionalize a changing world. First, by relying on the traditional, personalistic notion of polity, Locke developed a concept of sovereignty that bore the same sense of authority as the “right of commanding” attributable only to real persons. Second, he managed to reconcile the unitary nature of sovereignty with the plurality of its uses, mainly through a conception of the dual, vertical separation of functions, which implied degrees rather than kinds of sovereignty. While absolute sovereignty belongs to God, Locke argued, relative sovereignty, separated into “potential” and “actual” sovereignty, is vested in the community on the grounds of the Edenic testament with God. The community, established by a fundamental, single contract, is divided into “society”—to fulfil the function of legislation, which signifies the potential sovereignty of the community, so as to cultivate common law, and into “government”—to undertake the execution, which signifies the actual sovereignty of the king, of common law so as to procure common wealth. 相似文献

Northern peoples and those living in the Arctic and environments with broad vistas created cultural landscapes with distinctive monument traditions that supported their cultural and political systems. This paper explores three societies in different geographic regions and time periods during the past 10,000 years that used stone monuments to humanize their landscapes and invoke or honor gods or spirits, mythological ancestors, or deceased leaders. Canadian and Greenland Inuit and their predecessors of the past thousand years marked their lands with abstract human figures known as Inuksuit; Neolithic and Bronze Age Europeans built megaliths, henges, and passage graves; and Mongolian Bronze Age nomadic pastoralists populated the central Asian steppe with burial mounds (khirigsuurs) and anthropomorphic deer stone monuments. Each tradition contributed in different ways to shape and perpetuate the society’s values by invoking spirits, ancestors, or heroic leaders. The enduring presence of these creations reinforced cultural or ethnic identity through ritual, group ceremonialism, landscape values, communal enterprise and labor, and collective memory. This paper identifies commonalities and differences between these traditions and how they functioned. We also see how successive societies perpetuate, change, reinterpret, or invent new uses and meanings for ancient monuments and their landscape settings to create new ethnicities and histories for their own times. 相似文献

This article investigates the 198 political enclaves along the northern section of the border between India and Bangladesh. The enclaves are a remnant of the partition of British India in 1947 and are effectively stateless spaces because most are small and located several kilometers within their host country, which has prevented any administrative contact with their home country. Drawing on interviews with current enclave residents, this article describes the creation of the enclaves and analyzes the disputes that prevented their normalization over the past 60 years. The enclaves provide an important site for scrutinizing the connections between bordering practices and sovereignty claims. They also demonstrate both the social benefits the sovereign state system has brought through the establishment of law and order and the devastating consequences it has caused by territorializing those basic social protections. The article concludes that the failure to exchange the enclaves displays the powerful role nationalist homeland narratives play in institutionalizing the concepts of sovereignty and territorial integrity, often at the expense of human rights. 相似文献
