Commemorating Canada's legendary April 1917 battle of Vimy Ridge has normally proven an emotive event of national importance, symbolic of shared Canadian and French wartime trials and given mostly to remembrance of Canada's war dead. Since 1936, the ridge has been graced by the massive Canadian National Vimy Memorial, for decades the site of impressive and solemn annual ceremonies. But Canada's 1967 50th anniversary celebrations of the battle – a showpiece of the national centenary celebrations – became mired in controversy. French President General Charles de Gaulle was deeply offended that Canada had invited Prince Philip to the event without consulting Paris. It was a stunning diplomatic blunder, especially since Canada's relations with France already were tense as a result of de Gaulle's tacit support for the cause of Quebec independence. Consequently, an opportunity to commemorate a signal event in Canadian history devolved into a fractious bilateral debate and led to a shocking and much-deplored French boycott of the ceremonies. This article adds to the history of commemoration as foreign policy and argues that the Vimy incident had major consequences on France–Canada relations and played a role in France's growing encouragement of Quebec separatists.  相似文献

ABSTRACT

This article provides the most rigorous international history to date of Prime Minister Pierre Trudeau's 1983 peace initiative, one of Canada's major foreign policy ventures of the Cold War, examining both Trudeau's motives and the reception of his initiative among Canada's allies. Drawing on newly declassified sources in Canada, it uncovers the two-track strategy behind this initiative, aiming to mobilise Western European leaders to exert pressure on the Reagan Administration on the one hand, while quietly urging European allies to call for a review of NATO strategy on the other. Based on previously unavailable archival materials from seven different countries, this article also reveals how the Canadian initiative was received by the world leaders Trudeau sought to win over. It reassesses the Canadian initiative, revealing that it borrowed heavily from existing proposals from other countries, and that NATO leaders viewed the initiative as a mere electoral ploy to help Trudeau win re-election rather than a serious project to ease East–West tensions. This article concludes that with this initiative Canada was not in fact playing the role of a ‘helpful fixer’ and that the initiative constituted part of a wider and understudied trend in government responses to the ‘Second Cold War’.  相似文献

Since the late 1980s, there has been no explicit regional policy in Canada. Indirectly, though, equalization payments, industrial policies, as well as regional agencies encouraging the adoption of federal industrial and innovation policies, impact regional economies. In 2017, the federal government appeared to alter its approach: the Supercluster initiative was announced, drawing upon the idea that localized networks of interrelated firms can generate innovation and local development. In this paper, we discuss the mechanisms through which spatially focused industrial innovation policy can lead to regional development. We then focus on Canada's Ocean Supercluster initiative. The question we address is as follows: to what extent can this initiative (and, more widely, Canada's Supercluster policy) be understood as a regional development strategy driven by a coherent rationale for regional intervention? Apart from the fact that each Supercluster focuses on a pre-existing core of firms located within a region, there is little evidence that the Supercluster initiative has regional development objectives or impacts.  相似文献

Henry David Thoreau’s Yankee in Canada is easily overlooked. Because it is so selective in its depiction of life in the St. Lawrence River valley, historians of mid-nineteenth-century Canada have shown little interest in Thoreau’s first-hand account. To American readers, it offers little of the characteristic Thoreau found in Walden and Resistance to Civil Government. Yet, it is highly significant as an expression of national self-definition. Thoreau borrowed themes at least as old as the American Revolution when noting the pernicious rule of Catholic and British power in Canada. He set out to expose the promise of republican values by emphasizing the contrast between these and the poor and morally stunted life under Old World institutions. His work must therefore be interpreted as a call to his audience to commit more deeply than ever to the ideals that animated the Great Republic’s founding moment. It must also stand as a civic interpretation of American nationality at a time when this perspective was waning. Before long, Old World peoples would be racialized and the ideological embrace of the republican values advanced by Thoreau would no longer suffice in making American citizens.  相似文献

Inventing is an important prerequisite for industrial economies to remain technologically competitive. Yet it is not well known how inventive companies of domestic or foreign ownership can affect a nation's technological base and, ultimately, its spatial-economic system. The present study examines this relationship in Canada by investigating the performance of its indigenous and foreign-owned inventive companies at the national, subnational, and urban levels. The results indicate that: (1) Canada's indigenous inventive companies are distinct from their foreign-owned counterparts in that they are generally smaller, are more apt to have teams of inventors, are more likely to develop product inventions, have come to manage a greater share of this nation's inventions, and are increasing their role in key Canadian industries; and (2) geographically, Canada's two largest cities and its core region were adversely affected by the declining inventiveness of American-controlled companies during the 1980s. Cependant, on connaît très peu de la manière que les entreprises inventives de propriété domestique ou étrangère affectent la base technologique ?un pays et, enfin, affectent son système spatio-écono-mique. La présente étude considère ces rapports au Canada au niveau national, sous-national et local, en exminant les performances des entreprises inventives indigènes et étrangères. This article examines Canada's role in post-war planning for international civil aviation and how it was influenced by plans emanating from both London and Washington. Canadian aviation policy was driven by ambitions not easily reconciled: collective-security idealism; commercial advantage; the desire to reconcile British and US policies; and to raise Canada's international profile. These issues are explained and analysed in the lead-up to and in the events of the Chicago International Civil Aviation Conference in November–December 1944. What emerges challenges a considerable part of the conventional wisdom about Canada's diplomacy and the role it played at Chicago through a more nuanced picture of both motives and the stage upon which the civil-aviation drama was played out.  相似文献

On the basis of research in Canadian, British, and US records, this article examines the development and implementation of the most generous financial act in the Second World War: Canada's billion dollar gift to the United Kingdom in 1942. The origins of this extraordinary measure, the political and economic factors that influenced its introduction, and the reasons why its replacement differed so markedly in format even as it replicated the fundamental purposes of the gift, are all assessed within the context of Canada's economic relations with Britain and the United States. As this analysis demonstrates, the gift advanced Canada's enlightened self-interest and bolstered the war effort of its oldest and closest ally. It was an economic success but a political failure; how it was perceived and depicted in Canada ensured that it would not be repeated, even though the conditions and requirements that necessitated the gift had not changed and equivalent measures had to be implemented.  相似文献

Immigrant integration is currently a prominent issue in virtually all contemporary democracies, but countries in which the historic population itself is deeply divided – particularly those with substate nations and multiple political identities – present some interesting questions where integration is concerned. The existence of multiple and potentially competing political identities may complicate the integration process, particularly if the central government and the substate nation promote different conceptions of citizenship and different nation‐building projects. What, then, are the implications of minority nationalism for immigrant integration? Are the added complexities a barrier to integration? Or do overlapping identities generate more points of contact between immigrants and their new home? This article addresses this question by probing immigrant and non‐immigrant ‘sense of belonging’ in Canada, both inside and outside Quebec. Data come from Statistics Canada's Ethnic Diversity Study. Our results suggest that competing nation‐building projects make the integration of newcomers more, rather than less, challenging.  相似文献

Abstract

Conflicting concepts of identity have long exercised the Canadian imagination. The central focus of this paper is the role of institutionalised memory in promoting centralist patriotic sentiments. The association between the development of a consciousness and knowledge of the nation is illustrated by the founding of the Canadian Club, the Champlain Society and the Canadian Geographical Society. Attention is also directed to Canada's Historic Sites and Monuments Board, founded in 1919. Throughout its 75‐year history, the HSMB has commemorated events, places and people of historical significance for Canada in some 1600 sites. As may be expected, there have been shifts in emphasis in the national meta‐narratives over time, as is also demonstrated by the recent Charles Richard Bronfman Foundation's ‘Heritage Moments’. Taken together, these initiatives demonstrate a dynamic agenda of reconstituting national memory, national self‐knowledge, and national identity.  相似文献

On 4 September 2006, Private Mark Anthony Graham, a 33-year-old black Canadian, was killed in Afghanistan in a so-called friendly fire incident. An elite athlete prior to his military career, Graham, who was born in Jamaica and grew up in Hamilton, Ontario, had also been a member of the Canadian 4 × 400-metre relay team that competed in the 1992 Olympic games. This article examines the mainstream television and print media accounts that emerged following Private Graham's death to explore the connections between race, masculinity and discourses of national belonging. For example, media narratives emphasized Graham's physicality and track and field career, rather than his status as a citizen-soldier who died in the service of his country. I argue that the prominence ascribed to Graham's corporeality signals his racial alterity, a delineation which facilitates his exclusion from white settler society. Moreover, beyond revealing the enduring legacy of Canada's history of anti-black racism, I suggest that the media's treatment of Private Mark Graham is indicative of the reconfiguration of white cultural nationalism in post-9/11 narratives of citizenship and Canadian identity and efforts to reinstate white men as the true embodiment of masculine heroism and patriotism.  相似文献

This article compares the political representation of visible minorities in Canada and the United States, focusing on differences in federal redistribution (redistricting) practices and constituency composition. Although the two countries both use territorially‐based electoral systems, they operate under different legal standards and institutional environments for the creation of ridings (districts). In the US, redistricting is a highly political process, yet must respect strict population equality standards. Litigation over redistricting is common, and courts adjudicate voting and representation under a constitutional system enforcing strong individual rights. In contrast, Canada's redistribution process is relatively nonpartisan, permits large population variances among ridings, places more emphasis on community rights, and is seldom subject to extensive court challenges. Despite these differences, the two countries exhibit striking similarities in the overall level of visible minority representation relative to population share. Conversely, Canada's population inequalities among ridings create a systematic disadvantage for visible minorities. Political attention to visible minority representation is stronger in the US, but the means to achieve it are constrained both by the judicial limits on group representation and the constitutional limits on the use of racial identity. Canada has a framework for political representation that could easily accommodate significant visible minority representation but lacks the political imperative to use it, in part because doing so would run counter to Canada's multicultural image of these groups as immigrants rather than as non‐white minorities.  相似文献

Academic geographers are working in a system in flux. A series of interconnecting and overlapping social, political, and economic processes have resulted in a shifting academic climate for geographers and geography departments. This viewpoint brings forward evidence from multiple areas of study to provide a synthesis of this changing context. Challenges to geography include the role of “facts” and “truth” in society, neoliberal university contexts as workplaces, and generational change, among many others. This paper asks more questions than it answers, with an aim to promote an engaged and informed debate among geographers about our “place” in Canada's shifting academic context.  相似文献

We examine Canada's recent Syrian Refugee Resettlement Initiative (SRRI) paying close attention to the resettlement role played by mid‐sized urban communities. We elaborate on a key policy dimension at work at this scale of action: local immigration partnerships (LIPs). We start with a very brief review of Canada's history of mass refugee resettlement. Second, we assess the policy of LIPs, particularly how they have been presented as a form of “place‐based policy,” and third, we offer an overview of the role the LIPs played in three case study communities (Hamilton, Ottawa, and Waterloo) during the SRRI. Finally, we present three overarching themes that emerged from our research in each of these communities: the importance of each community's history of immigration and refugee resettlement; the embeddedness of the LIP and its leadership in the local community; and how the positioning of each LIP relative to the three levels of government and its official Resettlement Assistance Program agreement holders impacted its ability to act. The history, location, and place characteristics of each community influenced the nature of intersectoral and intergovernmental relations in distinctive ways, and differentially shaped the effectiveness of each LIP's ability to contribute to the SRRI.  相似文献

Visual media have long been instrumental in the production of international borders as sites of spectacle. Such projects involve careful delineations of who may enter and under what conditions. In Canada, this representation often centres on a dialectical relationship between a welcoming and generous, multicultural nation and a threatening foreign immigrant Other. We adopt a visual content analysis approach to examine Border Security: Canada's Front Line, a documentary series produced for the National Geographic Channel that follows the daily activities of Canadian border security agents. Because this series is sponsored by the Canadian Border Patrol Agency, it provides an ideal case with which to interrogate the State's agenda in representing home, Other and risk. Given previous scholarship on the dialectical representation of Other and Canadian multiculturalism, we expected to find similar juxtapositions on Border Security. Rather, our analysis reveals a carefully managed representation of colour and nation-blindness that supports a construction of Canada in opposition to the United States.  相似文献

This paper analyses the particular role played by anarchism in early 20th century discussions concerning the Bolivian nation and citizenship. Based on a diverse corpus of documents and extended specialised literature, I will argue that between the 1920s and 1940s the local anarchist movement took part in these debates by rejecting the Creole oligarchy's definition of the nation and proposing one of its own. Ideologically, this intervention meant imagining a different, more inclusive national community made up of racialised and gendered identities. Practically, it implied fighting against internal colonialism, struggling for equal citizenship, and defending the ethnic and gender identity and human dignity of mestizos, cholas, and indigenous people. By reconstructing these debates and some anarchist “ethno-classist” struggles of the period, I approach the anticolonial orientation of Bolivian anarchism, and more generally, examine a historical experience in which subaltern subjectivities intervened in nation-building away from a statist, Western and patriarchal path.  相似文献

While the use of public policy to construct a Canadian identity has been established in the literature, what is less well understood is whether national identity, once established, might shape Canadians' feelings about these same public policies. This article examines the extent to which citizens' national identities influence their pride in Canada's social security system, and how this relationship may be changing over time. Using data from the International Social Science Programme's 1995 and 2003 National Identity Modules, the article argues that citizens' national identities help explain the contours of social security attitudes in Canada, and that this relationship persists despite significant policy change in the field. Additionally, the paper suggests that political actors may successfully increase public support for their social security policies by “framing” them in ways that appeal to citizens' definitions of Canada.  相似文献

This article focuses on the current shifts in expressions of Cuban national identity by considering the articulations of cubanidad and cubanía in recent documentary films from Cuba's Muestra joven. Rather than suggesting a disappearance or deterioration of national identity, these three examples of contemporary Cuban cinema evidence a more fluid, sentiment-based articulation of Cubanness that can be considered the island's élan vital. This analysis of representations of the ongoing transformation of Cuba deploys theories and terms conceptualised by Georg Sorenson in The Transformation of the State: Beyond the Myth of Retreat (2004) in order to posit how cubanidad is aligned with the modes of citizenship (the official), which is a sense of Cubanness defined by a rationality that may be imposed, while cubanía is affined with a sentiment fuelled by intuition (the personal). Thus we propose that just as the Muestra joven embodies the current vacillation and movement of Cuban cinema between citizenship and sentiment, so deMoler (Muestra 2004), Model Town (Muestra 2007) and La Época, el Encanto y Fin de Siglo (Muestra 2000) indicate a process of reinterpretation and rupture in a context of flux instead of rigidity.  相似文献

ABSTRACT

In June 2019 Canada's National Inquiry into Missing and Murdered Indigenous Women and Girls released its final report. This short Reflection focuses on the National Inquiry's supplementary legal analysis, which concerns the law of genocide. I contend that this analysis is correct in holding that the murder and disappearance of large numbers of Indigenous women, girls, and other persons ought to be understood as an ongoing crime facilitated by specific policy choices, legal decisions, and socio-economic structures. I also contend that the systemic, recurrent, and large-scale nature of this crime is best captured by the term “genocide.” I argue that formal legal definitions of “genocide” such as the one offered in the 1948 Genocide Convention, though conceptually clunky, historically contingent, and politically inadequate, are key to illuminating some of the structural forces underlying and animating a range of events that may otherwise appear unrelated. Genocide, the ultimate collectivist crime, is a concept of preponderantly legal origin, which means that serious consideration must be given to its specifically legal definition when trying to determine whether it is justifiable or appropriate to apply it to a given social phenomenon. Its standard legal definition may be unable to do justice to the specificities of different modes of group violence, but its abstract generality is also what enables those who employ it to highlight the intrinsically systemic character of such destruction. Ultimately, I suggest that Canada's genocide “debate” turns on the relation between “law” and “society”—the question, that is, of how precisely a legal definition is to be interpreted and applied under different, and often rapidly changing, social conditions.  相似文献

This paper describes research that was designed to examine the assertion that historic designation of properties, under the heritage legislation in Canada's largest province, has a negative impact on the values of those properties. The actual selling price of subject properties was used to establish their value history trends, which were then compared to ambient market trends within the same communities. Almost 3,000 properties in twentyfour communities were investigated, in what is believed to be the largest study of its kind ever undertaken in North America. It was found that heritage designation could not be shown to have a negative impact. In fact there appears to be a distinct and generally robust market in designated heritage properties. They generally perform well in the market, with 74% doing average or better than average.The rate of sale among designated properties is as good or better than the ambient market trends and the values of heritage properties tend to be resistant to downturns in the general market.  相似文献
